What is a police character certificate in Punjab?

A character certificate in Punjab is Punjab Police's written confirmation that its records show nothing adverse against a named person at a declared Punjab address. Punjab Police delivers it through SAANJH, the citizen-services programme run by the force's Community Affairs Division, and the online counter is saanjh.punjabpolice.gov.in.

SAANJH is not a generic e-district portal. Punjab Police describes it as a collaboration of the community and the police, and it exists specifically for the verification services only a police force can perform. Punjab Police launched a rebuilt citizen portal on 10 June 2026, added QR-based certificate verification, published the PPSaanjh mobile app, and announced that passport verification has been cut from 21 days to 15 days. A useful signal of the direction the department is moving in.

This matters because Punjab, like most states, splits certificate work across two departments. Residence, income, caste and domicile certificates come from the Revenue Department through Punjab's citizen service centres. A character certificate cannot come from a tehsildar, because only the police hold the criminal records the certificate speaks to.

What does Punjab Police charge, and how long does it take?

SAANJH publishes its fees and timelines openly on the apply-online page, which is unusual and makes Punjab one of the easier states to plan for:

Service on SAANJH Fee Timeline
Character Verification Rs.100 10 days
PCC for VISA Rs.100 10 days
Employee Verification Rs.500 10 days
Tenant Verification Rs.200 15–30 days
Domestic Staff / Helper Verification Rs.200 15–30 days

For an individual who needs a character certificate for a job, an admission or a licence, the relevant line is Character Verification at Rs.100 in 10 days. For anyone facing a consulate or an immigration authority, the correct line is PCC for VISA, also Rs.100 in 10 days. They cost the same but are separate services with separate forms, and applying under the wrong one wastes the ten days rather than saving them.

Who can and who cannot apply?

You can apply for a Punjab police character certificate if you reside at an address in Punjab that falls within the jurisdiction of a Punjab police station. Punjab Police applies no income limit, no caste criterion and no age bar to this service, it is a records check, so none of the eligibility tests that govern Punjab's caste or income certificates apply here.

You cannot apply on SAANJH for an address outside Punjab. Chandigarh, Haryana and Himachal Pradesh addresses are verified by their own police forces, and Punjab Police reports only on the period and area inside its own jurisdiction. You are also not eligible for a clean certificate while an FIR or criminal case is pending against you; Punjab Police records what the register shows, and a pending case appears on the certificate rather than being left out of it.

Applicants who have lived at more than one Punjab address can apply, but should expect the enquiry to take longer, because more than one police station has to report before the certificate is signed.

How to apply for a character certificate in Punjab online

  1. Open saanjh.punjabpolice.gov.in and go to the SAANJH Public Services / Apply Online page, where every service is listed with its fee and timeline.
  2. Choose the right service. Click Apply against Character Verification for an employer, college or licensing requirement, or against PCC For VISA if a consulate is asking for a police clearance certificate.
  3. Register or log in using the Login option on the portal, or use the PPSaanjh app. Use a mobile number you actually hold, because updates and the certificate notification go to it.
  4. Fill the application form with your name, parentage and date of birth exactly as on your identity document, your complete Punjab address with the district and the police station covering it, and the purpose of the certificate. Upload the identity proof, the address proof and the photograph.
  5. Pay the Rs.100 fee online and save the receipt and the application number the portal generates. That receipt is your proof of the entire government charge.
  6. Stay available for verification. The police station covering the address you entered carries out the enquiry, and being reachable at that address is the single thing that keeps a 10-day service to 10 days.

How to apply offline or with help at a SAANJH Kendra

Punjab Police runs SAANJH Kendras as physical community-policing counters attached to districts. If you cannot scan documents or complete an online payment yourself:

  1. Visit the SAANJH Kendra or police facilitation counter for your district with your identity proof, Punjab address proof and a passport-size photograph.
  2. Ask the staff to file the Character Verification application on saanjh.punjabpolice.gov.in, the same online queue, not a separate paper channel.
  3. Pay the Rs.100 government fee and collect the acknowledgement carrying the application number.
  4. Track it later using the Status button against the service on the portal, or by calling the SAANJH helpline.

How do you check the application status?

Every service on the SAANJH apply-online page has a Status button next to Apply. Enter the application number from your payment acknowledgement to see where the file sits. Because the middle of the process is a police station enquiry rather than a software step, an application that looks static for two or three days is usually with the verifying officer.

Once issued, the certificate carries a QR code. Punjab Police announced QR-based certificate verification on the portal, which means an employer or a consulate can confirm the certificate is genuine by scanning it — worth pointing out to an employer who would otherwise ask you to produce an attested photocopy.

Why do Punjab character certificate applications get delayed?

  • The applicant was not found at the declared address when the police station's officer called, and no neighbour could confirm residence.
  • The address entered falls under a different police station from the one selected, so the file waits to be reallocated.
  • Name, parentage or date of birth on the form does not match the uploaded identity document.
  • Uploaded scans are blurred or in an unsupported format.
  • The wrong service was chosen. A visa applicant who filed Character Verification instead of PCC for VISA usually has to apply again.
  • A pending FIR or criminal case exists, which the certificate then has to record.

What does it cost, and what about agents?

The complete government charge for a Punjab character certificate is Rs.100, paid on the SAANJH portal itself and shown against the service before you apply. No police station, no SAANJH Kendra and no visiting officer is entitled to anything beyond that. Punjab Police publishes the fee in the open precisely so that the number is not a matter of negotiation.

Agents who quote two or three thousand rupees for a "fast" Punjab character certificate are charging for form-filling you can do yourself in fifteen minutes, and they cannot shorten the police station enquiry, which is the part that actually takes time. Keep the SAANJH payment receipt. It is your proof of what the government charged, and the first document to produce if anyone asks for money on the side.

If your application is stuck beyond the stated 10 days, or if anyone demands an extra payment, use the SAANJH contact channels Punjab Police publishes: 0172-4184370, +91-9056915103, +91-9056915104, and the email saanjh.cad@punjabpolice.gov.in. Escalation beyond that runs to the Senior Superintendent of Police or Commissioner of Police for your district.

Documents required

Proof of identity
A government photo identity document in the applicant's name — Aadhaar, voter ID, driving licence or passport. Keep the original for the verifying officer.
Proof of the Punjab address to be verified
The address decides which police station handles the verification, so it must be where you genuinely live. Utility bills, a ration card, a rent agreement or a property tax receipt are the usual proofs.
Passport-size photograph
Uploaded in the size and format the SAANJH upload screen specifies.
Letter or document showing the purposeoptional
An employer's letter, a visa or university requirement, or a licensing authority's demand. Useful for choosing between Character Verification and PCC for VISA, which are separate services on SAANJH.
Online payment receipt generated by SAANJH
Generated when you pay the Rs.100 service fee. It is your proof of exactly what the government charged.

Frequently asked questions

Who issues a character certificate in Punjab?

Punjab Police issues it, through the Community Affairs Division that runs the SAANJH programme, and applications are filed on the SAANJH citizen portal at saanjh.punjabpolice.gov.in. SAANJH is described by Punjab Police as a collaboration between the community and Punjab Police for public services.

What does a Punjab character certificate cost?

SAANJH lists Character Verification at Rs.100, with a stated timeline of 10 days. The same Rs.100 fee and 10-day timeline apply to the separate Police Clearance Certificate for VISA service on the portal.

How long does Punjab Police take to issue it?

SAANJH states 10 days for Character Verification and 10 days for PCC for VISA. Tenant verification and domestic staff verification, listed on the same page, take 15 to 30 days, so the character certificate is among the faster SAANJH services.

Should I apply for Character Verification or PCC for VISA?

Apply for PCC for VISA if a consulate or immigration authority is asking for a police clearance certificate, and Character Verification if an employer, college or licensing body wants a character certificate. Both cost Rs.100 on SAANJH and both are listed at 10 days, but they are separate services with separate application forms.

Can I apply for a Punjab character certificate on my phone?

Yes — Punjab Police publishes the PPSaanjh app and promotes it on the SAANJH portal for faster access to the same services. The web portal at saanjh.punjabpolice.gov.in carries an "Apply" and a "Status" button against every service.

How do I verify that a SAANJH certificate is genuine?

Punjab Police has introduced QR-based certificate verification, announced on the SAANJH portal, so an employer or consulate can scan the code on the certificate rather than telephoning a police station. The portal also has a Status option against each service.

Does Punjab Police also do employee and tenant verification?

Yes — SAANJH lists Employee Verification at Rs.500 in 10 days, Tenant Verification at Rs.200 in 15 to 30 days, and Domestic Staff or Helper Verification at Rs.200 in 15 to 30 days. These are employer- or landlord-side services, distinct from an individual's character certificate.

Whom do I contact if my SAANJH application is stuck?

Punjab Police publishes the SAANJH helpline numbers 0172-4184370, +91-9056915103 and +91-9056915104, and the email address saanjh.cad@punjabpolice.gov.in. Quote the application number from your payment acknowledgement when you call.
