The Shagun Scheme of the Punjab Building and Other Construction Workers Welfare Board is the Board's marriage assistance benefit for the daughters of registered construction workers. Listed as Welfare Scheme No. 4 in the Board's compendium, it is one of about twenty welfare schemes approved under Rule 265 of the Punjab Building and Other Construction Workers Rules, 2008, framed under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Board functions under the Department of Labour, Government of Punjab. Families usually call it the shagun or the labour-card marriage grant, and it is separate from the state's better-known Ashirwad scheme run by the Department of Social Justice, Empowerment and Minorities for Scheduled Caste, Backward Class and economically weaker families.

What does the Punjab BOCW Shagun Scheme pay?

The Punjab BOCW Board's published scheme documents fix the Shagun at Rs 31,000 for the marriage of a daughter of a registered construction worker, with the benefit available for up to two daughters. The Board's own summary of individual benefit schemes describes it as "Rs. 31,000/- on the marriage of each daughter" for up to two daughters. The money is a one-time cash assistance credited to the registered worker's bank account, not a reimbursement of wedding expenses, so no bills or vendor invoices are required; what the Board asks for is proof that the marriage took place.

News reports in April 2022 described a decision to raise the marriage grant for construction workers' daughters from Rs 31,000 to Rs 51,000. That revision does not appear in the Board's published scheme documents, which still show Rs 31,000, so treat Rs 31,000 as the confirmed figure and ask the Assistant Labour Commissioner or the area Labour Inspector for the rate applicable to your marriage date before you file.

Who is eligible for the Shagun Scheme in Punjab?

The Board's conditions are short and specific:

  • The father or mother must be a construction worker registered as a beneficiary with the Punjab BOCW Welfare Board, and must be depositing contribution regularly.
  • The benefit is available on the marriage of up to two daughters, and applies only once for each of them.
  • If the daughter is herself registered as a beneficiary with the Board, she is entitled to Shagun on the occasion of her own marriage.
  • The application must be submitted within 3 months after the fixed date of marriage.
  • A certificate from the Marriage Registering Authority must be attached with the application.

Registration under the Board is the precondition for everything else. The Building and Other Construction Workers Act, 1996 allows a construction worker aged between 18 and 60 years who has worked at least 90 days in construction in the preceding twelve months to register as a beneficiary. Punjab runs registration, renewal and application status online at pblabour.gov.in under "BOCW Registration".

Who cannot apply: construction workers who have never registered with the Board, and those whose registration has lapsed for non-payment of contribution, are not eligible until they register or renew. The Board's condition states that the scheme shall not be applicable in the case of a second marriage, so a claim for a daughter's remarriage is not eligible. A worker who has already received Shagun for two daughters cannot claim for a third. Sons' marriages are not covered by this scheme at all. Claims filed more than three months after the fixed marriage date fall outside the Board's window and are routinely returned. Employers, contractors and self-employed builders who are not registered beneficiaries are outside the scheme.

One thing that does not disqualify you: the scheme text specifically provides that if the beneficiary has availed a similar benefit from any other department or institute of the Punjab Government, he is still entitled to the benefit under this scheme. So a family that has received Ashirwad assistance can still apply for the Board's Shagun.

How to apply for the Punjab BOCW Shagun Scheme

  1. Renew or verify the BOCW registration before the wedding. Open pblabour.gov.in, go to "BOCW Registration", and use the renewal link if the card has expired or contribution is pending. Getting this right in advance is what prevents a rejection later, because the three-month claim window leaves little time to fix a lapsed card.
  2. Register the marriage and obtain the certificate. After the wedding, get the marriage registered and collect the certificate from the Marriage Registering Authority. The Board's condition names this certificate specifically, and no other document substitutes for it.
  3. File the claim online within 3 months. Applications are submitted on the Board's web portal through the Labour Inspector or Labour Enforcement Officer of your area, or through the nearest Suvidha Kendra. Carry the registration card, Aadhaar of the worker and the daughter, the marriage certificate and the bank passbook so everything can be uploaded in one visit.
  4. Let the file pass verification. As with the Board's other welfare schemes, the application is verified by the committee constituted at sub-divisional level, and the concerned officer then obtains approval from the Deputy Commissioner.
  5. Receive the amount by DBT. After approval, the officer sends the sanctioned list to the Board, which transfers the amount directly into the registered worker's bank account.

How do I check my Shagun application status?

The e-Labour Punjab portal carries a "Click here to check your application status" link on the BOCW Registration page and a "Check Your Labour Welfare Board Scheme Status" link on the department home page. Use the application number issued when the claim was filed, or the beneficiary registration number on the labour card. If the status has not changed for several weeks, ask the area Labour Inspector whether the file is with the sub-divisional verification committee or with the Deputy Commissioner's office, since those are the two stages where files wait.

Why are Shagun claims rejected?

  • Filed after the three-month window. This is the most common and the hardest to remedy, because the Board's condition sets a firm limit from the fixed marriage date.
  • No marriage registration certificate. An invitation card, photographs or a gurdwara receipt is not a substitute for the certificate from the Marriage Registering Authority.
  • Registration lapsed on the marriage date. The worker must be a current beneficiary with contribution deposited regularly.
  • Third daughter, or a second marriage. Both are outside the scheme by its own terms.
  • Relationship not established. Where the daughter's name does not appear in family records linked to the worker, the verifying committee will ask for further proof.
  • Bank account mismatch. A name or IFSC mismatch stops the transfer after sanction; correct it through the Labour Inspector rather than filing afresh.

What else does the Board offer the same family?

Families claiming Shagun frequently qualify for other Board benefits at the same counter. The Balri Birth Gift Scheme gives a fixed deposit of Rs 51,000 on the birth of a daughter, for up to two girls, encashable at her marriage โ€” for many families this is the companion benefit to Shagun. Education stipends run from Rs 3,000 to Rs 70,000 a year for children of registered workers, including hostel rates for medical and engineering students. The Maternity Benefit Scheme pays Rs 21,000 to a registered female worker and Rs 5,000 to a registered male worker per child, for up to two children. The Bhagat Puran Singh Sehat Bima Yojna covers up to Rs 50,000 of indoor treatment per family per year with Rs 5 lakh accident cover, the ex-gratia scheme pays Rs 4 lakh for accidental death and Rs 3 lakh for natural death, funeral assistance is Rs 20,000, and the pension scheme pays Rs 2,000 a month after 60 years of age with three years of membership.

Key dates and grievance route

The only hard date in this scheme is the three-month limit from the fixed date of marriage, so the practical sequence is: register or renew before the wedding, register the marriage immediately after, and file inside the window. If the claim is rejected, take it up first with the Assistant Labour Commissioner or Labour-cum-Conciliation Officer of the district; the Board's rules place final appellate authority with the Secretary of the Board, and in the pension scheme an appeal to the Secretary must be filed within 60 days of rejection, with a delay of up to one year condonable for satisfactory reasons. The Labour Department's helpline numbers are 0172-2920755 and 0172-2925755, working Monday to Friday from 9:00 AM to 5:00 PM, with elabourhelpdesk@gmail.com for portal problems. The Board's head office is at Labour Bhawan, Model Welfare Centre, Phase 10, Sector 64, Sahibzada Ajit Singh Nagar (Mohali), Punjab 160062.
