Property Registration (Sale Deed) in Rajasthan

Rajasthan state government scheme

Quick answer

Property registration in Rajasthan is handled by the Registration and Stamps Department through the e-Panjiyan portal at epanjiyan.rajasthan.gov.in. Stamp duty is charged on the sale price or the DLC rate, whichever is higher, an additional labour cess is levied on the duty, and the deed is executed in person before the Sub-Registrar of the tehsil where the property lies.

Benefit
A registered sale deed (vikray patra) that legally transfers ownership of immovable property in Rajasthan and becomes the basis for namantaran in the revenue record
How to apply
Both — DLC lookup, fee calculation, e-Panjiyan data entry and e-GRAS payment are online, while execution, photographs and biometrics happen at the Sub-Registrar office

What is property registration in Rajasthan?

Property registration in Rajasthan means executing a sale deed, vikray patra, before the Sub-Registrar of the tehsil in which the property lies, paying the stamp duty due under the Rajasthan Stamp Act and the registration fee under the Registration Act 1908, and having the document copied into the government's permanent record. Section 17 of the Registration Act makes registration compulsory for the sale of any immovable property worth more than Rs 100. Until the deed is registered, ownership has not passed in law, whatever the parties have agreed or paid.

The Registration and Stamps Department, Government of Rajasthan; headed by the Inspector General of Registration and Stamps (IGRS) at Ajmer: administers the process. Its citizen portal is e-Panjiyan at epanjiyan.rajasthan.gov.in, with the departmental site at igrs.rajasthan.gov.in. e-Panjiyan carries DLC rate lookup by district and locality, the stamp duty and registration fee calculator, online preparation and data entry of the document before the visit, appointment services with the Sub-Registrar, and search of registered documents.

Who can register a sale deed in Rajasthan, and who cannot?

Any adult of sound mind who lawfully owns the property may sell it, and any person or entity legally capable of holding property in India may buy it. Both parties need original identity documents, and both must be able to attend the Sub-Registrar office or be represented by a validly registered Power of Attorney.

The following cannot apply for registration without clearing a prior hurdle:

  • A minor cannot execute a sale deed as seller. A guardian must act, and selling a minor's property needs court permission.
  • A seller who is not the recorded khatedar or patta-holder cannot register a transfer until the record shows their title, usually through mutation of an inheritance.
  • A buyer of agricultural khatedari land is subject to the restrictions of the Rajasthan Tenancy Act, including ceiling limits, and cannot register beyond what the law allows.
  • A holder of a leasehold plot from the UIT, JDA or a housing board cannot transfer it without the No Objection Certificate or lease-transfer permission from that authority.
  • A property under attachment, stay or an unreleased bank mortgage cannot be registered free of that charge.
  • A foreign citizen who is not an NRI or OCI cannot buy immovable property in Rajasthan without Reserve Bank of India approval.

What does registering a sale deed cost in Rajasthan?

Rajasthan charges three amounts on a sale deed, and it is worth understanding all three before you budget.

Stamp duty is a percentage of the chargeable value, which is the higher of the sale consideration written into the deed or the DLC value of the property. Rajasthan applies a concessional rate where the buyer is a woman, and a further concession is available in defined categories such as SC, ST and BPL women buyers. Because these rates move with notifications issued by the Finance Department, take your figure from the calculator on epanjiyan.rajasthan.gov.in rather than from a broker.

Labour cess is charged on top, calculated as a percentage of the stamp duty amount rather than of the property value. Buyers routinely forget this and arrive at the counter short of money, so add it in when you compute the total.

Registration fee is the department's own charge for the registration service and is computed on the same chargeable value. It is separate from stamp duty and paid alongside it.

Every one of these figures is generated free by the department's own calculator. Looking up a DLC rate on e-Panjiyan costs nothing, and booking your slot costs nothing. Deed writers and advocates may charge for drafting the document, and a Common Service Centre may charge its notified service fee for helping you fill the online form, but no one is entitled to a payment for "getting the file passed", "arranging the slot" or "settling the DLC". If someone asks, that money is not reaching the Rajasthan government.

How to register a sale deed in Rajasthan (step by step)

  1. Look up the DLC rate. On epanjiyan.rajasthan.gov.in, select the district, tehsil and locality of the property and note the notified DLC rate. Multiply by the area to get the government's minimum value.
  2. Calculate the total payable. Use the portal's stamp duty and registration fee calculator with the higher of the DLC value and the agreed price, and with the buyer's category, to get stamp duty, labour cess and registration fee.
  3. Verify the title. Check the seller's patta, allotment letter or earlier registered deed, and for agricultural land the jamabandi through the Apna Khata land records system. Search registered documents on e-Panjiyan for any earlier sale or mortgage.
  4. Prepare the deed and enter the details online. Get the vikray patra drafted with the correct khasra or plot number, area, boundaries, consideration and payment mode, then complete the document data entry on e-Panjiyan so the Sub-Registrar's office already has your details.
  5. Pay through e-GRAS or buy the e-Stamp. Generate the challan through e-GRAS from the e-Panjiyan portal, or purchase an e-Stamp certificate of the calculated value in the buyer's name from an authorised vendor or bank.
  6. Book the appointment and attend. Fix the slot with the Sub-Registrar of the tehsil where the property lies. The seller, the buyer and two witnesses attend together with original Aadhaar, PAN, the deed, the payment proof and the title documents.
  7. Execute and collect the registered deed. The Sub-Registrar verifies the papers, records the admission of execution, captures photographs and thumb impressions, endorses the registration number and returns the registered deed.

Is there an offline route in Rajasthan?

Yes. DLC rates are displayed at Sub-Registrar offices, deed writers at the tehsil complex draft documents, and e-Stamp certificates are sold over the counter by authorised stamp vendors and bank branches. If you cannot do the e-Panjiyan data entry yourself, an e-Mitra kiosk will do it at the notified e-Mitra service charge — e-Mitra is Rajasthan's own citizen service network, so use one of those rather than a private "consultant" whose charges are unregulated. Whichever route you choose, execution is always physical: there is no fully online sale deed registration in Rajasthan, because the law requires the parties to appear and admit execution before the registering officer.

How do I check the status of my registration?

Rajasthan's Sub-Registrar offices typically return the registered deed the same day or within a few working days, with the registration number, book and year endorsed on the document. To confirm afterwards, use the search of registered documents on e-Panjiyan with the district, SRO, year and registration number. Then follow up on namantaran: for urban property apply to the UIT, JDA or municipal body that issued the patta so the record and property tax move into your name, and for agricultural land apply to the Tehsildar for the mutation entry in the jamabandi. A registered deed with no namantaran leaves the government record still showing the seller as owner, which causes trouble at the next sale or at loan time.

Why do Rajasthan sale deeds get impounded or rejected?

  • The consideration written in the deed is below the DLC value, so the document is under-stamped and gets referred for recovery of deficit duty and penalty.
  • Labour cess was not paid along with the stamp duty, so the payment falls short.
  • The property description does not match the patta or jamabandi. A wrong khasra number, a wrong area, or boundaries that do not tally.
  • A leasehold plot is transferred without the lease-transfer NOC from the UIT, JDA or housing board.
  • The seller is not the recorded owner because an earlier inheritance was never mutated.
  • One of the four required persons, seller, buyer, two witnesses, did not attend, so biometric capture and admission of execution could not be completed.
  • The e-Stamp certificate is in the wrong name or the wrong value.

Where do I complain if something goes wrong?

Start with the Sub-Registrar, and escalate to the District Registrar, who supervises the Sub-Registrar offices in that district and hears grievances about refusal to register or about valuation. Above the district level sits the Inspector General of Registration and Stamps at igrs.rajasthan.gov.in. Rajasthan also runs the Rajasthan Sampark grievance platform for state-government complaints, which is the right place for a complaint about delay, unlisted demands or misbehaviour at a registration office. Undervaluation cases are decided by the Collector (Stamps), and the parties have a right to be heard before deficit duty or penalty is fixed, so if you get an undervaluation notice, respond with your DLC computation instead of paying anyone to "settle" it.

Frequently asked questions

Which portal handles property registration in Rajasthan?

e-Panjiyan at epanjiyan.rajasthan.gov.in is the Registration and Stamps Department's portal for property registration in Rajasthan. It carries DLC rate lookup, the stamp duty and registration fee calculator, online document data entry and appointment services, with the department's parent site at igrs.rajasthan.gov.in.

What is the DLC rate and why does it decide my stamp duty?

The DLC (District Level Committee) rate is the government's notified minimum value per square metre or bigha for a locality in Rajasthan. Stamp duty is charged on the sale consideration or the DLC value, whichever is higher, so a deed written below the DLC rate is still assessed at the DLC rate.

How much stamp duty does Rajasthan charge on a sale deed?

Rajasthan charges stamp duty as a percentage of the DLC value or the sale price, with a lower rate for a female buyer than a male buyer, plus a labour cess calculated on the stamp duty amount and a separate registration fee. Run your own figures through the calculator on epanjiyan.rajasthan.gov.in, because the rate schedule is revised by notification.

How do I pay stamp duty online in Rajasthan?

Rajasthan collects stamp duty and registration fee through e-GRAS, the state's integrated government receipt accounting system, reachable from the e-Panjiyan portal. You can also buy an e-Stamp certificate from an authorised vendor or bank branch for the calculated amount.

Do the seller and buyer both have to attend in person?

Yes, the seller, the buyer and two witnesses must attend the Sub-Registrar office together, because Rajasthan captures live photographs and thumb impressions of each of them before admitting the deed. A registered Power of Attorney holder may stand in for a party who genuinely cannot attend.

Is registration enough, or do I also need namantaran?

Registration alone is not enough — you must also get namantaran (mutation) done so the property is recorded in your name in the revenue or municipal record. Registration proves the transfer instrument; namantaran updates who the government treats as the owner for tax and land records.

Where do I register if the property is in a village?

Register at the Sub-Registrar office having jurisdiction over the tehsil where the land physically lies, not where you live. Rajasthan's Sub-Registrar offices are mapped to tehsils and sub-tehsils, and the e-Panjiyan portal asks you to pick the district and SRO before you proceed.

Can I get a certified copy of an old registered deed?

Yes, the e-Panjiyan portal offers search of registered documents and certified copies for deeds held in the Sub-Registrar's record. Older records that are not yet digitised are obtained by applying at the Sub-Registrar office where the deed was originally registered.
