What is a trade licence in Rajasthan?

A trade licence in Rajasthan is the permission of an urban local body to carry on a specified trade at a specified premises inside its limits. The Nagar Nigams of the large cities, the Nagar Parishads of medium towns and the Nagar Palikas of smaller ones each grant it for their own areas, and the Department of Local Self Government (DLB), whose portal is lsg.rajasthan.gov.in, is the state department that administers the whole tier.

The governing statute is the Rajasthan Municipalities Act, 2009, which replaced the older 1959 Act and covers municipal corporations, councils and municipalities in one law. The Act helps a municipality to require a licence before certain trades are carried on in its area, in particular those it notifies as dangerous or offensive trades, and to attach conditions and a fee to that licence.

That framing matters, and it is the first thing a Rajasthan business owner should check. Rajasthan does not operate a blanket "every shop needs a trade licence" rule identical in every town. What exists is a statutory power for each municipality to notify the trades it licenses. A tea stall in one Nagar Palika and a tannery, a timber depot, a dairy, a hotel kitchen or a fireworks shop in a Nagar Nigam are not treated the same way. Ask your own municipality's licence branch which list your trade falls on before you assume either that you need a licence or that you do not.

A trade licence is not a business registration. It sits alongside GST registration, registration under the Rajasthan Shops and Commercial Establishments Act, 1958 with the labour department, FSSAI registration for food businesses, and Udyam registration for MSME identity. The trade licence is the one that says the premises may lawfully host that trade.

Who can and cannot apply for a Rajasthan trade licence?

Any person aged 18 or above running, or about to run, a trade or business from a fixed premises inside a Rajasthan urban local body may apply. Sole proprietors, partnership firms, LLPs, companies, societies and trusts are all valid applicants, provided they lawfully occupy the premises named in the application.

You cannot apply, or will not be granted a licence, where:

  • You hold no lawful right over the premises: no patta or deed, no registered rent or lease agreement, and no owner's consent.
  • Municipal dues are outstanding on the property, including urban development tax where it applies.
  • The premises lie outside every Nagar Nigam, Parishad and Palika limit, in which case the panchayat and not the municipality is the local authority.
  • The building's sanctioned use does not permit that trade, or the colony's zoning bars commercial activity at that address.
  • The trade is regulated and you lack the prior approval it needs; FSSAI for a food business, a drug licence for a chemist, a fire NOC for a hazardous or large premises, Rajasthan State Pollution Control Board consent for a polluting process.
  • The activity is mobile street vending, which is handled under separate street-vendor provisions rather than as a fixed-premises trade licence.

How to apply for a trade licence in Rajasthan

  1. Confirm the licensing authority and whether your trade is licensable. Identify the Nagar Nigam, Nagar Parishad or Nagar Palika covering the shop address from lsg.rajasthan.gov.in, then ask that body's licence branch whether your trade is on its notified list and what its current fee schedule says. This step saves the most time, because a file sent to the wrong body or filed for a trade that body does not license goes nowhere.
  2. Create an SSO Rajasthan ID. Register once at sso.rajasthan.gov.in, the state's single sign-on portal — "One Digital Identity for all Applications"; using a mobile number you will keep. Every Rajasthan G2C and G2B online application, including municipal services that have been put online, runs behind this login. Alternatively, take the papers to an e-Mitra kiosk and let the operator file it.
  3. Clear the property dues. Pay any outstanding urban development tax or municipal property tax on the premises and keep the receipt. An unpaid property is the most common reason a licence branch refuses to move a file.
  4. Fill the application in full. Enter the trade name, the exact nature of the trade, the constitution of the business, the complete premises address, the area used, the number of workers, and the proprietor's or partners' details exactly as they appear on the identity proof.
  5. Attach or upload the documents. Identity proof, premises proof, the latest tax receipt, the owner's NOC where the shop is rented, constitution documents for a firm or company, photographs, and any sector approval; FSSAI, drug licence, fire NOC or pollution consent.
  6. Pay the fee the municipality demands and keep the receipt. The amount comes from that municipality's own schedule. Pay at the official counter or on the official payment screen, never as cash to an individual, and always against a receipt you can produce later.
  7. Note the application number and track it. Use it to follow the file, answer objections raised by the licence branch, and finally collect or download the licence. Check the trade description, address and validity on the licence before you accept it.

How do I apply offline at the municipal office?

  1. Go to the licence branch of the Nagar Nigam, Nagar Parishad or Nagar Palika in whose limits the shop stands.
  2. Collect the trade licence application form and fill it completely.
  3. Attach self-attested copies of identity proof, premises proof, the latest tax receipt, the owner's NOC for rented premises, and any trade-specific approval.
  4. Submit at the counter and insist on a dated, stamped acknowledgement carrying a diary or application number.
  5. Pay the fee at the cash counter and keep the printed receipt.
  6. Be present at the premises when the sanitary or licence inspector verifies the trade and the area declared.
  7. Collect the licence from the same branch and check every detail on it.

How do I check my trade licence application status in Rajasthan?

Log in to your SSO Rajasthan account and open the application-tracking screen for the service where your municipality has put the licence online, using the reference number issued at submission. Where the file was submitted at the counter, take the acknowledgement number back to the same licence branch. If you filed through an e-Mitra kiosk, the operator's receipt carries the transaction and application numbers you will need.

Renewal, validity and changes

A Rajasthan municipal trade licence is an annual permission and has to be renewed each year rather than treated as a one-time registration. Renew before the expiry date: municipalities levy late fees, and running a licensable trade on an expired licence exposes you to penalty proceedings under the Rajasthan Municipalities Act, 2009.

Apply to amend the licence, rather than waiting for the next renewal, whenever the trade you actually carry on, the area you use, the constitution of the firm or the ownership changes. Moving to a new address needs a fresh application, not an amendment, because the licence attaches to one premises.

Why Rajasthan trade licence applications get rejected

  • Outstanding municipal or urban development tax on the premises.
  • Wrong urban local body chosen, or an address that actually falls under a panchayat rather than a municipality.
  • Address mismatch between the patta, deed or rent agreement and the address on the form.
  • Unregistered or expired rent agreement, or no owner's NOC for commercial use.
  • Missing sector approval for a regulated trade, food, drugs, fire safety or pollution.
  • Trade not permitted at that location by the building's sanctioned use.
  • Objection left unanswered, after which the licence branch closes the file.

Grievance route, and a warning about agents

Take a stalled or wrongly rejected file first to the Commissioner of the Nagar Nigam, or the Executive Officer of the Nagar Parishad or Palika, in writing, quoting the acknowledgement number and the date of filing. If that produces nothing, escalate to the Department of Local Self Government through lsg.rajasthan.gov.in, and use the helpdesk link published on sso.rajasthan.gov.in for problems with the online login itself.

Pay only the fee the municipality officially demands, at the official counter or through the official payment screen, and take a receipt every time. If you use an e-Mitra kiosk, its service charge is separate from and additional to the government fee, ask the amount before you agree and insist on the kiosk receipt. No agent or "licence consultant" can move a municipal file faster than the file moves, and nobody is entitled to cash on the side for granting a licence. Apply yourself, keep copies of everything you submit, and complain the moment somebody asks for money that no receipt will cover.

Frequently asked questions

Who issues a trade licence in Rajasthan?

The urban local body covering the premises issues it — a Nagar Nigam such as Jaipur, Jodhpur, Kota, Ajmer, Bikaner or Udaipur, or the Nagar Parishad or Nagar Palika of a smaller town. The Department of Local Self Government at lsg.rajasthan.gov.in is the state department that administers all Rajasthan urban local bodies.

Does every business in Rajasthan need a municipal trade licence?

No — the Rajasthan Municipalities Act, 2009 empowers a municipality to require a licence for specified trades, particularly those classed as dangerous or offensive, rather than for every shop in every town. Ask your own Nagar Nigam, Parishad or Palika licence branch whether your specific trade is on its notified list before assuming you do or do not need one.

Can I apply for a Rajasthan trade licence online?

Where your urban local body has put the service online, you apply through an SSO Rajasthan login at sso.rajasthan.gov.in, which is the state's single digital identity for citizen and business applications, or through an e-Mitra kiosk that files it for you. Where it has not, the licence branch counter of the municipality remains the route.

What is SSO Rajasthan and do I need it?

SSO Rajasthan is the state's single sign-on portal, described on its own site as "One Digital Identity for all Applications", and it is the login behind Rajasthan's G2C and G2B online services. Create the SSO ID once with your mobile number and use it for every state application, including municipal services delivered online.

How much does a trade licence cost in Rajasthan?

The fee is fixed by each municipality's own schedule, normally by the category of trade and the area used, so there is no single statewide figure. Pay only the amount shown on the official demand or portal payment screen, and take a receipt every time.

How long does a Rajasthan trade licence stay valid?

A municipal trade licence in Rajasthan is an annual permission and needs renewal, so treat it as a yearly obligation rather than a one-time registration. Renew before expiry, because municipalities charge late fees and an expired licence gives no protection in an inspection.

Is a trade licence the same as a shop registration in Rajasthan?

No — a trade licence is municipal permission to run a trade at a premises, while registration under the Rajasthan Shops and Commercial Establishments Act, 1958 is a labour department registration about working hours, holidays and employment conditions. Most Rajasthan shops need both, plus GST registration once turnover crosses the GST threshold.

What is an e-Mitra kiosk and should I use one?

e-Mitra is Rajasthan's network of authorised service kiosks that file state government applications for citizens who do not want to apply themselves. An e-Mitra operator may charge the published service charge for the help, which is separate from and additional to the government fee, so ask what it is in advance and insist on a receipt.
