Marriage Registration Certificate in Punjab (Punjab): An official Punjab marriage certificate signed by the Tehsildar as Registrar

Punjab state government scheme

Quick answer

Marriage Registration Certificate in Punjab is issued by the Revenue Department, where the Tehsildar and, in his absence, the Naib-Tehsildar is the Registrar of marriages for the tehsil. Punjab is one of the few states with a separate Anand Karaj registration route for Sikh marriages alongside the Hindu Marriage Act and the Special Marriage Act, and applications are filed at Sewa Kendras or online through Punjab e-Sewa.

Benefit
An official Punjab marriage certificate signed by the Tehsildar as Registrar, accepted for passports, visas, immigration, bank and insurance nominations and property claims
How to apply
Both, at a Sewa Kendra or the tehsil office, with online filing and certificate download through the Punjab e-Sewa and e-District portals

Marriage Registration Certificate in Punjab is the state's official record of a marriage, signed by the Tehsildar, and in his absence the Naib-Tehsildar; acting as Registrar of marriages for the tehsil. The service belongs to the Department of Revenue, Rehabilitation and Disaster Management, and is delivered to citizens through Punjab's Sewa Kendra network with online filing and tracking on the Punjab e-Sewa and e-District portals.

Punjab is genuinely different from most Indian states on this topic, because it has three registration routes rather than two, and the third exists nowhere else in the same form.

Which law will your marriage be registered under in Punjab?

The Hindu Marriage Act, 1955, worked in the state through the Hindu Marriage (Punjab) Registration Rules, 1960, covers a marriage already solemnised between two Hindus, Buddhists, Jains or Sikhs. The Tehsildar of the tehsil registers it; registration records an existing ceremony and needs no waiting period.

The Anand Marriage Act, 1909, given practical effect in Punjab by the Punjab Anand Marriages Registration Rules, 2016, is the route for a Sikh marriage solemnised by Anand Karaj. A Sikh couple can choose to have their marriage recorded under this Act rather than under the Hindu Marriage Act, and the certificate then names the Anand Marriage Act. The registering authority is again the Tehsildar or Naib-Tehsildar of the tehsil. For many Sikh families this is not a technicality. The certificate is the document that names the marriage correctly.

The Special Marriage Act, 1954 is the civil route for inter-faith couples, couples where one party is a foreign national, and anyone choosing a civil marriage. The Marriage Officer publishes a 30-day public notice inviting objections before the marriage can be solemnised and registered, and three witnesses attend on the day. Nothing shortens that 30-day period.

Who can and cannot apply in Punjab?

You can apply if the marriage was solemnised within Punjab, or if either spouse ordinarily resides in Punjab and can produce residence proof fixing a tehsil. Both parties must have been of legal marrying age on the wedding date to 21 years for the man and 18 years for the woman, and both must have consented freely.

You cannot apply where either party had a living spouse from an earlier marriage that was neither dissolved by divorce nor ended by death. You are not eligible where the parties fall within the degrees of prohibited relationship under the applicable law, unless a custom governing both parties permits the marriage. A file where the matriculation certificate shows either party below the legal age on the claimed wedding date will be refused. For the Anand Karaj route, both parties must be Sikhs, since the Anand Marriage Act applies to marriages solemnised by the Anand Karaj ceremony.

Which documents does the Punjab Tehsildar need?

Bring the prescribed application form signed by both parties; date of birth proof for each (matriculation certificate, birth certificate or passport); residence proof for each; affidavits from both parties stating the date and place of the marriage and the marital status of each on that date; the marriage invitation card and photographs of the ceremony; passport-size photographs of both parties; and original photo identity documents for the witnesses who appear with you.

For an Anand Karaj registration, add the certificate from the gurudwara or the granthi who solemnised the ceremony. That is the primary evidence of solemnisation for this route. For a marriage solemnised at a temple or church, add that institution's certificate. Where either party was married before, add the divorce decree or the death certificate of the previous spouse. Where one party is a foreign national or an NRI, carry the passport, valid visa and, for the Special Marriage Act route, a no-impediment certificate from that person's mission.

What does marriage registration cost in Punjab?

Punjab charges a statutory registration fee that rises the longer you wait after the wedding, the rules provide a lower fee for registration within the prescribed period from the date of marriage and higher slabs for later registration, plus a separate charge for the certificate itself. The exact amount applicable to your file is displayed at the Sewa Kendra counter and on the payment screen before you confirm. Ask for the slab in writing if there is any doubt, and always take the receipt.

Pay only the government's listed fee at the Sewa Kendra, the tehsil counter or on the official portal. Punjab's emigration-driven demand for marriage certificates has produced a large ecosystem of "immigration consultants" and touts who bundle marriage registration into a paid package. Registration itself is a low-cost statutory service, both spouses have to appear personally in any case, and no consultant can shorten the 30-day Special Marriage Act notice or move a Tehsildar's verification forward.

How to apply for a marriage certificate in Punjab

  1. Decide the route: Hindu Marriage Act, Anand Marriage Act for an Anand Karaj, or Special Marriage Act for an inter-faith or civil marriage: because the form, the evidence and the timeline all follow from that choice.
  2. Assemble the file: the prescribed application form signed by both parties, date of birth proof, residence proof, affidavits, invitation card, ceremony photographs, passport-size photographs, the gurudwara or temple certificate where applicable, and witness identity documents.
  3. Visit the Sewa Kendra serving your area, or the tehsil office of the Tehsildar, and submit the file. The operator does the data entry into the state system and issues an acknowledgement with a reference number. You can also start the application on esewa.punjab.gov.in and complete verification at the counter.
  4. Pay the fee shown, taking the receipt, and note the date fixed for appearance.
  5. Appear before the Tehsildar on that date with your spouse and the witnesses, carrying every original document, for verification and signature of the register entry.
  6. Collect the marriage certificate, or download the digitally signed copy from the Punjab e-Sewa or e-District portal once the status shows it as issued.

For a Special Marriage Act file, the sequence changes: notice is given to the Marriage Officer first, the notice is published for 30 days, and the couple returns after that period with three witnesses for solemnisation and registration in the same visit.

How do you check the status of a Punjab application?

Use the reference number on your Sewa Kendra acknowledgement on the Punjab e-Sewa portal at esewa.punjab.gov.in, which carries transaction tracking, or on the state e-District portal where the service is delivered through it. The Sewa Kendra that accepted the file can also pull up the status at the counter. Where a file is pending beyond the published service period, the Tehsildar's office is the first place to ask, since that is where the verification sits.

Does the certificate expire, and how are errors fixed?

A Punjab marriage certificate does not expire and is never renewed. Where a name is spelt wrongly, a date is entered incorrectly, or a village or tehsil is wrong, apply to the same tehsil office for correction of the register entry with the document proving the correct particular attached. Additional certified copies of the entry are issued by the same office at the prescribed copying fee, get a certified copy rather than a photocopy when a passport office, a foreign mission or a bank asks for an original.

Why do Punjab marriage registrations get rejected?

The recurring reasons are a mismatch between the matriculation date of birth and the date claimed in the affidavit; residence proof that does not establish the tehsil applied in; an Anand Karaj file with no gurudwara certificate; missing ceremony photographs or invitation card; witnesses who do not appear or who arrive without originals; and a second marriage filed without the divorce decree or death certificate. Files also stall where an NRI spouse cannot attend in person, because personal appearance cannot be waived.

Where do you complain if the tehsil office delays?

Take the matter first to the Tehsildar handling the file, quoting the Sewa Kendra reference number and the date of submission. If it is not resolved, escalate to the Sub-Divisional Magistrate, then to the Deputy Commissioner of the district, who supervises revenue service delivery. Punjab also runs a state grievance route through connect.punjab.gov.in, where a citizen can lodge a complaint against a service delay and track its disposal, and the Sewa Kendra network carries its own feedback and complaint channel for services filed through its counters.

Frequently asked questions

Who registers a marriage in Punjab?

The Tehsildar, and in his absence the Naib-Tehsildar, is the Registrar of marriages for the area of the tehsil in Punjab. That rule applies both to Hindu marriages under the Hindu Marriage (Punjab) Registration Rules and to Anand marriages under the Punjab Anand Marriages Registration Rules, 2016.

What is Anand Karaj registration in Punjab?

Anand Karaj registration is a separate route for Sikh marriages under the Anand Marriage Act, 1909, given effect in Punjab by the Punjab Anand Marriages Registration Rules, 2016. A Sikh couple married by Anand Karaj can register under this route instead of the Hindu Marriage Act, and the certificate names the Anand Marriage Act, which matters to many couples for reasons of identity as well as for some immigration applications.

Which route applies to an inter-faith couple in Punjab?

An inter-faith couple in Punjab registers under the Special Marriage Act, 1954, where the Marriage Officer publishes a 30-day public notice inviting objections before the marriage is solemnised and registered. Three witnesses attend on the day of solemnisation, and the 30-day period is fixed by statute and cannot be shortened.

Where do we apply for a marriage certificate in Punjab?

Apply at the Sewa Kendra serving your area or at the tehsil office of the Tehsildar acting as Registrar, with the file also trackable through the Punjab e-Sewa portal at esewa.punjab.gov.in. Punjab routes most citizen services through its Sewa Kendra network, so the Sewa Kendra counter is normally the fastest starting point.

Does Punjab charge more for late registration?

Punjab's marriage registration rules provide for a higher fee where registration is sought after the prescribed period from the date of marriage, so registering promptly costs less than registering years later. Confirm the exact slab applicable to your case at the Sewa Kendra counter before paying, because the amount depends on how long after the wedding you apply.

Does a Punjab marriage certificate expire?

No, a marriage certificate in Punjab never expires and is never renewed. If you need another copy years later, you apply to the same tehsil office for a certified copy of the register entry.

Do both spouses and the witnesses have to attend?

Yes, both husband and wife must appear before the Tehsildar along with the witnesses on the date fixed for verification. Punjab does not register a marriage on documents alone, and a relative or agent cannot appear on behalf of a spouse.

Is a marriage certificate needed for a spouse visa from Punjab?

Yes: a government-issued marriage certificate is the document foreign missions ask for when processing spouse visas and family immigration applications, and a gurudwara or temple certificate alone is not accepted. This is why registration matters far more in Punjab's emigration-heavy districts than the small fee would suggest.
