Pre-Matric Scholarship for Scheduled Caste Students Studying in Classes IX and X, Punjab
Punjab state government scheme
The Pre-Matric Scholarship for Scheduled Caste Students in Punjab supports SC children studying in classes IX and X, paying a monthly scholarship for 10 months in a year plus an annual books and ad hoc grant, where parental income does not exceed Rs 2.00 lakh a year. Applications are filed through the school each session.
The Pre-Matric Scholarship for Scheduled Caste Students studying in classes IX and X is the school-stage scholarship run in Punjab by the Department of Social Justice, Empowerment and Minorities, the department listed on punjab.gov.in as the Department of Welfare of Scheduled Castes and Backward Classes. It is a centrally sponsored scheme that came into effect from 1 July 2012, and it is often called the pre-matric wazifa by families in Punjab. Its purpose, stated plainly in the department's scheme write-up, is to support parents of SC children for the education of their wards in classes IX and X so that drop-out is minimised, especially in the transition from the elementary to the secondary stage, and so that more SC children progress to the post-matric stage.
What does the Punjab pre-matric SC scholarship pay?
The department's write-up sets out the value of the scholarship for the duration of the course in two parts:
- Monthly scholarship, Rs 150 a month for day scholars and Rs 350 a month for hostellers, payable for 10 months in a year.
- Books and ad hoc grant, Rs 750 a year for day scholars and Rs 1,000 a year for hostellers.
On those published rates a day scholar receives Rs 1,500 of scholarship plus Rs 750 of books grant in a year, and a hosteller receives Rs 3,500 plus Rs 1,000. In addition, the scheme provides an additional allowance for students with disabilities studying in private unaided recognised schools.
The amounts are modest by design. This scheme is not intended to fund schooling β government schooling in Punjab at this stage is already largely free, and free text books are separately supplied to SC students in classes 1 to 10 under another scheme of the same department. The pre-matric scholarship is a retention payment: it offsets the small but real costs of stationery, uniforms and transport that push families to withdraw a child at the end of class VIII.
Who is eligible for the pre-matric SC scholarship in Punjab?
The conditions of eligibility published by the department are four:
- The student should belong to a Scheduled Caste.
- The parent's or guardian's income should not exceed Rs 2.00 lakh per annum.
- The student should not be getting any other centrally funded pre-matric scholarship.
- The student should be a regular, full-time student studying in a government school or in a school recognised by the government or by a Central or State Board of Secondary Education.
The scheme's scope adds a residence rule: the scholarship is available for studies in India only and is awarded by the government of the state or union territory to which the applicant belongs, that is, where the student is domiciled. A Scheduled Caste student domiciled in Punjab therefore applies to Punjab even if the school is just across a state boundary.
Who cannot apply: students who do not belong to a Scheduled Caste are not eligible, and neither are students whose parents' or guardian's annual income exceeds Rs 2.00 lakh. Students in classes I to VIII and students in class XI or above cannot apply under this scheme, the first group falls outside it entirely unless a parent is engaged in an unclean occupation, in which case a separate pre-matric scheme of the same department applies from class I, and the second group must apply under the Post Matric Scholarship to Scheduled Caste Students. Private candidates, correspondence students and part-time students are not eligible, because the scheme requires a regular full-time student. A student already drawing another centrally funded pre-matric scholarship cannot draw this one at the same time. Students studying outside India are outside the scheme.
How to apply for the pre-matric SC scholarship in Punjab
- Get the certificates ready before the school session begins. Obtain a Scheduled Caste certificate and a current income certificate from the competent revenue authority, plus proof of Punjab domicile. Because the income ceiling is Rs 2.00 lakh from all sources, an old or vague income certificate is the most frequent reason a file stalls.
- Confirm the school's status. The school must be a government school or one recognised by the government or by a Central or State Board of Secondary Education. Ask the school office for a bonafide certificate that states the class, the section and the current session.
- File the online application for the session. Applications for Punjab's SC and BC scholarships are filed on the online scholarship portal notified by the Department of Social Justice, Empowerment and Minorities; the department's scholarship-sites page links to the state portal for SC and BC/OBC students and to scholarships.gov.in for minority community scholarships. Confirm the live portal address with your school, because Punjab's state scholarship portal address has changed between sessions.
- Have the school verify and forward the application. The head of the institution verifies enrolment, day scholar or hosteller status and the previous class result, then forwards the application. An application that is filled online but never forwarded by the school does not reach the sanctioning authority.
- Give an Aadhaar-seeded bank account. Payment is made by direct benefit transfer, so the account name must match the student's records and the account must be linked to Aadhaar.
- Reapply in class X. The scholarship covers classes IX and X, but the application is made session by session, with an updated income certificate and the class IX result.
How do I check the status of the application?
Check first with the school, which can confirm whether the application was verified and forwarded and whether the sanction list has been received. On the portal, use the application or reference number generated at submission. The scheme is implemented in Punjab through DPI (Schools), so a school-level enquiry usually reaches the right desk faster than a direct approach to the directorate. Where the sanction has been issued but no money has arrived, the problem is almost always an Aadhaar-seeding or name-mismatch failure at the bank rather than a rejection.
Why are pre-matric scholarship applications rejected?
- Income above Rs 2.00 lakh, or an outdated income certificate. The ceiling applies to income from all sources.
- Caste certificate not valid for Punjab. A certificate from another state, or for a caste not notified as Scheduled Caste in Punjab, is not accepted.
- School not recognised. A school that is neither a government school nor recognised by a government or board makes the student ineligible.
- Another centrally funded pre-matric scholarship already drawn. This is an explicit bar in the conditions of eligibility.
- Not a regular full-time student. Private and part-time candidates fall outside the scheme.
- Application never forwarded by the school. Common when a student applies late in the session or changes school midway.
- Bank account problems. Name mismatch, dormant accounts and accounts not seeded with Aadhaar cause failed transfers after sanction.
How does this scheme fit with Punjab's other SC education schemes?
The Department of Social Justice, Empowerment and Minorities runs a linked set of schemes across the school and college stages, and families often qualify for more than one. Free text books are supplied to Scheduled Caste students studying in classes 1 to 10. An attendance scholarship is available for Scheduled Caste primary girl students, and encouragement awards are given to SC girl students for pursuing 10+2 education. After class 10, the Post Matric Scholarship to Scheduled Caste Students takes over, with fee reimbursement and a maintenance allowance for the complete duration of the course. Separate schemes cover a special grant to SC girl students in post-matric and post-graduate classes, grants to SC students in medical and engineering colleges, awards to brilliant SC students, and hostel facilities under the Babu Jagjivan Ram Chhatrawas Yojna. Children whose parents are engaged in unclean occupations are covered from class I under a separate pre-matric scheme of the same department, which has no income ceiling at all.
Funding, key dates and grievance route
Under this centrally sponsored scheme, 100% of the budget is provided by the Government of India, and Punjab implements it through DPI (Schools). No permanent last date is published; the department and the school announce a sessional window each year, so file as soon as the school opens the process rather than waiting for the class X board season. If an application is rejected or the money does not arrive, take it up first with the head of the school, then with the District Welfare Officer of your district, contacts are listed on the department website under "District Welfare Officers". The Directorate of Social Justice, Empowerment and Minorities in Mohali can be contacted on 0172-2273272, and the department's head office is at SCF No. 7, Phase 1, Old DC Office building, S.A.S. Nagar (Mohali) 160055.
Note on rates: the figures above are those published in the Punjab department's own write-up of this centrally sponsored scheme. The Government of India has revised pre-matric scholarship norms since that write-up was issued, so confirm the current-year rate and income ceiling with the school or the District Welfare Officer before relying on a number.
