Residence / Domicile Certificate in Punjab
Punjab state government scheme
Punjab issues the Residence Certificate, its domicile document, as a notified Right to Service item delivered through Sewa Kendras and the Citizen Connect portal at connect.punjab.gov.in. The signed certificate is downloaded and verified on e-Sewa Punjab at esewa.punjab.gov.in, and the state citizen helpline for these services is 1100.
What is a residence certificate in Punjab?
A Residence Certificate in Punjab is the state's domicile document, issued under the Department of Revenue, Rehabilitation and Disaster Management, Government of Punjab, certifying that the holder is a resident of a named village or town in a district of Punjab. Punjab government departments, universities and recruitment boards ask for it whenever a benefit, a seat or a post is reserved for residents of the state.
Punjab delivers the certificate through the Sewa Kendra network, the state's single-window citizen service counters, and through the Citizen Connect portal at connect.punjab.gov.in, which the Government of Punjab's forms page names as the route for department services. The residence certificate application form is itself published for download on punjab.gov.in, along with the state's "List of accepted documents for citizen services" that tells you which papers Punjab will treat as valid proof.
Once the certificate is signed, it is downloaded and verified on e-Sewa Punjab, the platform run by the Department of Governance Reforms and Information Technology at esewa.punjab.gov.in. That portal provides certificate download, certificate verification, application status tracking and Sewa Kendra location information, in English and Punjabi, and carries the state citizen helpline number 1100.
The residence certificate is a notified Right to Service item, the Government of Punjab's own residence certificate form carries an RTS service code, which means it is delivered under the Punjab Right to Service Act, 2011, with a defined service standard and an appeal route when the standard is missed.
Who can and cannot apply for a Punjab residence certificate?
You can apply if:
- You are ordinarily residing at an address in Punjab and can prove it with a ration card, voter ID, electricity or water bill, property papers or a registered rent agreement.
- You were born in Punjab and continue to live in the state, the simplest case, and the quickest to verify.
- You are a student or minor applying through a parent who holds Punjab residence, supported by the parent's residence certificate and the family address proof.
- You have moved into Punjab and settled there, with address evidence covering the period you are claiming.
You cannot apply if:
- You have no Punjab address proof in your own name or a family member's name.
- You are in Punjab temporarily, a short posting or a visit, with nothing on paper to support settled residence.
- You are applying for another adult without being their parent or guardian.
- Your documents point to another state and you are claiming Punjab residence in parallel with another state's domicile for the same purpose.
Punjab's residence certificate is issued on the revenue officer's satisfaction that you reside at the stated place, based on the documents you file and, where required, a field check. Where a Punjab recruitment notification or an admission prospectus lays down its own residence or study condition, that notification governs your eligibility — the certificate proves residence within it, it does not replace the rule. Read the notification before you apply, and note the form of certificate it names.
What documents are required?

| Aadhaar card | Yes | Identity; e-Sewa Punjab supports Aadhaar-based authentication |

Before you go, check the "List of accepted document for citizen services" published on punjab.gov.in alongside the residence certificate form. It sets out which documents Punjab accepts for citizen services, and matching your file to that list is the cheapest way to avoid a sendback.
How to apply for a Punjab residence certificate
- Download and read the residence certificate form from https://punjab.gov.in/forms/residence-certificate/, and check the accepted documents list linked on the same page against the papers you hold.
- Choose your channel. Either open the Citizen Connect portal at https://connect.punjab.gov.in/ and register, or take your papers to the nearest Sewa Kendra: e-Sewa Punjab publishes Sewa Kendra locations at esewa.punjab.gov.in.
- Fill the application with your name exactly as it appears on Aadhaar, your father's or husband's name, date of birth, and the full address with the correct village or town, tehsil and district. A wrong tehsil sends the file to an officer with no jurisdiction over you.
- Attach the documents; Punjab address proof, Aadhaar, date of birth proof, the declaration of residence, and a photograph; as self-attested copies at the counter or as clear scans online. Carry the originals to the Sewa Kendra.
- Pay the government's listed charge and take the printed Sewa Kendra receipt, which carries your application number. Do not leave the counter without the receipt.
- Allow the revenue verification to complete. The application goes to the revenue field staff for your area and then to the signing officer, the Tehsildar or Sub-Divisional Magistrate.
- Download the signed certificate from esewa.punjab.gov.in once the status shows it is issued. The same portal has a verification option that departments use to check the certificate online.
How do I check the status of my application?
Use the status tracking option on e-Sewa Punjab, esewa.punjab.gov.in, with the application number from your Sewa Kendra receipt, or log in to connect.punjab.gov.in if you filed online. The e-Sewa platform is built around exactly these functions: status tracking, certificate download and certificate verification.
The state citizen helpline 1100, published on the e-Sewa Punjab portal, is the phone route. Have the application number ready before you call: without it, no one can trace the file. e-Sewa also publishes district-level pendency and sendback reports, which is a reminder that a sendback is a real state in this system: if your file has been sent back, it does not move again until you supply the correction at the Sewa Kendra.
Why do residence certificate applications get rejected in Punjab?
- Address proof in someone else's name, with no rent agreement or relationship document connecting it to the applicant.
- Documents outside the accepted list published with the form on punjab.gov.in.
- Name mismatch between Aadhaar, the ration card and the application form, including differently expanded initials: e-Sewa itself warns users to check the name on record before updating contact details and to approach the district governance reforms branch if there is a discrepancy.
- Wrong tehsil or district entered, so the verification never reaches the right revenue official.
- Verification failure, where the field staff cannot confirm the applicant lives at the stated address.
- Incomplete declaration of the residence period, leaving the signing officer without a basis to certify.
Validity, renewal and what it should cost
The Punjab residence certificate records a status and is generally treated as a standing document rather than one that expires on a printed date. Punjab recruitment boards and admission authorities may still require a certificate issued in a specific format or within a recent period, so read the notification you are applying under and file afresh through a Sewa Kendra if it asks for a new one.
On cost, pay only the government's listed charge printed on the Sewa Kendra receipt, or the charge shown on connect.punjab.gov.in if you apply online. Punjab built the Sewa Kendra network and the Citizen Connect portal so that a citizen can file directly without an intermediary, and the residence certificate is a notified Right to Service item precisely so that the process is defined and accountable.
Do not pay an agent for "urgent" issue or for "getting the Tehsildar's signature". No Revenue Department or Sewa Kendra official will ask you for money outside the counter or for an OTP, and money paid outside the receipt buys nothing at all.
Where do I complain if the certificate is delayed?
- Call 1100, the state citizen helpline published on e-Sewa Punjab, with your application number.
- Return to the Sewa Kendra where you filed and ask which officer holds the file and whether it has been sent back.
- Use the Right to Service appeal route. The residence certificate carries an RTS service code, so a service delivered beyond the notified standard can be taken in appeal to the first appellate authority named for the service, and then onward.
- Approach the office of the Deputy Commissioner of your district for a file that has stalled with no recorded reason.
In every one of these, quote the application number and the date of filing. A delay complaint that names the Right to Service standard for the service is considerably harder to set aside than a general request to hurry up.

What is the Punjab helpline for Sewa Kendra services?

Who cannot apply for a Punjab residence certificate?
A person who is not residing in Punjab and has no Punjab address proof cannot apply, and a short-term visitor with no ration card, voter ID, utility bill or rent agreement for a Punjab address is not eligible either. An application in another adult's name, filed without being their guardian, is not accepted.
Is the Punjab residence certificate a Right to Service item?
Yes. The Government of Punjab's residence certificate form carries an RTS service code, which places it among the services notified under the Punjab Right to Service Act, 2011. That is what gives you a defined service standard and an appeal route if the certificate is delayed.

Use the status tracking option on e-Sewa Punjab at esewa.punjab.gov.in with the application number printed on your Sewa Kendra receipt, or log in to connect.punjab.gov.in if you applied online. The helpline 1100 can also trace an application against that number.
Do I have to pay an agent for a Punjab residence certificate?
No. Apply yourself at a Sewa Kendra or on connect.punjab.gov.in and pay only the government's listed charge printed on the counter receipt. Any amount demanded above the printed charge, or any promise of quicker approval for money, is not part of the official process.
