What is Sahkar Kisan Kalyan Yojana?

Sahkar Kisan Kalyan Yojana is an interest subvention scheme of the Cooperative Department, Government of Rajasthan. The scheme was announced in November 2024 and is described by the state as Rajasthan's first interest subvention scheme for long-term cooperative agricultural and non-agricultural loans. Where earlier subsidised credit in Rajasthan's cooperative sector was concentrated on short-term crop loans, Sahkar Kisan Kalyan Yojana extends the same logic to loans that run over several years and finance a capital asset.

Under Sahkar Kisan Kalyan Yojana, a farmer who borrows long-term from a primary cooperative land development bank or a central cooperative bank in Rajasthan and repays every instalment on schedule receives an interest subsidy from the state: 7 per cent on agricultural loans and 5 per cent on non-agricultural loans. The subsidy is not an upfront discount. It is earned by paying on time, which is exactly what the scheme is designed to reward. Rajasthan budgeted Rs 39.75 crore for the subsidy at announcement.

Locally the scheme is spoken of as Sahkar Kisan Kalyan Yojana and the benefit as byaj anudan, interest subsidy.

Main features

  • Applies to long-term cooperative loans, not short-term seasonal crop credit.
  • 7 per cent interest subsidy on agricultural purposes.
  • 5 per cent interest subsidy on non-agricultural purposes.
  • Effective borrowing cost falls to roughly 4 per cent on agricultural loans and roughly 3.5 per cent on non-agricultural loans.
  • Subsidy is strictly conditional on timely repayment of every instalment.
  • Lending institutions are primary cooperative land development banks and central cooperative banks in Rajasthan.

Who is eligible for Sahkar Kisan Kalyan Yojana?

You can take the benefit if:

  • You are a farmer in Rajasthan borrowing for an agricultural or allied purpose.
  • You are a member of the primary cooperative land development bank or the cooperative institution routing the loan.
  • Your loan is a long-term loan sanctioned by a primary cooperative land development bank or a central cooperative bank in Rajasthan.
  • You can offer the land security these long-term loans require, with a clean revenue record and a non-encumbrance certificate.
  • You repay each instalment on or before its due date.

You are not eligible, or you lose the benefit, if:

  • Your loan is from a commercial bank, a regional rural bank, a small finance bank or a private lender. The subvention is written for the cooperative long-term credit structure only.
  • You have taken a short-term crop loan, that is covered by Rajasthan's separate interest-free crop loan arrangement, not by this scheme.
  • You default or pay late. The subsidy is a reward for punctual repayment, and a missed instalment forfeits it for that period.
  • The land offered as security is encumbered or the revenue record is not in your name, in which case the underlying loan itself will not be sanctioned.
  • Your loan is used for a purpose other than the one sanctioned, which can trigger recall of the loan and withdrawal of the subsidy.

What can the long-term loan be used for?

Long-term cooperative loans in Rajasthan are typically taken for capital work on the farm rather than for running costs. Purposes commonly financed and cited for this scheme include:

  • Irrigation infrastructure: tubewells, pipelines, drip and sprinkler systems
  • Polyhouse and greenhouse construction
  • Solar installations on the farm
  • Vermicompost units
  • Sericulture, that is silkworm rearing
  • Beekeeping

Non-agricultural long-term purposes financed through the same cooperative structure attract the lower 5 per cent subvention.

How much is the subsidy worth?

Loan type Interest subsidy Effective rate after subsidy
Long-term agricultural loan 7 per cent about 4 per cent
Long-term non-agricultural loan 5 per cent about 3.5 per cent

The scale matters. On a Rs 10 lakh long-term agricultural loan repaid with all instalments on schedule, the 7 per cent subvention has been illustrated at about Rs 68,231 of interest subsidy over the loan term. For a farmer financing a polyhouse or a solar pump, that is the difference between a project that services itself and one that does not.

What documents are required?

Document Mandatory Notes
Jan Aadhaar card Yes Family identifier used across Rajasthan schemes
Aadhaar card Yes Borrower identity and account seeding
Jamabandi / girdawari Yes Current land record in the borrower's name

Cooperative membership proof Yes Membership of the lending cooperative institution

How to apply for Sahkar Kisan Kalyan Yojana

  1. Identify the right lender. Visit your primary cooperative land development bank (PLDB) branch, or the central cooperative bank branch serving your district. Only these institutions sanction the long-term loans that carry the subvention.
  2. Become a member of the cooperative institution if you are not already one, and complete the share-capital formality the bank prescribes.
  3. Apply for the long-term loan, stating the exact purpose, tubewell, polyhouse, solar unit, vermicompost, sericulture, beekeeping or another sanctioned purpose. Submit the land record, non-encumbrance certificate, Aadhaar, Jan Aadhaar, bank passbook and the cost estimate for the work.
  4. Complete the mortgage and documentation the bank requires for the land security, and collect a copy of the sanction letter with the repayment schedule. Read the instalment dates carefully — the whole subsidy turns on them.
  5. Take the disbursement and complete the financed work.
  6. Repay every instalment on or before its due date. Keep the receipts. The subsidy is credited on the strength of a clean repayment record.
  7. Confirm the subsidy credit with the branch after each repayment cycle, and ask for it in writing if the credit does not appear.

There is no separate citizen-facing online form for the subsidy. The benefit attaches to a qualifying loan account, which is why the application effectively is the loan application.

How do I check my loan and subsidy status?

Ask the branch that sanctioned the loan for a statement of account showing interest debited and subsidy credited. The Cooperative Department's own portal, rajsahakar.rajasthan.gov.in, hosts citizen status pages for cooperative loan schemes, and the Jan Soochna portal at jansoochna.rajasthan.gov.in publishes Cooperative Department scheme information for public checking. For a specific account, the branch record is the authoritative one.

Why applications get rejected or subsidy is withheld

  • Late or missed instalments. The commonest reason the subsidy stops.
  • Land record not clear: jamabandi not updated, mutation pending, or the land already mortgaged elsewhere.
  • Loan taken from a non-cooperative lender, which puts it outside the scheme.
  • Purpose mismatch, funds used for something other than the sanctioned work.
  • Membership formalities incomplete at the cooperative institution.
  • Aadhaar and Jan Aadhaar details mismatched, holding up account seeding and the subsidy credit.

Most of these are fixable before the loan is sanctioned rather than after, which is the argument for getting the land record and non-encumbrance certificate in order before you walk into the branch.

Help and grievance redressal

  • Registrar, Cooperative Societies, Rajasthan: Nehru Sahakar Bhawan, Bhawani Singh Road, Jaipur
  • Cooperative Department contact numbers: 0141-2740045 and 0141-2740737
  • Departmental email: reg.coop@rajasthan.gov.in
  • Rajasthan Sampark / CM Helpline: 181

If a branch delays a sanction without written reason, or the subsidy does not appear despite punctual repayment, escalate in writing to the Deputy Registrar, Cooperative Societies for your district and then to the Registrar's office in Jaipur. Keep the sanction letter and the repayment receipts; every escalation turns on those two documents.

Documents required

Jan Aadhaar card
Rajasthan's cooperative schemes are keyed to the family Jan Aadhaar number.
Aadhaar card
Identity proof for the borrower and for Aadhaar-seeding of the loan account.
Land records (jamabandi and girdawari)
Long-term cooperative loans are secured against land, so the revenue record must be current and in the borrower's name.
Non-encumbrance certificate
Confirms the land offered as security is free of prior charge.
Bank account passbook
The loan account and the subsidy credit both run through the cooperative bank account.
Project or quotation for the proposed work
For a tubewell, polyhouse, solar plant, vermicompost unit, sericulture or beekeeping proposal, the bank asks for a cost estimate or supplier quotation.
Membership of the cooperative bank or society
The borrower must be a member of the primary cooperative land development bank or the cooperative society through which the loan is routed.

Frequently asked questions

How much interest subsidy does Sahkar Kisan Kalyan Yojana give?

Sahkar Kisan Kalyan Yojana gives a 7 per cent interest subsidy on long-term cooperative agricultural loans and a 5 per cent subsidy on non-agricultural loans, payable only where the borrower repays instalments on time.

What interest do I actually end up paying?

After the subsidy the effective rate works out to about 4 per cent on agricultural loans and about 3.5 per cent on non-agricultural loans, against the normal long-term cooperative lending rate.

Which banks give these loans?

Primary cooperative land development banks and central cooperative banks operating in Rajasthan sanction the long-term loans that carry the subsidy. A loan from a commercial bank does not qualify under this scheme.

What happens if I miss an instalment?

The subsidy is conditional on timely repayment, so a missed or late instalment removes the benefit for that period and you carry the full contracted rate. This is the single most important condition in the scheme.

What can the long-term loan be used for?

Farmers typically use these long-term cooperative loans for irrigation works, polyhouse and greenhouse construction, solar installations, vermicompost units, sericulture and beekeeping. The bank sanctions against the specific purpose you apply for.

Do I apply on a website?

No separate online application exists for the subsidy. Apply for the long-term loan at the primary cooperative land development bank or central cooperative bank branch — the subsidy attaches to a qualifying loan account and is credited by the department.

How much money does this mean in practice?

On a Rs 10 lakh long-term agricultural loan repaid regularly, the 7 per cent subvention has been illustrated at about Rs 68,231 of interest subsidy over the loan term.

Is this the same as the interest-free short-term crop loan scheme?

No. Rajasthan's interest-free crop loan runs on short-term seasonal borrowing through gram sewa sahkari samitis. Sahkar Kisan Kalyan Yojana is the first subvention scheme built for long-term cooperative loans, which is what makes it distinct.
