What is the Mukhyamantri Uchch Shiksha Chhatravritti Yojana?

Mukhyamantri Uchch Shiksha Chhatravritti Yojana is Rajasthan's flagship higher education scholarship, run by the state's higher and technical education administration through the Department of College Education. The scheme pays a monthly stipend to students from low-income families in Rajasthan who move from Class 12 into a degree course, and it continues that stipend through the length of the course rather than paying once.

According to published departmental information, the scheme awards around 36,000 scholarships a year. These split into two streams. About 24,000 go to students who finished in the top 1 per cent of their Class 12 board; Rajasthan Board, CBSE or another recognised board; as a pure merit award. The remaining block, around 12,000, is awarded on the family income criterion to students in undergraduate and postgraduate courses. The practical consequence is that a student who is not in the top 1 per cent still has a real route in, and should not self-reject.

The transliterated name, Mukhyamantri Uchch Shiksha Chhatravritti Yojana, is what colleges use on notice boards. The scheme sits alongside, and does not replace, the state's caste-based post-matric scholarships handled by the Social Justice and Empowerment Department.

Who is eligible for the higher education scholarship?

You can apply if:

  • You are a bonafide resident of Rajasthan, evidenced by a Jan Aadhaar record or a domicile certificate.
  • Your family income from all sources is Rs 2.5 lakh a year or less.
  • You have passed Class 12 from a recognised board. Merit-stream applicants must be inside the top 1 per cent of that board's results.
  • You are admitted to a UG, PG, integrated or PhD programme at a recognised college or university located in Rajasthan.
  • You are an Indian citizen with an Aadhaar number and a bank account in your own name.
  • For renewal, you scored at least 60 per cent in the previous academic year.

You cannot apply if:

  • You are not a bonafide resident of Rajasthan.
  • Your family income exceeds Rs 2.5 lakh a year.
  • You are studying outside Rajasthan, since the scheme is tied to institutions within the state.
  • You are already drawing another central or state merit-cum-means scholarship for the same course.
  • You have a break in study or failed the previous year, which stops renewal.
  • Your enrolment is with an institution that is not recognised by a competent authority.

Both government and recognised private colleges and universities in Rajasthan are covered, so private college students should not assume they are excluded.

How much does the scholarship pay?

The stipend is fixed by student category, not by course:

  • Regular student: Rs 500 a month, that is Rs 5,000 a year.
  • Student with a disability: Rs 1,000 a month, that is Rs 10,000 a year.

The award runs for up to five years of study, so a student on a long professional or integrated course draws it well past the first year, provided the renewal conditions are met each session. Payment is by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account, never into a parent's account and never through the college.

How to apply for the higher education scholarship

  1. Register or log in at sso.rajasthan.gov.in. A Jan Aadhaar number, Bhamashah number or Google account can be used to create the SSO ID.
  2. From the SSO dashboard, open Apps, search for Scholarship, and select Mukhyamantri Uchch Shiksha Chhatravritti.
  3. Fill the application with personal, family, academic and college details. Most family and income data auto-populates from Jan Aadhaar — if anything is wrong there, correct Jan Aadhaar first, because the department verifies against it rather than against what you typed.
  4. Upload the documents: domicile certificate, income certificate, Class 12 marksheet, college bonafide certificate, fee receipt, bank passbook and, where applicable, the disability or caste certificate.
  5. Submit and note the application number. Nothing can be tracked without it.
  6. Follow up with your college, which must verify and forward the application to the department. An application sitting unverified at the college is the most common place applications die.
  7. Renew each session on the same portal, uploading the previous year's marksheet showing at least 60 per cent.

Students without a device can file the same form at an e-Mitra kiosk. There is no paper form that bypasses the online route.

How to check your scholarship status

  1. Log in to sso.rajasthan.gov.in and reopen the Scholarship application.
  2. Open Application Status and enter your application number. The screen shows the stage, pending at college, verified by college, pending at department, sanctioned or rejected.
  3. Cross-check on scholarship.rajasthan.gov.in, the state's scholarship portal, which carries sanction lists.
  4. Once sanctioned, check your bank passbook or SMS alerts for the DBT credit rather than waiting for a letter.

Why scholarship applications get rejected

  • Income certificate conflicts with Jan Aadhaar. If Jan Aadhaar shows a higher income band than the certificate, the case is thrown out. Update Jan Aadhaar before applying.
  • Income certificate issued by an unaccepted authority or expired. Get a fresh one from the tehsildar or the competent revenue officer.
  • College did not verify within the window. Chase the college scholarship nodal officer directly.
  • Bank account not in the student's own name, or not Aadhaar-seeded, so the DBT credit fails after sanction.
  • Below 60 per cent in the previous year, which blocks renewal even where the first-year award was sanctioned.
  • Drawing another merit-cum-means scholarship simultaneously, which the department detects on cross-verification.
  • Studying outside Rajasthan, which places the student outside the scheme entirely.

Key dates

The application window is notified each academic session and has in recent years run roughly from August to November, after college admissions settle. The exact opening and closing dates change every year, so both the department portal at hte.rajasthan.gov.in and the college notice board are worth checking in August. Renewals follow the same window.

Where to get help

  • Your college's scholarship nodal officer, the first stop for verification delays
  • Department of College Education, Rajasthan, through hte.rajasthan.gov.in
  • Rajasthan scholarship portal: scholarship.rajasthan.gov.in
  • Rajasthan Sampark grievance portal for a trackable written complaint

Filing is free. No agent can secure a sanction, and the department publishes its sanctioned lists openly precisely so that middlemen cannot claim credit for them.

Frequently asked questions

How much is the Mukhyamantri Uchch Shiksha Chhatravritti?

A regular student receives Rs 500 a month, which works out to Rs 5,000 a year, and a student with a disability receives Rs 1,000 a month, or Rs 10,000 a year. The scholarship can continue for up to five years of study, so the total over a long course runs well beyond a single year's figure.

What is the income limit for this scholarship?

Family income from all sources must not exceed Rs 2.5 lakh a year. The income declared on the application is checked against the Jan Aadhaar record and the income certificate, and a mismatch between the two is the most frequent cause of rejection.

Do I need to be in the top 1 per cent of my board?

Only for the merit stream. About 24,000 of the roughly 36,000 scholarships go to students placed in the top 1 per cent of their Class 12 board, while the remaining block is awarded on the family income criterion for UG and PG students. A student outside the top 1 per cent should therefore still apply.

Who is not eligible for this scholarship?

Students who are not bonafide residents of Rajasthan, whose family income exceeds Rs 2.5 lakh, who are studying outside Rajasthan, or who are already drawing another central or state merit-cum-means scholarship for the same course are not eligible.

Does the scholarship renew automatically every year?

No. Renewal is filed each session on the SSO portal and requires the student to have scored at least 60 per cent in the previous academic year and to remain continuously enrolled. A year gap or a failed year breaks the chain.

Can I take this scholarship along with another government scholarship?

No. A student cannot draw this scholarship at the same time as another central or state merit-cum-means scholarship for the same course. Choose whichever pays more and decline the other.

How long does the money take to reach my account?

Disbursement typically follows college verification and departmental approval and reaches the student's account by DBT, generally within a few months of the window closing. Keep the bank account active and Aadhaar-seeded, since failed credits go back into the queue.

Is there any fee to apply?

No. Filing on sso.rajasthan.gov.in is free. An e-Mitra kiosk may levy a small notified service charge for assisted filing, but no one can charge a fee for getting a name onto the sanctioned list.
