Old Age Pension Scheme, Punjab
Punjab state government scheme
Punjab's Old Age Pension Scheme pays Rs 1,500 per month to women aged 58 and above and men aged 65 and above whose total annual income is not more than Rs 60,000. Applications are made on a printed form available at the District Social Security Officer, CDPO office, Sewa Kendra, SDM office, Anganwadi centre or Panchayat office.
What is the Old Age Pension Scheme in Punjab?
The Old Age Pension Scheme is a state-funded social security pension run by the Department of Social Security and Women & Child Development, Government of Punjab. Punjab operates it as one of four linked state pension and financial assistance schemes, alongside financial assistance to widows and destitute women, financial assistance to dependent children, and financial assistance to disabled persons. Punjabi speakers usually call it the budhapa pension.
According to the department's Pensions and Financial Assistance page, the rate of pension under all four of these schemes was increased from Rs 750 to Rs 1,500 per month with effect from 1 July 2021. That is Rs 18,000 over a full year, paid month by month into a bank account rather than as a lump sum.
The scheme is distinct from the centrally supported Indira Gandhi National Old Age Pension Scheme, which Punjab also implements under the National Social Assistance Programme. The state scheme has its own age bars, its own income ceiling and its own land test, and it does not require a BPL listing.
What the scheme is designed to do
- Give older residents of Punjab a predictable monthly income where family support or savings are absent.
- Cover older people who are not in employment and not self-employed, using an income test rather than a poverty-line list.
- Deliver payment through the banking system in both villages and towns, so there is a traceable record of each transfer.
Who is eligible for the Punjab Old Age Pension?
You can apply if:
- You are a woman aged 58 years or above, or a man aged 65 years or above.
- Your total annual income is not more than Rs 60,000, counting business income, rental income and interest income.
- You are a resident of Punjab, with residence verified by the Patwari in rural areas or by the Executive Officer of the Municipal Committee in urban areas.
- Your land holding stays within the limits: a maximum of 2.5 acres of Nehri/Chahi land, or a maximum of 5 acres of Barani land, or 5 acres in a waterlogged area. Land owned by husband and wife is counted together and reported by the revenue department.
The department notes that under a notification of October 2013, the earlier condition of considering the income of the applicant's son or sons was removed. An older person whose adult son earns well is therefore judged on their own income, not the household's.
You are not eligible, and cannot apply, if:
- You are in government or private employment.
- You are self-employed.
- You own more than 2.5 acres of Nehri/Chahi land, or more than 5 acres of barren, rain-fed or waterlogged land.
- Your annual income exceeds Rs 60,000 from any source, including interest or rent.
- You own commercial property.
- You live in a house measuring more than 200 square metres in an urban area.
- You are an income tax payee, a person registered under the Value Added Tax Act, 2005, or a professional tax payee.
Each of these exclusions appears as a numbered line in the self-declaration that the applicant signs. A false declaration is punishable, and the form says so explicitly.
What documents are required for the Punjab Old Age Pension?
| Document | Mandatory | Notes |

| Proof of age | Yes | Aadhaar, voter card, voter list, matriculation certificate or birth certificate; any one |
| Aadhaar number | Yes | Consent for identification and pension disbursement is part of the declaration |
| Bank account details | Yes | Pension is disbursed through banks in both rural and urban areas |
| Patwari report (rural) | Yes | Verifies land holding and residence |

The department's list of required documents is short by design, one proof of age, plus verification reports and the declaration. Where a disability or widowhood claim is being made under a sibling scheme, a disability certificate is added.
How to apply for the Punjab Old Age Pension
- Collect the application form from any one of these points: the District Social Security Officer's office, the Child Development Project Officer (CDPO) office, a Sewa Kendra, the SDM office, an Anganwadi centre, or the Panchayat or BDPO office. The form is also published on the department website under Downloads and Forms.
- Fill in your personal details: name, date of birth, address, Aadhaar number, mobile number and bank account number, and attach one proof of age.
- Sign the self-declaration confirming that you are not in employment, not self-employed, within the land and house-size limits, under the Rs 60,000 annual income ceiling, and not an income tax, VAT or professional tax payee.
- Get the verification done. If you live in a village, the Patwari verifies your land and residence. If you live in a town or city, the Executive Officer of the Municipal Committee verifies your land, property and residence.
- Submit the completed form with the verification report at the CDPO office or the collection point you took it from, and keep the receipt.
- Wait for CDPO verification, which the department says is to be completed within one month of the form being received.
- Collect the sanction, which is issued by the District Social Security Officer once verification is complete. The pension then begins crediting to your bank account.
There is no fee for the form or for its submission. No agent is needed at any stage.
How do I check the status of my Punjab pension application?
Punjab does not publish a single self-service pension tracking page for these state schemes. The practical route is:
- Ask at the CDPO office where the form was submitted, quoting the date and the receipt. Verification sits here for the first month.
- Ask the District Social Security Officer once a month has passed, since sanction is issued at that level. Contact details for every DSSO are listed on the department website under Contact Us.
- Check the bank passbook or account statement for the monthly credit once the pension is sanctioned; payment reaches the account directly.
- Call 0172-2608746, the departmental contact number published with the scheme, or the national Elderly Helpline 14567 for assistance in following up.
Each sanctioned case is held against a P.L.A. number, and continuity of payment is tied to that number. Where a beneficiary in the linked dependent-children or disability schemes dies, the sanctioning authority or SDM nominates a guardian or successor and payment continues on the old application form and old P.L.A. number without a break.
Why do Punjab old age pension applications get rejected?
- Age not established. No acceptable age proof, or a proof that shows the applicant is below 58 (women) or 65 (men).
- Income above Rs 60,000 a year, most often because rent or bank interest was left out of the declaration and picked up during verification.
- Land above the ceiling. Holdings of husband and wife are added together, so an application that looks within the limit alone can fail jointly.
- Employment or self-employment, including a small business, which the declaration rules out.
- Urban house larger than 200 square metres, or ownership of commercial property.
- Tax status — an income tax return, VAT registration under the 2005 Act, or professional tax payment.
- Verification report not returned by the Patwari or the EO/MC, which stalls a file rather than rejecting it. This is the most common cause of a long wait.
The fix for most of these is procedural: get the Patwari or EO/MC report chased through the CDPO, correct the income figures on a fresh declaration, and resubmit. An applicant who has crossed the age bar since a rejection can apply again.
Where do I complain about a Punjab pension that has stopped?
- District Social Security Officer for the district, the sanctioning authority, and the first stop for a stopped or reduced pension.
- Child Development Project Officer for verification-stage problems.
- Departmental contact number: 0172-2608746, published with the scheme.
- Helpline for the Elderly: 14567, a national number the department lists on its own site.
- Email: itcell-sswcd@punjab.gov.in for website and general queries, or dsswcd@punjab.gov.in for the directorate.
A pension that stops without notice is usually a bank problem. A dormant account, a closed account or a KYC lapse, rather than a cancellation. Check the account first, then raise it with the DSSO.

Frequently asked questions
How much is the old age pension in Punjab?
Rs 1,500 per month. The Department of Social Security and Women & Child Development states that the rate of pension under all its state pension and financial assistance schemes was raised from Rs 750 to Rs 1,500 per month with effect from 1 July 2021, which works out to Rs 18,000 a year.
What is the age for old age pension in Punjab?
Women qualify at 58 years and above and men at 65 years and above. Punjab keeps a lower age bar for women than for men, which is different from the uniform 60-year bar used under the central IGNOAPS.
What is the income limit for Punjab old age pension?
Total annual income must not be more than Rs 60,000, and that figure includes business income, rental income and interest income. A notification of October 2013 removed the earlier condition of counting the income of the applicant's son or sons.
Can a landowner get the Punjab old age pension?
Yes, within limits. An applicant owning up to 2.5 acres of Nehri or Chahi (irrigated) land, up to 5 acres of Barani (rain-fed) land, or up to 5 acres in a waterlogged area remains eligible, with the holdings of husband and wife counted together and verified by the revenue department through the Patwari.
Where do I get the old age pension form in Punjab?
Forms are available at the District Social Security Officer's office, the Child Development Project Officer (CDPO) office, any Sewa Kendra, the SDM office, an Anganwadi centre, and the Panchayat or BDPO office. The department also publishes forms on its website under the Downloads and Forms sections.
How long does the Punjab old age pension take to be sanctioned?
Verification is to be completed by the CDPO within one month from the date the application form is received, after which the District Social Security Officer sanctions the pension. Delays usually trace back to the Patwari or EO/MC report rather than to the sanctioning stage.
Who is not eligible for the Punjab old age pension?
A person in government or private employment, a self-employed person, an income tax payee, a person registered under the Value Added Tax Act 2005, a professional tax payee, an owner of commercial property, and a person living in an urban house larger than 200 square metres cannot apply. The self-declaration on the form covers each of these.
How is the Punjab old age pension paid?
Through banks. The department states that disbursement of pension is made through banks in rural areas the same way as in urban areas, so the beneficiary needs a working bank account rather than a post office or cash-counter arrangement.
