Chief Minister Scholarship Scheme, Punjab
Punjab state government scheme
Chief Minister Scholarship Scheme is a merit scholarship of the Punjab Department of Higher Education under which government college students get a fee concession on a sliding scale to 70 per cent for 60 to 70 per cent marks, 80 per cent, 90 per cent, and completely free education above 90 per cent. Students apply through their government college.
What is the Chief Minister Scholarship Scheme in Punjab?
Chief Minister Scholarship Scheme is a merit-based fee concession scheme of the Government of Punjab, run by the Department of Higher Education and Languages through the Directorate of Public Instruction (Colleges). The scheme was approved by the Punjab Cabinet on 1 December 2021 and notified by the Higher Education Department in December 2021, with effect from the session beginning 1 December 2021. Its stated purpose is to make quality higher education affordable in government colleges, to support academically strong students, particularly general category students who fall outside the existing Post Matric Scholarship schemes, and to raise Punjab's gross enrolment ratio in higher education.
The scheme is often searched for as the "Punjab CM Scholarship Scheme" or "CM Scholarship Scheme Punjab". The benefit is not a cash stipend in the usual sense. It is a concession expressed as a percentage of the fee charged by the university, and the scholarship amount corresponds to that percentage.
According to the Cabinet decision, the scheme carries an annual financial implication of Rs 36.05 crore.
How much fee concession does the scheme give?
The concession is a four-step ladder tied to the percentage scored in the qualifying examination:
| Marks in the qualifying examination | Concession in university fee |
|---|---|
| Above 60 per cent and below 70 per cent | 70 per cent |
| 70 per cent to 80 per cent | 80 per cent |
| 80 per cent to 90 per cent | 90 per cent |
| Above 90 per cent | 100 per cent, free education |
Two points decide most real cases. First, the slab is set by marks, not by family income, so a student from any economic background scoring above 90 per cent studies free in a Punjab government college. Second, the concession is calculated on the university fee charged for the course, so the rupee value differs between a BA at one government college and a professional course at another. Ask your college office for the fee break-up before you assume an amount.
Who is eligible for the Punjab CM Scholarship Scheme?
You can get the scholarship if:
- You are studying in a government college in Punjab. This is the core condition of the scheme.
- You scored 60 per cent or more in your qualifying examination. The examination on the basis of which you were admitted to the current course.
- You are enrolled in a regular course for which a university fee is charged.
- You declare any other scholarship you are drawing, so that the department can apply the difference rule correctly.
Who cannot apply or is not eligible:
- Students of private self-financed colleges, private aided colleges and private universities cannot apply β the scheme is confined to government colleges.
- A student scoring below 60 per cent in the qualifying examination is not eligible, because there is no slab below 60 per cent.
- A student who wants to draw this concession in full on top of another state or central scholarship is not eligible to do so. Where another scholarship is already being received and this concession is higher, only the difference between the two is paid.
- Students who are not admitted through the regular admission process of the college for the session concerned are not covered.
There is no income ceiling and no caste condition in this scheme. That is deliberate, the Post Matric Scholarship schemes for Scheduled Castes and Other Backward Classes, which the Higher Education Department also lists, already carry income and category tests, and the Chief Minister Scholarship Scheme was designed to fill the gap left by them.
How to apply for the Chief Minister Scholarship Scheme
- Take admission in a Punjab government college for the session. Eligibility begins with enrolment; there is no pre-admission application.
- Collect the documents that fix your slab. The marksheet of the qualifying examination, your admission slip or college identity card, Aadhaar card, bank passbook in your own name and a residence proof.
- Submit the scholarship form at the college office, normally at the time of admission or fee payment. Ask the clerk to record the marks percentage and the slab claimed on the form itself, and take a receiving stamp on your copy.
- Declare any other scholarship you already receive, in writing. Hiding a central or state scholarship is the most common cause of a claim being reversed later.
- Check the college's approved list. The college compiles the claims, applies the slab and forwards the consolidated claim to the Directorate of Public Instruction (Colleges) under the Department of Higher Education. Confirm that your name and slab appear correctly on that list before the college sends it.
- Keep the fee receipt. Depending on the college's practice, the concession may be adjusted directly against the fee at the counter or released later as a reimbursement, so the receipt is your only evidence of what you paid.
How do you check the status of your scholarship?
There is no separate public status portal for the Chief Minister Scholarship Scheme. Status is tracked at the college level, so the correct place to ask is the scholarship clerk or the nodal teacher in your own government college, and the reference to quote is the college's forwarding number for the session's consolidated claim. The Department of Higher Education publishes scheme notifications and scholarship documents on pbhe.punjab.gov.in, including the Chief Minister Scholarship Scheme notification, so check that site when the department revises rates or conditions.
If the college is unresponsive, the Administrative Secretary, Higher Education and Languages, sits at Room No 712, 7th Floor, Punjab Civil Secretariat-2, Sector 9, Chandigarh 160009, phone 0172-2741193. A written grievance can also be lodged on the Punjab government's citizen grievance portal at connect.punjab.gov.in against the Higher Education Department.
Why do claims get rejected, and how do you fix them?
- Marks percentage disputed. The percentage on the marksheet, not a recalculated aggregate of selected subjects, decides the slab. If the college has computed it differently, ask for the calculation sheet in writing and attach an attested copy of the marksheet.
- Wrong slab applied. A student with 80.4 per cent belongs in the 80 to 90 slab, not the 70 to 80 slab. Check the slab written on your form before it leaves the college.
- Double benefit flagged. If you draw a Post Matric Scholarship as well, the department pays only the difference where this scheme is higher. Declare it up front rather than have the claim reversed after disbursal.
- Private institution. Claims from students of private colleges are rejected at the first check because the scheme is limited to government colleges.
- Bank account mismatch. Where the benefit is released as reimbursement, an account not in the student's own name, or a dormant account, holds up payment. Keep the account active and correctly named.
- Form submitted after the college closed its list. Colleges send one consolidated claim per session. A late form waits for the next cycle, so submit with your admission file rather than months later.
What else should a Punjab government college student know?
The Chief Minister Scholarship Scheme sits alongside several other schemes listed by the Higher Education Department, including the centrally sponsored Post Matric Scholarship Scheme for Scheduled Castes and the Post Matric Scholarship Scheme for Other Backward Classes, and the Punjab notification of 26 December 2016 on reimbursement of non-refundable fees to private universities and institutions for SC and OBC students. These are separate schemes with their own eligibility, and a student may well qualify for one of them even if the Chief Minister Scholarship Scheme does not apply.
Two practical habits protect a student here. First, keep a personal file with the marksheet, admission slip, fee receipts, the stamped copy of the scholarship form and the college's acknowledgement; almost every dispute in this scheme is settled by producing one of those five papers. Second, re-apply every session. The slab is decided on the qualifying examination each time, so the concession is not automatically carried forward from one year to the next.

Frequently asked questions
How much scholarship does the Punjab Chief Minister Scholarship Scheme give?
The scheme gives a fee concession on a four-step sliding scale. Students scoring above 60 and below 70 per cent get a concession equal to 70 per cent of the university fee, 70 to 80 per cent marks get 80 per cent, 80 to 90 per cent marks get 90 per cent, and students above 90 per cent get completely free education.
Is there an income limit for the Punjab CM Scholarship Scheme?
No, there is no income limit. The Chief Minister Scholarship Scheme is purely merit-based, which is what separates it from the Post Matric Scholarship schemes for Scheduled Castes and Other Backward Classes that do apply income tests.
Can a student in a private college get this scholarship?
No. The Chief Minister Scholarship Scheme applies only to students of Punjab government colleges. Students in private aided, private self-financed and private university programmes are not eligible, though they may qualify for separate Post Matric Scholarship schemes run by the Department of Social Justice, Empowerment and Minorities.
Can this scholarship be taken along with another scholarship?
Not in full. The scheme cannot be availed fully in tandem with any other scholarship. If a student already draws a state or central scholarship and the concession under this scheme is higher, only the difference between the two amounts is paid.
When did the Punjab Chief Minister Scholarship Scheme start?
The Punjab Cabinet approved the scheme on 1 December 2021 and the Department of Higher Education issued the notification in December 2021, with effect from the session beginning 1 December 2021. The annual financial implication stated at approval was Rs 36.05 crore.
Where do I apply for the Chief Minister Scholarship Scheme?
Apply at your own government college, normally at the time of admission or fee payment. The college verifies the marksheet, applies the correct slab and forwards the consolidated claim to the Directorate of Public Instruction (Colleges) under the Department of Higher Education. There is no separate walk-in office for students.
What happens if my marks fall below 60 per cent?
A student scoring below 60 per cent in the qualifying examination does not fall in any of the four concession slabs and therefore gets no benefit under this scheme for that year. Since the slab is fixed on the qualifying examination each time, improved marks in the next year's examination can bring the student back into the scheme.
