What is the BOCW General Surgery Scheme in Punjab?

BOCW General Surgery Scheme is Welfare Scheme No. 10 of the Punjab Building and Other Construction Workers Welfare Board: formally, the financial assistance scheme for "general surgery" of registered beneficiary construction workers and their family members. The Board is a statutory body under the Department of Labour, Punjab, constituted on 30 April 2009 under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and its schemes are approved under Rule 265 of the Punjab Building and Other Construction Workers Rules, 2008.

According to the Board's scheme document, the Board has approved a financial benefit of up to Rs 50,000, or the actual expenses, whichever is less, to the registered beneficiary and their family members for general surgery.

The scheme sits deliberately in the gap left by insurance. A registered worker with a Bhagat Puran Singh Sehat Bima Yojna health card already gets free indoor treatment worth Rs 50,000 per family per year in government and empanelled private hospitals. Surgery routinely costs more than that. This scheme provides a second layer of up to Rs 50,000 once the health card benefit runs out.

What does "general surgery" mean here?

The scheme is written broadly. Its terms say the beneficiary is entitled to financial assistance for the expenditure incurred on any type of general surgery for himself or any member of his family. There is no schedule of listed procedures. In practice, the deciding filter is not the name of the operation but two other things: whether the Civil Surgeon finds the expenditure admissible when the surgery was done privately, and whether the beneficiary has already claimed in that financial year.

Note the boundary with the Board's other health schemes. Serious and occupational ailments, cancer, heart surgery, kidney transplant, silicosis, asbestosis and the rest of the sixteen listed conditions; have their own scheme with a Rs 1 lakh ceiling. Silicosis detected through the Board's Mobile Lab Scheme carries reimbursement of up to Rs 1.5 lakh. A worker facing one of those conditions should file under the appropriate higher-ceiling scheme rather than here.

Who is eligible for the general surgery assistance?

You can claim if:

  • You are registered as a beneficiary with the Punjab BOCW Welfare Board. Registration is open to a construction worker aged 18 to 60 who has done building or other construction work in Punjab for at least 90 days during the last 12 months, on payment of a Rs 25 one-time registration fee and a contribution of Rs 10 per month, for a term of one to five years at a time.
  • You have been continuously depositing your contribution regularly — the scheme states this as its first condition.
  • The surgery was for you, or for a family member under Rule 2(t) of the Punjab BOCW Rules, 2008: the husband or wife, minor sons including major sons who are insane or physically handicapped and unable to earn, unmarried daughters, and the parents of the building worker who are solely dependent on him.
  • You have not already claimed under this scheme in the same financial year.
  • You have first exhausted the Rs 50,000 health card benefit under Bhagat Puran Singh Sehat Bima Yojna, where you hold a card.

You are not eligible if:

  • You are covered under the ESI scheme. The scheme's condition 3 says a beneficiary covered under ESI shall not be granted benefit under it.
  • You are an unregistered construction worker, or your registration lapsed because contributions stopped. Registration cannot be created after the surgery to cover it.
  • You have already taken the benefit once in the current financial year, for yourself or for any family member. The limit is one claim per financial year, not one per person.
  • The patient is outside the Rule 2(t) family. A married daughter, a sibling, or a parent who is not solely dependent on you.
  • The BPSSBY health card cover has not been used first.

How to apply for the BOCW General Surgery Scheme in Punjab

  1. Use the BPSSBY health card first if you have one. Take the free indoor treatment of up to Rs 50,000 per family per year in a government or empanelled private hospital, and keep the record of what was used. The Board treats this as a precondition, not a suggestion.
  2. Keep every document from the hospital. The discharge summary, the operation notes, the itemised bills and the payment receipts together decide the amount you will be reimbursed, because the scheme pays actual expenditure or Rs 50,000, whichever is less.
  3. Get the Civil Surgeon's assessment if the surgery was private. The scheme allows surgery by any government or private doctor, but expenditure at a private doctor is reimbursed only to the extent the Civil Surgeon finds admissible, capped at Rs 50,000.
  4. Check that your registration is current, and if contributions have lapsed, generate a challan on bocw.punjab.gov.in and deposit the renewal amount, with penalty where applicable, into the Punjab Construction Workers Welfare Board account, IFSC PUNB0324800.
  5. Submit the application on the Board's web portal through the Labour Inspector or Labour Enforcement Officer of your area, or through the nearest Sewa Kendra. The route the scheme itself specifies. Carry your registration card, Aadhaar, bank passbook, hospital documents and, where relevant, proof of the patient's dependency.
  6. Collect the acknowledgement with the application number.
  7. Let the sanction chain run. The application is verified by the committee constituted at sub-divisional level. After approval from the Deputy Commissioner, the concerned officer sends the list to the Board for direct transfer of the benefit into the beneficiary's bank account.

How do you check the status of your general surgery claim?

  1. Open bocw.punjab.gov.in.
  2. Choose Check your Scheme Application Status and log in with your beneficiary registration number.
  3. If you registered offline and no online number exists, generate it from the home page by entering your earlier registration number with your Aadhaar number or the mobile number recorded at registration. The number arrives by SMS. If nothing is generated, get the registration form updated at a Sewa Kendra.

The portal additionally offers Check your Registration Application Status, Download Id Card, Download Registration Card and a challan generator for registration and renewal fees.

Why do general surgery claims get rejected in Punjab?

  • ESI coverage. A worker covered by ESI is excluded from this scheme by its own terms, and this is a common reason for outright rejection.
  • Second claim in the same financial year. The scheme allows one claim per financial year, and the Board's records catch repeat filings.
  • BPSSBY cover not exhausted. Where the beneficiary holds a health card, the Board expects the Rs 50,000 insurance layer to be used before the scheme pays.
  • Private bills not assessed by the Civil Surgeon. Reimbursement for private treatment is limited to the admissible amount the Civil Surgeon determines, so an unassessed private bill stalls the file.
  • Lapsed registration or irregular contributions. The scheme requires continuous, regular deposit of the Rs 10 monthly contribution.
  • Dependency not proved for a family member's surgery, particularly for parents, who must be solely dependent on the worker.
  • Incorrect bank details, which stop the direct transfer even after sanction.

If your application is rejected by the sub-divisional committee, ask for the recorded ground in writing. Under the Board's pension scheme rules, a rejection by the SDM-level committee under the Deputy Commissioner can be appealed to the Secretary of the Board within 60 days, with delay of up to one year condonable for satisfactory reasons, and no application to be rejected without a personal hearing. The Secretary's office is the escalation point for scheme grievances generally.

Where do you get help with this scheme?

  • Portal: bocw.punjab.gov.in, the Welfare Schemes menu, Forms and Procedures, the HelpDesk link, the Telephone Directory of Board and Labour Department officers, and the FAQs page.
  • Sewa Kendra: for filing and for correcting registration records. The Board has integrated its web portal with the Punjab Sewa portal for exactly this purpose.
  • Area labour officer: Assistant Labour Commissioner, Labour-cum-Conciliation Officer, Labour Inspector or Labour Enforcement Officer.

Registration costs Rs 25 once and Rs 10 a month. No agent has authority to charge a commission on a surgery reimbursement, which is paid straight into the beneficiary's own bank account.

Which family members are covered?

Family under Rule 2(t) of the Punjab BOCW Rules, 2008 — the husband or wife, minor sons including major sons who are insane or physically handicapped and unable to earn, unmarried daughters, and parents who are solely dependent on the building worker.
