Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana (Student Accident Insurance Scheme)
Rajasthan state government scheme
Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana gives government school students a group accident insurance cover against accidental death and permanent disability, with the premium borne by the state rather than the family. Enrolment is automatic through the school's Shala Darpan record, and a claim is filed by the school within the notified reporting window.
What is the Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana?
Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana is a student accident insurance arrangement operated by the School Education Department, Government of Rajasthan. Under it, students enrolled in government schools are covered by a group personal accident policy against accidental death and permanent disability, and the premium is paid by the state, not by the student's family.
The scheme exists because accidental injury and death among school-age children in Rajasthan: road accidents on the way to school, drowning, falls, snakebite, electrocution and farm accidents; fall on families with no insurance of any kind. A government school family that loses a child in an accident typically has no policy to call on, and the sum assured under a state group scheme, however modest, is the only formal compensation available.
How the arrangement works
- The School Education Department places a group policy covering enrolled students for the academic session.
- Enrolment is taken from the Shala Darpan record, the state's school management portal at rajshaladarpan.rajasthan.gov.in, so no separate registration form is filled by parents.
- The premium is met from state funds. No fee is collected from parents.
- A claim is raised through the school, countersigned by the Principal and routed via the District Education Officer to the insurer.
- Proceeds are paid to the nominee, normally a parent or guardian recorded on the family's Jan Aadhaar.
The transliterated name Vidyarthi Suraksha Durghatna Bima Yojana literally means "student protection accident insurance scheme", and it is often referred to in schools simply as the student durghatna bima.
Who is covered under the student accident insurance scheme?
A student is covered if:
- The student is enrolled in a Rajasthan government school and the enrolment is recorded on Shala Darpan with a valid SR number.
- The enrolment was live on the date of the accident.
- The event is an accident as defined in the policy — a sudden, external, violent and visible cause.
A student is not eligible if:
- The student was not on a government school roll on the date of the accident. Private and unaided school students are not covered by this particular group policy.
- The student's name was struck off the roll or transferred out before the date of the event.
- The cause of death or disability was illness or natural causes, which are not accident claims.
- The event falls within a policy exclusion, such as those the insurer lists in the policy document for the session.
Because the policy wording, sum insured and exclusion list are fixed session by session, families should ask the school to show the current policy summary. That document, not a summary on any website, governs the claim.
What does the scheme pay?
Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana pays a lump sum to the nominee in two situations recognised by personal accident policies:
- Accidental death. The full sum insured.
- Permanent disability, a proportion of the sum insured, graded by the extent of disability certified by a government medical board.
The sum insured is notified by the School Education Department for each academic session and has been revised over the life of the scheme. This guide deliberately does not quote a rupee figure, because quoting a stale figure would mislead a grieving family about what they are entitled to. Confirm the current sum insured with your school Principal or the District Education Officer before filing, and ask for it in writing.
What documents are required for a claim?
| Document | Mandatory | Notes |
|---|---|---|
| Shala Darpan enrolment record / SR number | Yes | Held by the school; proves the roll on the date of the accident |
| Student's Aadhaar card | Yes | Identity |
| Family Jan Aadhaar card | Yes | Establishes the family and the nominee |
| FIR or police report | Yes | For accidental death and road accidents |
| Post-mortem report | Yes | Accidental death claims |
| Death certificate | Yes | Issued by the local body registrar |
| Disability certificate | Yes | Permanent disability claims, from a government medical board |
| Hospital treatment papers | Yes | Discharge summary and treatment records |
| Nominee's bank passbook | Yes | Claim is paid by transfer to this account |
| Claim form signed by the Principal | Yes | The school's certification of enrolment and the event |
Collect the FIR and the post-mortem report first. These two are the documents families most often fail to obtain in time, and neither can be reconstructed months later.
How to apply for a claim under the Vidyarthi Suraksha Durghatna Bima Yojana
- Inform the school Principal immediately after the accident, in writing, and note the date on which you did so. Group policies carry a fixed reporting window, and late intimation is the commonest reason a valid claim fails.
- Register the police report. For a road accident or accidental death, ensure an FIR is lodged and obtain a copy. Insist on a post-mortem where the student has died.
- Collect the medical documents, hospital discharge summary, treatment papers, and for a disability claim, the disability certificate from a government medical board.
- Obtain the death certificate from the municipal or panchayat registrar.
- Complete the claim form at the school. The Principal certifies the student's enrolment against the Shala Darpan record and signs the form.
- Submit the file to the school, which forwards it through the block education office to the District Education Officer and on to the insurer.
- Keep a receiving acknowledgement with a date, and note the claim reference number the school or the DEO gives you.
- Follow up at the District Education Officer's office with that reference number until the amount is credited to the nominee's account.
There is no route for a family to file directly with the insurer, because the policy is held in the department's name. Everything moves through the school.
Why student accident claims get rejected
- Late intimation. Reporting after the policy's notification window has closed is the largest single cause of rejection.
- No FIR or no post-mortem in a death claim, leaving the accidental nature of the death unproven.
- Enrolment not live on Shala Darpan on the date of the accident, for example where a transfer certificate had already been issued.
- Illness recorded as the cause, which takes the event outside an accident policy.
- Nominee mismatch between the Jan Aadhaar record and the bank account supplied.
- Incomplete claim form, unsigned by the Principal or missing the SR number.
Most of these are avoidable if the school is informed on the same day and the police and medical papers are obtained in the first week.
Where do I get help with this scheme?
- The school Principal is the first point of contact and the only route into the claim.
- District Education Officer (Secondary or Elementary) for the district where the school is located, for delays and rejected files.
- Shala Darpan helpdesk: 0141-2700872, email shaladarpanjpr@gmail.com, for enrolment record problems.
- State Insurance and Provident Fund Department: helpline 1800-180-6268, email dir.sipf@rajasthan.gov.in, which administers several of Rajasthan's state insurance arrangements and can direct a query.
- Rajasthan Sampark: sampark.rajasthan.gov.in, helpline 181, for a formal grievance if the department does not act.
No premium, fee or commission is payable by a parent under this scheme. If a school or an agent asks for money to "process" a student accident claim, report it to the District Education Officer.

Frequently asked questions
What is the Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana?
Rajasthan Vidyarthi Suraksha Durghatna Bima Yojana is a student accident insurance arrangement of the School Education Department that covers students enrolled in government schools against accidental death and permanent disability, with the premium paid from state funds instead of by the family. Cover is a group policy taken for the school roll, not an individual policy each family buys.
Do parents have to pay a premium for this student insurance?
No. The premium under the Vidyarthi Suraksha Durghatna Bima Yojana is borne by the state, and no school may collect money from parents for it. Any demand for an insurance fee should be reported to the District Education Officer.
Does the cover apply only inside the school?
Student accident cover of this type is written as a personal accident policy for the enrolled student and is not limited to school hours or the school premises in the ordinary course, but the exact scope, exclusions and sum insured are set out in the policy document for the current session. Ask your school to show the policy summary rather than rely on a general description.
Who is not eligible under this scheme?
Students who are not on the roll of a Rajasthan government school on the date of the accident are not eligible, and neither are students of private schools, since the group policy is taken against the government school enrolment recorded on Shala Darpan. Illness and natural death are not accident claims and are not covered.
How does a family claim under the student accident insurance?
The claim is filed through the school, not directly by the family — inform the Principal immediately, and the school raises the claim with the District Education Officer and the insurer using the student's Shala Darpan record. Delay is the main reason claims fail, because policies carry a fixed reporting window after the accident.
How long does a student accident insurance claim take?
Settlement time depends on how quickly the police report, medical documents and the school's certification are assembled, so families should collect the FIR, post-mortem report or disability certificate without waiting for the school to ask. The District Education Officer's office can confirm where a pending claim is sitting.
Is this the same as the Chiranjeevi accident insurance scheme?
No. Rajasthan's Chiranjeevi Durghatna Bima Yojana is a separate family-wide accident cover linked to the Chiranjeevi health scheme and Jan Aadhaar, while the Vidyarthi Suraksha cover is a school-level group policy for enrolled students. A family may be covered under both, and a claim under one does not bar a claim under the other.
