Mukhyamantri Nishulk Bijli Yojana (Rajasthan Free Electricity Scheme) (Rajasthan): Up to 150 free units of electricity a month for a domestic

Rajasthan state government scheme

Quick answer

Mukhyamantri Nishulk Bijli Yojana gives domestic consumers in Rajasthan free electricity every month. The earlier version covered the first 100 units; from 14 October 2025 the state moved to a 150-unit free scheme linked to a rooftop solar plant of at least 1.1 kW, with Rs 50,000 of solar subsidy. Consent is given online on the Bijli Mitra portal.

Benefit
Up to 150 free units of electricity a month for a domestic connection, plus Rs 50,000 rooftop solar subsidy
Maximum benefit
150 free units per month, plus Rs 50,000 solar subsidy (Rs 33,000 central and Rs 17,000 state)
Last date to apply
Open: no fixed last date announced for the 150-unit scheme; the Rs 1,100 extra incentive was limited to the first 10 lakh consumers
How to apply
Online consent on the Bijli Mitra portal or Bijli Mitra app, with a linked PM Surya Ghar application

What is the Rajasthan free electricity scheme?

Mukhyamantri Nishulk Bijli Yojana is the Rajasthan government's free electricity programme for domestic consumers, run by the Energy Department and delivered through the state's three distribution companies: Jaipur Vidyut Vitran Nigam Limited (JVVNL), Ajmer Vidyut Vitran Nigam Limited (AVVNL) and Jodhpur Vidyut Vitran Nigam Limited (JdVVNL).

The scheme has been through a redesign, and this matters for anyone applying now. The earlier version, announced under the previous state government, made the first 100 units per month free for domestic consumers and appeared as a zero-amount bill for households staying inside that limit. On 14 October 2025, Rajasthan replaced it with a 150-unit free electricity scheme that raises the free block by 50 units but attaches a condition: the household must agree to have a rooftop solar plant of at least 1.1 kW installed under the national PM Surya Ghar Muft Bijli Yojana.

The logic of the redesign is straightforward. Free units paid for out of the state budget are a recurring subsidy bill; free units generated on the consumer's own roof are a one-time capital cost. Rajasthan has among the highest solar irradiance in India, so a 1.1 kW plant in most districts comfortably produces the 150 units a month the scheme promises.

Who is eligible for the 150-unit free electricity scheme?

You can apply if:

  • You are a permanent resident of Rajasthan.
  • You hold a domestic electricity connection with JVVNL, AVVNL or JdVVNL, and have the K Number from your bill.
  • You are already registered under the earlier Mukhyamantri Nishulk Bijli Yojana. Existing registration is the base on which the 150-unit benefit is extended.
  • You have enough usable roof space for a rooftop plant of at least 1.1 kW.
  • You are willing to apply under PM Surya Ghar Muft Bijli Yojana and have the plant installed.

You are not eligible if:

  • Your connection is commercial, industrial or agricultural. The scheme covers domestic connections only.
  • You already have a rooftop solar plant installed, since the scheme is designed around a fresh installation with fresh subsidy.
  • You have no usable roof, which in practice rules out many tenants in multi-storey buildings without owner or society consent.
  • You are not a permanent resident of Rajasthan.
  • You decline consent for the rooftop installation. Consent is the entry step; without it the application does not proceed.

How much do you actually save?

Two separate benefits stack.

Free units. Up to 150 units a month are free on the eligible domestic connection, which for a typical household running fans, lights, a refrigerator and a cooler covers most or all of the monthly consumption. Households that stay inside 150 units see a zero-amount bill.

Solar subsidy. A total of Rs 50,000 is available towards the rooftop plant: approximately Rs 33,000 from the central PM Surya Ghar Muft Bijli Yojana and Rs 17,000 from the Rajasthan state government. The subsidy is credited by Direct Benefit Transfer into the consumer's bank account after the plant is installed and the DISCOM has inspected it.

Alongside these, the scheme includes free smart meter installation, and a one-time Rs 1,100 incentive was announced for the first 10 lakh consumers to come on board.

How to apply for the 150-unit free electricity scheme

  1. Find your K Number on the latest electricity bill from JVVNL, AVVNL or JdVVNL. Everything downstream keys off this number.
  2. Open the consent portal at 150unitmuftbijli.bijlimitra.com or the Bijli Mitra app, log in with the K Number and verify with the OTP sent to your registered mobile number.
  3. Give consent on the portal, confirming that you are willing to have a rooftop solar plant installed on your premises. Check that the mobile number, address and bank details shown against your connection are current, and correct them before submitting.
  4. Register separately under PM Surya Ghar Muft Bijli Yojana on the national portal and obtain the registration number. This is a distinct application from the state consent, and both are needed.
  5. Choose an empanelled vendor from the list your DISCOM shows, agree the plant capacity. A minimum of 1.1 kW, and have the plant installed.
  6. Await DISCOM inspection and net-meter installation. The distribution company inspects the plant and commissions the meter.
  7. Receive the subsidy by DBT into your bank account, and from the next billing cycle onwards receive bills reflecting the free 150 units.

Consumers who cannot use the portal can approach their DISCOM sub-division office or a nearby e-Mitra kiosk, which can record the consent against the K Number.

How to check your application and bill status

  1. Log in to the Bijli Mitra portal or app with your K Number and open the consent or application status screen.
  2. On the PM Surya Ghar national portal, track the separate solar application through its stages; vendor allotment, installation, inspection and subsidy release.
  3. Check the monthly bill itself. A successful case shows the free units adjusted and, for a household inside the limit, a zero net amount.

Why applications get stuck

  • K Number and Aadhaar do not match the consumer name on record, common where a connection is still in a deceased parent's name. Get the connection transferred first at the DISCOM sub-division office.
  • Not registered under the earlier scheme. Prior registration under Mukhyamantri Nishulk Bijli Yojana is a stated condition of the 150-unit scheme.
  • Roof unsuitable or shaded, so the vendor's site survey rejects a 1.1 kW installation.
  • Tenant without owner consent. The plant is fixed to the building, so the owner's agreement is needed.
  • Bank account not Aadhaar-seeded, which holds up the Rs 50,000 subsidy even after installation.
  • Existing solar plant already on the roof, which disqualifies a fresh subsidy claim.

What happens if you use more than 150 units

Free units are a block, not a cap on consumption. A household that draws more than 150 units in a month is billed for the excess at the applicable domestic tariff slab, with the free block adjusted against the total. Once the rooftop plant is commissioned and net metering is in place, the units the plant exports to the grid are also set off against consumption, so a household with a right-sized plant and moderate usage can stay at or near a zero bill through most of the year. Rajasthan's peak summer months, when cooler and air-conditioner load rises sharply, are when most households cross the free block, and the plant's higher summer generation partly offsets that.

Consumers should also keep the connection in their own name and the tariff category correct. A domestic connection wrongly recorded as commercial will not receive free units at all, and correcting the category at the DISCOM sub-division office is a prerequisite rather than something to sort out later.

Where to complain

  • Your DISCOM sub-division office, JVVNL, AVVNL or JdVVNL, depending on the district, for billing, metering and connection-name issues
  • Bijli Mitra portal and app, which carry the DISCOM complaint and tracking facility
  • Rajasthan Sampark grievance portal for a written, trackable complaint
  • PM Surya Ghar national portal for problems with the vendor, installation or the central share of the subsidy

Neither the consent nor the DISCOM inspection carries a fee. Vendors are paid through the scheme's own arrangement, and no official will ask for cash to add your K Number to the free-units list.

Frequently asked questions

How many free units does Rajasthan give now?

Rajasthan now gives up to 150 free units a month to eligible domestic consumers under the scheme launched on 14 October 2025. The earlier Mukhyamantri Nishulk Bijli Yojana covered the first 100 units a month, and that version has been superseded.

Do I have to install rooftop solar to get 150 free units?

Yes. The 150-unit scheme is tied to installing a rooftop solar plant of at least 1.1 kW under PM Surya Ghar Muft Bijli Yojana. A consumer who does not give consent for a rooftop plant does not move on to the 150-unit benefit.

What does the rooftop solar plant cost me?

A subsidy of Rs 50,000 is available, made up of roughly Rs 33,000 from the central PM Surya Ghar scheme and Rs 17,000 from the Rajasthan government. The subsidy is credited by DBT after the plant is installed and inspected; any cost above the subsidy is borne by the consumer or financed.

Who is not eligible for the Rajasthan free electricity scheme?

Commercial, industrial and agricultural connections are not eligible, since the scheme covers domestic connections only. Consumers who are not permanent residents of Rajasthan, who already have a rooftop solar plant installed, or who have no usable roof space for a 1.1 kW plant also cannot apply.

Was the 100-unit free electricity scheme closed?

The 100-unit version has been replaced. The Rajasthan government moved existing beneficiaries of the earlier Mukhyamantri Nishulk Bijli Yojana on to the 150-unit scheme announced on 14 October 2025, and existing registration under the old scheme is a condition for the new one.

Is a smart meter charged for?

No. Installation of the smart meter under the scheme is free for the consumer, as announced with the 150-unit scheme.

What is the Rs 1,100 incentive?

An additional Rs 1,100 incentive was announced for the first 10 lakh consumers to come on board under the 150-unit scheme. It is a one-time incentive tied to early registration, not a recurring benefit.

Where do I give consent for the scheme?

Consent is given on the dedicated portal at 150unitmuftbijli.bijlimitra.com or through the Bijli Mitra mobile app, using the K Number printed on your electricity bill.
