What is the Punjab Ashirwad Scheme?

Punjab Ashirwad Scheme is a one-time cash grant of Rs 51,000 paid by the Government of Punjab at the time of a daughter's marriage, to families from the Scheduled Castes, the Christian community, the Backward Classes and other economically weaker sections. The Department of Social Justice, Empowerment and Minorities. The Welfare Department; runs the scheme, and the current rate of Rs 51,000 has applied with effect from 1 July 2021.

The scheme is one of Punjab's oldest welfare payments and is still widely known by its original name, the Shagun Scheme, or in transliteration as Ashirwad Yojana. It began on 1 April 1997 with a grant of Rs 5,100 for daughters of Scheduled Caste families and for widows and divorcees of Punjab domicile, subject to a family income limit of Rs 16,000 a year. Christian girls were brought in on the same terms from 1 September 1997.

How the amount has changed

Effective from Grant amount
1 April 1997 Rs 5,100
26 January 2004 (renamed Ashirwad) Rs 6,100
1 April 2006 Rs 15,000
1 July 2017 Rs 21,000
1 July 2021 Rs 51,000

The scope widened alongside the amount. In the 2011-12 budget session the Finance Minister proposed extending the scheme to girls of the Backward Classes and other economically weaker families with a revised income limit of Rs 30,000 a year, and the Vidhan Sabha passed it. That extension took effect from 1 April 2011. The income limit was later raised from Rs 30,000 to Rs 32,790, with departmental instructions issued on 13 February 2014.

Two administrative changes matter to applicants today. From 1 April 2021 the scheme was decentralised, and District Level Committees chaired by the Deputy Commissioner now handle sanction. And the Ashirwad Portal was launched on 15 November 2022 by Dr Baljit Kaur, Cabinet Minister, with online applications opening from 1 April 2023, the department's stated reason being that applicants previously had to prepare a file, deposit it in an office and make repeated trips, losing days of work.

How do I apply for the Punjab Ashirwad Scheme?

Read this first: the department's notice on the Ashirwad portal states that from 28 January 2026, the application for the Ashirwad Scheme can only be applied through Sewa Kendras, and applications through other methods will not be accepted. The portal remains the department's processing and tracking system, but it is no longer the counter at which a citizen files.

  1. Check the four gate conditions before spending a day on this. The girl must be 18 or above; family annual income from all sources must not exceed Rs 32,790; the parents or guardians must be domiciled in Punjab; and this must be the first or second daughter of the family to claim.
  2. Get the certificates issued. Obtain the income certificate showing income up to Rs 32,790, the caste or category certificate; Scheduled Caste, Backward Class or EWS — and the Punjab domicile certificate for the parents or guardians. These take the longest, so start here.
  3. Assemble proof of age and of the marriage. Use the birth certificate, matriculation certificate or Aadhaar for age. For the marriage, use the fixed wedding date on the card if applying before, or the marriage certificate if applying after.
  4. Get the bank account ready. The Rs 51,000 is paid by direct benefit transfer into the bank account, so confirm the account is active and the Aadhaar seeding is in place before filing.
  5. Go to your nearest Sewa Kendra with the complete set of documents and file the application on the prescribed form. Do this before the fixed date of marriage, or within 60 days after the marriage.
  6. Collect the acknowledgement with the application or reference number. This is what you quote at the Sewa Kendra or the District Welfare Office for every follow-up.
  7. Follow up with the District Welfare Officer. The District Level Committee chaired by the Deputy Commissioner sanctions the case, and the District Welfare Officer of your district is the officer who can tell you where the file stands.

Who is eligible for the Ashirwad Scheme?

A family is eligible if all of these hold:

  • The claim is for a Scheduled Caste or Christian girl, a Backward Class girl, a girl from the economically weaker sections, or the daughter of a widow of any caste, at the time of her marriage. Scheduled Caste widows and divorcees are also covered at the time of their own remarriage.
  • The girl is 18 years old or above.
  • The family's annual income from all sources does not exceed Rs 32,790.
  • The parents or guardians of the girl are domiciled in Punjab.
  • The application is made before the fixed date of marriage or within 60 days after the marriage.
  • Not more than two girls of the family have already been given the grant.

A family is not eligible, or the claim will be refused, if:

  • The girl is under 18 on the date of marriage.
  • The family's annual income exceeds Rs 32,790 from all sources taken together. This is a strict ceiling and is the most common reason a case is rejected.
  • The parents or guardians are not domiciled in Punjab, even if the wedding takes place in the state.
  • The family does not fall in any covered category, that is, the girl is not Scheduled Caste, Christian, Backward Class, from the economically weaker sections, or the daughter of a widow.
  • The grant has already been paid for two daughters of the same family.
  • The application is filed more than 60 days after the marriage, which puts it outside the window in the scheme norms.

Note on the deadline: the department's earlier instruction of 2014 allowed an application 30 days after the marriage, and that older wording still appears in the historical part of the scheme document. The operative norms list 60 days, so treat 60 days as the current outer limit and file as early as you can rather than testing the edge of it.

What documents are required for the Ashirwad Scheme?

Caste or category certificate Yes SC, BC or EWS; Christian girls qualify on the same terms
Punjab domicile certificate Yes For the parents or guardians of the girl
Marriage proof Yes Wedding card with the fixed date, or the marriage certificate
Bank account passbook Yes For direct benefit transfer of Rs 51,000
Aadhaar card Yes Of the applicant and the girl
Widow or divorce record No Only for a widow's daughter, or an SC widow or divorcee remarrying

How much has the scheme actually paid out?

The department publishes its own budget and disbursement record, which is a useful reality check on how long a sanctioned case may take to be funded. Figures are in crore rupees, with beneficiaries covered in each year:

Year Budget (SC) Budget (BC/EWS) Disbursed (SC) Disbursed (BC/EWS) Beneficiaries (SC) Beneficiaries (BC/EWS)
2021-22 110.00 45.00 89.73 45.00 31,552 16,412
2022-23 150.00 80.00 149.14 79.97 29,282 15,689
2023-24 220.00 110.00 165.51 82.22 32,637 16,744
2024-25 220.00 120.00 198.50 102.69 38,922 20,136
2025-26 230.00 130.00 135.67 49.76 26,601 9,757

Two things are visible here. The scheme covers roughly 45,000 to 59,000 marriages a year across both streams. And in several years the amount actually released fell short of the budget provision, which is why a sanctioned case can sit waiting for a fund release rather than for a decision.

How do I check my Ashirwad application status?

  1. Keep the application or reference number given to you at the Sewa Kendra. Nothing can be traced without it.
  2. Ask at the Sewa Kendra where you filed, which can confirm that the application was transmitted to the department.
  3. Contact the District Welfare Officer (DWO) or Tehsil Welfare Officer (TWO) of your district. The Ashirwad site publishes a downloadable contact list of DWOs and TWOs, and these are the officers who handle the file.
  4. Check the bank account once you are told the case is sanctioned, since the payment arrives by direct benefit transfer without a separate intimation.

Why do Ashirwad applications get rejected, and how do you fix them?

  • Income certificate above Rs 32,790. Fix: none, if the income is genuinely higher, the ceiling is absolute. If the certificate overstates income because it aggregated something wrongly, get it corrected at the tehsil before refiling.
  • Girl under 18 on the date of marriage. Fix: none. The age condition is a scheme norm and also reflects the law on the age of marriage.
  • Application filed after 60 days. Fix: none within this scheme. File on time for the next daughter, and note that you may apply well before the wedding date.
  • Third daughter of the family. Fix: none, the grant is capped at two girls per family.
  • Domicile of parents not established. Fix: obtain the Punjab domicile certificate for the parents or guardians, not merely a residence or ration record.
  • Bank account inactive or Aadhaar not seeded, causing the DBT to fail. Fix: activate the account and complete Aadhaar seeding, then inform the District Welfare Officer so the payment can be re-attempted.
  • Name mismatch between the caste certificate, the age proof, Aadhaar and the bank record. Fix: align the records before the file goes to the District Level Committee.
  • Filed by a method other than a Sewa Kendra after 28 January 2026. Fix: refile at a Sewa Kendra, since the department has said other methods will not be accepted.

Where do I complain about an Ashirwad case?

  • First level: the Tehsil Welfare Officer of your tehsil.
  • Second level: the District Welfare Officer of your district. The Ashirwad site publishes a downloadable list of DWO and TWO contacts.
  • Sanctioning body: the District Level Committee, chaired by the Deputy Commissioner, which has handled sanction since decentralisation on 1 April

No fee is payable to any agent or middleman for filing an Ashirwad application. Sewa Kendras charge only the notified government service charge, and no official will ask for a share of the Rs 51,000.

How does Ashirwad fit with Punjab's other family benefits?

Punjab Ashirwad Scheme sits at the end of a chain of girl-child benefits the state runs. The Bebe Nanki Laadli Beti Kalyan Scheme, run by the Department of Social Security and Women & Child Development, pays out a total of Rs 61,000 in stages from a girl's birth to age 18 for families with income below Rs 30,000. The Mai Bhago Vidya Scheme gives a free bicycle to girl students in classes 9 to 12 in government schools. Ashirwad then provides Rs 51,000 at marriage. These are three separate schemes with three separate applications, and receiving one does not automatically qualify a family for another, but a low-income Scheduled Caste or Backward Class household in Punjab may be entitled to all three across a daughter's life.

Frequently asked questions

How much money does the Punjab Ashirwad Scheme give?

Punjab Ashirwad Scheme gives a one-time grant of Rs 51,000 per daughter, applicable with effect from 1 July 2021. Before that the rate was Rs 21,000 from 1 July 2017, Rs 15,000 from 1 April 2006 and Rs 6,100 from 2004.

What is the income limit for the Ashirwad Scheme?

The family's annual income from all sources must not exceed Rs 32,790. This limit was raised from Rs 30,000 to Rs 32,790, with the departmental instructions issued on 13 February 2014, and it has not changed since.

By when do I have to apply for the Ashirwad Scheme?

You can apply any time before the fixed date of the marriage, or up to 60 days after the marriage. An application filed more than 60 days after the wedding falls outside the window set in the scheme norms.

How many daughters in one family can get the Ashirwad grant?

Two. The scheme norms limit the shagun amount to a maximum of two girls per family, so a third daughter's marriage does not attract the grant.

Can I still apply online on the Ashirwad portal?

No. The department's notice states that from 28 January 2026 the application for the Ashirwad Scheme can only be made through Sewa Kendras, and applications submitted by other methods will not be accepted.

Who is eligible under the Ashirwad Scheme?

Scheduled Caste and Christian girls, Backward Class girls, girls from economically weaker sections, and daughters of widows of any caste, at the time of their marriage. Scheduled Caste widows and divorcees are also covered at the time of their own remarriage.

What is the minimum age of the girl, and was the scheme called something else earlier?

The girl must be 18 years old or above, and the scheme was earlier called the Shagun Scheme. It started on 1 April 1997 with a grant of Rs 5,100 and was renamed Ashirwad from 26 January 2004; the Chief Minister approved the change of name formally in the meeting of 30 May 2017.

How is the money paid?

Through direct benefit transfer into the beneficiary's bank account. Since the 2017 decision, payment is made through the online banking management system directly to bank accounts rather than by cheque.
