What is the Senior Citizen Identity Card in Punjab?

The Senior Citizen Identity Card in Punjab is a photo identity document issued by the Department of Social Security and Women & Child Development, Government of Punjab, to residents who have completed 60 years of age. Punjab publishes a bilingual English–Punjabi application form for the card on punjab.gov.in, and delivers the service through the state's Sewa Kendra network and the connect.punjab.gov.in citizen services portal.

Punjab treats the card as an age-and-residence proof rather than as a benefit sanction. The card does not by itself sanction a pension or a subsidy; it establishes, in one document that fits in a wallet, that the holder is a permanent resident of Punjab aged 60 or above. That proof is what age-based counters ask for; concessional travel, priority queues at government offices, hospital senior citizen desks, and the department's own Integrated Programme for Older Persons services such as old age homes, day care centres, multi-service centres and mobile medicare units.

The Department of Social Security and Women & Child Development is the same department that runs Punjab's old-age financial assistance and the state's obligations under the Maintenance and Welfare of Parents and Senior Citizens Act. District-level delivery sits with the District Programme Officer (DPO), and the department's own guidance tells senior citizens to contact the nearest DPO for the current benefits and validity attached to any given scheme.

Who can and who cannot apply?

You can apply for a Punjab Senior Citizen Identity Card if you have completed 60 years of age and are a permanent resident of Punjab. The application form makes both conditions explicit: Part 1 captures date of birth and age, and Part 2 asks directly whether the applicant is a permanent resident of Punjab and, if yes, since when. Men and women apply on identical terms, and the form's gender field includes a transgender option.

You cannot apply in Punjab if you have not yet turned 60 to there is no early issue at 58 or 59, and no separate "very senior citizen" application at 80, since the same card covers all ages above 60. You are also not eligible if you are not a permanent resident of Punjab; a person ordinarily resident in Haryana, Himachal Pradesh, Chandigarh or Delhi must apply to that jurisdiction's own authority, because Punjab's card is issued against permanent residence in Punjab.

There is no income ceiling, no caste condition and no BPL requirement for the identity card. Income and category tests apply only to the separate pension and financial assistance schemes the same department administers, not to the ID card.

What documents are required?

The Punjab form is structured in three parts, and the document requirement follows from what each part asks for:

  • Date of birth proof. The form records both date of birth and age, so a matriculation certificate, birth certificate, Aadhaar, passport or PPO is needed to support the entry.
  • Aadhaar number (UID); Part 2 has a dedicated Aadhaar field, making the number compulsory on the application.
  • Permanent residence proof for Punjab: supporting the "permanent residence in Punjab, since when" declaration.
  • Endorsement by an MC member, Sarpanch or Numberdar, the department states this endorsement is necessary.
  • Self-attested photograph pasted on the form, plus a live photograph captured at the moment of submission.
  • Signature or thumb impression of the senior citizen on the declaration.

The form also collects marital status, spouse's name where the applicant is married, separated or widowed, mobile number, email, whether the address is rural or urban, PIN code, village, tehsil and district, and the applicant's visible distinguishing marks. Keeping these ready shortens the counter visit considerably.

How to apply for a Senior Citizen Identity Card in Punjab

  1. Open connect.punjab.gov.in and use the department filter. Select "Department of Social Security and Development of Women and Children" and search, then find "Senior Citizen Identity Card" in the service list and open its view.
  2. Register and verify your identity on the portal with your mobile number, then start the application in your own name.
  3. Fill Part 1: the senior citizen's personal data. Enter name, father's name, date of birth and age, gender, marital status, spouse's name where applicable, mobile number, email, whether the address is rural or urban, the full permanent address, PIN code, tehsil, district and village.
  4. Fill Part 2 to service details. Confirm permanent residence in Punjab and state since when, record any visible distinguishing marks, and enter the Aadhaar (UID) number.
  5. Attach the documents listed in Part 3, the date-of-birth proof, residence proof and the endorsement by the MC member, Sarpanch or Numberdar, and provide the photograph.
  6. Sign the declaration and submit. The declaration confirms the information is correct and undertakes to keep the application file available if the Sewa Kendra, the department or a court asks for it. Pay the facilitation charge and save the application number printed on the acknowledgement.

How to apply offline at a Sewa Kendra

  1. Visit any Sewa Kendra in your tehsil with the original date-of-birth proof, Aadhaar, residence proof and the endorsed form.
  2. Ask the operator for the Senior Citizen Identity Card form of the Department of Social Security and Women & Child Development, and fill Parts 1 and 2 in English as the form instructs.
  3. Get the MC member, Sarpanch or Numberdar endorsement before submission. The counter will not process the file without it.
  4. Allow the operator to capture the live photograph at the counter, sign or thumb-mark the declaration, and pay the counter charge.
  5. Collect the acknowledgement bearing the application number and the date of application, and keep the application file with you afterwards as the declaration requires.

What does it cost in Punjab?

The official Punjab Senior Citizen Identity Card form prints two figures in its "For Official Use Only" block: Government Fee: Rs. 0 and Facilitation Charges: Rs 20. The department's senior citizen cards page separately says the department makes no charge and the Sewa Kendra charges Rs 10 for the form. In practice the department itself takes nothing; what you pay is the counter charge printed on your receipt.

Nobody: no clerk, no agent and no "consultant" outside the Sewa Kendra: is entitled to any amount beyond the printed charge. If someone offers a Punjab senior citizen card for several hundred or several thousand rupees, they are reselling a free departmental service. Insist on the receipt the Sewa Kendra generates, and report a demand for extra money to the elderly helpline on 14567 or to your District Programme Officer.

How long does it take and how do you check status?

The Department of Social Security and Women & Child Development states that processing takes about 9 days after submission at the Sewa Kendra. Track the file with the application number printed on your acknowledgement, using the status option on connect.punjab.gov.in or at the Sewa Kendra counter that accepted the form. If the 9-day mark passes without movement, take the acknowledgement to the District Programme Officer's office, which is the department's own escalation point for senior citizen services.

Why are Punjab senior citizen card applications rejected?

  • The date of birth on the supporting proof does not match the date entered on the form.
  • The applicant has not yet completed 60 years on the date of application.
  • The MC member, Sarpanch or Numberdar endorsement is missing or unsigned.
  • The Aadhaar number in Part 2 is left blank or is mistyped.
  • Permanent residence in Punjab cannot be supported, or the "since when" entry conflicts with the address proof.
  • The live photograph was not captured at submission, so the file is incomplete.
  • Names differ across Aadhaar, the residence proof and the form.

Where do you complain if the card is delayed?

Start with the Sewa Kendra that accepted the application and ask for the file's current stage against your application number. The next step is the District Programme Officer, whom the Department of Social Security and Women & Child Development names as the contact point for scheme benefits, validity and application procedure. For anything touching an elderly person's safety, neglect or entitlements, the department lists 14567, the Helpline for the Elderly, on its own senior citizen cards page.

What else should a Punjab senior citizen apply for?

The identity card is worth pairing with the department's other entitlements. Punjab's old-age financial assistance is administered by the same department and is applied for separately through the Sewa Kendra network. The department's Integrated Programme For Older Persons funds old age homes, multi-service centres, mobile medicare units, day care facilities, healthcare and counselling, services a card holder can approach the District Programme Officer for. And under the national Ayushman Bharat PM-JAY extension, Indians aged 70 and above are covered irrespective of income, which is a separate registration from the state card.
