What is the Dependent Children Pension Scheme in Punjab?

Dependent Children Pension Scheme is one of four state social security pensions administered by the Department of Social Security and Development of Women and Children, Government of Punjab. The scheme supports a child who is growing up without the earning and care of parents, whether because the parents have died, have left the household, or are physically or mentally unable to provide for the child.

According to the department's pensions and financial assistance page, the pension is Rs 1,500 per month for a child below 21 years of age, where annual family income does not exceed Rs 60,000. The stated condition is that the child's parents are regularly absent from home or have become physically or mentally incapacitated.

The Rs 1,500 figure is not an estimate. The department records that the rate of pension under all its schemes was increased from Rs 750 to Rs 1,500 per month with effect from 1 July 2021, and the same rate applies across the old age, widow and destitute women, dependent children and disabled persons pensions.

What the scheme is designed to do

  • Give a household caring for a parentless or effectively parentless child a monthly sum that is not charity and does not have to be asked for repeatedly.
  • Reduce the pressure that pushes children in such households out of school and into work.
  • Provide continuity of support up to the age of 21, covering school and the first years beyond it.

Who is eligible for the Dependent Children Pension in Punjab?

A child can be enrolled if:

  • The child is below 21 years of age.
  • The parents are regularly absent from home, or have become physically or mentally incapacitated, in the department's own wording. Death of the parents falls squarely within this.
  • Annual family income does not exceed Rs 60,000.
  • The child is resident in Punjab.
  • A bank account exists in the child's name, or a guardian-operated minor account linked to the child, and it is seeded with Aadhaar.

The parental condition is broader than most families assume. The scheme is commonly described as a pension for orphans, but the department's criterion is about the effective absence of parental support, not only about death. A child whose father has abandoned the home and whose mother is bedridden after a stroke meets the condition. So does a child of a parent with a certified severe mental illness. What the department will not accept is a parent who is present, able and earning.

A child is not eligible and cannot apply if:

  • The child is 21 years of age or above. The entitlement ends on the 21st birthday and there is no extension for continuing education.
  • Family income exceeds Rs 60,000 a year. This is a hard ceiling.
  • The parents are present and able to support the child. Financial strain alone does not satisfy the parental condition.
  • The child is not resident in Punjab.
  • The child is already covered by another Punjab social security pension, or by an institutional maintenance arrangement that provides the same support. The rolls are de-duplicated on Aadhaar.

What documents are required for this pension in Punjab?

Document Mandatory Notes
Birth certificate of the child Yes Establishes the below-21 age; a school leaving certificate is accepted in many districts
Aadhaar card of the child Yes Identity and de-duplication
Death certificate or incapacity proof of the parent Yes Death certificate, government medical certificate of incapacity, or evidence of absence
Income certificate Yes Family income up to Rs 60,000 a year
Punjab residence proof Yes Ration card, voter card, electricity bill or domicile
Bank passbook Yes Child's account or guardian-operated minor account, Aadhaar-seeded
Guardianship proof Yes Establishes who lawfully cares for the child
Passport-size photographs Yes Usually two, for the form

Two documents carry most of the risk in this file. The income certificate takes the longest because it comes from the revenue department. The proof of parental incapacity or absence is the one most often produced in a form the sanctioning officer cannot accept, a general practitioner's note rather than a government hospital certificate, or an informal statement rather than an affidavit.

How to apply for the Dependent Children Pension in Punjab

  1. Establish the child's date of birth with a birth certificate from the municipal registrar or gram panchayat, or a school leaving certificate.
  2. Obtain the income certificate from the tehsildar or competent revenue authority showing annual family income of Rs 60,000 or less. Start this early, as it is the slowest document to get.
  3. Assemble the proof of the parental condition, a death certificate where a parent has died, a medical certificate of physical or mental incapacity from a government hospital, or an affidavit and supporting evidence where the parents are absent from the household.
  4. Open or confirm the bank account for the child and have the branch seed it with the child's Aadhaar. A guardian operates the account while the child is a minor.
  5. Collect the application form from the office of the District Social Security Officer, the Child Development Project Officer (CDPO) or the SDM office, or download it from the department's website.
  6. Fill the form with the child's name and date of birth, the guardian's details, the parental circumstances, the family income figure, and the bank account number and IFSC copied exactly from the passbook.
  7. Submit the form with attested copies at the District Social Security Officer's office, the CDPO, the SDM office, or through a Sewa Kendra against the notified service charge.
  8. Collect the acknowledgement with the diary or application number and keep it safe.
  9. Allow the field verification to be completed. Punjab expects verification of a social security application to be finished within one month.

How to apply online in Punjab

  1. Open sswcd.punjab.gov.in and go to the pensions and financial assistance section, or use the state service portal at edistrict.punjab.gov.in.
  2. Register with a mobile number and complete OTP verification.
  3. Select the Dependent Children Pension service and fill in the same fields the paper form asks for.
  4. Upload the birth certificate, Aadhaar, income certificate, parental death or incapacity proof, guardianship proof and bank passbook.
  5. Submit and save the reference number shown on screen.

A Sewa Kendra will complete the same online application for you if scanning or uploading is a problem, and will hand over a printed receipt.

How much is paid and how often?

Punjab pays Rs 1,500 per month, which is Rs 18,000 a year per eligible child, credited by Direct Benefit Transfer into the Aadhaar-seeded account of the child. There is no lump sum and no separate annual grant.

Payment continues month after month without a fresh application, subject to periodic verification that the child is alive, still resident in Punjab, still below 21, and that the family income has not risen above Rs 60,000. Payment ends on the 21st birthday, and the household should plan for that date rather than be surprised by it.

How to check the status of the application

  • Quote the acknowledgement or diary number at the office where the form was filed, usually the District Social Security Officer.
  • Ask the Sewa Kendra that submitted the file to look up the reference number.
  • Check the bank passbook or SMS alerts. A monthly Rs 1,500 credit is the clearest confirmation that the pension is live.

If nothing has moved two months after submission, go back to the District Social Security Officer with the acknowledgement rather than filing again. A second application creates a duplicate that has to be resolved before either can be sanctioned.

Why applications get rejected or payments stop

  • The child has turned 21, which ends the entitlement automatically.
  • Family income above Rs 60,000 a year, or an income certificate that does not state a clear figure.
  • The parental condition is not established — the strongest single reason for rejection. A private doctor's note is usually not enough where a government medical certificate is expected.
  • Bank account not seeded with Aadhaar, so the transfer fails and reverses.
  • Name or date-of-birth mismatch between the birth certificate, Aadhaar and the bank record.
  • Guardianship not established, leaving the sanctioning officer unable to say who may operate the account.
  • Failed periodic verification, often because the household moved and the child was not traced at the recorded address.

Seeding failures and mismatches are corrected at the bank branch or through an Aadhaar update and do not require a fresh application. A rejection on the parental condition is worth reopening with better evidence rather than abandoning.

What are the key dates for this scheme?

Applications are accepted all year, with no fixed last date. Two dates matter in practice. The first is 1 July 2021, when the rate under all Punjab pensions rose from Rs 750 to Rs 1,500 a month. The second is the child's 21st birthday, on which payment ends. Where an older sibling's pension has just ended, that is often the moment a household realises a younger sibling was never enrolled.

How to raise a grievance in Punjab

  • District Social Security Officer of your district, the file physically sits here and this is the fastest route.
  • Child Development Project Officer (CDPO) of your block, particularly where the child's circumstances need field verification.
  • Department head office: SCO 102-103, Sector 34A, behind Piccadilly Mall, Chandigarh.
  • Phone: 0172-2608746 and 0172-2602726.
  • Email: dsswcd@punjab.gov.in.
  • Child helpline 1098 for a child in immediate distress, which is a separate and more urgent route than a pension grievance.

Applying is free. No official may charge for sanctioning the pension, and a Sewa Kendra may charge only the government-notified service charge.

Frequently asked questions

How much does the Dependent Children Pension pay in Punjab?

Dependent Children Pension Scheme pays Rs 1,500 per month for each eligible child. The Department of Social Security and Development of Women and Children raised the rate under all its pension schemes from Rs 750 to Rs 1,500 per month with effect from 1 July 2021.

What is the age limit for the Dependent Children Pension in Punjab?

The child must be below 21 years of age. Payment stops on the child's 21st birthday, and there is no extension for a child still in education beyond that age.

What is the income limit for this pension in Punjab?

Annual family income must not exceed Rs 60,000. This is the same ceiling Punjab applies to its old age, widow and disability pensions, and it is proved with an income certificate from the revenue authority.

Does the child have to be an orphan to qualify?

No. The department's criterion is that the parents are regularly absent from home or have become physically or mentally incapacitated, which covers more than orphanhood. A child whose surviving parent is bedridden or mentally ill can qualify, as can a child whose parents have abandoned the household.

Can more than one child in a family get this pension?

Each child who independently satisfies the age, income and parental condition tests is assessed on their own file. Where several children in one household qualify, applications are made for each child separately rather than as a single family claim.

Who operates the bank account for a young child?

A guardian operates the account until the child turns 18, which is why guardianship proof is a mandatory document. The account must still be linked to the child as the beneficiary and seeded with Aadhaar for the transfer to go through.

Where do I apply for the Dependent Children Pension in Punjab?

Apply at the office of the District Social Security Officer, the Child Development Project Officer or the SDM office of your subdivision. Sewa Kendras also accept the application, and the same forms are available online.

How long does the application take in Punjab?

Verification of a social security application in Punjab is expected to be completed within one month of submission, after which the pension is sanctioned and paid monthly by Direct Benefit Transfer.
