Mukhyamantri Dugdh Utpadak Sambal Yojana
Rajasthan state government scheme
Mukhyamantri Dugdh Utpadak Sambal Yojana pays Rajasthan milk producers a state subsidy of Rs 5 per litre on every litre of milk they pour into a registered cooperative dairy society, on top of the price the society pays. The subsidy is credited by DBT to the producer's bank account. There is no application form.
What is Mukhyamantri Dugdh Utpadak Sambal Yojana?
Mukhyamantri Dugdh Utpadak Sambal Yojana is a Rajasthan state scheme under which the government pays a direct subsidy on every litre of milk a producer pours into a registered village dairy cooperative society. The Animal Husbandry and Dairying Department of the Government of Rajasthan owns the scheme and the Rajasthan Cooperative Dairy Federation (RCDF, the Saras network) implements it through the district milk unions and their village societies. The scheme is widely known in the villages by its Hindi name, Mukhyamantri Dugdh Utpadak Sambal Yojana, and earlier as the dugdh utpadak protsahan rashi.
Mukhyamantri Dugdh Utpadak Sambal Yojana began in February 2019 with a subsidy of Rs 2 per litre. The 2022-23 state budget raised the rate to Rs 5 per litre, effective 1 April 2022, and that is the rate in force. The subsidy is paid over and above the procurement price that the district milk union already pays the producer for the milk based on its fat and SNF content.
The purpose is straightforward. A small producer with two or three buffaloes earns a thin margin over feed cost, and the cooperative route competes with cash paid on the spot by private buyers. Adding Rs 5 a litre to the cooperative price makes pouring into the samiti the better deal, which in turn strengthens the cooperative dairy network and keeps a recorded, bank-linked income trail for the producer.
Main features
- Subsidy of Rs 5 per litre, paid by the state government.
- Paid only on milk poured into a registered cooperative society.
- Paid by Direct Benefit Transfer into the producer's own bank account.
- No application form, enrolment is through society membership.
- Paid in addition to the normal milk price, not instead of it.
Who is eligible for Mukhyamantri Dugdh Utpadak Sambal Yojana?
You can receive the subsidy if:
- You are a resident of Rajasthan who keeps milch animals; cow or buffalo.
- You are a member of a village dugdh utpadak sahkari samiti that is affiliated to a district milk union under RCDF.
- You pour milk into that society, and the pouring is recorded against your member code at the collection centre.
- You have a bank account whose details are correctly recorded with the society, seeded with Aadhaar for DBT.
There is no land requirement, no minimum herd size, no caste restriction and no income ceiling published for this scheme. A landless producer with a single buffalo qualifies on the same terms as a large dairy farmer.
You are not eligible / cannot claim if:
- You sell milk privately; to neighbours, sweet shops, hotels or a private dairy company. Only cooperative pouring counts.
- You are not a member of any registered village dairy cooperative society, even if you produce a large quantity of milk.
- Your society is not affiliated to a district milk union under the Rajasthan Cooperative Dairy Federation.
- Your bank account details are wrong, dormant or not Aadhaar-seeded, in which case the DBT will fail even though the pouring is recorded.
- The same milk has already been claimed under another member code. The federation de-duplicates using Aadhaar.
What documents are required?

How to apply for Mukhyamantri Dugdh Utpadak Sambal Yojana
There is no online form and no fee. The route to the benefit is membership, followed by pouring:
- Locate your village dugdh utpadak sahkari samiti. The local milk collection centre affiliated to the Saras district milk union. If your village has none, ask the district milk union office about forming one or attaching to the nearest centre.
- Take membership of the society. Carry your Aadhaar card, Jan Aadhaar card, bank passbook and a photograph. The society records your details, allots a member code and opens your pouring account.
- Give your correct bank account number and IFSC and confirm that the account is Aadhaar-seeded. This is the step that decides whether the DBT reaches you.
- Pour milk at the collection centre morning and evening. Every pouring is weighed, tested for fat and SNF, and entered against your member code. Keep the pouring slip.
- Check your passbook after the payment cycle. The milk price and the Rs 5 per litre subsidy are both credited into the same account.
How much do you actually receive?
The arithmetic is easy to do at home. A producer pouring 10 litres a day receives Rs 50 a day in subsidy, about Rs 1,500 in a 30-day month and roughly Rs 18,000 a year, on top of the milk price. A producer pouring 5 litres a day receives about Rs 750 a month. The subsidy is proportional to the quantity recorded, so it rises and falls with the animal's lactation cycle.
No fixed per-producer monthly ceiling has been notified in the public documents of the scheme. The state controls the total outgo through the annual budget provision, the 2022-23 announcement carried an outlay of the order of Rs 500 crore for the enhanced rate, rather than by capping individual producers.
How to check your payment
- Check the passbook or the SMS alert for the bank account registered with the society. The milk price and the subsidy both arrive by credit.
- Ask the society secretary for your pouring register extract for the period. The subsidy is calculated from exactly this quantity.
- Approach the district milk union (Saras dairy) office in your district if the quantity is recorded but no credit has come.
- Use the Jan Soochna Portal at jansoochna.rajasthan.gov.in, which publishes scheme beneficiary and benefit information across departments, to see what has been recorded against your Jan Aadhaar.
Why payments fail or stop
- Wrong bank account number or IFSC with the society β the most common cause.
- Account not seeded with Aadhaar, so the DBT rejects.
- Account dormant or KYC-expired at the bank.
- Name mismatch between the Aadhaar record and the bank account holder name.
- Pouring recorded against a family member's code rather than yours, so the credit goes to their account.
- Milk rejected on quality grounds at the collection centre; rejected milk is not recorded and therefore attracts no subsidy.
Every one of these is corrected at the society, not at a government office. Take the passbook and Aadhaar to the society secretary and have the record updated.

Frequently asked questions
How much does Mukhyamantri Dugdh Utpadak Sambal Yojana pay?
Mukhyamantri Dugdh Utpadak Sambal Yojana pays Rs 5 per litre of milk poured into a registered cooperative dairy society. The subsidy was launched in February 2019 at Rs 2 per litre and raised to Rs 5 per litre with effect from 1 April 2022 in the 2022-23 state budget.
Do I have to fill an application form?
No. There is no separate application form for the subsidy. A producer who is a member of a village dugdh utpadak sahkari samiti and pours milk into it is automatically covered; the society reports the quantity and the federation releases the subsidy by DBT.
Can I get the subsidy if I sell milk privately or to a private dairy?
No. Milk sold to private buyers, local halwais or private dairies is not eligible. Mukhyamantri Dugdh Utpadak Sambal Yojana is deliberately routed through the cooperative structure, so only milk poured into a registered village dairy cooperative society affiliated to a district milk union qualifies.
Is the Rs 5 in addition to the milk price?
Yes. The Rs 5 per litre is a government subsidy paid over and above the procurement price the district milk union pays for the milk, based on fat and SNF. The two payments may reach the account separately.
When does the money reach my account?
The subsidy is released to the producer's bank account through Direct Benefit Transfer after the district milk union consolidates the pouring data for the period. Delays of a few weeks between pouring and credit are normal; a payment that never arrives usually points to a wrong or un-seeded bank account with the society.
Is there a limit on how many litres qualify?
No fixed monthly per-producer ceiling has been notified in the public scheme documents; the subsidy is paid on the quantity actually poured and recorded by the society. The overall outgo is controlled by the annual budget provision rather than by a per-producer cap.
How many producers does the scheme cover?
The state reported in October 2022 that more than 8 lakh milk producers had benefited, and more than Rs 600 crore had been paid out between February 2019 and March 2022 to producers attached to cooperative dairies.
