Trade Licence in Punjab (mSeva)
Punjab state government scheme
Trade Licence in Punjab is issued by the urban local body and applied for online on the mSeva portal at mseva.lgpunjab.gov.in, which the Department of Local Government runs. The department's own site carries both an "Apply for Trade License Online" link and a "Search Your Trade License" link, and publishes the helpline 1800 1800 0172. The fee is set by your municipal council and shown on the portal's payment screen.
What is a trade licence in Punjab, and who issues it?
A trade licence in Punjab is permission from an urban local body for a named person to carry on a named trade at a named premises. The Department of Local Government, Government of Punjab administers the service, and the licence itself is granted by the municipal corporation, municipal council or nagar panchayat in whose limits the shop or business sits.
Punjab delivers this online through mSeva, the department's municipal services platform at mseva.lgpunjab.gov.in. The department's own website carries two trade-licence links side by side: "Apply for Trade License Online" and "Search Your Trade License". The same mSeva platform runs Punjab's municipal property tax, water and sewerage connection and other urban services, so one citizen login covers several dealings with the same municipal body.
Punjab's other well-known citizen portal, the state e-Sewa services portal, does not carry trade licence. That portal handles revenue and social-welfare certificates; residence, income, caste and the like. Applicants who start there lose time. Trade licence is a local government service in Punjab, not a revenue-department one, and mSeva is where it lives.
Who can and who cannot apply?
You can apply for a Punjab trade licence if you carry on, or plan to carry on, a trade at a premises inside a municipal corporation, municipal council or nagar panchayat area of Punjab, and you can document that premises. Individuals, partnership firms and companies are all eligible to hold a licence. There is no income limit, no caste criterion and no age bar, a trade licence is a regulatory permission attached to premises, so the eligibility filters that govern Punjab's income and caste certificates have no application here.
You cannot apply on mSeva for a premises outside urban local body limits. A shop in a village panchayat area is not eligible on this route, and the gram panchayat is the body to ask. You are also not eligible for a trade licence covering a trade that is prohibited at that location, or a premises whose use conflicts with the permitted land use, the municipal body licenses what the plot may lawfully host, not what the applicant would prefer.
Applicants whose premises carries municipal property tax arrears are eligible in principle, but Punjab urban local bodies commonly hold trade licence files until the arrears are cleared. Settling the demand first is quicker than contesting the hold afterwards.
What documents are required?
Punjab's mSeva trade licence flow is built around identity, premises and the municipal position of that premises:
- Identity proof of the applicant who will hold the licence.
- Proof of the trade premises, ownership documents, or a rent or lease agreement with the owner's no-objection.
- A working mobile number, because mSeva is OTP-driven and everything from the application number to the licence reaches you through it.
- Proof of constitution; partnership deed or incorporation certificate: where a firm or company applies.
- FSSAI registration or licence for any trade handling food.
- The latest property tax receipt for the premises.
- The payment receipt mSeva generates.
Keep originals at the shop. A municipal inspector may visit, and producing the tenancy and tax papers on the first visit is what shortens the file most.
How to apply for a trade licence in Punjab online
- Open mseva.lgpunjab.gov.in and register or log in as a citizen with your mobile number. The OTP goes to that number, and so does everything afterwards.
- Select the trade licence service from the municipal services list, the Department of Local Government links to this directly as "Apply for Trade License Online".
- Choose your urban local body — the municipal corporation, council or nagar panchayat your premises falls in. Selecting the wrong one sends the file to an office that cannot act on it.
- Fill the application. Enter the applicant's name exactly as on the identity document, the complete premises address, the property identification the portal asks for, and the trade category. The trade category drives the fee and the examining officer, so pick the one that matches what the business actually does.
- Upload the documents, identity, premises proof, constitution documents, FSSAI where the trade handles food, in the formats the upload screen specifies.
- Pay the fee on the portal. mSeva shows the amount your urban local body charges for that trade on the payment screen. Pay online and save the receipt and the application number.
- Attend the inspection if the municipal body schedules one, with the originals.
- Download the licence from the same mSeva login once it is approved.
How to apply offline at your municipal office
- Go to the office of the municipal corporation, council or nagar panchayat covering the premises, with the full document set and originals.
- Ask for the trade licence application at the licensing branch and submit it, quoting the property's identification number.
- Pay the fee at the counter and collect a stamped acknowledgement with the application number, do not leave without a receipt.
- Follow up at the same branch or on the department helpline 1800 1800 0172, and collect the licence when granted.
How do you check the status of a Punjab trade licence?
Log in to mseva.lgpunjab.gov.in with the mobile number used to file, and open the application by its number. Separately, the Department of Local Government publishes a "Search Your Trade License" facility, which lets you look up a licence that has already been granted; useful before a renewal, an inspection, or a bank or supplier check.
If the portal itself is the problem, the department publishes the toll-free number 1800 1800 0172, the grievance email pgrs.lg@punjab.gov.in, and a WhatsApp complaints number, 87509-75975.
How long does the licence last, and how is it renewed?
A Punjab trade licence runs for the period recorded on the licence document and has to be renewed before that period ends. Do the renewal from the same mSeva login rather than filing a fresh application. The portal keeps the licence searchable by number precisely so that the renewal attaches to the existing record instead of creating a duplicate. Running a trade on a lapsed licence exposes the business to municipal penalty and, at renewal, to a demand for the intervening period.
Why do Punjab trade licence applications get rejected?
- The premises falls in a village panchayat area, not an urban local body area.
- The wrong urban local body was selected on mSeva.
- Municipal property tax on the premises is in arrears.
- The rent or lease document is expired or carries no owner's no-objection.
- The trade category on the form does not match the actual business.
- A food business applied without FSSAI registration.
- Nobody was available at the premises when the municipal inspector called.
What does it cost, and what about agents?
Punjab's trade licence fee is fixed by the urban local body for the trade and premises concerned, and the amount that appears on your own mSeva payment screen is the whole government charge. Nothing is payable to any inspector, clerk or facilitator on the side.
Agents who promise a Punjab trade licence "the same week" for a lump sum are selling a queue position that does not exist, the file reaches the same municipal licensing branch whoever files it. Pay on mseva.lgpunjab.gov.in, keep the receipt the portal generates, and if anyone demands money beyond it, take it to the Commissioner or Executive Officer of the urban local body and to the Department of Local Government on 1800 1800 0172 or pgrs.lg@punjab.gov.in.

Frequently asked questions
Who issues a trade licence in Punjab?
The urban local body — the municipal corporation, municipal council or nagar panchayat covering the premises — issues it, under the Department of Local Government, Government of Punjab. The department delivers the service online through the mSeva portal rather than through the state e-Sewa certificate portal.
How do I apply for a Punjab trade licence online?
Apply on the mSeva portal at mseva.lgpunjab.gov.in, which the Department of Local Government links from its own site as "Apply for Trade License Online". The same portal carries property tax, water and sewerage connections and the department's other municipal services.
Can I check an existing Punjab trade licence online?
Yes — the Department of Local Government publishes a "Search Your Trade License" facility alongside the application link, so an existing licence can be looked up without logging a fresh application. Use it to confirm a licence number before a renewal or an inspection.
What is the Punjab Local Government helpline for trade licence problems?
The Department of Local Government publishes the toll-free helpline 1800 1800 0172 and the email pgrs.lg@punjab.gov.in. The department also publishes a WhatsApp number, 87509-75975, for complaints.
What does a trade licence cost in Punjab?
The fee is fixed by the urban local body according to the trade and the premises rather than being a single state-wide amount, and mSeva shows the exact figure on the payment screen of your own application. Pay only that displayed amount, and only on the portal.
Is a trade licence the same as a Shops and Establishments registration?
No — the trade licence is municipal permission to run the trade at that premises, while registration under Punjab's shops and establishments law is a labour-side registration about working conditions. A food business needs FSSAI on top of both.
Does a Punjab trade licence have to be renewed?
Yes — a trade licence runs for the period stated on the licence and must be renewed before it expires, which is why mSeva keeps the licence searchable by number. Renew from the same mSeva login rather than filing a fresh application.
Can I apply if my shop is in a village rather than a town?
The mSeva trade licence route covers urban local bodies — municipal corporations, municipal councils and nagar panchayats. A premises in a village panchayat area falls under the rural local body instead, so ask the gram panchayat which permission applies before paying anything.
