What is Financial Assistance to Disabled Persons in Punjab?

Financial Assistance to Disabled Persons is Punjab's state disability pension, run by the Department of Social Security and Women & Child Development. It is the fourth of the department's four linked state pension and financial assistance schemes, the others being old age pension, assistance to widows and destitute women, and assistance to dependent children. Readers often search for it as the Punjab viklang pension or disabled person pension scheme.

According to the department, financial assistance under this scheme is granted to blind, handicapped, deaf and dumb, and mentally retarded persons who are unable to earn their livelihood. That last phrase matters: the scheme is built around loss of earning capacity, not around a disability card alone.

The rate is the same across all four schemes. The department states that the rate of pension increased from Rs 750 to Rs 1,500 per month with effect from 1 July 2021. Over a year that is Rs 18,000, credited monthly to a bank account. Disbursement is through banks in rural areas exactly as in urban areas.

Punjab runs this state scheme in parallel with the centrally supported Indira Gandhi National Disability Pension Scheme (IGNDPS) under the National Social Assistance Programme, which has a stricter test to 18 years and above and a disability level of 80 per cent, and a central rate of Rs 300 per month, rising to Rs 500 per month at 80 years of age. Dwarfism is an eligible category under IGNDPS. The state scheme's 50 per cent threshold is the more accessible of the two.

Who is eligible for the Punjab disability pension?

You can apply if:

  • You are blind, deaf and dumb, orthopaedically handicapped or mentally retarded, and are unable to earn your livelihood.
  • Your disability is 50 per cent or more. Mentally disabled persons are eligible irrespective of the disability percentage.
  • Your total annual income is not more than Rs 60,000, including business, rental and interest income.
  • You are a resident of Punjab, with residence verified by the Patwari in a rural area or by the Executive Officer of the Municipal Committee in an urban area.
  • Your land holding is within the state ceiling used across these schemes, 2.5 acres of Nehri/Chahi land, or 5 acres of Barani land, or 5 acres in a waterlogged area, with husband's and wife's holdings counted together.

You are not eligible, and cannot apply, if:

  • Your physical disability is below 50 per cent. The department states this as a flat bar, with mental disability as the only exception.
  • You are in government or private employment, or are self-employed.
  • Your annual income exceeds Rs 60,000 from any source.
  • You own commercial property.
  • You live in an urban house of more than 200 square metres.
  • You are an income tax payee, registered under the Value Added Tax Act, 2005, or a professional tax payee.
  • Your land holding exceeds the acreage limits above.

The eleven-point self-declaration signed with the form covers each of these grounds, and the form warns that a false statement makes the applicant liable to punishment.

What documents are required for the Punjab disability pension?

Document Mandatory Notes
Disability certificate Yes Named explicitly in the department's document list; establishes type and degree of disability
Proof of age Yes Aadhaar, voter card, voter list, matriculation certificate or birth certificate; any one
Aadhaar number Yes Consent recorded in the declaration for identification and disbursement
Bank account details Yes Assistance is disbursed through banks
Patwari report (rural) Yes Land holding and residence
EO/MC report (urban) Yes Land, property and residence
Self-declaration Yes Employment, income, land, property, house size and tax status
Guardian nomination papers No Only where a successor is being nominated for a beneficiary below 21 or a mentally disabled beneficiary

The disability certificate is the document that most often needs work. Punjab issues disability certificates through the medical board at the district hospital, and the department's State Commissioner for Persons with Disabilities handles matters under the Rights of Persons with Disabilities framework.

How to apply for the Punjab disability pension

  1. Get a disability certificate from the competent medical authority if you do not already hold one, since the department lists it as a required document.
  2. Collect the application form from the District Social Security Officer's office, the Child Development Project Officer (CDPO) office, a Sewa Kendra, the SDM office, an Anganwadi centre, or the Panchayat or BDPO office. The form is also on the department website under Downloads and Forms.
  3. Complete the form with personal details, the nature and degree of disability, Aadhaar number, mobile number and bank account details, and attach one proof of age plus the disability certificate.
  4. Sign the self-declaration confirming you are not employed or self-employed, are within the Rs 60,000 annual income ceiling and the land, house and commercial property limits, and are not an income tax, VAT or professional tax payee.
  5. Have the application verified β€” by the Patwari for land and residence if you live in a village, or by the Executive Officer of the Municipal Committee if you live in a town or city.
  6. Submit the form at the CDPO office or the office you collected it from, and keep the acknowledgement.
  7. Follow up after one month, the period within which the CDPO is to complete verification, after which the District Social Security Officer sanctions the assistance and payment starts flowing to the bank account.

No fee is charged for the form or for its processing.

How do I check the status of a Punjab disability pension application?

Punjab does not run a public self-service tracker for these four state schemes, so the status route is through the offices that handle the file:

  1. CDPO office for the first month, while verification is with them.
  2. District Social Security Officer after that, since the DSSO issues the sanction. The department publishes a district-wise DSSO contact list under Contact Us.
  3. Bank passbook or statement once sanctioned. The monthly credit is the confirmation that the case is live.
  4. Departmental contact number 0172-2608746 for follow-up, or the email itcell-sswcd@punjab.gov.in for website-related queries.

Sanctioned cases carry a P.L.A. number, and continuity of payment is tied to it. Where a beneficiary who is a partially mentally weak or mentally retarded person, or a handicapped child below 21, loses a parent, spouse or guardian, the sanctioning authority or the SDM nominates a near relative as guardian or successor and assistance continues on the old form and old P.L.A. number without a break. Importantly, the income of the successor is not counted after that death, so the family does not lose the pension because a nominated relative earns.

Why do Punjab disability pension applications get rejected?

  • Disability below 50 per cent on the certificate. This is the single clearest ground of rejection for physical disability.
  • Disability certificate missing, expired or issued by a non-competent authority.
  • Income above Rs 60,000 a year, once rent or interest is added in during verification.
  • Employment or self-employment disclosed or discovered at verification.
  • Land, commercial property or urban house size beyond the state limits, with husband's and wife's land added together.
  • Tax status: income tax, VAT registration under the 2005 Act, or professional tax.
  • Verification report not returned by the Patwari or the EO/MC. This stalls the file rather than rejecting it, and is the usual reason for a long wait.

Most rejections are correctable. A revised medical assessment, a corrected income declaration, or a chased-up Patwari report is enough to refile. Applying again after fixing the defect is allowed; there is no cooling-off period.

Where do I complain about a Punjab disability pension?

  • District Social Security Officer, the sanctioning authority, for a stopped, reduced or unsanctioned pension.
  • Child Development Project Officer, for verification-stage delays.
  • State Commissioner for Persons with Disabilities, Punjab, listed on the department's Contact Us page, for grievances relating to disability rights and certification.
  • Departmental number 0172-2608746 and email itcell-sswcd@punjab.gov.in.

A pension that stops abruptly is more often a bank issue; dormant account, closed account, or an incomplete KYC; than a cancellation. Check the account first, then take it to the DSSO with the P.L.A. number.

Frequently asked questions

How much is the disability pension in Punjab?

Rs 1,500 per month. The Department of Social Security and Women & Child Development states that the rate of pension under all its state pension and financial assistance schemes, including Financial Assistance to Disabled Persons, rose from Rs 750 to Rs 1,500 per month with effect from 1 July 2021.

What percentage of disability is needed for the Punjab disability pension?

Fifty per cent. The department states plainly that handicapped persons with less than 50 per cent disability will not be eligible for financial assistance. Mentally disabled persons are the exception and are eligible irrespective of the disability percentage.

What is the income limit for the Punjab disability pension?

Total annual income must not be more than Rs 60,000, including business, rental and interest income. This is the same ceiling that applies to Punjab's old age pension and to its assistance for widows, destitute women and dependent children.

Which disabilities are covered by the Punjab scheme?

The department's wording covers blind persons, handicapped persons, deaf and dumb persons, and mentally retarded persons who are unable to earn their livelihood. The inability to earn a livelihood is part of the test, not just the medical condition.

Who is not eligible for the Punjab disability pension?

A person with less than 50 per cent physical disability, a person in government or private employment, a self-employed person, a household with annual income above Rs 60,000, an owner of commercial property, a resident of an urban house larger than 200 square metres, and any income tax, VAT or professional tax payee cannot apply.

What happens to the assistance if the disabled person's parents die?

Payment continues without a break. For a partially mentally weak or mentally retarded person, or a handicapped child below 21, the sanctioning authority or SDM nominates a near relative as guardian or successor, and assistance continues on the old application form and the old P.L.A. number. The successor's income is not counted after the death of the parents, spouse or guardian.

How long does the Punjab disability pension take to sanction?

Verification is to be done by the Child Development Project Officer within one month of the application being received, after which the District Social Security Officer sanctions the assistance.

Where do I get the application form for the Punjab disability pension?

From the District Social Security Officer's office, the CDPO office, any Sewa Kendra, the SDM office, an Anganwadi centre, or the Panchayat and BDPO office. The form is also published on the department's website under Downloads and Forms.
