Mukhyamantri Mangla Pashu Bima Yojana (Rajasthan Livestock Insurance Scheme)
Rajasthan state government scheme
Mukhyamantri Mangla Pashu Bima Yojana is the Rajasthan livestock insurance scheme that insures cattle free of premium, paying up to Rs 40,000 for a milch cow, buffalo or camel and Rs 4,000 per goat or sheep. Rajasthan targets 42 lakh animals. Jan Aadhaar holders register online at the MMPBY portal or app.
What is Mukhyamantri Mangla Pashu Bima Yojana?
Mukhyamantri Mangla Pashu Bima Yojana is the free livestock insurance scheme run by the Animal Husbandry and Dairy Department of the Government of Rajasthan. The scheme insures the milch and small animals owned by Rajasthan's pastoralist and farming families against death, and the state pays the entire premium so that the livestock keeper contributes nothing.
According to the Mangla Pashu Bima portal, the scheme exists to give "financial security and economic strengthening" to livestock keepers whose animals die. For a small dairy household in Rajasthan a single buffalo can represent the bulk of the family's monthly cash income, and its sudden death has historically pushed families straight to a moneylender. Mangla Pashu Bima Yojana is the state's answer to that risk.
Mukhyamantri Mangla Pashu Bima Yojana replaced the earlier Mukhyamantri Kamdhenu Pashu Bima Yojana after a change of government, so livestock keepers who remember the Kamdhenu name are looking for the same benefit under a new title. Locally the scheme is spoken of simply as Mangla Pashu Bima Yojana.
Main features
- Premium is paid in full by the Government of Rajasthan, the cover is free.
- Cover runs for one year from the date the policy is issued.
- The family, not the individual, is the unit, identification is by Jan Aadhaar.
- Only ear-tagged (RFID) animals can be insured.
- The 2025-26 cycle set a state-wide target of about 42 lakh animals, made up of roughly 10 lakh cows, 10 lakh buffaloes, 10 lakh sheep, 10 lakh goats and 2 lakh camels, and included animals carried forward from the 2024-25 round.
Who is eligible for Mangla Pashu Bima Yojana?
You can register if:
- You are a domiciled resident of Rajasthan who keeps livestock.
- Your family holds a valid Jan Aadhaar card, which is the identifier the scheme uses.
- The animal you want insured carries a valid RFID ear tag.
- The animal falls in an eligible category: milch cow, milch buffalo, goat, sheep or camel.
- The animal is in your possession and can be photographed with you at registration.
You cannot apply, or the animal is not eligible, if:
- The animal has no ear tag. This is the single most common reason a registration fails.
- You have no Jan Aadhaar number. The portal will not proceed past the first screen.
- You are trying to insure more than the per-family ceiling: more than 2 large milch animals, more than 10 goats, more than 10 sheep, or more than 1 camel.
- The animal is not a milch animal in the case of cattle and buffalo, the cover is written for milch stock.
- You are not domiciled in Rajasthan.
Where the number of applications runs past the district target, Rajasthan has given stated preference to Gopal Credit Card holder livestock keepers and to Lakhpati Didi livestock keepers, and has in past rounds used a computerised lottery to allot the available cover. The 2025-26 round was publicised as running on a first-come, first-served basis, which is why registering early in the window matters.
How much cover does Mangla Pashu Bima Yojana give?
| Animal | Maximum sum insured | Per-family limit |
|---|---|---|
| Milch cow | Rs 40,000 | 2 (or 1 cow + 1 buffalo) |
| Milch buffalo | Rs 40,000 | 2 (or 1 cow + 1 buffalo) |
| Goat | Rs 4,000 each | 10 |
| Sheep | Rs 4,000 each | 10 |
| Camel | Rs 40,000 | 1 |
A family insuring ten goats therefore carries a combined cover of up to Rs 40,000, the same ceiling as one large milch animal. The sum insured stated is a maximum: the amount actually settled is decided against the animal's assessed value and the policy terms, so a low-value animal will not automatically fetch the top figure.
The cover is an annual one. It does not roll forward on its own, when the department opens the next year's registration window, the livestock keeper has to register again for the new policy year.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Jan Aadhaar card | Yes | The scheme's primary family identifier |
| Aadhaar card | Yes | Identity of the livestock keeper |
| RFID ear tag number | Yes | Untagged animals are rejected |
| Photo with the animal | Yes | Uploaded during registration |
| Bank account details | Yes | For claim payment |
| Mobile number | Yes | For Jan Aadhaar OTP verification |
If your animal has no ear tag, the fix is not a document but a visit: go to your nearest government veterinary institution and get the animal tagged before the registration window closes.
How to apply for Mangla Pashu Bima Yojana online
- Open the official portal at mmpby.rajasthan.gov.in, or download the MMPBY mobile app published by the department. Each financial year the department opens a year-specific site. The 2025-26 round used mmpby2526.rajasthan.gov.in, so start from the main portal and follow the live registration link.
- Enter your Jan Aadhaar number and verify it with the OTP sent to your registered mobile number.
- Select the family member who keeps the livestock, and confirm the personal and address details pulled from the Jan Aadhaar record.
- Choose the animal category: milch cow, milch buffalo, goat, sheep or camel — and enter the number of animals within the per-family ceiling.
- Enter the RFID ear tag number for each animal being insured.
- Upload the photograph of yourself with the animal, plus the supporting documents.
- Submit the form and save the application or registration number shown on screen. This is the number you will need for status checks and at claim time.
How to register offline or with help
- Visit your nearest government veterinary hospital, dispensary or the block veterinary office with your Jan Aadhaar card and the tagged animal.
- Ask the veterinary officer or the para-veterinary staff to complete your MMPBY registration on the departmental app; field staff have been deployed to register livestock keepers during the window.
- Alternatively use an e-Mitra kiosk, which can complete the same online form on your behalf.
- Collect the acknowledgement carrying your registration number before leaving.
There is no premium to pay in either route. Anyone asking you for money to "get your animal insured" under this scheme is charging for something the state has already paid for.
How do I check my application and policy status?
Log back into the MMPBY portal or the MMPBY app with the same Jan Aadhaar number and open the application status option. The portal shows whether the registration has been received, whether the animal's tag has been verified, and whether the policy has been issued for the year. Keep the registration number handy; status enquiries at the veterinary institution are also traced by that number.
What to do if the insured animal dies
- Inform the nearest government veterinary institution immediately. Do not dispose of the carcass first, the claim depends on the animal being examined.
- Ensure the post-mortem is conducted by the veterinary officer and that the ear tag is recovered and recorded. A missing tag is the commonest cause of a rejected claim.
- Submit the claim papers: post-mortem report, tag, policy or registration number and bank details; through the veterinary institution to the insurer.
- Follow up with the district Animal Husbandry office if the settlement is delayed.
Why registrations and claims get rejected
- Animal not ear-tagged, or the tag number entered does not match the animal.
- Ear tag not recovered at the time of death, so the animal cannot be identified as the insured one.
- No post-mortem carried out by a government veterinary officer.
- Per-family ceiling exceeded, a second registration for the same Jan Aadhaar beyond the permitted count.
- Jan Aadhaar details mismatched with Aadhaar, so OTP verification fails.
- Registration filed after the window closed, or after the district target was exhausted in a first-come, first-served round.
Key dates
Mangla Pashu Bima Yojana opens a short registration window each financial year rather than staying open all year. The 2024-25 window ran from 13 December 2024 to 12 January 2025. Because the window is measured in weeks and the state target is finite, livestock keepers should treat the opening announcement as the deadline signal and register in the first days.

Frequently asked questions
How much does Mangla Pashu Bima Yojana cost the livestock keeper?
Nothing. Mukhyamantri Mangla Pashu Bima Yojana is a fully premium-free scheme — the Government of Rajasthan pays the entire insurance premium. No registration fee, agent fee or processing charge is payable by the livestock keeper at any stage.
How many animals can one family insure?
A family can insure a maximum of 2 milch cows, or 2 milch buffaloes, or 1 cow and 1 buffalo together, or up to 10 goats, or up to 10 sheep, or 1 camel. The limits are per Jan Aadhaar family, not per person.
How much money is paid if the insured animal dies?
Mukhyamantri Mangla Pashu Bima Yojana pays a maximum sum insured of Rs 40,000 for a milch cow, Rs 40,000 for a milch buffalo, Rs 40,000 for a camel and Rs 4,000 per goat or sheep. Ten insured goats therefore carry a combined cover of up to Rs 40,000.
Is an ear tag compulsory?
Yes. Only animals carrying a valid RFID ear tag can be insured. Rajasthan uses the tag number to identify the animal at claim time, and an untagged animal is treated as ineligible even if the family is otherwise qualified.
Who gets preference when applications exceed the target?
Rajasthan has given stated preference to Gopal Credit Card holders and Lakhpati Didi livestock keepers, and where applications still exceed the district target the department has used a lottery-based selection. The 2025-26 cycle was publicised as first-come, first-served.
Where do I register?
Register on the MMPBY portal at mmpby.rajasthan.gov.in or through the MMPBY mobile app. Each financial year the department publishes a year-specific registration site, and the 2025-26 cycle used mmpby2526.rajasthan.gov.in.
What was this scheme called earlier?
Mukhyamantri Mangla Pashu Bima Yojana replaced the earlier Mukhyamantri Kamdhenu Pashu Bima Yojana. Livestock keepers searching for the older name will find the same free cattle-insurance benefit under the Mangla name.
Does the scheme cover death from disease as well as accident?
The scheme is framed around financial protection for the death of the insured animal, and claim admissibility is decided by the insurer against the policy terms and the veterinary post-mortem report. Report any death to the nearest veterinary institution immediately rather than assuming a category is excluded.
