Mukhyamantri Kamdhenu Pashu Bima Yojana
Rajasthan state government scheme
Mukhyamantri Kamdhenu Pashu Bima Yojana was a Rajasthan cattle insurance scheme launched in 2023 that insured 2 milch animals per family for Rs 40,000 each, free for households earning up to Rs 8 lakh a year. The scheme has since been replaced by Mukhyamantri Mangla Pashu Bima Yojana, which now takes new registrations.
What was Mukhyamantri Kamdhenu Pashu Bima Yojana?
Mukhyamantri Kamdhenu Pashu Bima Yojana was a cattle insurance scheme of the Animal Husbandry and Dairying Department, Government of Rajasthan. The scheme was announced in the 2023-24 state budget and rolled out from 2023, with the aim of giving milch-animal owners a financial cushion against the sudden death of a cow or buffalo. Livestock keepers commonly called it the Kamdhenu Pashu Bima Yojana or, in speech, simply the "Kamdhenu bima".
Kamdhenu Pashu Bima Yojana was built around one clear promise: Rs 40,000 of insurance cover per milch animal, for up to 2 animals per family, at no premium cost to the ordinary livestock-keeping household. Rajasthan holds one of the largest livestock populations of any Indian state, and the department's stated expectation at launch was that more than 20 lakh cattle-keeping families would come inside the cover.
The current position matters more than the history. After the change of government in Rajasthan, the livestock insurance programme was restructured and renamed. Free animal insurance is now delivered under Mukhyamantri Mangla Pashu Bima Yojana, which runs from mmpby.rajasthan.gov.in and covers a wider set of animals. A livestock keeper looking for cover today should register there, not under the Kamdhenu name. This page exists because the Kamdhenu name is still what many keepers search for and still appears on old notices at veterinary institutions.
What did Kamdhenu Pashu Bima Yojana pay?
| Item | Position under the scheme |
|---|---|
| Sum insured per animal | Rs 40,000 |
| Animals per family | 2 |
| Maximum family cover | Rs 80,000 |
| Premium for families earning up to Rs 8 lakh a year | Nil: fully paid by the state |
| Contribution above that income line | Reported at up to Rs 200 per animal per year |
| Policy term | One year |
| Animals covered | Milch cows and milch buffaloes |
The payout was triggered by the death of the insured animal during the policy year, certified by a government veterinary officer, with the ear tag recovered from the carcass as proof of identity.
Who was eligible, and who was not eligible?
A livestock keeper could be covered if:
- The keeper was a permanent resident of Rajasthan holding a Jan Aadhaar card.
- The animal was a milch cow or milch buffalo owned by the family.
- The animal carried a valid ear tag, or accepted tagging at verification.
- The family had not already used up its two-animal limit.
A livestock keeper was not eligible, or the animal could not be insured, if:
- The family had no Jan Aadhaar card, which was the mandatory registration key.
- The animal was already insured under any other government or private livestock policy.
- The animal was untagged and tagging was refused.
- The animal was not a milch animal — dry stock, bulls and draught animals fell outside the definition used by the scheme.
- The family attempted to insure a third animal in the same policy year.
Households earning more than Rs 8 lakh a year were not excluded outright; they were shifted from free cover to a small capped contribution.
How to apply for livestock insurance in Rajasthan now
Because Kamdhenu Pashu Bima Yojana no longer accepts registrations, the working route is the successor scheme. The steps are:
- Open mmpby.rajasthan.gov.in during an announced registration window and choose the registration or survey form for the current financial year.
- Enter your Jan Aadhaar number and verify the OTP sent to the mobile number registered against it.
- Add each animal separately, species, sex, age, daily milk yield for milch animals, and the ear tag number where one already exists.
- Submit the form and save the acknowledgement number.
- If your application is selected in the lottery, allow the veterinary team to verify and tag the animal, then collect the policy document once it is issued.
If the portal is difficult to use, take your Jan Aadhaar card and animal details to the nearest government veterinary hospital, dispensary or sub-centre, or to an e-Mitra kiosk, and ask for the registration to be completed for you. No premium is charged to the keeper.
How did claims work under Kamdhenu Pashu Bima Yojana?
The claim process under Kamdhenu, and under the scheme that replaced it, follows the same veterinary chain of evidence:
- Report the death the same day to the nearest government veterinary institution, before the carcass is disposed of.
- A veterinary officer performs the post-mortem and issues a death certificate.
- The ear tag is recovered from the carcass and attached to the claim file.
- The claim form goes in with the policy document, post-mortem report, death certificate, tag and bank details.
- The approved amount is transferred to the owner's bank account.
Missing tags and late reporting were the two reasons claims most often failed. A carcass disposed of before the veterinary officer arrives leaves no way to establish that the dead animal was the insured animal.
Why did the scheme change?
Rajasthan's livestock insurance programme was reorganised after the 2023 assembly election. The redesigned scheme, Mangla Pashu Bima Yojana, differs from Kamdhenu in three practical ways that matter to a keeper:
- Wider species coverage. Kamdhenu covered milch cows and buffaloes only. Mangla also covers female goats, female sheep and camels.
- Different per-animal ceilings by species. Milch animals and camels are insured up to Rs 40,000, while goats and sheep are insured up to Rs 4,000 each.
- Valuation tied to yield. Under Mangla, a milch cow is valued at Rs 3,000 per litre of daily yield and a buffalo at Rs 4,000 per litre, subject to the Rs 40,000 ceiling, instead of a single flat figure for every animal.
The Jan Aadhaar-based registration, the ear-tag requirement, the two-milch-animal family cap and the fully state-paid premium carried over largely unchanged, so a keeper familiar with Kamdhenu will recognise most of the process.
Documents to keep ready
- Jan Aadhaar card of the family.
- Aadhaar card of the animal owner.
- Ear tag numbers of the animals to be insured.
- Bank passbook with an active, Aadhaar-seeded account.
- Mobile number linked to Jan Aadhaar, for OTP.
- Caste certificate, only if a Scheduled Caste or Scheduled Tribe reservation is being claimed in the selection draw.
Where to get help
- Rajasthan CM Helpline: 181 for scheme grievances.
- District Nodal Officer, Animal Husbandry Department, for valuation disputes, tagging problems and claim delays.
- Nearest government veterinary hospital, dispensary or sub-centre, which handles both registration assistance and claim intimation.
No fee is payable to any individual to have an animal enrolled. Anyone asking for money to "get your animal on the list" is not acting for the department.

Frequently asked questions
Is Mukhyamantri Kamdhenu Pashu Bima Yojana still open?
No. Mukhyamantri Kamdhenu Pashu Bima Yojana is no longer taking fresh registrations. Free livestock insurance in Rajasthan is now delivered under Mukhyamantri Mangla Pashu Bima Yojana, which registers applicants at mmpby.rajasthan.gov.in.
How much cover did Kamdhenu Pashu Bima Yojana provide?
Kamdhenu Pashu Bima Yojana insured each eligible milch animal for Rs 40,000, with a maximum of 2 animals per family, giving a family cover of up to Rs 80,000 for one year.
Did livestock keepers pay a premium?
Households with annual income up to Rs 8 lakh paid no premium at all. Above that income line, the owner paid a capped contribution reported at up to Rs 200 per animal per year, with the state meeting the rest.
What animals were covered?
Only milch animals — cows and buffaloes in milk — were covered under Kamdhenu Pashu Bima Yojana. The successor Mangla scheme widened this to include goats, sheep and camels.
Who could not apply under this scheme?
Families without a Jan Aadhaar card, owners of untagged animals, animals already insured under another policy, and families that had already reached the two-animal cap were not eligible.
What happens to a policy issued under Kamdhenu Pashu Bima Yojana?
A policy that was issued ran its full one-year term and claims arising in that term were settled under its own rules. Cover does not roll over — the keeper has to register afresh under Mangla Pashu Bima Yojana.
Where should a livestock keeper go now for free animal insurance?
Register on mmpby.rajasthan.gov.in during the announced window, or ask the nearest government veterinary hospital or dispensary to complete the registration. The premium there is fully paid by the state.
