Crop Residue Management Scheme (Punjab) (Punjab): 50 per cent subsidy for individual farmers and 80 per cent for custom hiring centres on

Punjab state government scheme

Quick answer

Crop Residue Management Scheme in Punjab subsidises the machinery a farmer needs to handle paddy stubble instead of burning it. An individual farmer gets 50 per cent of the machine price, and a registered farmer group, cooperative society, panchayat or FPO setting up a custom hiring centre gets 80 per cent. Applications are filed at agrimachinerypb.com.

What is the Crop Residue Management Scheme in Punjab?

The Crop Residue Management (CRM) Scheme is run by the Department of Agriculture and Farmers Welfare, Punjab, and its purpose is narrow and practical: to put the machinery for handling paddy straw within financial reach of farmers, so that stubble is managed in the field or removed for use rather than burned.

Punjab harvests paddy across a very short window in October and November, and a farmer has only a few weeks to clear the field before sowing wheat. Burning is the cheap and fast option; machinery is the alternative, and machinery is expensive. The CRM scheme closes that gap by paying a large share of the machine price, and by pushing many of the machines into custom hiring centres so a small farmer can hire rather than own.

Applications for the scheme are handled entirely through the department's machinery portal at agrimachinerypb.com, which also handles other agricultural machinery subsidies in the state.

Farmers often refer to this as the "CRM loan scheme" because a bank loan is usually needed to bridge the gap between paying the dealer and receiving the subsidy. It is worth being precise: the department's benefit is a subsidy, not a loan. The loan, where taken, comes from a bank or a cooperative society on its own terms.

How much subsidy does the Punjab CRM scheme give?

According to the Punjab agricultural machinery portal, two rates apply:

Applicant Subsidy
Individual farmer (in-situ CRM) 50 per cent of machinery price, or the subsidy determined by the department, whichever is lower
Registered farmer group, cooperative society, gram panchayat or FPO 80 per cent of machinery price, or the department-determined subsidy, whichever is lower

The phrase "whichever is lower" matters more than it looks. The department fixes a maximum permissible subsidy per machine type, and where 50 or 80 per cent of the actual invoice exceeds that ceiling, the ceiling is what is paid. A farmer who buys a premium model on the assumption that half the invoice will come back can be badly out of pocket.

Which machines are covered?

The scheme covers both in-situ machines, which mix the straw back into the soil, and ex-situ machines, which bale or remove it. The machine list is notified for each window and typically includes the Happy Seeder, Super Seeder, Smart Seeder, Surface Seeder, paddy straw chopper or shredder, mulcher, reversible mould board plough, zero-till drill, rotary slasher, cutter-cum-spreader, baler with rake, and the Super Straw Management System fitted to a combine harvester.

Always check the machine list published for the current application window before applying, because models are added and dropped between years and only machines from approved manufacturers qualify.

Who is eligible for the CRM subsidy in Punjab?

You can apply if:

  • You are a farmer in Punjab with land in your name or in the family holding.
  • You have an Aadhaar card and an active bank account for the DBT credit.
  • You are applying as a registered farmer group, primary agricultural cooperative society, gram panchayat or FPO, in which case the higher 80 per cent rate applies and the machines are expected to run as a custom hiring centre.
  • You apply within the dated window the department opens on agrimachinerypb.com, usually before the paddy harvest.

You cannot apply, or will not receive subsidy, if:

  • You already bought the machine before receiving the permission letter. Retrospective claims are not entertained.
  • You purchased from a manufacturer not on the approved list for the scheme.
  • You already received subsidy on the same machine type within the cooling-off period the department specifies.
  • Your bank account or Aadhaar details do not match, which stops the DBT credit even after sanction.
  • You apply after the window closes. The portal simply will not accept the form.
  • You are a group applicant without a registration certificate or PAN, or a panchayat without a resolution authorising the application.

The portal carries an important warning that every applicant should read literally: no applicant becomes eligible for subsidy or for purchasing machinery merely by submitting an application. Applications are shortlisted against the number of machines sanctioned for the district, so a submitted application is a request, not an entitlement.

How to apply for the Punjab CRM subsidy

  1. Open agrimachinerypb.com during the dated application window and register, or log in if you already hold an account from a previous year.
  2. Select your beneficiary category, individual farmer, registered farmer group, cooperative society, panchayat or FPO. The category decides whether the 50 per cent or 80 per cent rate applies, so choose correctly.
  3. Enter your Aadhaar number and bank account details exactly as they appear on the documents. A mismatch here is what stops the money later.
  4. Upload the documents: Aadhaar card, cancelled cheque, photograph, and for a group applicant the PAN card and registration certificate. Each file must be under 1 MB.
  5. Select the machines you want and give each a priority number. Ranking is what saves an application when the first-choice machine is oversubscribed in your district.
  6. Submit before the deadline and save the application number displayed on screen.
  7. Wait for the permission or sanction letter. Only after it is issued should you purchase, and only from an approved manufacturer.
  8. Submit the purchase bill and e-way bill, then allow the physical verification of the machine, after which the subsidy is released by DBT.

Offline help

There is no purely offline route, but a farmer without internet access can complete the same online form at the block agriculture office, at the district Chief Agriculture Officer's office, or at a Sewa Kendra. Take the same documents in original and photocopy.

How do I check my CRM application status?

  1. Log in to agrimachinerypb.com with the mobile number used at registration.
  2. Open the application status section and enter your application number.
  3. Check whether the status shows submitted, shortlisted, permission issued, verified or rejected.

If the status has not moved for weeks after the window closed, the shortlisting for your district may still be under way. The block agriculture officer can tell you where your district stands, which is usually faster than waiting for a portal update.

Why CRM applications get rejected

  • Filed after the window closed, or an incomplete form left unsubmitted.
  • Document files over 1 MB or unreadable scans, which the portal flags at upload.
  • Aadhaar and bank name mismatch, which passes at application but fails at DBT.
  • Machine purchased before the permission letter was issued.
  • Purchase from a manufacturer not on the approved list.
  • Group applicant missing the registration certificate or PAN card.
  • Oversubscription: more applications than machines sanctioned for the district, which is a rejection nobody can fix except by applying again next window with better priority ranking.

Frequently asked questions

How much subsidy does a Punjab farmer get on crop residue management machinery?

An individual farmer gets 50 per cent of the machinery price or the subsidy determined by the Department of Agriculture, whichever is lower. A registered farmer group, cooperative society, gram panchayat or FPO setting up a custom hiring centre gets 80 per cent on the same basis.

Who can apply for the Punjab CRM machinery subsidy?

Individual farmers in Punjab and, at the higher 80 per cent rate, registered farmer groups, cooperative societies, gram panchayats and Farmer Producer Organisations that intend to run the machines as a custom hiring centre. Registration on agrimachinerypb.com is the first step for every category.

Does submitting an application guarantee I get the subsidy?

No, and the portal states this explicitly. No applicant becomes eligible for subsidy or for purchasing machinery merely by submitting an application. Applications are shortlisted against the number of machines sanctioned, and only a selected applicant receives a permission letter.

Which machines are covered under the CRM scheme in Punjab?

In-situ and ex-situ crop residue management machines are covered, including the Happy Seeder, Super Seeder, Smart Seeder, Surface Seeder, paddy straw chopper, mulcher, reversible mould board plough, zero-till drill, rotary slasher and the Super Straw Management System fitted to combine harvesters. Check the machine list for the current window before applying.

What is the priority number in the CRM application?

The priority number is the order in which you rank the machines you have selected. If your first-choice machine is oversubscribed, the department considers your next priority instead, so ranking realistically improves the chance of getting something rather than nothing.

Is the CRM subsidy paid to me or to the dealer?

The subsidy is released by Direct Benefit Transfer to the applicant's bank account after the machine is purchased from an approved manufacturer and the purchase is physically verified. The farmer pays the dealer the full price first, which is why many farmers arrange a bank loan for the interim.

Can I buy the machine before I get the permission letter?

No. A machine bought before the permission letter is issued is normally not eligible for subsidy. Wait for the sanction, then purchase from an approved manufacturer within the period the letter specifies.

Who do I call if the CRM portal rejects my application?

Call the CRM helpline on 0172-5101674 on working days, or 9877937725 or 8360899462 between 9 am and 7 pm, or write to agrimachinerypb.help@gmail.com. Your block agriculture officer can also check the file locally.
