In force until a new policy is issued; the Department of Tourism amended it on 7 September 2025 to lower the land allotment threshold for Rising Rajasthan MoUs.

Rajasthan state government scheme
The Rajasthan Tourism Unit Policy 2024 replaced the 2015 policy for new hotels, resorts, heritage properties, restaurants and other tourism units. It gives 75 percent exemption plus 25 percent reimbursement of stamp duty and land conversion charges under RIPS, no development or land use change charges, industrial rate electricity and UD tax, and 10-year operating licences.
What is the Rajasthan Tourism Unit Policy 2024?
The Rajasthan Tourism Unit Policy 2024 (RTUP-2024) is the Government of Rajasthan's policy for private investment in tourism units: hotels, resorts, heritage properties, restaurants, camping sites, amusement parks, convention centres and similar projects. The Department of Tourism is its nodal department. The policy was first introduced in 2007, revised in 2015, and the 2024 policy replaces the 2015 version, which had been extended up to 2024.
RTUP-2024 does two things. It defines which projects count as tourism units, and it lists the benefits those units get from various departments: stamp duty and land conversion relief, exemption from development and land use change charges, electricity, UD tax and building plan charges at industrial rates, longer licences, extra built-up area, and all the fiscal incentives for tourism under the Rajasthan Investment Promotion Scheme (RIPS). The state has granted industry status to tourism and hospitality, which is the basis for the industrial rates.
The Economic Review 2025-26 describes RTUP-2024 as aimed at increasing the benefits to investors and entrepreneurs in tourism, with emphasis on heritage properties and on simpler licensing.
What benefits does RTUP-2024 give?
| Benefit | Eligible units | Department |
|---|---|---|
| Stamp duty: 75 percent exemption and 25 percent reimbursement | New units with a RIPS entitlement certificate | Finance / Industry |
| Land conversion charges: 75 percent exemption and 25 percent reimbursement | New units with a RIPS entitlement certificate or tourism project approval | Finance / Industry / UDH / LSG / Revenue / Panchayati Raj |
| Exemption from development charges and land use change charges | New units with tourism project approval | UDH / LSG / Revenue / Panchayati Raj |
| Building plan approval charges at industrial rates | New units with tourism project approval | UDH / LSG / Revenue / Panchayati Raj |
| Electricity charges at industrial rates | Operating units with an Entitlement Certificate for Industry Benefits | Energy / DISCOM |
| Urban development (UD) tax at industrial rates | Operating units with an Entitlement Certificate for Industry Benefits | LSG |
| Trade, hotel and restaurant licences for 10 years at a time | Tourism units | LSG |
| Fire NOC for 3 years at a time | Tourism units | LSG |
| Composite bar licence at subsidised rates, and up to 10 percent of plinth or 1,000 square metres for commercial use | Certified heritage hotels and restaurants | Excise / UDH / LSG |
| Double built-up area ratio (BAR of 4) without betterment levy | Hotels and restaurants with project approval | UDH / LSG / Revenue / Panchayati Raj |
RIPS incentives. All fiscal benefits given for tourism under the prevailing RIPS, including green growth incentives and capability development and skilling incentives, are available to tourism units defined in the policy. Tourist luxury coaches as defined are exempt from motor vehicle tax, and restaurants may get a composite bar licence under the excise policy.
Heritage properties also get: commercial use of up to 1,000 square metres or 10 percent of plinth area (whichever is less) for craft shops, art and restaurants without changing the facade; provisions for patta on rural plots over 300 square metres; and permission to operate on narrow roads if adequate parking is arranged.
Government land. Tourism projects making a new investment of at least Rs 100 crore in three years may be allotted government land in identified areas. A 7 September 2025 amendment added paragraph 4.2(A): for MoUs signed under the Rising Rajasthan Global Investment Summit 2024, the threshold is Rs 50 crore in three years. A tourism unit can also once be allotted adjoining government land of up to 10 percent of its own land, at agricultural DLC rates in rural areas and residential DLC rates in urban areas, for expansion.
Time limits for approvals. Land conversion is to be decided within 60 days in urban areas and 45 days in rural areas, and building plans within 60 days in urban areas, of a complete application.
Which projects count as tourism units?
The policy defines 24 types of tourism unit. The most common ones and their minimum conditions (investment includes land cost):
| Unit | Main conditions |
|---|---|
| Hotel | At least 10 lettable rooms, 500 sq m land, Rs 2 crore investment |
| Resort | At least 8,000 sq m land (or as per byelaws), Rs 2 crore investment |
| Health resort | At least 10 rooms, 8,000 sq m land, Rs 2 crore investment |
| Heritage hotel or property | Built before 1 January 1950 and certified; no investment or plot minimum |
| Heritage restaurant | Restaurant in a heritage property; no investment minimum |
| Restaurant or cafeteria | Rs 1 crore investment, seating for at least 40 |
| Camping site | 8,000 sq m land, at least 10 furnished tents, Rs 2 crore investment |
| Amusement park | 10,000 sq m land, Rs 5 crore investment |
| Motel or wayside facility | 3,000 sq m on a connecting road, Rs 2 crore investment |
| MICE or convention centre | Pillar-less hall of 5,000 sq ft for 500 people, Rs 2 crore investment |
| Indoor or outdoor play zone | 1,000 sq m land, Rs 2 crore investment |
| Integrated tourism village | At least 5 types of tourism unit on at least 15 hectares |
Other listed types include caravans, cruise vessels, eco tourism units, film cities, hotel housing, resort housing, museums and art galleries, ropeways, rural tourism units, sports resorts, tourism startups and tourist luxury coaches. An existing unit that buys or is allotted adjoining land of at least 20 percent of its land area is treated as an expansion and gets the same benefits after approval. All units must install solar panels, rainwater harvesting and solid waste management.
Who cannot get RTUP-2024 benefits?
- Projects that do not meet the definition of a tourism unit, for example a hotel with fewer than 10 rooms or below the Rs 2 crore investment, unless it is a certified heritage property.
- New units seeking stamp duty or conversion relief without a RIPS entitlement certificate or tourism project approval.
- Operating units claiming industrial rate electricity or UD tax without an Entitlement Certificate for Industry Benefits.
- Units that do not finish construction within 3 years (up to 200 rooms) or 4 years (above 200 rooms), plus any one-year extension. After that all benefits under this policy, RIPS and other state schemes are withdrawn.
- Units using adjoining government land for anything other than expanding the tourism unit.
How to apply under RTUP-2024
- Create an SSO ID on the Rajasthan SSO portal if you do not have one.
- Apply for tourism project approval from the Department of Tourism through the SSO portal, under its guidelines, for a unit that meets one of the definitions in paragraph 3.1.
- Get the RIPS entitlement certificate following the procedure in the prevailing RIPS, to claim stamp duty, land conversion and other fiscal incentives.
- Apply for land conversion and building plan approval, attaching the tourism project approval certificate, which all departments are to accept as the document for granting benefits.
- Build within the time limit. The District Tourism Development Committee reviews progress and helps with local clearances.
- Get licences (trade, hotel, restaurant, fire NOC) through the SSO portal, valid for 10 years and 3 years.
- Once operating, obtain the Entitlement Certificate for Industry Benefits from the Department of Tourism to pay electricity charges and UD tax at industrial rates. Units holding it are treated as registered with the Department of Tourism.
What happens to projects approved under the 2015 policy?
The policy stays in force until a new policy is issued. Tourism projects already approved under RTUP-2015 but still pending for land conversion, change of land use or building plan approval do not need to apply again. They receive all RTUP-2024 benefits and can claim under RIPS-2024 and later RIPS amendments, subject to their eligibility and transition clauses.
