What is Mukhyamantri Nari Shakti Udyam Protsahan Yojana?

Mukhyamantri Nari Shakti Udyam Protsahan Yojana is a women's enterprise financing scheme run by the Department of Industries and Commerce, Government of Rajasthan. The scheme, often written in Hindi as Mukhyamantri Nari Shakti Udyam Protsahan Yojana, is the renamed and revised version of the earlier Indira Mahila Shakti Udyam Protsahan Yojana, and it keeps the same basic architecture: a woman borrows from a scheduled bank, and the state government pays a slice of the project cost as a one-time capital subsidy directly into her loan account.

The scheme exists because the biggest single barrier reported by first-time women entrepreneurs in Rajasthan is not the idea but the margin money and the collateral. Mukhyamantri Nari Shakti Udyam Protsahan Yojana attacks both. It reduces the effective capital the borrower has to service by 25 to 30 per cent, and it makes loans up to Rs 10 lakh collateral-free, so a woman who does not own property in her own name is not shut out at the first step.

Key features

  • Loan of up to Rs 50 lakh for an individual woman entrepreneur.
  • Loan of up to Rs 1 crore for a registered women's self-help group, cluster or federation.
  • Capital subsidy of 25 per cent of project cost for general category women.
  • Capital subsidy of 30 per cent for SC/ST women, widows, divorced and abandoned women, victims of violence, and women with disabilities.
  • Subsidy ceiling of Rs 15 lakh per case.
  • No collateral for loans up to Rs 10 lakh; CGTMSE guarantee cover above that, with the guarantee fee borne by the borrower.

Who is eligible for Mukhyamantri Nari Shakti Udyam Protsahan Yojana?

You can apply if:

  • You are a woman aged 18 years or above on the date of application.
  • You are a permanent resident of Rajasthan and hold a domicile or bonafide certificate.
  • You are starting a new enterprise or expanding an existing one in manufacturing, services, dairy, agro-processing, or trading within the trading sub-limit.
  • Your family has not taken a benefit under any other employment-oriented grant scheme of the central or state government in the last five years.
  • No member of your family is a defaulter of a bank or financial institution.
  • You are applying as a group and the group, a self-help group, cluster or federation, is registered with the state government and all its members are women.

You cannot apply if:

  • You are not a permanent resident of Rajasthan, even if the enterprise will be located in the state.
  • You are below 18 years of age.
  • Your husband, or you yourself, is a bank defaulter, or a family member has drawn a similar employment-linked grant within five years.
  • The proposed activity is on the negative list, meat and slaughter products, liquor and intoxicants, tobacco, explosives, vehicles costing more than Rs 10 lakh, or any item banned by the government.
  • Your proposal is a pure trading business above the trading sub-limit of about Rs 10 lakh. Trading is supported, but not at the full Rs 50 lakh ceiling.

A man cannot apply in his own name and cannot be a co-borrower substituting for the woman entrepreneur โ€” the enterprise must be owned and run by the woman applicant.

How much money does the scheme actually give?

Mukhyamantri Nari Shakti Udyam Protsahan Yojana does not hand cash to the applicant. The bank sanctions and disburses the loan; the Industries Department then releases the subsidy amount to that loan account, which reduces the principal the borrower has to repay.

Applicant Loan ceiling Subsidy rate Subsidy ceiling
General category woman Rs 50 lakh 25% of project cost Rs 15 lakh
SC/ST, widow, divorced, abandoned, violence-victim or disabled woman Rs 50 lakh 30% of project cost Rs 15 lakh
Registered women's SHG, cluster or federation Rs 1 crore 25-30% as applicable Rs 15 lakh per case as notified

Two practical points follow from this design. First, the subsidy is back-ended, it arrives after sanction and disbursement, not before, so the applicant must be able to clear the bank's own appraisal on merit. Second, the subsidy is calculated on project cost, which is the figure in the appraised project report, not on the loan amount alone. A weak or padded project report is the most common reason a case that "should have" got Rs 15 lakh receives less.

How to apply for Mukhyamantri Nari Shakti Udyam Protsahan Yojana

  1. Create a Rajasthan SSO ID at sso.rajasthan.gov.in using your Aadhaar number, Jan Aadhaar number or mobile number, if you do not already have one.
  2. Log in to the SSO dashboard and open the Department of Industries and Commerce application service, then select this scheme from the list.
  3. Fill the application form with your personal details, category, proposed enterprise, location, project cost and the bank branch through which you want the loan routed.
  4. Upload the scanned documents listed above, including the detailed project report, and submit the form.
  5. Note down the application reference number shown on screen. Every later query, at the district industries centre or at the bank, will need it.
  6. Attend the verification stage. Cases with a project cost up to Rs 10 lakh are forwarded straight to the selected bank branch. Cases above Rs 10 lakh go first to the District Level Task Force Committee, chaired at district level, which recommends the case before it reaches the bank.
  7. Complete the bank's own documentation once the branch calls you, and collect the sanction letter. The subsidy claim is raised by the department against this sanction.

How to apply offline or with help

  1. Visit your District Industries Centre (DIC) with the same document set. Every district in Rajasthan has one, and the officer there can file the online form on your behalf.
  2. Alternatively, visit an e-Mitra kiosk, which can create your SSO ID and submit the form for a small government-notified charge.
  3. For SHG applications, approach the Rajasthan Grameen Aajeevika Vikas Parishad (RAJEEVIKA) block office, which maintains SHG records and can certify group registration.

How do I check my application status?

Log back into sso.rajasthan.gov.in, open the Industries Department service and use the application tracking option with your reference number. The status moves through submitted, DIC verification, task force recommendation where applicable, bank forwarded, sanctioned, disbursed and subsidy released. If the status sits at "bank forwarded" for more than a few weeks, the delay is at the branch and should be raised with the branch manager and the DIC together, since the department cannot release subsidy until the bank sanctions.

Why applications get rejected

  • Weak or missing project report. The single largest cause. A one-page note is not a project report; the bank needs cost of machinery, working capital cycle and repayment capacity.
  • Family already benefited under another employment-linked grant scheme within five years, which the Jan Aadhaar linkage will reveal.
  • Defaulter record against the applicant or a family member.
  • Domicile not proved, an Aadhaar with a Rajasthan address is not a substitute for a domicile or bonafide certificate.
  • Negative-list activity proposed, such as liquor or tobacco.
  • Mismatch between Jan Aadhaar, Aadhaar and bank account names, which stalls subsidy release even after sanction.

Most of these are fixable. A rejected application can be refiled after the defect is cured; there is no bar on reapplying.

Where do I complain?

  • Industries Department contact: 0141-2716452
  • District Industries Centre of your district, for case-level delays
  • Rajasthan Sampark grievance portal and helpline 181, the state's general public grievance route, for unresolved delays

No official or agent is authorised to charge a fee for getting your application approved. The application itself is free, and the only legitimate charges are the bank's processing fee, the CGTMSE guarantee fee where applicable, and the standard e-Mitra service charge.
