Mukhyamantri Laghu Vanijyik Vahan Swarojgar Yojana (Small Commercial Vehicle Self Employment Scheme)
Rajasthan state government scheme
Mukhyamantri Laghu Vanijyik Vahan Swarojgar Yojana is a Rajasthan Industries Department scheme that pays a state subsidy of 10 per cent of the on-road price of a small commercial vehicle, up to Rs 60,000, to residents aged 18 to 45 who buy an SCV costing up to Rs 15 lakh. Applications are filed on the SSO portal.
What is the Small Commercial Vehicle Self Employment Scheme?
Mukhyamantri Laghu Vanijyik Vahan Swarojgar Yojana, in English, the Chief Minister's Small Commercial Vehicle Self Employment Scheme: is a subsidy scheme of the Industries and Commerce Department, Government of Rajasthan. It pays a state subsidy on the purchase of a small commercial vehicle (SCV) so that a young resident of Rajasthan can start a goods-transport livelihood of their own.
The scheme was launched on 1 December 2022. Under it the state pays 10 per cent of the on-road price of the vehicle or Rs 60,000, whichever is less, and participating vehicle manufacturers were required to give a matching or larger discount of their own. A buyer therefore sees a reduction at the showroom from the manufacturer and a separate DBT credit from the state.
Readers should note the department. Although small commercial vehicle subsidy is often searched alongside welfare schemes of the Social Justice and Empowerment Department, this particular scheme is administered by the Industries and Commerce Department through the dedicated portal mlvsy.rajasthan.gov.in, with the Rajasthan SSO single sign-on as the entry point.
Key parameters
- Subsidy: 10 per cent of on-road price, ceiling Rs 60,000
- Vehicle price cap: Rs 15 lakh on-road
- Applicant age: 18 to 45 years
- Family limit: one beneficiary per Jan Aadhaar family
- Sanctioned scale: about 3,300 vehicles, first-come first-served
- Nominal application fee: Rs 100
Who is eligible for the small commercial vehicle subsidy?
You can apply if:
- You are a resident of Rajasthan with a mool niwas certificate.
- You are between 18 and 45 years old on the date of application.
- You are buying a small commercial vehicle whose on-road price does not exceed Rs 15 lakh.
- The vehicle is registered in your own name as a commercial vehicle, with valid commercial insurance.
- No other member of your Jan Aadhaar family has already taken the subsidy.
- You hold an active bank account capable of receiving a DBT credit.
You cannot apply if:
- You are below 18 or above 45 years of age.
- The vehicle's on-road price exceeds Rs 15 lakh. The scheme gives nothing at all in that case, not a capped share.
- The vehicle is registered as a private (non-commercial) vehicle, or is registered in someone else's name, a spouse, a parent or a firm.
- You are not a resident of Rajasthan, even if you buy the vehicle in the state.
- Another member of your family already holds a sanction under the scheme.
- You are buying a used vehicle. The subsidy is on a new SCV purchase supported by a fresh invoice.
- The sanctioned quota is exhausted. Allotment is first-come, first-served against a limited number of vehicles, so applying late can mean no benefit even with a perfect application.

How to apply for the Small Commercial Vehicle Self Employment Scheme
- Create or open your SSO ID at sso.rajasthan.gov.in. Registration is possible through Jan Aadhaar, Bhamashah, Google or Aadhaar. Citizens who already have an SSO ID should not create a second one.
- Open mlvsy.rajasthan.gov.in and sign in through SSO, or find the scheme in the Citizen Apps list on the SSO dashboard.
- Fill the application form with your personal details, Jan Aadhaar number, residence details and the details of the small commercial vehicle you have purchased — make, model, chassis number and on-road price from the invoice.
- Upload the documents; Aadhaar, Jan Aadhaar, mool niwas, age proof, invoice, RC, insurance and bank passbook. Scanned copies must be legible; blurred invoices are the commonest cause of a query being raised.
- Pay the application fee of Rs 100 online and submit the form.
- Note the application number shown on the acknowledgement screen and save or print the acknowledgement.
- Track the application on the same portal. District industries centre officials verify the documents, and the sanctioned subsidy is credited to your bank account by DBT.
If you cannot operate the portal yourself, an e-Mitra centre can file the online application for you against the notified service charge. There is no paper-form route for this scheme.
How much do you actually receive?
The state subsidy is 10 per cent of on-road price, capped at Rs 60,000. Three worked cases make the arithmetic clear:
- On-road price Rs 5,00,000 → 10 per cent is Rs 50,000 → subsidy Rs 50,000.
- On-road price Rs 8,00,000 → 10 per cent is Rs 80,000, above the ceiling → subsidy Rs 60,000.
- On-road price Rs 16,00,000 → above the Rs 15 lakh cap → no subsidy at all.
The manufacturer's discount is a separate commercial reduction given at the showroom under the scheme's arrangement with vehicle makers. It is negotiated at the point of sale and does not pass through the state's DBT credit, so a buyer should confirm it in writing on the invoice rather than assume it.
How to check your application and payment status
- Sign in to sso.rajasthan.gov.in and open the scheme application from your dashboard, or open mlvsy.rajasthan.gov.in directly.
- Use the application status option with your application number to see whether the file is pending verification, queried, sanctioned or rejected.
- If the status shows a query, upload the corrected document within the time allowed rather than filing a fresh application, a duplicate application does not replace the first one.
- Once the status shows sanctioned, check the bank account linked in the form. DBT credits appear as a state government transfer.
- For persistent problems, contact the District Industries Centre of your district, which is the field office of the Industries and Commerce Department.
Why applications get rejected
- On-road price above Rs 15 lakh on the invoice.
- Vehicle registered as private, not commercial.
- RC in a different name from the applicant.
- Applicant outside the 18 to 45 age band.
- Second claim from the same Jan Aadhaar family.
- Illegible invoice, RC or insurance upload, so the verifying officer cannot confirm the on-road price.
- Bank account not Aadhaar-seeded or dormant, so the DBT credit fails even after sanction.
- Quota exhausted for the sanctioned number of vehicles.
The safest sequence is to confirm on the portal that the scheme is open and the quota is available before you commit to the purchase, because the subsidy cannot be claimed retrospectively once the sanction limit closes.
Grievance redressal and contacts
- Portal: mlvsy.rajasthan.gov.in
- Jan Soochna Portal helpline: 18001806127, for scheme information generally
- District Industries Centre of your district, for verification and sanction queries. This is the field office that processes the file
- SSO helpdesk, reachable from the contact page of sso.rajasthan.gov.in, for sign-in and SSO ID problems
No agent can secure a sanction for a fee. The application fee under the scheme is Rs 100 paid online on the portal itself, and the subsidy reaches the beneficiary's own bank account.

Frequently asked questions
How much subsidy does the Small Commercial Vehicle Self Employment Scheme give?
The scheme gives a state subsidy of 10 per cent of the vehicle's on-road price or Rs 60,000, whichever is lower. Participating vehicle manufacturers were required to offer a matching or larger discount, so a buyer can see two separate reductions — the manufacturer's discount at the showroom and the state subsidy credited later.
Which vehicles qualify under the scheme?
Small commercial vehicles with an on-road price of up to Rs 15 lakh qualify. A vehicle priced above Rs 15 lakh on-road is outside the scheme entirely, and no partial subsidy is given on the first Rs 15 lakh.
What is the age limit for this scheme?
The applicant must be between 18 and 45 years of age. The scheme is aimed at young people setting up a transport-based livelihood, which is why an upper age limit applies.
Can two people in the same family get the subsidy?
No. Only one person per family, as identified by the Jan Aadhaar family record, can receive the subsidy. A second application from the same Jan Aadhaar is rejected.
Where do I apply for the small commercial vehicle subsidy?
Apply online at mlvsy.rajasthan.gov.in, signing in through your SSO ID at sso.rajasthan.gov.in. There is no offline route; an e-Mitra centre can operate the online form on your behalf if you cannot.
When was this scheme launched?
The scheme was launched on 1 December 2022 by the Rajasthan Industries and Commerce Department. It was sanctioned for a limited number of vehicles — around 3,300 — allotted on a first-come, first-served basis.
Is the subsidy paid before or after buying the vehicle?
The subsidy is paid after purchase and registration. The applicant buys and registers the vehicle in their own name, uploads the invoice, RC and insurance, and the sanctioned amount is credited to the bank account by DBT.
Can I sell the vehicle immediately after getting the subsidy?
No. The subsidy is given to create a self-employment asset, and the vehicle must remain registered in the beneficiary's name. Early transfer can attract recovery of the subsidy, so confirm the lock-in condition in the sanction letter before selling.
