Grant of Financial Assistance to the Press Reporters of Puducherry
Puducherry state government scheme
Grant of Financial Assistance to the Press Reporters of Puducherry pays a one-time relief of Rs 25,000 from the Chief Minister's Relief Fund to journalists who have worked at least 10 years in a newspaper or magazine registered with the Registrar of Newspapers for India. Apply in Form-I to the Member Secretary-cum-Treasurer through the Directorate of Information and Publicity, Puducherry.
What is the Grant of Financial Assistance to the Press Reporters of Puducherry?
Grant of Financial Assistance to the Press Reporters of Puducherry is a welfare measure run by the Department of Information and Publicity, Government of Puducherry, for working journalists in the Union Territory. According to the department's citizen charter, the scheme pays Rs 25,000 as financial assistance to an eligible press reporter, drawn from the Chief Minister's Relief Fund under bye-laws framed specifically for this purpose.
The bye-laws are not new. The Directorate's own downloads page lists the "Chief Minister's Relief Fund (Grant of Financial Assistance to the Press Reporters) Amendment Bye-laws" dated 16 November 2002, and an earlier amendment to the bye-laws issued in April 2002. The scheme therefore sits inside a settled rule framework rather than a yearly announcement, which is why no annual application window is advertised.
Press work in a small Union Territory is often insecure. Many reporters in Puducherry, Karaikal, Mahe and Yanam are stringers or district correspondents on modest retainers, with no provident fund and no gratuity. Grant of Financial Assistance to the Press Reporters of Puducherry is the Directorate's way of putting a lump sum in the hands of a long-serving journalist who needs it.
What the scheme sits alongside
The Press Section of the Directorate lists a family of welfare measures for media persons, and it helps to know which is which before applying:
- Grant of identity cards to media persons, valid for one year and renewable.
- Grant of accreditation cards under the Pondicherry Press Representatives Accreditation Rules, 1984.
- Grant of monthly pension to media persons, a separate recurring benefit with its own application form.
- Financial assistance for the purchase of a laptop, desktop computer or smartphone.
- Medical insurance for the families of media persons.
- Awards for the Best Journalist and Best Photo Journalist.
- Grant of financial assistance to media persons from the Chief Minister's Relief Fund. The scheme described on this page.
Who is eligible for the press reporters' financial assistance?
You can apply if:
- You are a citizen of India.
- You are a native of the Union Territory of Puducherry by virtue of birth, or you have lived continuously in Puducherry for not less than five years.
- You have served in a newspaper or magazine duly registered with the Registrar of Newspapers for India (RNI), New Delhi, continuously for a period of not less than 10 years.
The five-year residence route matters. A journalist who moved to Puducherry mid-career and has been based in Karaikal or Mahe for more than five years is covered even without being born in the territory, provided the residence is continuous and can be certified by the Revenue Department.
You cannot apply if:
- You are not an Indian citizen.
- You are neither a native of Puducherry by birth nor a continuous resident of the Union Territory for five years or more.
- Your service is with a publication that is not registered with the RNI, house bulletins, unregistered web-only outlets and internal newsletters do not count towards the 10-year requirement.
- You have less than 10 years of service, even if all of it was in Puducherry.
The scheme is meant for individual journalists. A media house, press club or association is not eligible to apply for a personal benefit on behalf of its members, although the Directorate does maintain a Press Club separately as part of its welfare activity.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application in Form-I | Yes | Addressed to the Member Secretary-cum-Treasurer |
| Nativity and Nationality Certificate in Form-II | Yes | From a Revenue officer not below Deputy Tahsildar rank |
| Service certificate in Form-III | Yes | From the competent authority of the newspaper or magazine |
| Verification certificate in Form-IV | Yes | From the Director of Information and Publicity, Puducherry |
| Proof of RNI registration of the publication | Yes | Confirms the 10-year service counts |
| Residence proof | No | Only where nativity rests on five years of continuous residence |
| Receipt in Form-V | Yes | Signed at the time the cheque is handed over |
The four numbered forms are the spine of this application. Form-II must come from the Revenue Department, Form-III from the employer, and Form-IV from the Directorate itself, so it is sensible to start with Form-III, take that to the Directorate for Form-IV, and approach the Tahsildar's office for Form-II in parallel.
How to apply for the Puducherry press reporters' financial assistance
- Collect the prescribed Form-I from the Directorate of Information and Publicity, 18 Bellcombe Street, Puducherry - 605 001, or from the Applications page of the departmental website at info.py.gov.in.
- Obtain a Nativity and Nationality Certificate in Form-II from an officer of the Revenue Department not below the rank of Deputy Tahsildar.
- Obtain a service certificate in Form-III from the competent authority of your newspaper or magazine, showing continuous service of at least 10 years and confirming the publication's RNI registration.
- Obtain a verification certificate in Form-IV from the Director of Information and Publicity, Puducherry.
- Submit the completed Form-I with Forms II, III and IV attached to the Member Secretary-cum-Treasurer, routed through the Directorate of Information and Publicity.
- Wait for the selection committee to consider the case, then collect the crossed cheque from the Director of Information and Publicity and sign the receipt in Form-V.
Applicants in the outlying regions do not have to travel to Puducherry to begin the process. The Assistant Director, Department of Information and Publicity, 5 Jawaharlal Nehru Street, Karaikal (04368-222596), and the Regional Administrators at Mahe (0490-2332720) and Yanam (08842-321223) handle departmental work locally.
How is the application decided?
A committee constituted under the bye-laws selects beneficiaries. Its members are:
- Secretary to Government (Information): Chairperson
- Deputy Secretary or Under Secretary to Government (Information): Member
- Director of Information and Publicity; Member
- Regional Executive Officer of the region concerned โ Member
The committee, on being satisfied with the application, recommends the grant of financial assistance as per the bye-laws. On sanction, the Member Secretary-cum-Treasurer arranges for the amount to be drawn as a crossed cheque in the applicant's name and hands it to the Director of Information and Publicity, who transmits it to the applicant after obtaining the Form-V receipt.
The citizen charter sets a time limit of three weeks from the date of submission of the application with complete required documents.
Why applications get rejected or delayed
- Publication not registered with the RNI. This is the single hardest condition, and it disqualifies otherwise long-serving reporters at unregistered outlets.
- Service short of 10 years, or broken service. The bye-laws use the word "continuously", so gaps in employment weaken the claim.
- Form-II obtained from too junior an officer. The certificate must come from a Revenue officer of at least Deputy Tahsildar rank.
- Nativity claimed on residence without documentary support for the full five-year period.
- Form-III signed by someone other than the competent authority of the publication.
The practical fix in almost every case is to go back to the issuing office and have the certificate reissued correctly, rather than filing a fresh Form-I.
Where to get help or raise a grievance
- Directorate of Information and Publicity, 18 Bellcombe Street, Puducherry 605 001 to telefax 0413-2334398, telephone 0413-2336415 and 0413-2337078.
- Karaikal: Assistant Director, Department of Information and Publicity, 5 Jawaharlal Nehru Street, Karaikal, phone 04368-222596.
- Mahe: Regional Administrator, Government House, Mahe, phone 0490-2332720.
- Yanam, Regional Administrator, Yanam, phone 08842-321223.
- Appellate authority for press-section matters is the Director, Directorate of Information and Publicity, Puducherry.
- Written grievances can also be filed on the central public grievance portal at pgportal.gov.in.
There is no fee for applying, and no agent can secure a sanction. The decision rests entirely with the Secretary-level committee named in the bye-laws.
How to check your application status
There is no online tracking portal for this scheme, so an applicant has to follow up through the same offline channel the application went through.
- Note the date and place of submission. Since Form-I is submitted to the Member Secretary-cum-Treasurer through the Directorate of Information and Publicity, keep the acknowledgement or the office copy of Form-I stamped at submission. This date is what the three-week disposal commitment is measured against.
- Call the Directorate first. For applications filed at the head office in Puducherry, call 0413-2336415 or 0413-2337078 and quote your name, the date Form-I was submitted, and the newspaper or magazine you serve. Since the Press Section handles several welfare schemes together (identity cards, accreditation, pension, and this grant), mention explicitly that the query is about the Chief Minister's Relief Fund financial assistance so the query reaches the right desk.
- Use the regional office if you applied there. Applicants from Karaikal can call the Assistant Director's office at 04368-222596; those from Mahe can reach the Regional Administrator at 0490-2332720; and those from Yanam can call the Regional Administrator at 08842-321223. Regional offices can confirm whether your file has already been forwarded to Puducherry for the committee's consideration.
- Ask specifically where the file stands, since the process has only a few stages: verification of Form-II, III and IV, placement before the Secretary-level selection committee, and, after sanction, preparation of the crossed cheque. Knowing which stage the file is at tells you whether a document needs correcting or whether the delay is only procedural.
- If the three-week window has passed with no response, write a follow-up letter to the Director of Information and Publicity referencing the original submission date, or lodge a grievance on the central portal at pgportal.gov.in, since the Director is also the appellate authority for press-section matters.
- Collection of payment is the final status update. Once the committee sanctions the assistance, the Directorate calls the applicant to collect the crossed cheque in person and sign the receipt in Form-V, so a call asking "has the cheque been prepared" is a fair way to check whether the case has cleared the committee.
There is no SMS or email update system for this scheme, so a phone call or an in-person visit to the Directorate or the relevant regional office remains the only way to get a status update.

Frequently asked questions
How much money does a press reporter get under this Puducherry scheme?

How many years of service does a journalist need to qualify?
A journalist needs at least 10 years of continuous service in a newspaper or magazine registered with the Registrar of Newspapers for India, New Delhi. Service in unregistered publications is not counted.
Who cannot apply for this financial assistance?
A person who is not an Indian citizen, who is neither a native of Puducherry by birth nor a continuous resident for five years, or who has less than 10 years of service in an RNI-registered newspaper or magazine is not eligible.
Is there an online application for the press reporters' assistance?
No, the application is offline. Form-I along with Form-II, Form-III and Form-IV must be submitted to the Member Secretary-cum-Treasurer through the Directorate of Information and Publicity at 18 Bellcombe Street, Puducherry.
How long does it take to get the money?
The department's citizen charter fixes a time limit of three weeks from the date of submission of a complete application with all required documents. Incomplete applications restart the clock.
Who decides whether the assistance is sanctioned?
A selection committee decides. It is chaired by the Secretary to Government (Information), with the Deputy Secretary or Under Secretary (Information), the Director of Information and Publicity, and the Regional Executive Officer of the region concerned as members.
How is the sanctioned amount paid out?
The Member Secretary-cum-Treasurer draws the amount as a crossed cheque in the applicant's favour and hands it to the Director of Information and Publicity, who passes it to the applicant against a receipt in Form-V.
Does accreditation as a journalist help with this scheme?
Accreditation is not a stated condition for this assistance, but the same Directorate runs the Pondicherry Press Representatives Accreditation Rules and issues media identity cards, and holding those makes the Form-IV verification straightforward.
