What is the Scholarships to Students with Disabilities scheme?

Scholarships to Students with Disabilities is a fully state-sponsored Punjab scheme, running since 1996, that pays a monthly scholarship to school students who have a certified disability. The Department of Social Security and Women & Child Development describes its purpose as helping students with disabilities pursue education and vocational training.

According to the department's state schemes page, the rates are set out plainly: "scholarship @ 200/- p.m. is given to each student with disability for 1st to 8th class. Scholarship @300/- p.m. is given to each student with disability for 9th class onwards."

The scheme is one of the oldest continuously running disability benefits in Punjab. Its design is deliberately simple: a small, predictable monthly amount that covers recurring costs a student with a disability faces which other students do not; transport to school, an escort, replacement of aids and appliances, and additional stationery or learning material. It is not a fee waiver. Punjab separately provides free education up to the 12th standard for children with disabilities, along with Braille books and institutional support through the facility at Jamalpur.

How much does the Punjab disability scholarship pay?

Class range Monthly rate Annual amount at twelve months
Class 1 to class 8 Rs 200 Rs 2,400
Class 9 onwards Rs 300 Rs 3,600

The step-up at class 9 is automatic in policy but not in practice. The district office has to see a record showing the student has entered class 9 before it revises the rate. A student promoted to class 9 who continues to receive Rs 200 should take a fresh bonafide certificate to the district office rather than wait.

Payment is made into the student's bank account. Because these are small amounts, they are often released in arrears covering several months at a time rather than strictly every month, so a gap of a few months in the passbook is not by itself a sign that the scholarship has stopped.

Who is eligible for the Punjab disability scholarship?

A student is eligible if:

  • The student has a disability certified by the competent medical authority in Punjab and holds a valid disability certificate.
  • The student is currently enrolled and studying, from class 1 up to class 12.
  • The student is a resident of Punjab, since the scheme is fully state-sponsored.
  • The student has a bank account capable of receiving the credit.

A student is not eligible if:

  • There is no valid disability certificate. A hospital note, a prescription or a doctor's letter is not a substitute for the certificate issued by the competent authority.
  • The student has left school or is not enrolled in the current session, since the benefit is an education-linked scholarship.
  • The student is outside Punjab, because the scheme is state-funded and state-limited.
  • The disability certificate has expired, many certificates are issued for a fixed period and must be renewed for the scholarship to continue.

The departmental page for this scholarship does not publish a disability percentage threshold or an income ceiling. Note that the separate disability financial assistance scheme does use a threshold โ€” 50 per cent disability, with the department stating that "mentally disabled persons are, however, eligible irrespective of disability", along with income limits. Do not assume those numbers apply to the scholarship. Ask your District Social Security Officer which certificate and which threshold the scholarship uses in the current year.

How to apply for the Punjab disability scholarship

  1. Obtain the disability certificate. Apply to the competent medical authority in your district, usually the medical board at the district hospital. Nothing else in this application can proceed without it.
  2. Get a bonafide certificate from your school stating your name, class, section and the current session. This is what fixes whether you are paid the Rs 200 rate or the Rs 300 rate.
  3. Open or verify a bank account in the student's name. Confirm the account number and IFSC are correct and the account is active, since a wrong or dormant account is the most common cause of a failed credit.
  4. Collect and fill the application form from your school or from the office of the District Social Security Officer (DSSO) or District Programme Officer (DPO). The department directs applicants to their nearest DPO for the current procedure.
  5. Submit the completed form with all documents through the school, which forwards it to the district office, or hand it in at the district office directly.
  6. Get an acknowledgement with a diary or receipt number, and keep it. That number is what you quote when following up.
  7. Renew each session. Submit a fresh continuation or bonafide certificate at the start of the new academic session, and again when you move into class 9 so the rate is revised.

How do I check whether my scholarship has been sanctioned?

There is no self-service online tracker for this scholarship. Status is checked at the district office:

  1. Go to the office of the District Social Security Officer or District Programme Officer with your acknowledgement number.
  2. Ask whether the case has been sanctioned, and if so from which month.
  3. Check the bank account details on record against your passbook. A mismatch here is the most frequent reason a sanctioned scholarship never arrives.
  4. Ask for the period covered by the last release, since payments often come as arrears for several months together.

Why do disability scholarships get stopped, and how do you fix it?

  • Expired disability certificate. Fix: renew it through the district medical board and resubmit a copy to the district office.
  • Bank account closed, dormant, or wrongly recorded. Fix: submit a fresh cancelled cheque or passbook copy to the district office.
  • Name mismatch between the disability certificate, Aadhaar and the bank account. Fix: correct one record so all three read identically.
  • No continuation certificate for the new session, so the file shows the student as no longer enrolled. Fix: get the school to issue one and file it.
  • Still on the Rs 200 rate after entering class 9. Fix: submit the class 9 bonafide certificate and ask the office to revise the rate.
  • Duplicate record where the same student was entered twice by the school and the district office. Fix: give the office both file numbers so one can be cancelled and the other regularised.

Where do I complain?

  • First level: the head of your school, who forwards the file.
  • Second level: the District Social Security Officer or District Programme Officer of your district. The department directs all scheme-level queries to the nearest DPO.
  • State level: the State Commissioner for Persons with Disabilities, Punjab, listed on the department's contact page, and the department head office on 0172-2608746.
  • Email: dsswcd@punjab.gov.in.

Applying for this scholarship is free. No fee may be charged by a school, an office or an agent to file the application or to release the payment.

What other Punjab benefits can a student with a disability claim?

The Rs 200 or Rs 300 scholarship is only one part of Punjab's disability package, and holding it does not block the others. Rural girl students with disabilities may separately claim the attendance scholarship of Rs 2,500 per year up to class 10 and Rs 3,000 per year from class 11 onwards. Persons with disabilities unable to earn a livelihood receive monthly financial assistance of Rs 500 from Punjab plus Rs 300 from the Government of India, covering about 1.49 lakh persons. Punjab also pays an unemployment allowance of Rs 450 a month for those qualified up to the 12th standard and Rs 600 a month above the 12th standard, awarded after two years of registration without employment. Each of these is a separate application at the district social security office.

Frequently asked questions

How much is the disability scholarship in Punjab?

Punjab pays Rs 200 per month to each student with a disability in classes 1 to 8, and Rs 300 per month from class 9 onwards. Over a full twelve-month year that is Rs 2,400 for a primary or middle-school student and Rs 3,600 from class 9.

Since when has this scholarship been running?

Since 1996. The Department of Social Security and Women & Child Development records it as a fully state-sponsored scheme started in 1996 to help students with disabilities pursue education and vocational training.

Is this scholarship the same as the monthly disability pension?

No, they are separate. The scholarship is an education benefit of Rs 200 or Rs 300 a month tied to being a student. The disability financial assistance is a separate monthly payment of Rs 500 from the Punjab government plus Rs 300 from the Government of India for persons with disabilities unable to earn a livelihood.

What disability percentage is needed for the scholarship?

The departmental scholarship page does not publish a percentage threshold for the student scholarship itself; it requires a valid disability certificate. Note that the separate disability financial assistance uses a 50 per cent threshold, with an exception for persons with mental disability. Confirm the applicable certificate with your District Social Security Officer.

Do private-school students get this scholarship?

The department describes the benefit as a scholarship for students with disabilities pursuing education in Punjab, and also provides free education up to the 12th standard. Which schools are covered in a given year is settled by the district office, so confirm your school's status with the District Social Security Officer before applying.

How do I apply for the disability scholarship in Punjab?

Get a disability certificate from the competent medical authority, then apply through your school to the District Social Security Officer or District Programme Officer of your district. The department directs applicants to contact their nearest DPO for the current application procedure.

Does the scholarship continue automatically each year?

No. The scholarship is tied to continued enrolment, so a fresh bonafide or continuation certificate is normally required each session, and the rate changes from Rs 200 to Rs 300 when the student enters class 9.

Where do I complain if the scholarship is not credited?

Take it to the District Social Security Officer or the District Programme Officer of your district first, since payment is processed at district level. The department's head office number is 0172-2608746.
