Shop & Establishment Registration in Rajasthan (LDMS)
Rajasthan state government scheme
Shop & Establishment Registration in Rajasthan is granted by the Labour Department through the Labour Department Management System, which the department describes as its portal for online application for registration/licence, payment and issuance of certificate. LDMS is reached by logging in with a Rajasthan SSO ID at sso.rajasthan.gov.in, and the department reports over 12.6 million LDMS transactions to date.
What is Shop & Establishment Registration in Rajasthan?
Shop & Establishment Registration in Rajasthan is the basic legal registration that a shop, office, hotel, restaurant or other commercial establishment takes from the Labour Department, Government of Rajasthan. It puts the establishment on the department's rolls for working hours, weekly off, leave and wage records, and it is the document a bank asks for before opening a current account in the business's name.
Rajasthan runs the process on the Labour Department Management System (LDMS). The department's own site at labour.rajasthan.gov.in describes LDMS as its "online portal for Online Application for Registration/License, payment & issuance of certificate" and links it directly to the state single sign-on at sso.rajasthan.gov.in. LDMS is not a small system: the department publishes counters showing more than 12.6 million transactions and over Rs. 1.23 billion in payments processed through it. There is also an LDMS mobile app on the Google Play Store.
Two neighbouring Rajasthan portals are often confused with this one, and it is worth separating them at the outset:
- RajFAB, the Rajasthan Factory and Boiler management system at rajfab.nic.in, handles factory licences under the Factories Act, not shops.
- SWCS, the Single Window System at swcs.rajasthan.gov.in, bundles clearances for a new industrial project and routes them to the departments concerned.
Why the registration matters in practice:
- Bank current account. Banks in Jaipur, Jodhpur, Udaipur and Kota accept the shop registration certificate as constitution proof for a proprietorship.
- Existence and address proof. Landlords, marketplaces and payment gateways ask a Rajasthan seller for it during onboarding.
- Labour-law compliance. Registration is how the Labour Department knows the establishment exists and how many workers it employs.
- A single digital record. Because the certificate is issued through LDMS, the same login later handles renewal, amendment and closure.
Who can and cannot apply in Rajasthan?
You can apply if:
- You run a shop anywhere in Rajasthan; retail or wholesale sale of goods, or premises where services are rendered to customers.
- You run a commercial establishment: an office, a trading, banking, insurance or broking office, an IT or consultancy firm, or a godown attached to a business.
- You run a hotel, eating house, restaurant, café, cinema or other place of public entertainment in the state.
- You are the employer: proprietor, partner, director, or someone formally authorised to act as employer.
- You hold or can create a Rajasthan SSO ID, because LDMS is entered only through the state single sign-on.
You cannot apply, or should not apply through this route, if:
- Your unit is a factory under the Factories Act. Factory licensing in Rajasthan runs through RajFAB at rajfab.nic.in, a different system altogether.
- Your activity is domestic or non-commercial, a household employing domestic help is not a commercial establishment.
- You are an employee of the shop. Only the employer registers the establishment.
- Your establishment falls in a class exempted by the Act or by a state notification, such as government offices and other notified categories.
- You are looking for project clearances for a new industrial unit, which belong on the Single Window System at swcs.rajasthan.gov.in, not on the shop registration form.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Rajasthan SSO ID | Yes | LDMS opens only after signing in at sso.rajasthan.gov.in |
| Employer's identity proof (Aadhaar / PAN / voter ID / passport / DL) | Yes | Name must match the LDMS application |
| PAN of the firm or proprietor | Yes | Entity PAN where the business has one |
| Premises proof (ownership deed, tax receipt, electricity bill, rent agreement) | Yes | Rented premises usually need the landlord's NOC |
| Photograph of the establishment with its name board | Yes | Board name should match the declared establishment name |
| Employee details and date of commencement | Yes | Male/female counts drive the category and fee slab |
| Partnership deed / incorporation certificate / LLP agreement | For firms, companies, LLPs | Constitution proof for non-proprietors |
| FSSAI licence, drug licence or excise NOC | Sometimes | Asked of food, chemist and liquor trades |
Before uploading, open the document checklist that the LDMS application screen itself displays for the service you have selected. Rajasthan updates that list inside the portal more often than any third-party checklist is updated.
How to apply for Shop & Establishment Registration in Rajasthan
- Create or recover your Rajasthan SSO ID at sso.rajasthan.gov.in. Use a mobile number you operate, because the OTP for both SSO and LDMS goes there. An existing SSO ID used for e-Mitra or Jan Aadhaar works fine.
- Sign in and open LDMS from the SSO application list. The Labour Department links LDMS from labour.rajasthan.gov.in as the portal for online application for registration and licence, payment and issuance of certificate.
- Select the shops and commercial establishments registration service and fill the establishment details, name exactly as on the name board, the full address with district, the nature of business, the date of commencement, and the number of workers with male and female counts stated separately.
- Upload the documents in the formats and size limits the upload boxes show. Scan each one as a clear PDF or JPEG; an illegible premises proof is the single commonest reason a query is raised against a file.
- Pay the government fee on the LDMS payment screen by net banking, card or UPI. The amount follows the category and worker count you declared. Save the transaction reference — every later escalation starts with it.
- Note the application number and track the file from your SSO login or the LDMS mobile app. The dealing officer may raise a query, which you answer through the same login rather than by visiting an office.
- Download the certificate from LDMS once it is approved, print it, and display it at the establishment. An inspector visiting the premises expects to see it on the wall, not on a phone.
Is there an offline route in Rajasthan?
Rajasthan's working route is LDMS, and the department's front end offers no paper counter equivalent for filing. The practical offline option is the assisted route: take your documents to an e-Mitra kiosk or a Common Service Centre, where the operator files the same LDMS application against your SSO ID for the notified service charge. For anything the portal cannot resolve, a stuck payment, a wrongly rejected file, a correction after issue, the office of the Labour Inspector or the Assistant Labour Commissioner for your district, under the Labour Commissioner, Rajasthan, is where the file physically sits.
How do I check status, renew or amend?
Status. Sign in at sso.rajasthan.gov.in, open LDMS and look at your application list; each entry carries its application number and current stage. The LDMS mobile app shows the same list on a phone.
Renewal. Renewal of the registration is filed through LDMS on the same login. Start before the validity printed on your certificate expires. A lapsed certificate is treated as operating without registration, not as a late filing.
Amendment and closure. A change in the establishment's name, address, nature of business, employer or worker strength is intimated through LDMS, and so is closure. Businesses routinely forget the closure filing and then find an old registration still showing as live years later, usually when a bank or a department queries it.
Why do applications get rejected in Rajasthan?
- Premises proof that does not match the address typed into LDMS, or a rent agreement without the landlord's NOC.
- Blurred or partial uploads, especially the electricity bill and the photograph of the shop front.
- Name mismatch between the name board photograph, the PAN and the establishment name in the application.
- SSO profile details that contradict the application. A different name or mobile number on the SSO ID than on the identity proof.
- Wrong date of commencement, conflicting with the rent agreement or the GST registration.
- Under-declared worker count, which puts the fee in the wrong slab.
- A factory filed as a shop. Factories belong on RajFAB at rajfab.nic.in.
What does it cost, and what about agents?
The only money you owe the government is the fee LDMS shows on its own payment screen, and it is payable directly inside the portal. If you file through an e-Mitra kiosk or a CSC, add only the notified service charge on top. Agents outside district labour offices routinely quote a lump sum several times the published fee and present it as unavoidable; it is not. No agent has a faster channel into LDMS than you do, and the department's own payment counters show that the money is meant to move through the portal, not through anybody's hands.
Where do I complain if the application is stuck?
Start with the Labour Department's published support route: the nodal officer for LDMS is the Additional Labour Commissioner (Industrial Relations), listed on labour.rajasthan.gov.in with the phone number 0141-2450793 and the support email labour[dot]support[at]rajasthan[dot]gov[dot]in. Quote the LDMS application number, the date of payment and the transaction reference. If the file still does not move, escalate to the Labour Commissioner, Rajasthan, and to the state's public grievance route, again with the same reference numbers. Keep the payment receipt safe; almost every escalation that succeeds begins with proof that the government fee was actually paid.

Frequently asked questions
Which portal handles Shop & Establishment Registration in Rajasthan?
The Labour Department Management System (LDMS) handles it, and the Rajasthan Labour Department describes LDMS as its "online portal for Online Application for Registration/License, payment & issuance of certificate". LDMS is entered through the state single sign-on at sso.rajasthan.gov.in.
Do I need a Rajasthan SSO ID to register my shop?
Yes, LDMS is reached by signing in at sso.rajasthan.gov.in, so the first step is creating a Rajasthan SSO ID if you do not already have one. The same SSO login then carries you into every other Rajasthan government service, including e-Mitra and the Single Window System.
Is there a mobile app for LDMS?
Yes, the Rajasthan Labour Department publishes an LDMS mobile app on the Google Play Store alongside the web portal. Use it to track a filed application, but do the document uploads on a computer where the scan quality is easier to control.
How much does shop registration cost in Rajasthan?
Only the government fee that LDMS shows on its own payment screen for your declared worker count and category. Pay it inside the portal — the Labour Department reports that LDMS has already processed over Rs. 1.23 billion in payments, all of it through the portal's own payment route, never in cash to an agent.
Which department contact should I use for a labour registration problem?
The Rajasthan Labour Department publishes the nodal officer for LDMS as the Additional Labour Commissioner (Industrial Relations), reachable on 0141-2450793, with the support email labour[dot]support[at]rajasthan[dot]gov[dot]in. Quote your LDMS application number in every message.
Is shop registration the same as the Single Window clearance?
No, they are separate. The Rajasthan Single Window System at swcs.rajasthan.gov.in bundles clearances for a new industrial project, while shop and establishment registration is a Labour Department service filed on LDMS. A factory also needs the Factory and Boiler route at rajfab.nic.in rather than shop registration.
Can an e-Mitra kiosk file the application for me?
Yes, Rajasthan's e-Mitra kiosks and Common Service Centres file LDMS applications on an applicant's behalf for the notified service charge on top of the government fee. This is the practical alternative for anyone without a computer or a scanner.
Do I still need GST and a municipal trade licence?
Yes, shop registration under the Rajasthan Labour Department is separate from GST registration, the municipal trade licence and Udyam/MSME registration. Each is a different authority with its own application, even though a new business usually needs several of them in the same month.
