EWS (Economically Weaker Section) Certificate in Punjab
Punjab state government scheme
EWS Certificate in Punjab is applied for as the "Issuance of Income and Asset Certificate" on the eSewa Punjab portal at esewa.punjab.gov.in, which redirects to Connect Punjab, or in person at any Sewa Kendra. The Tehsildar signs it, gross annual family income must be below Rs 8 lakh, and the state citizen helpline is 1100.
EWS Certificate in Punjab is the Income and Asset Certificate a general-category family needs before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Punjab delivers it through its Sewa Kendra network and the eSewa Punjab portal at esewa.punjab.gov.in, and the Tehsildar of the sub-division is the signing authority.
What is the EWS certificate and how does Punjab issue it?
The EWS certificate is a combined income and property certification. It records that the family's gross annual income for the relevant financial year was below Rs 8 lakh, and that the family owns none of four listed categories of property. Punjab applicants regularly assume a plain income certificate will do; it will not, because the income certificate is silent on land, flats and plots, and the EWS format requires all four asset findings.
Punjab's delivery route has two visible layers. The public entry point is eSewa Punjab at esewa.punjab.gov.in, where you search for "Issuance of Income and Asset Certificate" and click Apply; the portal then redirects the application into Connect Punjab, which is the back-end workflow platform. Offline, the same service is filed at any Sewa Kendra, Punjab's single-window citizen service centre network established under the Punjab Right to Service Act, 2011. Either way the file moves through the Patwari for field verification and reaches the Tehsildar for signature.
Punjab's Right to Service framework is the reason timelines exist at all. Services notified under the Act carry a stated delivery period and an appellate route, and the ordinary income certificate is notified with a 15-day timeline and the Tehsildar of the concerned sub-division as the issuing authority. Sewa Kendras in practice often turn certificates around faster than the statutory outer limit, but the statutory limit is what you rely on if a file stalls.
Who can and cannot apply for an EWS certificate in Punjab?
You can apply if you are a Punjab resident, your caste does not appear in the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income was below Rs 8 lakh for the relevant financial year, and your family clears every one of the asset tests.
The asset tests are cumulative and any one failure disqualifies. A family owning 5 acres of agricultural land or more cannot apply, a real constraint in Punjab, where landholding among general-category rural families is common and where five acres is not an unusual family holding. A family owning a residential flat of 1,000 square feet or more cannot apply. A family owning a residential plot of 100 square yards or more inside a notified municipality cannot apply, and the ceiling is 200 square yards outside notified municipalities. Land and property in different villages and towns is clubbed before those tests run, so holdings in two villages are added together rather than assessed separately.
You cannot apply if you hold a valid Scheduled Caste, Scheduled Tribe or central-list OBC certificate, whatever your family income. Punjab has a large Scheduled Caste population and a substantial Backward Class list of its own; a candidate inside a reserved category is outside EWS by design, and the certificate format carries an express clause certifying that the applicant's caste is not in any of the reserved lists. You also cannot obtain a Punjab EWS certificate for a family resident in another state.
"Family" means the applicant, their parents, their spouse, their children below the age of 18, and their unmarried siblings below the age of 18. An adult elder brother's income is excluded. A parent's pension is included.
What documents are required for the Punjab EWS certificate?
The core set is Aadhaar, a Punjab residence proof, a self-declaration of gross annual family income for the relevant financial year, a declaration of the family's agricultural land, residential flat area and residential plot area, and a sworn affidavit before a notary or executive magistrate confirming that income and assets fall within the EWS limits. Add a salary certificate, Form 16 or an income tax return for any earning member. Where the family holds agricultural land, carry the fard or jamabandi extract, because that is precisely what the Patwari checks the 5-acre test against. A passport-size photograph is required since the prescribed format carries an attested photograph.
District administrations in Punjab publish the prescribed application form for the Income and Asset Certificate for Economically Weaker Sections on their own district websites, so it is worth downloading your district's copy of the form before visiting the Sewa Kendra and filling it at home rather than at the counter.
How to apply for an EWS certificate in Punjab online
- Open esewa.punjab.gov.in and register with your mobile number and email, completing the verification step, or log in if you already have an account.
- Search the service list for "Issuance of Income and Asset Certificate" and click Apply, the portal redirects you to the Connect Punjab application form.
- Fill in applicant details, family member details, gross annual family income for the relevant financial year, and each asset declaration separately.
- Upload the scanned documents; Aadhaar, residence proof, income proof, the notarised affidavit, land records where applicable and the photograph.
- Pay the fee shown on the payment screen and submit the application.
- Save the application or reference number on the acknowledgement; it is what you quote for every status check and every escalation.
- Once the Tehsildar approves, use the Download Certificate option on eSewa Punjab to retrieve the digitally signed certificate, and Verify Certificate if a recipient asks you to prove it is genuine.
How to apply offline at a Sewa Kendra
- Find your nearest Sewa Kendra โ the eSewa Punjab portal lists them, and helpline 1100 will confirm which centre serves your area.
- Carry Aadhaar, residence proof, the income and asset declaration, your notarised affidavit, income documents and land records where the family owns land.
- Ask specifically for the Income and Asset Certificate for the Economically Weaker Section, not the ordinary income certificate. They are separate services and the operator files whichever you name.
- Pay the notified facilitation fee at the counter and collect the printed receipt showing the amount and your application number.
- Track the file with that number and collect or download the certificate once the Tehsildar has signed it.
How do I check my Punjab EWS application status?
Use the Track Status option on esewa.punjab.gov.in with the application number from your receipt, or ask at the Sewa Kendra where you filed. Punjab's portal also offers separate Download Certificate and Verify Certificate options, which matter because employers and colleges increasingly verify a digitally signed certificate online rather than accepting a photocopy. If the notified Right to Service timeline for the service has expired without a decision, treat that as a service-delivery failure and escalate it rather than simply waiting.
How long is a Punjab EWS certificate valid, and can it be renewed?
Plan for a single financial year. The prescribed national format requires that the certificate be issued on or after 1 April of the relevant year, and PPSC and PSSSB recruitment notifications, along with NEET and central counselling authorities, apply that requirement literally. Punjab does not endorse renewals on an existing certificate: you file a fresh application each year with an updated income declaration and a fresh affidavit.
Why do EWS applications get rejected in Punjab?
The dominant cause in Punjab is the 5-acre agricultural land test. Families with land in more than one village frequently declare only one holding, and the Patwari's check against the jamabandi then shows a clubbed total above the limit. The second is an income declaration with no supporting document. A salaried parent with no salary certificate, or a business income declared with no return filed.
The third is a defective affidavit: an affidavit that merely denies owning assets, rather than stating the family's actual land extent, flat area and plot area, is routinely sent back for correction. After that come the routine document problems. An address proof that does not match the residence claimed, a name spelt differently on Aadhaar and on the form, and incomplete uploads on the online route. Holding a live SC, ST or central-OBC certificate is an absolute bar and cannot be cured by refiling.
Where do I complain if my Punjab EWS certificate is delayed?
Punjab's Right to Service Act, 2011 gives applicants an appellate route rather than only a request. Start with helpline 1100 and the grievance option on eSewa Punjab, quoting your application number and the date you filed. Where a notified timeline has passed, appeal to the first appellate authority for the service, which is the officer above the Tehsildar: normally the Sub-Divisional Magistrate, with the Deputy Commissioner above that. The Punjab State Right to Service Commission sits above the departmental appellate chain and exists to deal with exactly this kind of failure.
Overcharging is a separate complaint and worth making. The application costs only the government's notified fee, printed on your Sewa Kendra receipt or shown on the eSewa Punjab payment screen before you confirm. No agent or middleman can make the Tehsildar sign faster, and paying one buys nothing the counter does not already do at the published rate.

Frequently asked questions
Where do I apply for an EWS certificate in Punjab?
Search "Issuance of Income and Asset Certificate" on the eSewa Punjab portal at esewa.punjab.gov.in and click Apply, which redirects you to the Connect Punjab portal. You can also walk into any Sewa Kendra and have the operator file the same application.
What is a Sewa Kendra and why does it matter for EWS?
Sewa Kendras are Punjab's single-window citizen service centres, set up under the Punjab Right to Service Act, 2011. They are the offline counter for revenue certificates including the EWS income and asset certificate, and they charge only the notified facilitation fee.
Who signs the EWS certificate in Punjab?
The Tehsildar of the sub-division signs it, after the Patwari verifies the land and income declarations. The prescribed national EWS format requires an officer not below the rank of Tehsildar, so a lower revenue officer's signature is not accepted.
What is the income limit for a Punjab EWS certificate?
Gross annual family income must be below Rs 8 lakh for the relevant financial year, counting salary, agriculture, business and profession together. Family means the applicant, parents, spouse, children below 18 and unmarried siblings below 18.
What is the Punjab helpline for Sewa Kendra services?
Punjab's citizen helpline is 1100, displayed on the eSewa Punjab portal. Use it to ask which Sewa Kendra handles your area, to check what a service should cost, and to report a delayed or overcharged application.
Is an income certificate enough instead of an EWS certificate in Punjab?
No. An income certificate states family income only, while the EWS certificate certifies income and the absence of four categories of property. Recruitment boards and counselling authorities reject an income certificate offered in place of the EWS income and asset certificate.
How long is a Punjab EWS certificate valid?
Treat it as valid for one financial year. The prescribed national format requires issue on or after 1 April of the relevant year, and PPSC, PSSSB and NEET counselling authorities apply that literally, so most applicants file afresh each year.
Should I pay an agent for a Punjab EWS certificate?
No. Sewa Kendras charge only the notified fee and print it on the receipt, and the online route on eSewa Punjab shows the amount before you pay. Take the receipt and use helpline 1100 to report anyone charging extra.
