Shop & Commercial Establishment Registration in Punjab
Punjab state government scheme
Shop & Commercial Establishment Registration in Punjab is granted by the Department of Labour on the e-Labour Punjab portal, pblabour.gov.in. The department states plainly that no fee is chargeable to get a shop or commercial establishment registered, and that every registration certificate is issued within 30 days of receipt of a complete application under the Punjab Right to Service Act.
Shop & Commercial Establishment Registration in Punjab is the certificate every shop and commercial establishment in the state takes under the Punjab Shops and Commercial Establishments Act 1958. The Department of Labour, Government of Punjab, issues it online through e-Labour Punjab at pblabour.gov.in. Two things make Punjab unusual: the registration is genuinely free of charge, and the department asks for photographs of the shop front and interior as part of the online application, a requirement most other states do not have.
What is the Punjab Shops and Commercial Establishments Act 1958?
The Punjab Shops and Commercial Establishments Act 1958 is the state labour law that regulates conditions of work in shops and commercial establishments; opening and closing hours, the weekly close day, rest intervals, leave, wage payment, the employment of young persons, and the records an employer must keep. Registration is the mechanism by which the Department of Labour knows which establishments exist, where, and how many people they employ.
The certificate that comes out of the process is the standard document a Punjab shopkeeper produces when opening a current account, when applying for a municipal trade licence, or when an inspector from the Labour Department visits.
Who has to register in Punjab and who does not?
Registration is required of employers running any shop or commercial establishment in Punjab; retail and wholesale shops, offices, trading firms, service businesses, godowns and storerooms attached to a business, and eating houses and hotels falling within the Act's definition of a commercial establishment.
Who cannot apply through this service: establishments registered as factories under the Factories Act 1948 are covered by the Factories wing of the department and its own licensing route, not by the Shops and Commercial Establishments Act. Government offices and establishments exempted by notification under the Act are also outside the requirement. An establishment located outside Punjab is not eligible and must register under its own state's Shops Act, note in particular that Chandigarh and Haryana apply their own adapted versions of the 1958 Act, so a Chandigarh shop does not register on pblabour.gov.in.
How to apply for shop registration in Punjab
The Department of Labour describes this section of e-Labour Punjab as providing online services to employers who can apply for registration under the Punjab Shops and Commercial Establishment Act 1958. The steps are:
- Get your scans ready first. The department is explicit that you should keep the following scanned documents ready before you start: proof of the shop or commercial establishment, a photograph of the front of the shop, a photograph of the interior of the shop, identity proof of the owner, and a scanned copy of the applicant's signature.
- Register on the e-Labour Punjab portal at pblabour.gov.in and create your employer login. Existing users log in with their registered credentials.
- Create the project profile for your establishment. e-Labour Punjab works on a project-and-PIN model, you create the business profile once, and it then feeds every licence and registration you apply for on the portal.
- Open the service "Registration of Shop and Commercial Establishments under The Punjab Shops and Comm. Estab. Act, 1958" and fill in the application form — the name and address of the establishment, the nature of business, the employer's details and the number of persons employed.
- Upload the documents. Attach the rent deed of the shop where the premises are rented, the two premises photographs, the owner's identity proof and the signature scan. If you are a registered company, attach the power of attorney, the memorandum of the company and the list of directors. Any document longer than one page should be merged into a single PDF and uploaded under "other documents".
- Submit the application. No fee is chargeable for this registration, so there is no payment step to complete for the registration itself. Note your application reference number.
- Collect the certificate from your login once the department approves it. Approvals issued through e-Labour Punjab carry a QR code that a third party can scan to verify the certificate is genuine.
What does Punjab shop registration cost?
Nothing. The Department of Labour, Punjab states on the e-Labour service page for this registration, under the heading "Fees": no fee is chargeable to get the shops/commercial establishments registered.
That single line is the most useful fact in this guide, because the gap between what the state charges (zero) and what agents charge is where most of the money lost on Punjab shop registration goes. If somebody quotes you a "government fee", a "challan amount" or a "department charge" for registering a shop in Punjab, there is no such charge. Apply yourself on pblabour.gov.in, or ask the department's own office on +91-172-2702486 for help with the form.
How long does it take?
The department publishes a Right to Service timeline for this service: every registration certificate shall be issued within 30 days of receipt of a complete application. Punjab's Right to Service Act gives that timeline legal force, and the department's site carries a dedicated Right to Service Act section listing notified services and the designated officers.
The operative words are "complete application". The most frequent cause of a Punjab application drifting past 30 days is a document the applicant thought was optional: usually one of the two photographs, or the signature scan.
How do I check my application status?
Log in to your e-Labour Punjab account at pblabour.gov.in and open the application list against your project profile. Each application shows its current stage and any query raised by the department. Respond to queries inside the same application rather than filing a fresh one.
If the application has passed the 30-day Right to Service timeline with no decision, escalate to the department using the contact details published on the portal: telephone +91-172-2702486 and email lcpboffice@gmail.com, and quote your application reference number and the date of submission. The department's Right to Service Act pages also name the designated appellate officers for notified services.
Amendment, and keeping the registration current
e-Labour Punjab carries a separate service for amendment of a shop and commercial establishment registration under the 1958 Act. Use it whenever anything on the certificate stops being accurate:
- The establishment moves to a new address.
- The name of the establishment changes.
- The employer, partner or authorised signatory changes.
- The nature of business changes.
- The number of persons employed changes materially.
Keeping the register accurate is the employer's obligation, and a mismatch between the certificate and the ground reality is what most inspection disputes turn on.
Why do Punjab shop registrations get held up or rejected?
- Missing or unusable premises photographs. Punjab asks for both a front and an interior photograph, and applicants routinely upload only one, or upload an image too dark to show the premises.
- No rent deed for rented premises. The department names the rent deed of the shop specifically in its instructions for shops.
- A company applying with proprietorship papers, without the power of attorney, memorandum and list of directors.
- Multi-page documents uploaded as separate loose images instead of being combined into one PDF under "other documents", so pages go missing.
- A signature scan that does not match the identity proof.
- Mismatch between the address on the proof of establishment and the address entered in the form, a very common defect where a business operates from a different unit in the same building.
Where do I complain?
The Department of Labour Punjab publishes its office telephone as +91-172-2702486 and its email as lcpboffice@gmail.com on pblabour.gov.in. The portal also carries a Public Information Officers directory for Right to Information requests, a Citizen Charter, a Right to Service Act section listing notified services and timelines, and a Contact Us page with branch-wise details covering the Establishment branches, the Dispute branch and the Implementation branch. For a demand for money on a service the state provides free, use these official channels rather than paying.

Frequently asked questions
How much does shop registration cost in Punjab?
Nothing — the Department of Labour, Punjab states on its own e-Labour page that "No fee is chargeable to get the shops/commercial establishments registered." Punjab is one of the few states in India where this registration carries no government fee at all, so any amount an agent asks for as a "government fee" is not going to the state.
How long does Punjab shop registration take?
Up to 30 days. The department's published Right to Service timeline says every registration certificate shall be issued within 30 days of receipt of a complete application. The words "complete application" matter — a missing photograph or an unreadable rent deed restarts the clock.
Which portal issues Punjab shop and establishment registration?
e-Labour Punjab, at pblabour.gov.in, run by the Department of Labour, Government of Punjab. The service page for registration under the Punjab Shops and Commercial Establishments Act 1958 sets out the timeline, the fee position and the full document checklist.
What photographs does Punjab ask for?
Two — a photograph of the front of the shop or commercial establishment and a photograph of its interior. This is a Punjab-specific requirement that most other state Shops Act portals do not have, and a missing or blurred photograph is a common reason an application is treated as incomplete.
What if my supporting document runs to several pages?
Combine it into a single PDF and upload it under "other documents". The department's instructions say that if you have any necessary document of more than one page, create a PDF file and upload it in other documents.
What does a registered company have to attach in Punjab?
Three documents — the power of attorney, the memorandum of the company and the list of directors of the company. A proprietorship does not need any of these; it needs the rent deed of the shop, the owner's identity proof and the two premises photographs.
Whom do I contact about a Punjab shop registration problem?
The Department of Labour, Punjab publishes the telephone number +91-172-2702486 and the email address lcpboffice@gmail.com on the e-Labour Punjab site. Use these for delays past the 30-day Right to Service timeline, upload failures or queries on the document list.
Does Punjab shop registration need renewal?
The e-Labour Punjab service page for registration does not publish a renewal fee, since the registration itself is free of charge; the portal does carry separate services for amendment of a shop and commercial establishment registration. Check your certificate for a stated validity and use the amendment service whenever the registered particulars change.
