Indira Gandhi National Disability Pension Scheme (Punjab)
Punjab state government scheme
Indira Gandhi National Disability Pension Scheme in Punjab pays Rs 300 a month to below-poverty-line persons aged 18 and above with 80 percent disability, rising to Rs 500 at age 80. Punjab also runs its own Rs 1,500 disability pension at a 50 percent threshold. Apply at the District Social Security Officer.
What is IGNDPS in Punjab?
Indira Gandhi National Disability Pension Scheme (IGNDPS) is a component of the National Social Assistance Programme, funded by the central government and delivered in Punjab by the Department of Social Security and Development of Women and Children. IGNDPS gives a monthly cash pension to a person with severe disability who lives in a below-poverty-line household.
According to the department's pensions and financial assistance page, IGNDPS in Punjab pays Rs 300 per month, rising to Rs 500 per month for beneficiaries aged 80 and above. Eligibility requires the applicant to be 18 years or older, to have 80 percent disability, and to be covered as BPL under the Socio Economic and Caste Census 2011.
The single most useful thing to understand about disability support in Punjab is that IGNDPS is not the main scheme in the state. Punjab runs its own Disabled Persons Financial Assistance pension, which pays Rs 1,500 per month at a 50 percent disability threshold with an annual family income ceiling of Rs 60,000. Both are administered by the same department and both are applied for at the same counter, which is why families are often unclear about which one they are on.
How the two compare
| IGNDPS (central) | Punjab state disability pension | |
|---|---|---|
| Monthly amount | Rs 300, or Rs 500 at 80+ | Rs 1,500 |
| Disability threshold | 80 percent | 50 percent |
| Age | 18 and above | All ages |
| Means test | BPL / SECC 2011 | Family income up to Rs 60,000 a year |
For most applicants in Punjab, the state scheme is the better route on both the threshold and the amount. Ask the District Social Security Officer to assess your file against both rather than assuming the central scheme is your only option.
Who is eligible for IGNDPS in Punjab?
A person can apply if:
- The applicant is 18 years of age or above. There is no upper limit.
- The applicant has 80 percent or more disability, certified by the competent medical authority.
- The household is below the poverty line, covered under the Socio Economic and Caste Census 2011.
- The applicant is resident in Punjab.
- The applicant holds a bank account in their own name, seeded with Aadhaar.
For Punjab's own disability assistance, the tests differ: minimum 50 percent disability, annual family income up to Rs 60,000, and no age bar. The department also records that mentally disabled persons are eligible regardless of the percentage threshold under the state scheme, which matters a great deal to families whose certificate does not carry a clean percentage figure.
A person is not eligible and cannot apply if:
- The applicant is below 18 years of age for IGNDPS.
- Certified disability is below 80 percent; in which case the state pension at 50 percent is the correct application, not this one.
- The household is not on the BPL or SECC 2011 list for IGNDPS, or the family income exceeds Rs 60,000 a year for the state pension.
- The applicant is already drawing another Punjab social security pension, such as the old age or widow pension. These are single-benefit schemes.
- The applicant is not resident in Punjab.
- No valid disability certificate exists. An old certificate that has lapsed or that states no percentage will not carry the file.
What documents are required for IGNDPS in Punjab?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | From the competent medical authority, stating the percentage |
| UDID card | No | Speeds up verification considerably where held |
| Age proof | Yes | Aadhaar, voter card, birth certificate or matriculation certificate |
| BPL / SECC 2011 proof | Yes | For IGNDPS; the state scheme uses an income certificate instead |
| Punjab residence proof | Yes | Ration card, voter card, electricity bill or domicile |
| Aadhaar card | Yes | Identity, de-duplication and bank seeding |
| Bank passbook | Yes | Own name, Aadhaar-seeded, for Direct Benefit Transfer |
| Passport-size photographs | Yes | Usually two |
The disability certificate is where nearly every problem in this file starts. It must come from the competent medical authority, must state a percentage, and must be current. Punjab has issued disability certificates to a large share of its certified population, the department records 3.76 lakh certificates against 6.54 lakh disabled persons counted in Census 2011, which means a substantial number of eligible people are held up at exactly this step. If you do not have one, the medical board at the district hospital is the place to start, and the UDID registration should be completed at the same time.
How to apply for IGNDPS in Punjab
- Obtain the disability certificate from the medical board at your district hospital, and register for a UDID card in the same process. Nothing else in the file can be assessed without a certificate carrying a percentage.
- Establish the means test; obtain BPL or SECC 2011 proof for IGNDPS, or an income certificate from the tehsildar showing annual family income up to Rs 60,000 if you are applying for the Punjab state disability pension.
- Open or confirm a bank account in your own name and have the branch seed it with your Aadhaar number so that Direct Benefit Transfer can reach it.
- Collect the application form from the office of the District Social Security Officer, the Child Development Project Officer (CDPO) or the SDM office, or download it from the department's website.
- Ask the officer to assess your file against both schemes โ IGNDPS and the Punjab state disability pension, before you commit to one. The difference is Rs 300 a month against Rs 1,500 a month.
- Fill and submit the form with attested copies of all documents at the District Social Security Officer's office, the CDPO, the SDM office, or through a Sewa Kendra against the notified service charge.
- Collect the acknowledgement with the diary or application number.
- Allow the verification to be completed. Punjab expects verification of a social security application to be finished within one month.
How to apply online in Punjab
- Open sswcd.punjab.gov.in and go to the pensions and financial assistance section, or use the state service portal at edistrict.punjab.gov.in.
- Register with a mobile number and complete OTP verification.
- Select the disability pension service and choose the correct scheme.
- Upload the disability certificate or UDID, age proof, BPL or income proof, Aadhaar, residence proof, bank passbook and photograph.
- Submit and save the reference number shown on screen.
Where mobility is a barrier, a Sewa Kendra operator can complete the same submission, and a family member may carry the documents on the applicant's behalf.
What else does Punjab give persons with disabilities?
The disability pension sits inside a wider package the department administers, and an applicant who qualifies for one is usually entitled to several others:
- 3 percent reservation in government jobs across all groups, with 10 years age relaxation for appointments.
- Free education up to class 12, plus scholarships of Rs 200 a month up to class 8 and Rs 300 a month up to class 12.
- 50 percent concession on government bus fares, and free travel for visually impaired persons.
- 3 percent reservation in plot and flat allotments, with a 5 percent price rebate.
- Unemployment allowance of Rs 450 a month for those educated up to class 12 and Rs 600 a month above class 12, after two years of registered unemployment.
- Vocational rehabilitation centres at Bathinda, Hoshiarpur and Ludhiana, and a special employment exchange at Ludhiana.
Ask about these at the same counter. Most are unlocked by the same disability certificate that the pension application requires.
How to check your pension status
- Quote the acknowledgement or diary number at the office where you filed, normally the District Social Security Officer.
- Ask the Sewa Kendra that submitted the file to look up the reference number.
- Check the bank passbook or SMS alerts. A regular monthly credit is the clearest confirmation that the pension is running.
Why disability pension applications get rejected in Punjab
- Disability percentage below the threshold, below 80 percent for IGNDPS, or below 50 percent for the state scheme.
- Disability certificate missing, lapsed, or without a stated percentage.
- Household not on the BPL or SECC 2011 list for IGNDPS, or family income above Rs 60,000 for the state pension.
- Applicant below 18 for IGNDPS.
- Bank account not seeded with Aadhaar, causing the transfer to fail.
- Name mismatch between the disability certificate, Aadhaar and the bank record.
- Already on another pension roll, picked up by Aadhaar de-duplication.
A rejection on percentage is not always final. Where the condition has progressed, a fresh assessment by the medical board can produce a revised certificate, and the application can be filed again on that basis.
What are the key dates for this scheme?
Applications are accepted all year, with no last date. The dates that matter are personal rather than administrative: the applicant's 18th birthday, when IGNDPS eligibility begins, and the 80th birthday, when the IGNDPS rate rises from Rs 300 to Rs 500 a month. For the state scheme, 1 July 2021 is the date the rate rose from Rs 750 to Rs 1,500 a month.
How to raise a grievance in Punjab

Frequently asked questions
How much does IGNDPS pay in Punjab?
Indira Gandhi National Disability Pension Scheme pays Rs 300 per month, and Rs 500 per month once the beneficiary reaches 80 years of age. This is the central National Social Assistance Programme rate that Punjab disburses; it is separate from the state's own disability pension.
What disability percentage is needed for IGNDPS?
IGNDPS requires 80 percent or more disability, certified by the competent medical authority. Punjab's own state disability pension uses a lower threshold of 50 percent, so a person between 50 and 79 percent should apply for the state scheme instead.
What is the age limit for IGNDPS?
The applicant must be 18 years of age or above. There is no upper age limit, and the monthly rate rises from Rs 300 to Rs 500 when the beneficiary turns 80.
Is IGNDPS the same as the Punjab disability pension?
No, they are two different schemes. IGNDPS is a central National Social Assistance Programme pension paying Rs 300 a month to BPL persons with 80 percent disability, while Punjab's own Disabled Persons Financial Assistance pays Rs 1,500 a month at 50 percent disability with a Rs 60,000 annual income ceiling.
Which scheme should I apply for in Punjab?
Most applicants in Punjab are better served by the state disability pension of Rs 1,500 a month, because its disability threshold is lower and its amount is five times higher. Ask the District Social Security Officer to assess your file against both schemes rather than assuming one is the only option.
Do mentally disabled persons qualify in Punjab?
Under the state disability assistance scheme, the department records that mentally disabled persons are eligible regardless of the percentage threshold. For IGNDPS, the central 80 percent certification requirement still applies.
Can I draw IGNDPS along with another Punjab pension?
No. Punjab's social security pensions are single-benefit, and the rolls are de-duplicated on Aadhaar. A person drawing an old age pension or a widow pension cannot simultaneously draw a disability pension.
Where do I apply for IGNDPS in Punjab?
Apply at the office of the District Social Security Officer, the Child Development Project Officer or the SDM office of your subdivision. Sewa Kendras also accept the application and the forms are available online.
