What is the Rajasthan Vishwakarma Yuva Udyami Protsahan Yojana?

Rajasthan Vishwakarma Yuva Udyami Protsahan Yojana is an entrepreneurship promotion scheme of the Industries and Commerce Department, Government of Rajasthan. The scheme is aimed at two overlapping groups: young entrepreneurs setting up their first enterprise, and traditional artisans. The Vishwakarma trades of carpentry, blacksmithy, pottery, metalwork, weaving, leatherwork, stone carving and allied crafts, who want to move from job work into running a registered unit of their own.

The barrier the scheme addresses is credit. A first-time entrepreneur in Rajasthan usually has a viable idea, some skill and no collateral. Banks price that risk high or decline it altogether. A credit-linked state scheme changes the arithmetic by attaching a state benefit to a sanctioned bank loan, which both lowers the effective cost of the loan to the borrower and improves the bank's willingness to sanction it in the first place.

How a credit-linked scheme of this type works

  1. The entrepreneur prepares a project report for the proposed unit.
  2. The application is filed with the Industries Department through the Rajasthan SSO portal.
  3. The District Industries Centre (DIC) verifies eligibility and forwards the case to a bank.
  4. The bank appraises and sanctions the loan on its own commercial judgment.
  5. The state benefit is released against that sanctioned loan, in the form and at the rate set out in the operative scheme order.

The critical thing to understand is that the state does not lend the money. The bank does. The scheme reduces what the loan costs the borrower.

An important caution about which scheme is currently operative

Rajasthan has restructured its industrial and entrepreneurship promotion schemes several times. Older Industries Department schemes have been merged into, or replaced by, later state instruments. The Mukhyamantri Laghu Udyog Protsahan Yojana, the state's MSME policy framework, and successive Rajasthan Investment Promotion Schemes; each of which carries its own interest subvention and margin money provisions for new units.

That matters practically. An entrepreneur who prepares a file under a superseded order can lose several months. Before you spend money on a project report, walk into your District Industries Centre and ask, in writing, which scheme is currently operative for a unit of your type, size and location, and what the current rate of assistance is. Ask for the government order number. This guide deliberately does not quote a loan ceiling or a subsidy percentage, because a figure from a superseded order is worse than no figure at all.

Who is eligible for the Vishwakarma Yuva Udyami Protsahan Yojana?

You can apply if:

  • You are a resident of Rajasthan with a valid Jan Aadhaar record and a domicile or bonafide certificate.
  • You fall within the age band the scheme prescribes for young entrepreneurs. Confirm the current band at the District Industries Centre.
  • You are setting up a new micro or small enterprise within Rajasthan, in manufacturing, services or an artisan trade.
  • You have a viable project that a scheduled bank is willing to appraise.
  • You will obtain Udyam Registration for the unit.

You cannot apply if:

  • You are setting up the unit outside Rajasthan.
  • You are outside the prescribed age band for the scheme.
  • You are a defaulter on an existing loan from a bank or financial institution, which will in any case stop the bank sanction.
  • You have already drawn assistance for the same unit under another state or central entrepreneurship scheme such as PMEGP. Double benefit for the same asset is not permitted.
  • The proposed activity falls in the scheme's negative list of excluded activities, which typically covers trading, liquor and certain polluting processes. Check the negative list in the operative order.
  • You are applying to expand an existing established unit rather than set up a new one, unless the operative order expressly covers expansion.

How to apply for the Vishwakarma Yuva Udyami Protsahan Yojana

  1. Confirm the operative scheme. Visit the District Industries Centre in your district and confirm which Industries Department scheme currently applies to your proposed unit, and obtain the government order number and the current rate of assistance.
  2. Prepare the project report. Set out the product or service, machinery and equipment with quotations, premises, raw material, working capital requirement, employment generated and projected turnover. The bank's appraisal turns almost entirely on this document.
  3. Obtain Udyam Registration for the proposed enterprise at udyamregistration.gov.in. It is free and takes minutes.
  4. Register on the Rajasthan SSO portal at sso.rajasthan.gov.in, using your Jan Aadhaar number if you do not already have an SSO ID.
  5. Open the Industries Department application from inside SSO and fill the scheme application, entering your personal details, the unit details and the proposed project cost.
  6. Upload the documents — Aadhaar, domicile, age proof, project report, Udyam certificate, premises proof and quotations, and submit. Save the application number from the acknowledgement.
  7. Attend the District Industries Centre when called for verification. The General Manager, DIC, verifies eligibility and forwards the case to the bank.
  8. Complete the bank formalities. The bank appraises the project, may ask for further papers, and issues a sanction letter if it is satisfied.
  9. Submit the sanction letter back into the file, so the state benefit can be released against the sanctioned loan.
  10. Track the file with your application number at the DIC until the benefit is credited.

How to apply offline or with help

  1. Visit an e-Mitra kiosk with your documents and ask the operator to file the SSO application on your behalf, paying only the notified service charge.
  2. Visit the District Industries Centre directly. DIC staff assist applicants with the project report format and the choice of bank branch.
  3. Approach the Rajasthan Small Industries Corporation (RAJSICO) or your nearest MSME-Development and Facilitation Office for help with project preparation and technology selection, particularly for artisan trades.

Why applications under this scheme get rejected

  • Applying under a superseded scheme order. The most avoidable failure.
  • Weak project report that the bank cannot appraise, no quotations, no realistic working capital, no market assessment.
  • Activity on the negative list, most commonly pure trading businesses.
  • Age outside the prescribed band for young entrepreneurs.
  • Existing loan default by the applicant or a family member as co-obligant.
  • No premises proof for the proposed unit.
  • Double benefit already drawn for the same machinery under PMEGP or another scheme.
  • Bank declines the loan. Since the benefit is credit-linked, a declined loan ends the case regardless of the DIC's recommendation.

If the bank declines, ask for the reason in writing. A declined project can often be re-appraised at a different branch or bank after the project report is corrected, and the DIC can re-route the file.

Where do I get help?

  • District Industries Centre (DIC) in your district, the working authority for verification, bank tie-up and release. Start here.
  • Commissionerate of Industries and Commerce, Rajasthan, Udyog Bhawan, Tilak Marg, Jaipur, and its portal at industries.rajasthan.gov.in for scheme orders and notifications.
  • Rajasthan SSO helpdesk for problems with the SSO ID or the online form.
  • Rajasthan Sampark, sampark.rajasthan.gov.in, helpline 181, for a formal grievance where the file is stuck.

Applying is free. No consultant can guarantee a sanction, and any demand for a percentage of the loan or subsidy is a fraud that should be reported to the General Manager of your District Industries Centre.

Frequently asked questions

What is the Vishwakarma Yuva Udyami Protsahan Yojana?

Rajasthan Vishwakarma Yuva Udyami Protsahan Yojana is a scheme of the Industries and Commerce Department that helps young entrepreneurs and traditional artisans in Rajasthan set up a new micro or small enterprise by making bank credit cheaper and more accessible. The scheme is credit-linked, which means the benefit attaches to a loan sanctioned by a bank rather than being a cash grant paid on its own.

Is the scheme still open, or has it been replaced?

Rajasthan has repeatedly restructured its entrepreneurship promotion schemes, and several older Industries Department schemes have been merged into or superseded by later state schemes such as the Mukhyamantri Laghu Udyog Protsahan Yojana and the Rajasthan MSME policy framework. Before preparing a file, confirm with your District Industries Centre which scheme is currently operative for your case, because applying under a superseded order wastes months.

Do I need a bank loan first?

Yes, in substance — assistance under this scheme is credit-linked, so the benefit follows a loan sanctioned by a scheduled bank or a recognised financial institution for the proposed enterprise. The usual sequence is project report, application, bank appraisal, sanction, then release of the scheme benefit.

Who cannot apply for this scheme?

Applicants outside the age band the scheme prescribes for young entrepreneurs are not eligible, and neither are people setting up an enterprise outside Rajasthan. Defaulters on an existing bank loan, and applicants who have already drawn assistance for the same unit under another state or central entrepreneurship scheme, are also not eligible.

Where do I apply?

Apply online through the Rajasthan Single Sign On portal at sso.rajasthan.gov.in, choosing the Industries Department application, and the file is then processed by the District Industries Centre for your district. The DIC General Manager is the working authority for verification and recommendation.

Does the scheme cover traditional artisans?

Yes, the Vishwakarma name signals that traditional artisan trades are squarely within the scheme's intended beneficiaries, alongside first- generation young entrepreneurs setting up manufacturing or service units. Artisans should carry any artisan identity or craft certificate they hold when they approach the District Industries Centre.

Is there a fee to apply?

No, applying through the Rajasthan SSO portal is free, and only the small government-notified e-Mitra service charge applies if you get the form filled at a kiosk. No consultant or agent can guarantee sanction, and no payment should be made for one.
