Property Registration (Sale Deed) in Punjab

Punjab state government scheme

Quick answer

Property registration in Punjab is done on the NGDRS-based online registration system run by the Department of Revenue, Rehabilitation and Disaster Management, reached through igrpunjab.gov.in and easyregistry.punjab.gov.in. Online registration is live in the Sub-Registrar offices of all 22 districts, with e-stamping through SHCIL and biometric verification at the appointment.

Benefit
A registered sale deed carrying the Sub-Registrar's endorsement and vasika number, which is the legal proof of transfer of immovable property in Punjab and the trigger for mutation in the jamabandi
How to apply
Both — deed data entry, stamp duty payment and appointment booking online through the Punjab NGDRS system, followed by an in-person visit to the Sub-Registrar or Joint Sub-Registrar office

What is property registration in Punjab?

Property registration in Punjab is the recording of a sale deed: locally called a vasika, in the register of a Sub-Registrar or Joint Sub-Registrar under the Registration Act, 1908. The service belongs to the Department of Revenue, Rehabilitation and Disaster Management, headed by the Financial Commissioner Revenue, with the Inspector General of Registration overseeing the registration wing.

Registration is what converts a payment into ownership. A Punjab buyer who has an agreement to sell, a receipt and possession of a plot still owns nothing in law until the vasika is registered. The second half of the job, which many buyers skip, is mutation in the revenue record. The jamabandi will keep showing the seller's name until intkal is sanctioned.

Which system does Punjab use?

Punjab runs on the National Generic Document Registration System (NGDRS), the platform built by the National Informatics Centre for the Department of Land Resources, Government of India, and adopted by a group of states and union territories including Punjab, Jammu and Kashmir, Himachal Pradesh, Goa, Jharkhand, Maharashtra, Manipur, Mizoram, Dadra and Nagar Haveli and the Andaman and Nicobar Islands.

The Department of Revenue's own service list points to:

  • igrpunjab.gov.in. The NGDRS registration portal for Punjab, with online registration implemented in the Sub-Registrar offices of all 22 districts.
  • easyregistry.punjab.gov.in, the department's online registration link.
  • jamabandi.punjab.gov.in; land records, cadastral maps and registered deeds.
  • shcilestamp.com — e-stamp paper and e-registration fee payment.
  • rcms.punjab.gov.in. The Revenue Court Management System, for revenue litigation.

Use jamabandi before you buy, NGDRS to register, and SHCIL to pay.

Who can and cannot register a property in Punjab?

You can register if:

  • You are the buyer and seller of a plot, house, flat, shop, industrial unit or agricultural land anywhere in Punjab.
  • You are a donor and donee on a gift deed, or family members executing a partition or exchange deed.
  • You are an NRI or OCI buying residential or commercial property, which FEMA permits.
  • You are a company, firm, trust or society, acting through an authorised signatory with a resolution or authority letter.
  • You are a registered power of attorney holder appearing for a party who cannot attend, the usual route for NRI sellers from Punjab.

You cannot register if:

  • You are a foreign national of non-Indian origin resident outside India buying immovable property without RBI approval, which FEMA does not allow.
  • You are an NRI or foreign citizen buying agricultural land, plantation property or a farmhouse, which FEMA prohibits regardless of origin.
  • The property is under court injunction, attachment, acquisition or a stay from a revenue court.
  • The land is shamlat deh or panchayat common land, or otherwise not the seller's to sell.
  • The seller is not the recorded owner in the jamabandi, or the chain of earlier deeds and mutations is broken.
  • The transfer needs an NOC from PUDA, GMADA, the improvement trust or the society and it has not been obtained.
  • Stamp duty is short-paid against the collector rate. The Sub-Registrar will not register a deed stamped below the notified value.

What are the stamp duty and registration charges in Punjab?

Punjab's rate on a conveyance or sale deed is differentiated by the gender of the buyer:

Buyer Stamp duty on sale deed
Male 7 per cent
Female 5 per cent
Joint, male and female 6 per cent

Those percentages are inclusive of two levies that Punjab folds into the headline figure: the 1 per cent Social Infrastructure Cess (SIC) and the 1 per cent Punjab Infrastructure Development Board (PIDB) levy. Reading them as extras on top is the commonest budgeting error.

The registration fee is 1 per cent of the consideration, capped at Rs 2 lakh. The cap only bites above a consideration of Rs 2 crore; below that the fee is a straight 1 per cent.

Two further points decide the real number. Duty is charged on the higher of the consideration and the collector rate notified for that village, sector or locality, so a deed written below collector rate is still stamped at collector rate. And Punjab has more than once announced time-limited stamp duty rebates, a 2.25 per cent exemption running to a fixed date, for instance, which change the effective rate for deeds registered inside the window. Because of that, the only safe figure is the one the NGDRS calculator returns for your deed on the day you register.

How to register a property in Punjab

  1. Check the jamabandi first. Pull the fard and the mutation history from jamabandi.punjab.gov.in and confirm the seller is the recorded owner, the area matches, and no charge or stay is recorded.
  2. Fix the collector rate for the village, sector or locality and the property category, so you know the floor value on which duty will be computed.
  3. Get the vasika drafted by a licensed deed writer or an advocate, with the khewat and khasra numbers, the area, the boundaries, the consideration and the mode of payment.
  4. Register as a citizen user on the Punjab NGDRS portal at igrpunjab.gov.in and complete the online data entry; general information, property details and valuation, party details, witness details.
  5. Let the system calculate the duty and fee, then pay stamp duty and the registration fee through e-stamping via SHCIL or the portal's payment route, and keep the e-stamp certificate and challan.
  6. Upload the supporting documents and submit the data for the Sub-Registrar's pre-registration check.
  7. Book the appointment slot at the Sub-Registrar or Joint Sub-Registrar office having jurisdiction over the property.
  8. Attend the appointment in person. Buyer, seller and two witnesses appear with originals. Punjab's NGDRS process captures fingerprints and photographs of every party, and the parties admit execution before the Sub-Registrar.
  9. Collect the registered vasika with its registration number, endorsement and scanned record.
  10. Apply for mutation (intkal) with the revenue authorities so the jamabandi is updated into your name. Registration alone does not do this, and an unmutated purchase causes trouble at resale and at loan sanction.

How do I check the status of a Punjab registration?

  • On the NGDRS portal, log in with your citizen account and open the token or application to see the stage: data entry, payment, submitted, appointment booked, registered.
  • Through the NGDRS grievance portal, if the file is stuck. NGDRS carries a dedicated grievance module alongside its citizen FAQs, user manuals and video tutorials.
  • On Jamabandi Punjab, look up the registered deed and, later, the mutation entry. A fresh fard showing your name is the real confirmation that the transaction has landed in the revenue record.
  • At the Sub-Registrar office, quote the token or receipt number.

Why do Punjab registrations get rejected or delayed?

  • Deed value below the collector rate, the single commonest cause of refusal or a demand for differential duty.
  • Seller not the recorded owner in the jamabandi, or an earlier mutation never sanctioned, leaving a gap in the revenue record.
  • Biometric mismatch or an absent party or witness. Everyone must attend.
  • Missing NOC for PUDA, GMADA, improvement trust or society property.
  • Shamlat or disputed land sold by someone without the right to sell it.
  • Name mismatches between Aadhaar, PAN and the earlier vasika.
  • Stay order or attachment on the property from a civil or revenue court.
  • TDS not deducted where consideration is Rs 50 lakh or more.
  • Skipping mutation after registration, which is not a rejection but is the most frequent unfinished step in Punjab.

How long is the deed valid, and what should registration cost?

A registered vasika in Punjab has no expiry and needs no renewal. It is a permanent entry, and a certified copy can be obtained years later. The deadline that does exist is on presentation: a deed must ordinarily be presented for registration within four months of execution, with delay beyond that needing the Registrar's condonation and a penalty.

Punjab charges only the stamp duty and the 1 per cent registration fee computed by the NGDRS system, paid through e-stamping against a receipt. The NGDRS citizen account, the data entry, the appointment booking and the jamabandi download are all free.

Deed writers and agents around Punjab's tehsil complexes routinely quote a lump sum to "get the registry done". A licensed deed writer drafting your vasika for a fair, receipted fee is doing real work and is worth paying. What is not legitimate is cash for speed: there is no paid priority slot on NGDRS, no officer can register a deed stamped below the collector rate, and no one can substitute for your own fingerprints at the counter. Never hand over your NGDRS password or Aadhaar OTP, and never accept an e-stamp you have not verified yourself on the SHCIL verification page.

Grievance and helpline route

  • NGDRS grievance portal, linked from the registration system, for technical and process complaints.
  • Sub-Registrar or Joint Sub-Registrar of the office where the document was presented, for anything about the document itself.
  • District Revenue Officer and the Deputy Commissioner of the district, for registration and mutation disputes at district level.
  • Inspector General of Registration, Punjab, under the Financial Commissioner Revenue, for escalation.
  • Department of Revenue, Rehabilitation and Disaster Management, whose site revenue.punjab.gov.in carries the department's helpline banner and the document-wise stamp duty schedule.
  • Revenue Court Management System at rcms.punjab.gov.in, where a mutation or revenue dispute has already reached a revenue court.

Carry the token, receipt or vasika number to any of these. Without it, no office can trace the file.

Documents required

Sale deed (vasika) drafted for execution
Usually prepared by a licensed deed writer or an advocate, carrying the parties, the khasra or khewat details, the area, the consideration and the schedule.
e-Stamp paper or e-stamp certificate
Punjab's Revenue Department routes e-stamp paper and e-registration fee payment through SHCIL. Buy the e-stamp for the full duty before the appointment.
Aadhaar of buyer, seller and witnesses
The Punjab NGDRS process captures biometrics — fingerprints and photographs — of every party and witness at the Sub-Registrar counter.
PAN card or Form 60
For both parties. Where the consideration is Rs 50 lakh or more the buyer also deducts 1 per cent TDS under Section 194-IA and files Form 26QB.
Previous title deed / chain of documents
The earlier registered vasika, allotment letter from PUDA or the improvement trust, or the conveyance deed showing how the seller acquired title.
Jamabandi (record of rights) and fard
Downloaded from jamabandi.punjab.gov.in for agricultural land and for revenue estate property, showing the seller as the recorded owner and any charges.
Mutation (intkal) historyoptional
The record of earlier mutations on the land, checked to confirm an unbroken revenue record behind the title.
No Objection Certificate where applicableoptional
From PUDA, GMADA, the improvement trust, the municipal corporation or the society, for leasehold or allotment property that requires the allotting authority's consent to transfer.
Latest property tax and no-dues receiptsoptional

Two witnesses with photo identity
Both must attend the Sub-Registrar appointment in person with their own identity documents for biometric capture.

Frequently asked questions

Which portal is used for property registration in Punjab?

Punjab uses the National Generic Document Registration System, reached at igrpunjab.gov.in, with the Revenue Department also listing easyregistry.punjab.gov.in as the online registration link. The Department of Revenue, Rehabilitation and Disaster Management states that online registration under NGDRS is implemented in all Sub-Registrar offices across the 22 districts of Punjab.

What is the stamp duty on a sale deed in Punjab?

Punjab's headline stamp duty on a sale deed is 7 per cent where the buyer is male, 5 per cent where the buyer is female and 6 per cent for a joint male-and-female purchase, and those figures already include the 1 per cent Social Infrastructure Cess and the 1 per cent Punjab Infrastructure Development Board levy. Punjab has periodically notified time-limited rebates on stamp duty, so confirm the current figure on the NGDRS calculator before you pay.

What is the registration fee in Punjab?

The registration fee in Punjab is 1 per cent of the consideration amount, subject to a ceiling of Rs 2 lakh. The ceiling matters only on high-value transactions, where the fee stops rising once the consideration passes Rs 2 crore.

Do I have to give fingerprints at the Sub-Registrar office?

Yes, the Punjab NGDRS process requires biometric verification — fingerprints and photographs — of the buyer, the seller and both witnesses at the Sub-Registrar office. This is the reason registration in Punjab cannot be completed entirely online.

Does registration change the jamabandi record automatically?

No, registration and mutation are separate. After the vasika is registered you apply for mutation, or intkal, so that the jamabandi at jamabandi.punjab.gov.in shows you as the owner, and until that happens the revenue record still names the seller.

Where do I check land records before buying in Punjab?

Jamabandi Punjab at jamabandi.punjab.gov.in is the Revenue Department's land records portal, giving the record of rights, cadastral maps and registered deeds. The Revenue Department lists it alongside the registration and revenue court systems as an official online service.

Is registration of a sale deed compulsory in Punjab?

Yes, Section 17 of the Registration Act, 1908 makes registration compulsory for any instrument transferring an interest in immovable property worth Rs 100 or more. An agreement to sell or a power of attorney does not transfer ownership of Punjab property.

Can an NRI register property in Punjab without coming to India?

Not directly, but an NRI can execute a registered power of attorney in favour of a relative or trusted person in India, attested at the Indian mission abroad and adjudicated in Punjab, and that attorney holder then appears at the Sub-Registrar office. The parties themselves are otherwise required in person for biometric capture.
