What is Mukhyamantri Yuva Swarojgar Yojana?

Mukhyamantri Yuva Swarojgar Yojana is a Rajasthan self-employment credit scheme that gives young people interest-free bank loans to start or expand a business. Chief Minister Bhajanlal Sharma formally launched the scheme on 12 January 2026, National Youth Day, and the Industries and Commerce Department of the Government of Rajasthan is the implementing department. The scheme is notified as operational until 31 March 2029.

The design is simple. The bank lends in the normal way and carries the credit risk; the state government pays 100 per cent of the interest on the sanctioned loan. The borrower repays only the principal. This removes the single biggest deterrent for a first-time entrepreneur, the monthly interest outgo during the period when the venture is not yet earning.

Mukhyamantri Yuva Swarojgar Yojana is not an unemployment allowance and should not be confused with Mukhyamantri Yuva Sambal Yojana, the separate Rajasthan scheme that pays a monthly allowance to educated unemployed youth. Yuva Swarojgar is credit for a venture; Yuva Sambal is an allowance while job-hunting. Readers often search the credit scheme in Hindi as Yuva Swarojgar Yojana or CM Yuva Swarozgar loan.

Main features

  • Interest-free loan, the state bears the full interest cost.
  • Loan ceilings from Rs 3.5 lakh to Rs 10 lakh depending on education and sector.
  • Open to applicants aged 18 to 45 who are permanent residents of Rajasthan.
  • Covers MSME manufacturing, services, trading, tourism, renewable energy, agriculture and allied activity, animal husbandry and technology ventures.
  • Applications made online through the Rajasthan SSO portal.
  • Short-term skill training available through the Rajasthan Skill and Livelihoods Development Corporation (RSLDC).
  • Scheme window: 12 January 2026 to 31 March 2029.

How much loan is available?

The ceiling depends on two things; how far the applicant studied, and whether the venture is manufacturing or service and trading.

Applicant's education Service / trading venture Manufacturing venture
Class 8 to Class 12 pass Up to Rs 3.5 lakh Up to Rs 7.5 lakh
Graduate or ITI holder Up to Rs 5 lakh Up to Rs 10 lakh

Manufacturing carries the higher ceiling because plant, machinery and premises cost more than a service setup. The figures are maximums, not entitlements. The bank sanctions against the appraised project cost, so a Rs 4 lakh project gets a Rs 4 lakh loan even if the applicant's ceiling is Rs 10 lakh.

A margin money contribution of about 10 per cent of the project cost is expected from the applicant, subject to a cap that varies with the education category. Because the exact cap is set in the scheme guidelines and can be revised, confirm the number with your District Industries Centre before you finalise the project cost rather than relying on a figure found online.

Who is eligible for Mukhyamantri Yuva Swarojgar Yojana?

You can apply if:

  • You are aged 18 to 45 years on the date of application.
  • You are a permanent resident of Rajasthan.
  • You have passed at least Class 8.
  • You are starting a new venture or expanding an existing one in an eligible sector.
  • You have a clean credit record and are not in default to any bank or financial institution.

Beyond individuals, the scheme also accepts applications from registered partnership firms, LLPs, companies, societies, Hindu Undivided Families and self-help groups, which matters for group ventures and for producer collectives that want machinery finance.

You cannot apply if:

  • You are under 18 or over 45 years of age.
  • You are not a permanent resident of Rajasthan.
  • You have not passed Class 8.
  • You are a defaulter to a bank or financial institution, or your name appears in a wilful defaulter list.
  • You have already taken the benefit of a comparable state self-employment loan or interest subsidy scheme for the same activity; double-dipping on the same project is not allowed.
  • You are seeking finance for a purpose that is not an income-generating venture, such as repaying an existing personal loan or buying a vehicle for personal use.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity, SSO authentication and bank KYC
Jan Aadhaar card Yes Links to the Rajasthan family record
Rajasthan domicile certificate Yes Residence proof
Education certificate Yes Class 8 minimum; decides the loan ceiling
Age proof Yes Must show 18 to 45 years
Project report Yes Activity, cost, machinery, working capital, projections
Bank passbook Yes Disbursement and repayment account
Machinery quotations No Supports the project cost at appraisal
Entity registration papers No For firms, LLPs, companies, societies, HUFs and SHGs

The project report is the document that decides most cases. A weak one-page note gets returned; a report that names the product or service, the premises, the machinery with quotations, the working capital cycle and a month-by-month sales estimate is what a bank branch can actually appraise.

How to apply for Mukhyamantri Yuva Swarojgar Yojana

  1. Create or log in to your SSO ID at sso.rajasthan.gov.in. Registration is possible with a Jan Aadhaar number, a Bhamashah number or a Google ID.
  2. Open the scheme application from the SSO dashboard by searching for Mukhyamantri Yuva Swarojgar Yojana among the listed services.
  3. Fill the applicant details: name, age, Jan Aadhaar, address, category and educational qualification. The qualification you enter determines the loan ceiling the form will allow.
  4. Enter the project details; sector, proposed activity, location, total project cost, your margin money contribution and the loan amount sought.
  5. Upload the documents, including the project report, education certificate, domicile certificate and machinery quotations where applicable.
  6. Submit the application and note the application or reference number shown on screen. Keep it; every follow-up needs it.
  7. Attend the District Industries Centre if called. The DIC scrutinises the application and forwards eligible cases to a bank branch.
  8. Complete the bank formalities. The branch appraises the project, sanctions the loan and disburses it, usually in stages tied to the purchase of machinery or the setting up of premises.

What happens after you apply?

Mukhyamantri Yuva Swarojgar Yojana runs on a two-stage flow that applicants frequently misread. The online submission is not a sanction. The application is first scrutinised at the district level for eligibility — age, residence, education, sector, and only then forwarded to a bank. The bank makes the credit decision on its own commercial appraisal. A district-level clearance therefore does not guarantee a loan, and a bank may ask for a revised project report or a different loan amount.

Interest subsidy is not paid to you in cash. The state settles the interest with the lending bank, which is why the borrower sees an interest-free repayment schedule covering principal only. Keeping the loan account regular matters: if the account slips into default, the interest support for that account is at risk and normal recovery rules apply.

Skill support is available in parallel. Beneficiaries can take short-term skill development programmes through the Rajasthan Skill and Livelihoods Development Corporation (RSLDC), which is useful for a first-time entrepreneur who has the trade skill but not the accounting, GST or marketing side.

How to check your application status

  1. Log in to sso.rajasthan.gov.in with the same SSO ID used to apply.
  2. Open the scheme application module and select the status or "my applications" view.
  3. Enter your application number to see the current stage; submitted, under district scrutiny, forwarded to bank, sanctioned or rejected.
  4. For anything showing as pending with the bank, follow up directly with the branch to which the case was forwarded, and with the District Industries Centre for anything pending at the district stage.

Why do applications get rejected?

  • Age outside 18 to 45 on the date of application.
  • Domicile not established, a Rajasthan address is not the same as a Rajasthan domicile certificate.
  • Education certificate below Class 8, or a certificate that does not support the higher ceiling claimed.
  • Weak or copied project report that the bank cannot appraise.
  • Existing default or an adverse credit record.
  • Duplicate benefit already availed under another state self-employment loan scheme for the same activity.
  • Ineligible purpose, such as personal consumption or refinancing an old loan.

Most rejections are fixable. Correct the specific defect: get the domicile certificate, rebuild the project report with quotations, clear the outstanding default, and re-apply through the same SSO route.

Where to get help

  • District Industries Centre (DIC) of your district, the first point of contact for scheme guidelines, margin money limits, project report help and applications stuck at the district stage.
  • Rajasthan Industries and Commerce Department at industries.rajasthan.gov.in for scheme notifications and circulars.
  • Rajasthan Sampark on 181 or sampark.rajasthan.gov.in for a formal written grievance with a tracking number.
  • Your lending bank branch for anything relating to sanction, disbursement, the repayment schedule or the interest subsidy credited to the account.

Applying is free. No agent can arrange a sanction for a fee, and no bank or government official will ask for an OTP or a bank password.

Frequently asked questions

How much loan can I get under Mukhyamantri Yuva Swarojgar Yojana?

Applicants who have passed Class 8 to Class 12 can get up to Rs 3.5 lakh for a service or trading venture and up to Rs 7.5 lakh for manufacturing. Graduates and ITI holders can get up to Rs 5 lakh for service or trading and up to Rs 10 lakh for manufacturing.

Is the loan really interest-free?

Yes. The loan is a normal bank loan, but the entire interest component on the sanctioned amount is borne by the Government of Rajasthan as a 100 per cent interest subsidy. The borrower repays the principal.

What is the age limit for Mukhyamantri Yuva Swarojgar Yojana?

18 to 45 years on the date of application. Below 18 and above 45 you cannot apply as an individual beneficiary.

Who cannot apply for this scheme?

Non-residents of Rajasthan, applicants outside the 18 to 45 age band, people who have not passed at least Class 8, and bank defaulters are not eligible. An applicant who has already taken benefit under a comparable state self-employment loan scheme for the same activity is also excluded.

Do I have to put in any money of my own?

Yes. A margin money contribution of about 10 per cent of the project cost is expected, subject to a cap that varies with the applicant's education category. Confirm the exact figure with the District Industries Centre before finalising your project cost.

Until when is the scheme open?

The scheme is notified as operational from 12 January 2026 until 31 March 2029, so applications are accepted through that window rather than by a single annual last date.

Which sectors are covered?

MSME manufacturing, services, trading, tourism, renewable energy, agriculture and allied activities, animal husbandry and technology-based ventures are all covered. The project must be a genuine income-generating activity, not a salaried job.

Do beneficiaries get any training?

Yes. Short-term skill development programmes are offered through the Rajasthan Skill and Livelihoods Development Corporation so that first-time entrepreneurs can build the technical and business skills their venture needs.
