National Fund for Persons with Disabilities: Why Applications Get Rejected and How to Fix It

Most National Fund for Persons with Disabilities applications are turned away for one of a handful of reasons: disability assessed below 40%, family income above the component ceiling, an achievement older than three years, a request another DEPwD scheme already covers, or incomplete uploads. This article works through each and the fix. The National Fund is a corpus fund of the Department of Empowerment of Persons with Disabilities (DEPwD), so remember one thing before troubleshooting: even a fully eligible application is not an automatic sanction, because sanctions depend on the corpus available in a given year.

Disability below 40%

The single most frequent disqualification. The fund is limited to benchmark disability as defined in the RPwD Act, 2016. A disability of 40% or more, certified by the competent medical authority. If your assessed percentage is below 40%, the application cannot be sanctioned under this fund.

Fix: If you genuinely have a benchmark disability but your certificate is old or under-assessed, get a fresh assessment and a UDID card reflecting the correct percentage before reapplying. If you are below 40%, the National Fund is not the right scheme.

Income above the component ceiling

The fund applies an income test per component. Family income must be within Rs 3 lakh a year for national events and national IT challenges, and within Rs 6 lakh a year for international events.

Fix: Attach a current income certificate that matches the ceiling for the exact component you are applying under. Applying under the international-event component (Rs 6 lakh ceiling) when your event is national will not raise the limit, match the component to the event.

Achievement older than three years

For the sports, fine arts and cultural component, the qualifying medal or the Ministry of Culture artist grading must have been won or issued within the last three years. A medal or grading from four years ago does not qualify.

Fix: Use a recognised achievement from the last three years, and upload the certificate or grading order clearly. If your grading has lapsed, seek a current grading from the Ministry of Culture before applying.

The request is already covered by another scheme

The National Fund is deliberately a residual instrument, it supports areas not covered by DEPwD's regular budgetary schemes. A standard aid or appliance (a tricycle, a hearing aid) belongs to the ADIP scheme; a scholarship belongs to DEPwD's scholarship schemes; barrier-free infrastructure belongs to SIPDA. Applying to the National Fund for any of these gets the request declined as out of scope.

Fix: Route the request to the correct scheme. Reserve the National Fund for what those do not cover; customised mobility equipment (up to Rs 1 lakh), event participation, exhibitions and the newer STEM tuition-fee reimbursement component.

Organisation registered for under three years

For exhibition and workshop grants, the applicant organisation must be registered for three years or more under the Societies, Trusts or Companies Act, and must show at least two years of experience organising exhibitions or workshops marketing products made by persons with disabilities.

Fix: A young organisation cannot cure this by paperwork — the registration and track-record thresholds are hard. Partner with or apply through an eligible established organisation, or wait until your body crosses the thresholds.

Incomplete or mismatched uploads

Applications also fail on avoidable document gaps, a missing income certificate, a bank account that is not Aadhaar-seeded (individual assistance is released only by DBT into an Aadhaar-seeded account), a missing event selection letter, or an unreadable disability certificate.

Fix: Before submitting, confirm you have uploaded the disability certificate or UDID (40%+), income certificate matching the ceiling, the medal/grading obtained within three years, the event invitation or selection letter, and Aadhaar-seeded bank details. Organisations must add the registration certificate and past-work evidence.

How to correct and resubmit

1. Log in at nationalfund.depwd.gov.in under the same track (Individual or Organization).
2. Open the returned application and read the exact query or reason recorded against it, never fabricate a reason; act on the one shown.
3. Replace the flagged document or correct the field.
4. Resubmit and save the fresh acknowledgement number.
5. For a formal grievance, use the logged-in grievance route, or write to the Joint Secretary and CEO, National Fund, Room 527, Pt. Deendayal Antyodaya Bhawan, CGO Complex, New Delhi.

One honest caveat

Because the National Fund is a corpus, a "not sanctioned" outcome is not always a rejection on merit. An eligible application can go unfunded if the corpus is exhausted for the year. Check DEPwD's annual figures on the National Fund page, and reapply in a subsequent cycle if that is the position.
