What is IGNOAPS in Punjab?

The Indira Gandhi National Old Age Pension Scheme (IGNOAPS) is the old age pension component of the National Social Assistance Programme (NSAP), a centrally sponsored programme that Punjab delivers through the Department of Social Security and Women & Child Development. Punjab lists NSAP on its Pensions and Financial Assistance page as a separate block from the state's own pension schemes, marked "ACA" for Additional Central Assistance.

According to the department, the eligible age for IGNOAPS is 60 years. The pension is Rs 200 per month for persons between 60 and 79 years, and Rs 500 per month for persons who are 80 years and above. Those are the central rates of assistance; Punjab runs its own, larger Old Age Pension Scheme alongside, at Rs 1,500 per month, with different age bars and an income test in place of a BPL condition.

IGNOAPS matters mainly for older people in households identified as below the poverty line. NSAP as a programme is directed at that group, and BPL identification by the state is the gate to it. Where a state pension and a central pension both apply, the district social security office is the office that decides which scheme a case is booked under.

The four NSAP sub-schemes Punjab implements

  • IGNOAPS: old age pension from 60, Rs 200 a month, Rs 500 from 80.
  • IGNWPS, Indira Gandhi National Widow Pension Scheme, eligible age 40, Rs 300 a month, Rs 500 after 80.
  • IGNDPS, Indira Gandhi National Disability Pension Scheme, 18 years and above with 80 per cent disability, Rs 300 a month, Rs 500 after 80. Dwarfism is an eligible category.
  • NFBS, National Family Benefit Scheme, a lump sum of Rs 20,000 to a bereaved household on the death of the breadwinner. The department clarifies that any event of death, natural or otherwise, makes the family eligible, and that a woman in the family who is a homemaker is also treated as a breadwinner for this purpose.

Who is eligible for IGNOAPS in Punjab?

You can apply if:

  • You are 60 years of age or above. Age proof is one of Aadhaar, voter card, voter list, matriculation certificate or a birth certificate from the Registrar of Birth and Death.
  • Your household is identified as below the poverty line by the state.
  • You are a resident of Punjab, verified by the Patwari in a rural area or by the Executive Officer of the Municipal Committee in an urban area.
  • You have an active bank account, since NSAP pensions in Punjab are disbursed through banks in rural and urban areas alike.

At 80 years the rate steps up from Rs 200 to Rs 500 a month automatically on the basis of the recorded date of birth, so keeping the age record accurate on the file is worth the effort.

You are not eligible, and cannot apply, if:

  • You are below 60 years of age. A widow under 60 should look at IGNWPS instead, which opens at 40.
  • Your household is not identified as below the poverty line.
  • You are in government or private employment, or are self-employed, under the standard Punjab pension declaration.
  • You are an income tax payee, registered under the Value Added Tax Act, 2005, or a professional tax payee.
  • You own commercial property, or live in an urban house of more than 200 square metres.
  • Your land holding exceeds Punjab's ceiling of 2.5 acres of Nehri/Chahi land or 5 acres of Barani land, counting husband's and wife's holdings together.

What documents are required for IGNOAPS in Punjab?

Document Mandatory Notes
Proof of age Yes Aadhaar, voter card, voter list, matriculation certificate or birth certificate β€” any one
BPL identification Yes NSAP is directed at households below the poverty line
Aadhaar number Yes Identification and pension routing
Bank account details Yes Disbursement is through banks
Patwari report (rural) or EO/MC report (urban) Yes Residence, land and property verification
Self-declaration Yes Employment, income, land, property, house size and tax status

Punjab's published document list for its pension schemes is deliberately short; one proof of age, plus the verification reports and the declaration. Nothing on the department's page requires an affidavit or a notarised document, and no fee is payable for the form.

How to apply for IGNOAPS in Punjab

  1. Collect the pension application form from the District Social Security Officer's office, the Child Development Project Officer (CDPO) office, a Sewa Kendra, the SDM office, an Anganwadi centre, or the Panchayat or BDPO office. The department also publishes forms on its website.
  2. Mark the scheme as IGNOAPS on the form and attach one proof of age showing you are 60 or above, together with the BPL identification for your household.
  3. Fill in the bank account details into which the pension is to be paid, along with your Aadhaar number and mobile number.
  4. Sign the self-declaration on employment, self-employment, income, land, commercial property, urban house size, income tax, VAT and professional tax.
  5. Get the verification report; Patwari for land and residence in rural areas, Executive Officer of the Municipal Committee in urban areas.
  6. Submit the form at the CDPO office and keep the receipt. Verification by the CDPO is to be completed within one month of receipt.
  7. Collect the sanction from the District Social Security Officer, after which the monthly credit begins reaching the bank account.

How do I check my IGNOAPS status in Punjab?

Punjab does not publish a self-service tracker for NSAP pensions on the departmental site, so status checking is done through the offices holding the file:

  1. CDPO office during the first month, while verification is under way.
  2. District Social Security Officer after that, since the sanction is issued there. District-wise DSSO contacts are on the department's Contact Us page.
  3. Bank passbook or account statement for the monthly credit once sanctioned.
  4. Departmental number 0172-2608746, or the national Elderly Helpline 14567 listed by the department, for follow-up.

Sanctioned cases are held against a P.L.A. number. Quote it in every follow-up; it is the fastest way for an office to pull the file.

Why do IGNOAPS applications in Punjab get held up?

  • Age not established at 60. A voter list entry with an approximate year is the usual weak point; a matriculation certificate or birth certificate is stronger.
  • BPL status not on record, or recorded against a different household head. This is the most frequent IGNOAPS-specific blocker, and it has to be fixed at the level where the BPL list is maintained, not at the pension counter.
  • Verification report pending with the Patwari or the Executive Officer. This stalls files rather than rejecting them.
  • Bank account problems, a dormant account, a closed account, an incomplete KYC or a name that does not match the pension record. Payments bounce back silently in these cases.
  • Declaration mismatch, where verification finds employment, self-employment, commercial property or a tax filing that the declaration denied.
  • Duplicate booking, where the same person is already drawing Punjab's state Old Age Pension and the case is being reopened under NSAP.

The step from Rs 200 to Rs 500 at age 80 is driven by the recorded date of birth. A beneficiary who has crossed 80 but is still receiving Rs 200 should take a birth or matriculation certificate to the DSSO and ask for the record to be corrected.

Where do I complain about IGNOAPS in Punjab?

  • District Social Security Officer for the district, the sanctioning authority, and the office to approach for a stopped, delayed or wrongly rated pension.
  • Child Development Project Officer for verification-stage delays.
  • Departmental contact number: 0172-2608746.
  • Helpline for the Elderly: 14567, listed on the department's own site.
  • Email: itcell-sswcd@punjab.gov.in, or dsswcd@punjab.gov.in for the directorate.

Applying for an NSAP pension is free at every stage. No agent, middleman or private facilitator is required, and none can charge for adding a name to the pension list.

Frequently asked questions

How much is IGNOAPS in Punjab?

Central assistance is Rs 200 per month for beneficiaries aged 60 to 79 and Rs 500 per month from the age of 80. These are the NSAP rates published on the Punjab social security department's own Pensions and Financial Assistance page.

What is the age for IGNOAPS?

Sixty years. The department states that the eligible age for IGNOAPS is 60, with a higher slab of Rs 500 per month once the beneficiary turns 80. This differs from Punjab's own state old age pension, which starts at 58 for women and 65 for men.

Is IGNOAPS only for BPL families?

Yes. IGNOAPS is a sub-scheme of the National Social Assistance Programme, which is directed at persons below the poverty line, and BPL identification by the state is the gate to the scheme.

What is the difference between IGNOAPS and the Punjab old age pension?

IGNOAPS is centrally funded under NSAP with a 60-year age bar, a BPL condition and rates of Rs 200 or Rs 500 a month; Punjab's own Old Age Pension Scheme is state funded, starts at 58 for women and 65 for men, uses an annual income ceiling of Rs 60,000 instead of a BPL list, and pays Rs 1,500 a month.

Which other pensions does Punjab run under NSAP?

Four. Alongside IGNOAPS, Punjab implements the Indira Gandhi National Widow Pension Scheme (from age 40, Rs 300 a month, Rs 500 from age 80), the Indira Gandhi National Disability Pension Scheme (18 years and above, 80 per cent disability, Rs 300 a month, Rs 500 from age 80) and the National Family Benefit Scheme (a lump sum of Rs 20,000 on the death of the breadwinner).

Who is not eligible for IGNOAPS in Punjab?

A person below 60 years of age, and a person whose household is not identified as below the poverty line, cannot apply. Punjab also applies its standard pension declaration, so a person in government or private employment, a self-employed person, an income tax payee, a VAT or professional tax payee, an owner of commercial property or a resident of an urban house above 200 square metres is excluded.

How is IGNOAPS paid in Punjab?

Through banks. The department states that disbursement of pension is made through banks in rural areas the same as in urban areas, so the beneficiary needs an active bank account rather than a cash counter.

How long does an IGNOAPS application take in Punjab?

Verification is to be completed by the Child Development Project Officer within one month of the application being received, after which the District Social Security Officer sanctions the pension.
