Is Rajiv Gandhi Kisan Beej Uphar Yojana still running?

Rajiv Gandhi Kisan Beej Uphar Yojana does not appear among the seed schemes currently published by the Government of Rajasthan. The Raj Kisan portal of the Department of Agriculture at rajkisan.rajasthan.gov.in lists its seed programmes as Seed Minikit, State-scheme Seed Minikit distribution, Subsidised Seed, Seed Producer Registration and the network of Seed Processing Centres run by the Rajasthan State Seeds Corporation. No page, order or application link for a Beej Uphar Yojana is published there.

This guide therefore does two honest things. It records that the scheme name could not be verified as live on any Rajasthan government source, and it sets out in full the seed benefit that a small or marginal Rajasthan farmer can actually claim today, the free Seed Minikit.

If you have seen a recent official order using the Beej Uphar name, take it to your district Joint Director (Agriculture) office, because the operative instructions in force will be the ones held there, not any figure circulating online.

What does the live Seed Minikit scheme give?

Seed Minikit is a free-distribution programme of the Department of Agriculture. According to the Raj Kisan portal, its objectives are to make seed available to economically weaker farmers through minikits, and to introduce new varieties and varieties less than ten years old into an area so they enter general cultivation.

The benefit is straightforward: the minikit packet is distributed free of cost. There is no subsidy percentage to work out and no payment to make.

A parallel component, State-scheme Seed Minikit distribution, has the added objectives of raising the state's seed replacement rate and reducing the cost of cultivation while increasing on-farm productivity. Its distribution rules follow the same pattern, one minikit per eligible farm family, free of cost.

Who is eligible, and who is not eligible?

Priority in minikit distribution goes to:

  • Scheduled caste farm families.
  • Scheduled tribe farm families.
  • Small and marginal farmers.
  • Farmers living below the poverty line.
  • Specially-abled farmers, named specifically in the state-scheme component.
  • Farmers with irrigation facility, who are given priority in the Seed Minikit component.
  • Women farmers, who are the stated target of minikit distribution.

You are not eligible, or will not receive a second kit, if:

  • Another woman member of your same farm family has already been issued a minikit. Separate minikits are not issued to different women members of one family.
  • You have already received one packet in the distribution. One woman farmer is entitled to one packet only.
  • You are outside the priority groups in a year where demand exceeds the kits available. The selection committee chooses from the applications received.

A point worth knowing: the minikit is issued in the woman's name even where the land is recorded in the name of her husband or father-in-law. A woman who does not personally hold land is therefore not shut out.

How to apply for a seed minikit in Rajasthan

  1. Approach the Krishi Paryavekshak (agriculture supervisor) for your area and submit your application for a seed minikit. This is the entry point. The minikit is not applied for directly on a website.
  2. Keep your Jan Aadhaar card ready. Distribution is recorded online on the Raj Kisan Saathi portal against the Jan Aadhaar number, so an outdated or missing Jan Aadhaar record will hold up your kit.
  3. Wait for the selection committee to decide. The committee is formed of the gram panchayat sarpanch, one woman ward panch, one scheduled caste or scheduled tribe ward panch, and the Krishi Paryavekshak, and it draws up the list of eligible women from the applications received.
  4. Collect the minikit once your name is on the list, and confirm that the distribution has been entered online against your Jan Aadhaar.

Where else to get seed in Rajasthan

The Rajasthan State Seeds Corporation runs seed processing centres across the state, and the Raj Kisan portal publishes the full list with phone numbers and email addresses — among them Dhindhol (Bassi), Tabiji Ajmer, Duni Tonk, Ghassu ka Bas (Sikar), Sri Ganganagar, Hanumangarh, Suratgarh, Sri Karanpur, Kota, Baran, Jhalawar, Mandore (Jodhpur), Sumerpur (Pali), Mohangarh (Jaisalmer), Nagaur, Bharatpur, Alwar, Hindaun (Karauli), Udaipur, Bhilwara, Chittorgarh and Banswara. Farmers who want to become seed growers rather than seed buyers can use the Seed Producer Registration service on the same portal.

Where to get help

  • Krishi Paryavekshak for your area, the officer who receives minikit applications and sits on the selection committee.
  • District Joint Director (Agriculture) office, for questions about which seed schemes are notified in the current season.
  • Raj Kisan portal, rajkisan.rajasthan.gov.in, for the published scheme pages, the seed processing centre directory and application status.

No fee is payable for a seed minikit. If anyone asks you for money to add your name to a minikit list, report it at the district agriculture office.

Frequently asked questions

Is Rajiv Gandhi Kisan Beej Uphar Yojana currently running in Rajasthan?

No current notification for a scheme of this name could be found on Rajasthan's own agriculture portals. The Raj Kisan portal of the Department of Agriculture lists Seed Minikit, State-scheme Seed Minikit distribution, Subsidised Seed and Seed Producer Registration among its seed programmes, but not a Beej Uphar Yojana.

What free seed support can a Rajasthan farmer actually get today?

Free seed minikits. Under the Seed Minikit scheme the Department of Agriculture distributes minikit packets free of cost to farmers, with priority to scheduled caste, scheduled tribe, small and marginal, and below poverty line farm families.

How many minikits does a family get?

One. A woman farmer is given only one packet, and separate minikits are not issued to different women members of the same farm family.

Why is the minikit issued in the woman's name?

The scheme rule is that minikits are given in the woman's name even where the land stands in the name of her husband or father-in-law. Women farmers are the stated target of minikit distribution.

Who selects the farmers who get a minikit?

A committee made up of the gram panchayat sarpanch, one woman ward panch, one scheduled caste or scheduled tribe ward panch and the Krishi Paryavekshak (agriculture supervisor) selects farmers from the applications received.

Where do I apply for a seed minikit?

Apply to the Krishi Paryavekshak (agriculture supervisor) for your area. The actual distribution is then recorded online on the Raj Kisan Saathi portal against your Jan Aadhaar card.
