What is the Widow and Destitute Women Pension Scheme in Punjab?

Widow and Destitute Women Pension Scheme is one of the four state social security pensions run by the Department of Social Security and Development of Women and Children, Government of Punjab. The scheme is often referred to locally as the vidhwa pension, and it exists to give a woman who has lost her husband, or who has no one supporting her, a small but dependable monthly income of her own.

According to the department's pensions and financial assistance page, the pension is Rs 1,500 per month. That figure is the result of a specific decision: the department records that the rate of pension under all schemes has been increased from Rs 750 to Rs 1,500 per month with effect from 1 July 2021. The same Rs 1,500 rate applies across the state's old age, widow and destitute women, dependent children and disabled persons pensions.

The pension is paid every month by Direct Benefit Transfer into a bank account in the beneficiary's own name. There is no intermediary, no cash counter and no requirement to collect it in person.

What the scheme is designed to do

  • Give widowed and destitute women a predictable income that does not depend on relatives.
  • Keep women without earnings out of the informal borrowing cycle.
  • Sit alongside the state's other pensions so that a woman moves from one scheme to the next as her circumstances change, rather than falling off the rolls.

Who is eligible for widow pension in Punjab?

A woman can claim if:

  • She is a widow below the age of 58, or an unmarried destitute woman aged 30 or above.
  • Her annual family income does not exceed Rs 60,000.
  • She is a resident of Punjab.
  • She has a bank account in her own name, seeded with Aadhaar.

The two age bands are worth reading carefully because they do different jobs. The widow band runs below 58 because 58 is exactly the age at which a woman becomes eligible for the Punjab Old Age Pension, which also pays Rs 1,500 a month. The design is a handover, not a cut-off: a widow at 57 draws the widow pension, and from 58 she is transferred to the old age pension at the same rate. The destitute band starts at 30 because it is meant for unmarried women who have reached an age at which family support can no longer be assumed.

A woman is not eligible and cannot apply if:

  • Her family income exceeds Rs 60,000 a year. This is a hard ceiling and the income certificate is checked.
  • She is a widow aged 58 or above; her route is the Old Age Pension, not this scheme.
  • She is an unmarried woman below 30, who does not fall in the destitute category as defined.
  • She is already drawing another Punjab social security pension. The state pensions are single-benefit, and the rolls are de-duplicated on Aadhaar.
  • She is not a resident of Punjab, in which case her claim lies with her own state's social security department.
  • She has remarried. A widow's entitlement rests on her widowhood, and remarriage ends it.

What documents are required for Punjab widow pension?

Document Mandatory Notes
Death certificate of the husband Yes (for widows) From the municipal registrar or gram panchayat
Age proof Yes Aadhaar, voter card, matriculation certificate or birth certificate
Income certificate Yes Family income up to Rs 60,000 a year, from the revenue authority
Punjab residence proof Yes Ration card, voter card, electricity bill or domicile
Aadhaar card Yes For identity, de-duplication and bank seeding
Bank account passbook Yes Account must be in the applicant's own name and Aadhaar-seeded
Passport-size photographs Yes Usually two, for the form
Divorce decree or desertion affidavit No Where the claim rests on desertion or divorce rather than widowhood

The income certificate causes the most delay of any document in this file, because it comes from the revenue side rather than the social security side. Start that application before you fill anything else.

How to apply for Punjab widow pension

  1. Obtain the income certificate from the tehsildar or the competent revenue authority showing annual family income of Rs 60,000 or less. This takes the longest, so start here.
  2. Collect the rest of the file. The husband's death certificate for a widow's claim, age proof, Aadhaar, residence proof, bank passbook and two passport photographs.
  3. Open or confirm a bank account in your own name and have the branch seed it with your Aadhaar number. A joint account in a relative's name will not do, because the pension must reach the woman herself.
  4. Get the application form from the office of the District Social Security Officer, the Child Development Project Officer (CDPO) or the SDM office. The same forms are available on the department's website.
  5. Fill the form, name, date of birth, category claimed (widow or destitute), income figure, Aadhaar number, and the bank account number and IFSC copied exactly from the passbook.
  6. Submit the form with attested copies at the District Social Security Officer's office, the CDPO or the SDM office, or through a Sewa Kendra against the notified service charge.
  7. Collect the acknowledgement carrying the diary or application number and keep it. Every later query depends on it.
  8. Allow the field verification to be completed. Punjab expects verification of a social security application to be finished within one month.

How to apply for Punjab widow pension online

  1. Open sswcd.punjab.gov.in and go to the pensions and financial assistance section, or use the state service portal at edistrict.punjab.gov.in.
  2. Register with a mobile number and complete the OTP verification.
  3. Select the Widow and Destitute Women Pension service and enter the same details the paper form asks for.
  4. Upload the income certificate, death certificate, Aadhaar, age proof, bank passbook and photograph.
  5. Submit and save the reference number displayed on screen.

Where the upload fails or the scanned copies are rejected for size, the Sewa Kendra route does the same job with an operator handling the scanning, and it gives you a printed receipt that is easier to follow up on.

How much pension is paid and when?

Punjab pays Rs 1,500 per month under this scheme, credited by Direct Benefit Transfer. That works out to Rs 18,000 a year. The department's rate note is explicit that the pension under all its schemes moved from Rs 750 to Rs 1,500 per month with effect from 1 July 2021, so any older figure you see quoted in print or on a notice board is out of date.

The pension is not paid in cash and it is not paid to a relative. It is credited to the Aadhaar-seeded account of the beneficiary herself. There is no annual re-application: once sanctioned, the pension continues, subject to periodic verification that the beneficiary is alive, still resident in Punjab, and still within the income ceiling.

How to check your Punjab pension status

  • Quote your acknowledgement or diary number at the office where you filed — normally the District Social Security Officer.
  • Ask the Sewa Kendra that submitted the application to look up the reference number.
  • Check your bank passbook or SMS alerts. Once sanctioned, a Rs 1,500 credit appears each month, and the credit itself is the clearest evidence that the pension is live.

If no credit has appeared two months after submission, go back to the District Social Security Officer with the acknowledgement rather than filing a fresh application. A duplicate application slows the file down instead of speeding it up.

Why Punjab widow pension applications get rejected or stopped

  • Income above Rs 60,000 a year, or an income certificate that does not state a figure clearly.
  • Age outside the band, a widow at 58 or above, or an unmarried woman below
  • Bank account not seeded with Aadhaar, so the transfer fails and reverses.
  • Account in someone else's name, or a joint account where the beneficiary is the second holder.
  • Name mismatch between Aadhaar, the bank record and the ration card.
  • Already on another pension roll, the Aadhaar-based de-duplication picks this up.
  • Remarriage, which ends a widow's entitlement.
  • Failed periodic verification, usually because the beneficiary was not traced at the recorded address.

Seeding and name-mismatch problems are fixed at the bank branch in a single visit. Income and age problems are not fixable, but a widow who has crossed 58 should immediately apply for the Old Age Pension, which pays the same Rs 1,500.

What are the key dates for this scheme?

Punjab accepts pension applications all year round, with no annual window and no last date. The date that matters most to a beneficiary is 1 July 2021, when the rate doubled from Rs 750 to Rs 1,500 a month. The second date that matters is personal: the day the applicant turns 58, when a widow's file should move across to the Old Age Pension so that payments continue without a break.

How to raise a grievance about Punjab widow pension

  • District Social Security Officer of your district. The first stop, since the sanction and the file both sit there.
  • Department head office: SCO 102-103, Sector 34A, behind Piccadilly Mall, Chandigarh.
  • Phone: 0172-2608746 and 0172-2602726.
  • Email: dsswcd@punjab.gov.in.
  • Women's helpline 181 and 1091 for a woman facing harassment or coercion connected to her pension.

Applying is free. No official may charge for sanctioning a pension, and a Sewa Kendra may charge only the government-notified service charge for filling and submitting the form.

Frequently asked questions

How much is the widow pension in Punjab?

Widow and Destitute Women Pension Scheme pays Rs 1,500 per month. The Department of Social Security and Development of Women and Children raised the rate under all its pension schemes from Rs 750 to Rs 1,500 per month with effect from 1 July 2021, and the amount is credited by Direct Benefit Transfer.

What is the income limit for widow pension in Punjab?

Annual family income must not exceed Rs 60,000. This is the same ceiling the department applies to its old age, dependent children and disability pension schemes, and it is proved with an income certificate from the revenue authority.

What is the age limit for widow pension in Punjab?

A widow qualifies below the age of 58, while an unmarried destitute woman qualifies from the age of 30. A widow who crosses 58 does not lose support — she moves to the Old Age Pension, which pays the same Rs 1,500 a month to women from 58.

Can an unmarried woman get this pension in Punjab?

Yes. An unmarried woman aged 30 or above who meets the Rs 60,000 income ceiling is eligible under the destitute women component of the scheme. The widowhood requirement applies only to widows; the scheme has always covered destitute women separately.

Can I draw the widow pension and another Punjab pension at the same time?

No. The state's social security pensions are single-benefit schemes, so a woman draws one of them, not two. The department de-duplicates the rolls on Aadhaar, and drawing both a widow pension and an old age pension leads to recovery of the excess.

How long does a Punjab widow pension application take?

Verification of a social security application in Punjab is expected to be completed within one month of submission. After sanction, the pension is credited monthly to the Aadhaar-seeded bank account.

Why has my Punjab widow pension stopped?

The most common causes are a bank account that has gone dormant or lost its Aadhaar seeding, a failed annual verification, remarriage, or a rise in family income above Rs 60,000. Check the passbook first, then ask the District Social Security Officer which flag is set.

Where do I apply for widow pension in Punjab?

Apply at the office of the District Social Security Officer, the Child Development Project Officer or the SDM office of your subdivision. Sewa Kendras across Punjab also accept and forward the application, and the forms are available online as well.
