Attendance Scholarship for Rural Girls with Disabilities (Punjab)
Punjab state government scheme
Attendance Scholarship for Rural Girls with Disabilities is a Punjab state scheme running since 2005 that pays Rs 2,500 per year to a rural girl student with a disability up to class 10, and Rs 3,000 per year from class 11 onwards. Applications are filed through the school with the District Social Security Officer or District Programme Officer.
What is the Attendance Scholarship for Rural Girls with Disabilities?
Attendance Scholarship for Rural Girls with Disabilities is a Punjab state scheme launched in 2005 that pays an annual cash incentive to girl students with disabilities living in rural areas. The Department of Social Security and Women & Child Development describes it as a state-funded initiative that provides incentives designed to help these girls become self-reliant.
The department's state schemes page gives the rates without qualification: "Rs. 2500/- per annum is given to the girl students up to 10th standard and Rs.3000/- per annum is given to the girl students from 10+1 onwards."
The scheme addresses a specific gap. A rural girl with a disability faces three compounding barriers at once; distance from the school, the cost of assistance in getting there, and the household's tendency to withdraw her first when money is tight. Punjab's answer was not a fee waiver, which does not touch any of those three, but a cash incentive attached to the act of attending. That is why the amount is annual and framed against attendance rather than against marks or enrolment alone.
Key features
- Fully state-funded by the Government of Punjab, running since 2005.
- Restricted on three axes at once: the student must be a girl, must have a disability, and must be rural.
- Paid annually, not monthly.
- Rate steps up from Rs 2,500 to Rs 3,000 when the student crosses class 10 into 10+1.
Who is eligible for this attendance scholarship?
A student is eligible if:
- The student is a girl.
- The student has a disability certified by the competent medical authority in Punjab.
- The student lives in a rural area of Punjab β a village, not a municipal town or corporation area.
- The student is enrolled in school and attending, since the benefit is an attendance incentive.
A student is not eligible if:
- The student is a boy. This scheme is exclusively for girl students.
- The student lives in an urban area. The rural condition is the defining restriction of this scheme and separates it from the general disability scholarship, which has no rural condition.
- The student has no valid disability certificate, or holds one that has expired.
- The student has dropped out or is no longer attending, since attendance is what the incentive is paid against.
- The student is outside Punjab, because the scheme is fully state-funded.
The departmental page does not publish an income ceiling, a caste condition or a minimum disability percentage for this particular scholarship. Do not carry over the 50 per cent threshold used by Punjab's separate disability financial assistance scheme; confirm the applicable certificate with your district office.
How much is paid, and when?
| Stage of study | Annual amount |
|---|---|
| Up to 10th standard | Rs 2,500 |
| From 10+1 (class 11) onwards | Rs 3,000 |
The payment is annual, credited to the student's bank account. The step-up to Rs 3,000 happens when the student enters 10+1, but the district office needs a document showing the new class before it revises the rate. A student who has moved into class 11 and is still receiving Rs 2,500 should submit a fresh bonafide certificate rather than wait for the correction to happen on its own.
Because releases are annual and depend on the budget cycle, the credit may arrive well into the session or after it ends. A missing credit in the middle of a session is therefore not by itself evidence that the scholarship has been stopped.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | From the competent medical authority; must be current |
| School bonafide or enrolment certificate | Yes | Shows the current class, which fixes the rate |
| Rural residence proof | Yes | Village residence certificate or sarpanch certification |
| Aadhaar card of the student | Yes | Identification and duplicate control |
| Bank account passbook | Yes | The annual amount is credited here |
| Attendance record from the school | No | The district office may ask the school to certify it |
How to apply for the attendance scholarship
- Obtain the disability certificate from the competent medical authority in your district, usually the medical board at the district hospital. The whole application depends on this document being valid on the date of filing.
- Get a rural residence proof. A residence certificate naming your village, or certification from the sarpanch or panchayat secretary, is what establishes the rural condition that this scheme turns on.
- Get a bonafide certificate from your school stating your name, class and the current session, so the office knows whether to apply the Rs 2,500 rate or the Rs 3,000 rate.
- Open or verify a bank account in the student's name and check that the account number and IFSC are recorded correctly.
- Collect the application form from the school or from the office of the District Social Security Officer (DSSO) or District Programme Officer (DPO), and fill it in.
- Submit the form with all documents through the head of your school, who forwards it to the district office, or hand it in at the district office directly. The department directs applicants to their nearest DPO.
- Take an acknowledgement with a diary number, and renew each session with a fresh bonafide or attendance certificate.
How do I check the status of the payment?
There is no online status tracker for this scholarship. Follow it up in person:
- Visit the District Social Security Officer or District Programme Officer with your acknowledgement number.
- Ask whether the case is sanctioned and for which session.
- Verify the bank account recorded in the file against your passbook.
- Ask whether the annual release for the current session has been made, since the payment cycle is yearly and often runs behind the school session.
Why do applications fail, and how do you fix them?
- Urban address on record, which puts the case outside the rural condition. Fix: submit a village residence certificate; if the family has genuinely moved to a town, this scholarship no longer applies and the general disability scholarship should be claimed instead.
- Expired disability certificate. Fix: renew it through the district medical board and file the fresh copy.
- Still on Rs 2,500 after entering 10+1. Fix: submit the class 11 bonafide certificate and ask for the rate to be revised.
- Attendance not certified by the school, so the annual release is held. Fix: get the school to issue an attendance certificate for the session.
- Wrong or dormant bank account. Fix: submit a fresh passbook copy or cancelled cheque to the district office.
- Name mismatch across the disability certificate, Aadhaar and bank record. Fix: correct one of them so all three match.
Where do I complain?
- First level: the head of your school.
- Second level: the District Social Security Officer or District Programme Officer of your district. The department names the DPO as the contact point for scheme benefits, validity and procedure.
- State level: the State Commissioner for Persons with Disabilities, Punjab, and the Department of Social Security and Women & Child Development head office on 0172-2608746, email dsswcd@punjab.gov.in.
Applying is free. No school, office or agent may charge a fee to file this application or to release the annual amount.
What else can a rural girl with a disability claim in Punjab?
Punjab runs several disability benefits through the same department, each applied for separately at the district social security office. The general Scholarships to Students with Disabilities scheme pays Rs 200 a month up to class 8 and Rs 300 a month from class 9, and has run since 1996. Monthly financial assistance of Rs 500 from the state plus Rs 300 from the Government of India goes to persons with disabilities unable to earn a livelihood. After schooling, an unemployment allowance of Rs 450 a month up to the 12th standard or Rs 600 a month above it is available two years after registration without employment. Punjab also provides free education up to the 12th standard, Braille books and institutional support at the Jamalpur facility for children with disabilities.

Frequently asked questions
How much does the attendance scholarship for rural girls with disabilities pay?
Punjab pays Rs 2,500 per annum to girl students with disabilities up to the 10th standard, and Rs 3,000 per annum from 10+1 onwards. The department's state schemes page states both rates directly.
Since when has this scheme been running?
Since 2005. The Department of Social Security and Women & Child Development records it as a state-funded scheme launched in 2005 to support girls with disabilities in rural areas and help them become self-reliant.
Can a girl in an urban area claim this scholarship?
No. The scheme is specifically for rural girls with disabilities. A girl student living in a municipal or urban area is not eligible for this particular scholarship, though she may still qualify for the general scholarship to students with disabilities.
Can boys apply for this scholarship?
No. This scholarship is only for girl students. Boys with disabilities may instead claim the general Punjab scholarship for students with disabilities, which pays Rs 200 a month up to class 8 and Rs 300 a month from class 9.
Can a girl receive both this scholarship and the general disability scholarship?
The department lists them as two separate state schemes with different purposes, one a monthly education scholarship and this one an annual attendance incentive. Whether both can run together for the same student is decided at the district level, so confirm it with your District Social Security Officer before assuming either.
How is the money paid?
As an annual amount credited to the student's bank account, not as a monthly payment. Because it is released once a year, the credit may arrive several months into or after the session.
How do I apply for this scholarship?
Get a disability certificate and a rural residence proof, then apply through your school to the District Social Security Officer or District Programme Officer. The department directs applicants to contact their nearest DPO for the current procedure.
What happens if the girl's attendance is poor?
The benefit is framed as an attendance incentive, so continued enrolment and attendance are what the district office looks at when releasing the annual amount. A student who has stopped attending should expect the release to be held until the school certifies attendance again.
