What is the BOCW Shahri Awas Yojana in Punjab?

The BOCW Housing Scheme, run under the heading Shahri Awas Yojana 2017, is one of the welfare schemes of the Punjab Building and Other Construction Workers Welfare Board, which sits under the Department of Labour, Punjab. According to the Board's own welfare schemes document, the scheme states plainly that "under the Shahri Awas Yojna 2017, if any construction worker is allotted any house he will be eligible for the financial benefit" under a set of defined categories.

That single sentence carries the most important point about this scheme, and it is the point readers most often get wrong. The Board does not build houses and does not allot them. The allotment comes from a housing agency, an improvement trust, a municipal body or a private developer. What the Board does is add money on top of that allotment, so a registered construction worker can actually afford to take it up.

The Board itself was constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. It is funded by a cess collected on construction cost across Punjab, and it runs roughly eighteen welfare schemes for registered workers, covering stipends for children, marriage assistance, maternity benefit, pension, tool kits, health cover and this housing benefit.

How much does the Punjab BOCW housing scheme pay?

The Board's scheme document lists four distinct categories, and a claim falls into exactly one of them:

Category Condition Benefit
Homeless SC/BC worker Family income below Rs 3 lakh, house allotted Rs 1.50 lakh paid to the concerned department
Urban or rural construction worker Family income below Rs 3 lakh Interest subsidy at 6.5% on a loan of Rs 6 lakh for 20 years
House allotted by a private developer Allotment made by a private developer Rs 5 lakh paid to the concerned department in place of the government
Construction worker Family income below Rs 6 lakh Interest subsidy at 6.5% on a loan of Rs 6 lakh for 20 years

Two things follow from this table. First, the grant categories pay the money to the department that allotted the house, not into the worker's personal bank account. A worker who expects Rs 1.50 lakh to arrive as cash has misread the scheme. Second, the two interest-subsidy categories differ only in the income ceiling, Rs 3 lakh for one and Rs 6 lakh for the other, and both carry the same 6.5 per cent rate on the same Rs 6 lakh, 20-year loan.

Who is eligible for the Shahri Awas Yojana housing benefit?

You can claim if:

  • You are registered with the Punjab BOCW Welfare Board and your registration is live.
  • Your monthly contribution of Rs 10 is paid up to date with no arrears.
  • A dwelling unit has actually been allotted to you and you hold the allotment letter.
  • Your family income falls under the ceiling of the category you are claiming, Rs 3 lakh or Rs 6 lakh.
  • For the Rs 1.50 lakh grant specifically, you belong to the SC or BC category and were homeless before the allotment.

To be registered with the Board in the first place, the BOCW Act, 1996 requires a worker to be between 18 and 60 years of age and to have worked as a building or construction worker for at least 90 days in the preceding twelve months.

You are not eligible if:

  • You work in construction in Punjab but have never registered with the Board. Doing the work is not enough; the registration card is what creates the entitlement.
  • Your membership has lapsed because contributions were not paid.
  • No house has been allotted to you. An application for a house, a waiting-list number or a booking receipt is not an allotment.
  • Your family income exceeds Rs 6 lakh, which is above the highest ceiling in the scheme.
  • You are over 60 and have moved to the pension roll rather than active membership.
  • Another member of your family has already claimed against the same allotment.

How to apply for the BOCW housing benefit in Punjab

  1. Confirm your Board membership is live. Log in at pblabour.gov.in with your registration number or Aadhaar and check that no monthly contribution is in arrears. Clear any arrears through the challan option before you go further.
  2. Collect the allotment letter from the housing agency, improvement trust, municipal body or private developer that allotted the dwelling unit. This is the document the entire claim rests on.
  3. Decide which of the four categories applies to you, using your income certificate and, if relevant, your caste certificate. The category determines whether you are claiming a lump-sum grant or an interest subsidy.
  4. Open the welfare scheme application on the labour portal, select the housing scheme, and fill in the allotment details, the allotting authority and the amount claimed.
  5. Upload the supporting documents: registration card, allotment letter, income certificate, caste certificate where applicable, Aadhaar, bank passbook and the loan sanction letter if you are claiming the interest subsidy.
  6. Submit and save the application number shown on screen. Use it for every follow-up.

Applying offline

  1. Visit your district Labour Office or the nearest Sewa Kendra with the original documents and one photocopy set.
  2. Ask for the welfare scheme claim form for the housing scheme and fill it in, or have the Sewa Kendra operator fill it for you.
  3. Submit the form and collect a dated acknowledgement receipt carrying the diary number.
  4. Follow up with the Labour Inspector for your area, who verifies the allotment and the income position before the file moves to the Board.

How do I check the status of my housing claim?

  1. Sign in at pblabour.gov.in with the mobile number registered against your labour card.
  2. Open the applied-schemes or claim-status section.
  3. Enter the application number from your acknowledgement and view the current stage — pending with the inspector, verified, sanctioned or rejected.

If the online record has not moved for several weeks, the file is usually sitting at the field-verification stage. That is handled by the Labour Inspector of your circle, so a visit to the district Labour Office moves it faster than repeated online checks.

Why BOCW housing claims get rejected

  • Contribution arrears, the single most common cause. The Board treats a defaulting member as outside the scheme on the date of claim.
  • No allotment letter, only an application or booking for a house.
  • Income certificate above the ceiling for the category claimed, or an income certificate that is too old.
  • Caste certificate missing where the Rs 1.50 lakh SC/BC category is claimed.
  • Mismatch of name or Aadhaar between the labour card, the allotment letter and the bank record.
  • Duplicate claim by a second family member against the same dwelling unit.

Most of these are fixable. An arrears problem is cleared by paying the challan and refiling. A document mismatch is corrected through the profile-update option on the labour portal, after which the claim can be resubmitted with the corrected record attached.

Where to raise a complaint

Grievances about a BOCW housing claim go first to the District Labour Officer of the district where the claim was filed, and then to the Board through the HelpDesk link on bocw.punjab.gov.in. Keep the application number and the acknowledgement receipt; a written grievance without them is difficult for the office to trace.

Registration with the Board and every welfare claim under it are free apart from the notified registration fee and the monthly contribution. No agent can charge a commission for "getting the housing grant sanctioned", and no Board official will ask for an OTP sent to your mobile.

Frequently asked questions

How much money does the BOCW Shahri Awas Yojana give a construction worker?

The Punjab BOCW Welfare Board pays Rs 1.50 lakh to the allotting department for a homeless SC or BC construction worker with family income below Rs 3 lakh, and Rs 5 lakh where the house is allotted by a private developer. Workers who take a housing loan instead receive an interest subsidy of 6.5 per cent on a loan of Rs 6 lakh for 20 years.

Who is eligible for the BOCW Shahri Awas Yojana in Punjab?

Only construction workers registered with the Punjab Building and Other Construction Workers Welfare Board who have actually been allotted a dwelling unit are eligible. Registration must be live and the monthly contribution paid up to date. An allotment letter is the essential document.

Can I claim the housing benefit before a house is allotted to me?

No. The scheme text says the worker becomes eligible for the financial benefit "if any construction worker is allotted any house". Without an allotment letter from a housing agency, improvement trust, municipal body or private developer, there is nothing for the Board to pay against.

What is the income limit for the Shahri Awas Yojana housing benefit?

Two income lines apply. The Rs 1.50 lakh grant for homeless SC and BC workers and the first interest-subsidy category both require family income below Rs 3 lakh. A separate interest-subsidy category covers construction workers with income below Rs 6 lakh.

Does the Board pay the money to me or to the housing department?

In the grant categories the Board pays the amount to the concerned department that allotted the house, not into the worker's own account. In the interest-subsidy categories the benefit is applied against the housing loan, reducing what the worker repays.

How do I register with the Punjab BOCW Welfare Board first?

Register at pblabour.gov.in or at any Sewa Kendra using Form 28. Under the Building and Other Construction Workers Act, 1996, a worker must be between 18 and 60 years of age and must have worked at least 90 days as a construction worker in the preceding twelve months.

Will my claim be rejected if I stopped paying the monthly contribution?

Yes, a lapsed membership is the most common reason BOCW claims are rejected. The Board treats benefits as available only to a live member, so arrears of the monthly contribution must be cleared before the claim is filed, not afterwards.

Can two members of the same family claim the housing benefit for one house?

No. The benefit attaches to the dwelling unit allotted, so only one claim can succeed against a single allotment letter. A second family member claiming for the same house will be treated as a duplicate claim.
