Why ZED certification applications get rejected or stall

MSME Sustainable (ZED) Certification applications most often stall because a non-conformity raised by the assessor is not closed in time, the enterprise is not Udyam-registered, the unit is in the service sector rather than manufacturing, the ZED Pledge was not taken, or the evidence uploaded does not support the ZED parameters. Enterprise not registered on Udyam

The ZED eligibility page is explicit: only MSMEs registered on the Udyam portal can participate, and unregistered enterprises are not eligible. There is no way around this gate.

Fix: Register free at udyamregistration.gov.in, then log in on zed.msme.gov.in with your Udyam Registration Number and the mobile number linked to it.

Service sector unit applied

The ZED FAQ states the scheme is at present designed for manufacturing MSMEs. A service sector enterprise is not eligible at present; the Ministry says a model for the service sector is being developed.

Fix: If your unit is genuinely a manufacturing MSME but is showing as a service unit on Udyam, correct the Udyam classification. If it is a service enterprise, ZED is not open to you yet.

ZED Pledge not taken

Every applicant must take the ZED Pledge online before applying for any level. Skipping it also means you never unlock the Rs 10,000 joining reward that makes Bronze effectively free.

Fix: Take the ZED Pledge on the portal. The joining reward and free WASH certification under MSME KAWACH become available immediately after the pledge.

Non-conformity not closed in time

This is the single most common reason a certification stalls after assessment. According to the certification process, the application stays open only until any non-conformity raised by the QCI-accredited assessor is closed within the time period given. Miss the deadline and the application does not progress.

Fix: Track the assessor's non-conformity on your dashboard and close it within the window with corrective evidence. Only then is the certificate recommended.

Evidence does not support the ZED parameters

Assessment, desktop verification, remote or onsite — relies on the documents, photographs and records you upload against the ZED parameters. Thin or irrelevant evidence leads the assessor to raise non-conformities or withhold the level.

Fix: Upload complete, relevant evidence against each parameter before the assessment allotted to you. Assessors and consultants are allocated by the implementing agency through a pre-defined process, you cannot pick your own.

Applicant share or bank details not in order

You must pay the applicant's balance share after the joining reward and subsidy are adjusted, and reimbursement of handholding and certification support needs the enterprise bank account. A missing payment or mismatched account holds things up.

Fix: Pay the balance certification cost, and ensure the enterprise bank account details on the portal are correct for any reimbursement.

Additional-subsidy claim without category proof

The extra 10% subsidy for Women, SC or ST ownership or for special-area location (NER, Himalayan, LWE, island or aspirational districts), and the 5% for SFURTI or MSE-CDP clusters, need supporting proof.

Fix: Upload category or location proof to claim the additional subsidy; without it, only the base 80/60/50 per cent subsidy applies.

Surveillance missed by Silver and Gold holders

Silver and Gold certificate holders undergo a remote surveillance assessment 18 months after certification (Rs 10,000 Silver, Rs 20,000 Gold, same subsidy slabs). Bronze has none. Missing surveillance can affect the standing of the certificate.

Fix: Complete the surveillance assessment when due, and upgrade or renew before your certificate expires to keep the associated benefits.

Grievance route

1. Complete and track everything on zed.msme.gov.in; the user manual is in the "My Document" section of your dashboard.

3. Escalate wider MSME grievances through the CHAMPIONS portal at champions.gov.in.

Registration, the pledge and the application are all completed by the MSME itself. No agent is needed to obtain ZED certification, and any agent charging to "get you certified" is selling something the government already subsidises.
