What is Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana?

Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana is a Rajasthan scheme that pays for women and girls to take professional certification courses in computer literacy, financial accounting and spoken English, free of charge. The Women and Child Development Department of the Government of Rajasthan is the nodal department, and the training is delivered by Rajasthan Knowledge Corporation Limited (RKCL) through its network of authorised training centres, called IT Gyan Kendras. The scheme is sometimes searched as Mukhyamantri Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana or simply the free RS-CIT course for women.

The scheme addresses a narrow but real problem. Rajasthan has a wide gender gap in digital skills, and the standard RKCL course fee is enough to keep many women from enrolling: particularly widows, divorced women and women from low-income households. Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana removes the fee entirely for eligible women, so the only cost of enrolling is the applicant's time.

Three courses are covered:

Course Full name Duration Minimum education Age band
RS-CIT Rajasthan State Certificate Course in Information Technology 132 hours, about 3 months Class 10 pass 18 to 40
RS-CFA Rajasthan State Certificate Course in Financial Accounting 100 hours Class 12 pass 18 to 40
RS-CSEP Rajasthan State Certificate in Spoken English and Personality Development 130 hours Class 12 pass 18 to 45

RS-CIT is the best known of the three and is widely recognised in Rajasthan for clerical and data entry roles, including as a qualifying credential in some state recruitment. RS-CFA suits women aiming at accounts and Tally-based bookkeeping work. RS-CSEP targets spoken English and interview confidence, which is why it carries the higher age ceiling of 45.

Main features

  • Zero course fee, the department bears the full cost.
  • Delivered through RKCL IT Gyan Kendras across Rajasthan.
  • Certification issued by RKCL on passing, subject to 65 per cent attendance.
  • One course per beneficiary, first-time applicants only.
  • Application online at myrkcl.com, or through an e-Mitra kiosk.

Who is eligible for the free training?

You can enrol if:

  • You are a woman or girl. The scheme is exclusively for women.
  • You are domiciled in Rajasthan.
  • You are at least 18 years old, and within the upper age limit for the course chosen: 40 for RS-CIT and RS-CFA, 45 for RS-CSEP.
  • You have passed Class 10 for RS-CIT, or Class 12 for RS-CFA and RS-CSEP.
  • You are a first-time applicant under this scheme.
  • Your name appears in a Rajasthan Jan Aadhaar family record.

You are not eligible if:

  • You are male, men cannot apply under any circumstance.
  • You are below 18, or above 40 for RS-CIT and RS-CFA, or above 45 for RS-CSEP.
  • You are not domiciled in Rajasthan.
  • You do not hold the required Class 10 or Class 12 pass certificate for the course you want.
  • You have already taken a free course under this scheme. The benefit is once per beneficiary; a woman who completed free RS-CIT cannot come back for free RS-CFA.
  • You are already enrolled in the same course through a paid RKCL admission.

Priority within the eligible pool typically goes to widows, divorced women, women deserted by their husbands and survivors of violence, which is why the document list includes a divorce decree, a husband's death certificate or an FIR copy as conditional documents. These are needed only if you are claiming that priority, not by every applicant.

What documents are required?

Document Mandatory Notes
Jan Aadhaar card Yes The application is filed against the family record
Aadhaar card Yes Identity at registration and at the centre
Class 10 or Class 12 marksheet Yes Class 10 for RS-CIT, Class 12 for RS-CFA and RS-CSEP
Passport photograph Yes Recent, uploaded online
Rajasthan domicile proof Yes Residence in the state
Divorce decree / death certificate / FIR copy Conditional Only where priority as a widow, divorced woman or survivor of violence is claimed

How to apply for the free RKCL course for women

  1. Choose your course first: RS-CIT, RS-CFA or RS-CSEP — and confirm you meet its age and education requirement. Applying for a course whose qualification you do not hold is the most common wasted application.
  2. Scan your documents: Jan Aadhaar, Aadhaar, the marksheet, domicile proof and a passport photograph, each within the size limits the portal specifies.
  3. Open the RKCL portal at myrkcl.com and go to the Women and Child Development scheme registration section for this scheme.
  4. Register with your Jan Aadhaar number and select your own name from the family members listed.
  5. Fill the application form with your personal details, educational qualification and the course you want, and choose your IT Gyan Kendra. Pick a centre you can realistically travel to, because the 65 per cent attendance rule is enforced at that centre.
  6. Upload the documents and submit the form, then save or print the acknowledgement carrying your application or registration number.
  7. Wait for allotment. Selection is against the seats allotted to each centre. Once selected, report to your IT Gyan Kendra with the original documents to complete admission.
  8. Attend the course and appear for the RKCL examination to receive the certificate.

How to apply through an e-Mitra kiosk

  1. Visit your nearest e-Mitra kiosk with your Jan Aadhaar, Aadhaar, marksheet, domicile proof and a photograph.
  2. Ask the operator to file the Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana application on the RKCL portal against your Jan Aadhaar number.
  3. Choose your course and your preferred IT Gyan Kendra.
  4. Collect the printed acknowledgement with the registration number, and pay only the small notified e-Mitra service charge: there is no course fee.

How to check your application status

  1. Open myrkcl.com and log in to the scheme registration section with the credentials created at application.
  2. Enter your registration or application number.
  3. The screen shows whether your application is submitted, selected, allotted to a centre or rejected.
  4. For anything unclear, contact your chosen IT Gyan Kendra directly. The centre knows its own seat allotment and admission dates: or the RKCL helpline on 0141-5159700.

Why do applications get rejected?

  • Qualification does not match the course. A Class 10 pass applying for RS-CFA or RS-CSEP is rejected outright, since both need Class 12.
  • Age outside the band for the chosen course, especially applicants over 40 applying for RS-CIT when only RS-CSEP goes to 45.
  • Applicant not listed in a Jan Aadhaar record, or a name mismatch between Jan Aadhaar, Aadhaar and the marksheet.
  • Repeat claim, a free course already taken under this scheme.
  • Illegible or oversized document uploads, a routine and easily avoided cause.
  • Seats exhausted at the chosen IT Gyan Kendra, in which case applying with a different centre in the next cycle usually works.

What it takes to actually get the certificate

Enrolment is not the same as certification. RKCL requires a minimum of 65 per cent attendance at the allotted centre and a pass in the RKCL examination before the certificate is issued. Women who enrol and then attend irregularly lose both the certificate and their one-time entitlement under the scheme, since the benefit is limited to first-time applicants. Choosing a centre within easy travelling distance at the time of registration is therefore the single most practical decision in the whole process.

Admission runs in cycles rather than continuously, with the department and RKCL announcing a registration window and a last date for each round. Check myrkcl.com for the window currently open before assuming applications are being accepted on any given day.

Where to get help

  • RKCL helpline: 0141-5159700, for portal problems, registration failures and course or examination queries.
  • Your IT Gyan Kendra, for admission dates, seat allotment, class timings and attendance records.
  • District Women and Child Development office, for eligibility and priority category questions.
  • Rajasthan Sampark on 181 or sampark.rajasthan.gov.in, for a written grievance with a tracking number.

There is no course fee and no application fee. No agent can secure a seat for a payment, and no official or centre will ask you for an OTP or a bank password.

Frequently asked questions

Which courses are free under Nari Shakti Prashikshan Evam Kaushal Samvardhan Yojana?

Three RKCL certification courses are offered free — RS-CIT computer literacy of 132 hours over about three months, RS-CFA financial accounting of 100 hours, and RS-CSEP spoken English and personality development of 130 hours.

What is the age limit for this scheme?

Applicants must be at least 18. The upper limit is 40 years for RS-CIT and RS-CFA and 45 years for the RS-CSEP spoken English and personality development course.

What educational qualification is needed?

RS-CIT requires a Class 10 pass. RS-CFA and RS-CSEP both require a Class 12 pass, because the accounting and English syllabi assume a higher base.

Do I have to pay any course fee?

No. The course fee is borne by the Women and Child Development Department, which is the whole point of the scheme. Only the small notified e-Mitra service charge applies if you file the form at a kiosk.

Can I take more than one course under the scheme?

No. The benefit is limited to first-time applicants, one course per beneficiary. A woman who has already taken a free RKCL course under this scheme cannot claim a second one.

Is attendance compulsory to get the certificate?

Yes. A minimum of 65 per cent attendance at the training centre is required before the certificate is issued, along with passing the RKCL examination.

Who cannot apply for this scheme?

Men, women below 18 or above the course age ceiling, women who are not domiciled in Rajasthan, applicants without the required Class 10 or Class 12 pass, and women who have already taken a free course under the scheme are not eligible.

Where do the classes actually happen?

At an RKCL-authorised IT Gyan Kendra, the network of training centres RKCL runs across Rajasthan. You choose your centre during online registration, so pick one close to home before seats fill.
