What was the Rajasthan Mehngai Rahat Camp?

Rajasthan Mehngai Rahat Camp: literally "inflation relief camp": was a state-wide, single-window registration drive run directly out of the Chief Minister's Office of the Government of Rajasthan. The drive opened on 24 April 2023 and closed on 30 June 2023. Its purpose was narrow and practical: instead of asking a family to apply separately to five different departments for five different entitlements, the state brought all the counters to one tent in the ward or gram panchayat and enrolled the whole household in one sitting.

Rajasthan Mehngai Rahat Camp did not itself pay money. It was an enrolment mechanism. What a family walked away with was a printed Mukhyamantri Guarantee Card listing every scheme it had just been registered in, and thereafter the actual benefit, a subsidised cylinder, a zero-rupee electricity bill, a monthly pension: flowed from the parent scheme through its own department.

Two kinds of camps operated. Permanent camps ran continuously at roughly 2,000 locations tied to panchayat samiti and municipal ward offices. Temporary day camps rotated through villages and urban wards on a published calendar so that no household had to travel far. Camp hours were 10:00 AM to 6:00 PM.

According to statements made by the then Chief Minister in early May 2023, about 1.96 crore guarantee cards had been distributed through roughly 3,000 camps within the first ten days of the drive.

Which 10 schemes were covered at the camp?

Rajasthan Mehngai Rahat Camp registered families in these ten state schemes at a single counter:

  1. Indira Gandhi Gas Cylinder Subsidy Scheme: subsidised LPG refills for eligible households.
  2. Mukhyamantri Nishulk Bijli Yojana (domestic): free units of household electricity up to a monthly ceiling.
  3. Mukhyamantri Nishulk Krishi Bijli Yojana; free agricultural electricity for farm connections.
  4. Mukhyamantri Nishulk Annapurna Food Packet Yojana. A monthly packet of staples to eligible ration-card families.
  5. Mukhyamantri Grameen Rozgar Guarantee Yojana: additional guaranteed days of rural wage employment over and above MGNREGA.
  6. Indira Gandhi Shehri Rozgar Guarantee Yojana — guaranteed wage employment for urban households.
  7. Samajik Suraksha Pension Yojana; old-age, widow and disability pensions.
  8. Mukhyamantri Kamdhenu Pashu Bima Yojana: livestock insurance for milch animals.
  9. Mukhyamantri Chiranjeevi Swasthya Bima Yojana, the state cashless health insurance cover.
  10. Mukhyamantri Chiranjeevi Durghatna Bima Yojana; accident insurance attached to the Chiranjeevi enrolment.

A family was registered only in the schemes for which it actually qualified. The camp operator entered the Jan Aadhaar number, the system displayed which of the ten the household was eligible for, and the guarantee card printed only those.

Who could register and who could not

Families that could register:

  • Any Rajasthan household holding a valid Jan Aadhaar card, since every counter worked off the Jan Aadhaar number.
  • Households already drawing one of the ten benefits, who used the camp to confirm or renew their entry.
  • Households eligible for a scheme but never enrolled, the main target group.

Who was not eligible:

  • Residents of other states, and households without a Jan Aadhaar record. A family without Jan Aadhaar had to first get enrolled at an e-Mitra kiosk or on janaadhaar.rajasthan.gov.in, then return.
  • Applicants seeking a scheme not on the list of ten. Camps had no authority to process scholarships, housing, or any other benefit.
  • Anyone applying after 30 June 2023, when the drive formally ended.

Note that eligibility for each individual scheme continued to be governed by that scheme's own rules: income ceiling, land holding, age, ration card category. The camp did not relax any of them; it only moved the counter closer to the applicant.

How to apply now that the camps have closed

Rajasthan Mehngai Rahat Camps no longer accept registrations. The route to each of the ten schemes is now individual:

  1. Confirm your Jan Aadhaar record is correct. Open janaadhaar.rajasthan.gov.in, search by Jan Aadhaar number or registered mobile number, and check that every family member, the head of family and the bank account details are accurate. Almost every downstream scheme reads from this record, so an error here blocks all of them.
  2. Check what you are already enrolled in. Open jansoochna.rajasthan.gov.in, the state's Jan Soochna transparency portal, pick the scheme from the list, and enter your Jan Aadhaar number. The portal shows scheme-wise beneficiary status without any login.
  3. Apply to the specific scheme. Log in at sso.rajasthan.gov.in with your SSO ID and open the relevant departmental application, for example, the social security pension module for pensions, or the Ayushman/health module for health cover. Applicants without an SSO ID or a computer can do the same at any e-Mitra kiosk.
  4. Keep the acknowledgement. Every online submission generates an application or receipt number. Save it; status tracking for each scheme is keyed to it.
  5. Follow up locally if a benefit does not start. For pension and food-packet matters the block development office or the ward office is the working authority; for electricity, the local discom sub-division office.

Why the camp registration sometimes failed

Camp records show a small set of recurring problems, and all of them are still the reasons applications fail today:

  • Jan Aadhaar not linked to a bank account, so no Direct Benefit Transfer could be made even after successful registration.
  • The head of family named on Jan Aadhaar was not the person present, which matters for schemes issued in the name of the female head.
  • Name spelling mismatch between Aadhaar and Jan Aadhaar.
  • Ration card category mismatch: schemes such as the Annapurna food packet are limited to NFSA ration-card holders, and non-NFSA families were turned down at the counter.
  • Duplicate registration where two members of the same family attempted the same scheme.

Fixing these is done through the Jan Aadhaar portal or an e-Mitra kiosk, not through the scheme department.

What changed after the camps ended

Several of the ten schemes were revised or renamed after the change of state government in December 2023. Most visibly, the Chiranjeevi health insurance cover has been folded into the state's Ayushman-branded health scheme. Readers holding a 2023 guarantee card should therefore treat it as a record of enrolment at that date, not as a permanent guarantee of the same benefit under the same name. Check current status scheme by scheme on Jan Soochna before assuming a benefit is running.

Help and grievance redressal

  • State citizen helpline: 181. The same number used during the camps, still live for state scheme and Jan Aadhaar queries.
  • Jan Soochna portal: jansoochna.rajasthan.gov.in for scheme-wise beneficiary status, free and without login.
  • Rajasthan Sampark: the state grievance system, where a written complaint can be lodged and tracked with a complaint number.
  • District Collectorate: each district page under rajasthan.gov.in carries an archived Mehngai Rahat Camp section with district-level contacts.

Registration at Mehngai Rahat Camp was free, and no fee was ever payable for the guarantee card. Anyone who was charged for one was charged wrongly.

Frequently asked questions

Is the Rajasthan Mehngai Rahat Camp still running?

No. Rajasthan Mehngai Rahat Camps ran from 24 April 2023 to 30 June 2023 and have been closed since. Families who missed the camps must now apply to each of the 10 schemes separately through e-Mitra kiosks, the SSO portal or the concerned department, rather than at a single window.

How many schemes were covered at the Mehngai Rahat Camp?

Ten schemes were covered at a single counter. They were the Indira Gandhi Gas Cylinder Subsidy, free domestic electricity, free agricultural electricity, the Annapurna free food packet scheme, the rural and urban employment guarantee schemes, social security pension, Kamdhenu Pashu Bima, Chiranjeevi health insurance and Chiranjeevi accident insurance.

What was the Mukhyamantri Guarantee Card?

The Mukhyamantri Guarantee Card was a printed slip issued on the spot at the camp listing every scheme the family had just been registered in. It was proof of registration, not a payment instrument, and it carried no cash value on its own.

Which document was compulsory at a Mehngai Rahat Camp?

The Jan Aadhaar card was compulsory. Registration at every camp counter was done by entering the family's Jan Aadhaar number, which pulled up the household record already held by the state government.

Was there any fee to register at the camp?

No. Registration at Mehngai Rahat Camps and the guarantee card itself were completely free. No camp operator or e-Mitra was authorised to charge for enrolment or for printing the card.

How many guarantee cards were issued under the programme?

About 1.96 crore guarantee cards had been distributed within the first ten days of the drive, according to statements by the then Chief Minister, with roughly 3,000 camps operating across the state at that point.

I have a guarantee card — do my benefits still continue?

Registration made at a camp remains on the department's records, but each scheme has its own continuing eligibility rules and several were revised after December 2023. Check the current status of each scheme against your Jan Aadhaar number on jansoochna.rajasthan.gov.in.

Which helpline handled Mehngai Rahat Camp questions?

The state helpline 181 handled camp-related queries during the drive, and it continues to work as Rajasthan's general citizen helpline for questions about state welfare schemes and Jan Aadhaar records.
