Rajasthan state government scheme
Rajasthan Chief Minister Youth Skill Scheme gives unemployed youth free short-term vocational training of up to 350 hours, of which about 90 hours are soft skills, through Skill Development Centres run with RSLDC. Applicants are generally aged 17 to 30 years. Registration is free through RSLDC's portal or the nearest training centre.
What is the Rajasthan Chief Minister Youth Skill Scheme?
Rajasthan Chief Minister Youth Skill Scheme, known in the state as Mukhyamantri Yuva Kaushal Yojana (MMYKY), is a vocational skill training programme for unemployed young people in Rajasthan. Rajasthan Skill and Livelihoods Development Corporation (RSLDC) delivers the training under the Skill, Employment and Entrepreneurship Department, working with the College Education Department where the training centres are hosted on government college campuses.
RSLDC is the older institution here and it matters for understanding the scheme. Rajasthan set up a dedicated livelihoods mission in 2004, the first state in India to do so, and RSLDC has since become the single agency through which the state's short-term skill training money flows. According to RSLDC's published figures, more than 5.2 lakh trainees had passed through its programmes by 31 December 2022. Mukhyamantri Yuva Kaushal Yojana is one strand of that machinery, announced in the Rajasthan Budget 2019-20 and built specifically around students and young people who are already inside, or have just left, the state's college system.
What the scheme actually provides
- A free short-term course in a defined job role, with no fee charged to the trainee.
- A course length of up to 350 hours, of which about 90 hours are soft skills, spoken communication and workplace behaviour.
- A choice of roughly 45 course options at the Skill Development Centres, combining a trade or domain skill with the soft-skill module.
- Assessment and certification at the end, plus placement assistance from the training partner.
Rajasthan also runs a broader Employment Linked Skill Training Programme (ELSTP) through RSLDC, offering two to three month courses in high-growth sectors such as retail, construction, automotive, hospitality and IT-enabled services. For most readers the practical route is the same: find the RSLDC centre nearest to you, look at which job roles have a batch opening, and enrol.
Who is eligible for the Rajasthan Chief Minister Youth Skill Scheme?
You can join if:
- You are a resident of Rajasthan with a Jan Aadhaar record in the state.
- You are aged 17 to 30 years, the band published for Mukhyamantri Yuva Kaushal Yojana. Some other RSLDC short-term courses use different bands, so check the age printed against your chosen job role.
- You are unemployed and looking for work or self-employment, including college students preparing to enter the job market.
- You meet the minimum educational qualification for the specific job role. A retail or hospitality role may need Class 8 or 10, while a technical or IT-linked role may ask for Class 12.
- You can attend the full batch. Attendance requirements are strict because the training partner is paid against verified attendance and assessment results.
You cannot apply, or are not eligible, if:
- You are not a resident of Rajasthan. The scheme is state-funded and restricted to state residents.
- You are outside the age band for the course you want.
- You are already in regular salaried employment. The programme targets unemployed youth, and a seat given to someone already working is a seat taken away from a jobseeker.
- You have already completed a government-funded course in the same job role. Repeat enrolment in the same National Skills Qualification Framework role is not the intent of the scheme.
- You cannot produce identity, age and qualification proof. Enrolment is Aadhaar-authenticated and the assessment record is tied to that identity.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Jan Aadhaar card | Yes | Confirms Rajasthan residence and family details |
| Aadhaar card | Yes | Biometric enrolment, attendance and assessment records |
| Age proof | Yes | Class 8 or 10 marksheet, or birth certificate |
| Educational qualification certificate | Yes | Minimum qualification varies by job role |
| Passport-size photographs | Yes | Two to four copies for the centre file |
| Mobile number linked to Jan Aadhaar | Yes | SSO OTP, batch alerts, assessment intimation |
| Bank account passbook | No | Only where a course pays an allowance through DBT |
How to apply for the Rajasthan Chief Minister Youth Skill Scheme
- Create or open your SSO ID at sso.rajasthan.gov.in. Every Rajasthan citizen service, including RSLDC's candidate portal, sits behind this single sign-on. You can register with Jan Aadhaar, Bhamashah or Google credentials.
- Open the RSLDC application from the SSO dashboard, or go directly to rsldc.rajasthan.gov.in and sign in when prompted. The portal redirects through SSO for authentication.
- Search for training centres and job roles near you. Filter by district and by sector, and note the batch start date and the minimum qualification printed against each job role.
- Fill the candidate registration form with your personal details, qualification, and the job role you want. Upload scans of your Aadhaar, Jan Aadhaar and qualification certificate.
- Submit the form and save the registration or reference number shown on screen. Keep the number, it is what you quote when you follow up.
- Attend counselling or the screening call at the training centre. Centres run a short interaction to confirm the role suits your qualification and interest before allotting a seat.
- Report to the centre on the batch start date with original documents for verification and complete biometric enrolment for attendance.
How to apply offline
- Visit the nearest RSLDC-empanelled training centre, or the Skill Development Centre in your government college if you are a student, with your Aadhaar, Jan Aadhaar and marksheets.
- Ask for the candidate registration form for the batch you want. No fee is payable for the form or for enrolment.
- Submit the completed form with self-attested copies of your documents and collect an acknowledgement carrying the batch and job role.
- Follow up on the batch start date. Batches begin only when a minimum number of candidates is enrolled, so the start date can shift by a few weeks.
You can also ask at your district's RSLDC office, or at a college Skill Development Centre, which sectors currently have funded batches in your district. Sector availability differs sharply between Jaipur and a district like Barmer or Banswara, and there is no point applying for a job role that has no running batch nearby.
How much does the Rajasthan Chief Minister Youth Skill Scheme cost the trainee?
Nothing. Rajasthan pays the empanelled training partner from state funds against verified attendance, assessment and, in outcome-linked contracts, placement. Trainees are not charged a course fee, an examination fee or a certificate fee.
Some RSLDC courses attach a small travel or boarding support component where the trainee has to move to a centre in another town; where that applies it is paid into the candidate's own bank account through Direct Benefit Transfer, which is why a passbook is worth carrying to enrolment even when it is not compulsory. Do not assume a stipend applies to your course. Ask the centre in writing what, if anything, is payable and on what condition, before you plan your finances around it.
How do I check my application status?
- Sign in to sso.rajasthan.gov.in and open the RSLDC application from your dashboard.
- Open the candidate profile or application status section and enter your registration number.
- Check the batch allotment field. Until a batch is formed at your chosen centre for your chosen role, the status stays pending rather than rejected.
- If the status has not moved for several weeks, call or visit the training centre directly. Batch formation is a centre-level activity and the centre coordinator knows more than the portal does.
Why applications get rejected, and how to fix them
- Age outside the published band: the single most common reason. Check the age range for the specific job role, not the scheme in general.
- Qualification below the job-role minimum. Apply for a role that matches the certificate you hold; there are Class 8 and Class 10 entry roles.
- Jan Aadhaar and Aadhaar name mismatch. Correct the record in Jan Aadhaar before enrolment, otherwise biometric attendance will not map to your file.
- Mobile number not linked to Jan Aadhaar, so the SSO OTP never arrives.
- No batch running for that job role in your district. This is not a rejection of you; pick a second-preference role that has a live batch.
- Already trained in the same job role under a government-funded scheme.
Key dates to know
Mukhyamantri Yuva Kaushal Yojana has no single statewide last date. Batches are formed through the year as training partners fill seats, so the real deadline is the closing date of the batch you want at your centre. Practically, enrolment activity is heaviest immediately after board and university results are declared, between May and August, because that is when the largest cohort of young people is between qualifications and work.
Help and grievance redressal
- RSLDC head office: Kaushal Bhawan, Jhalana Institutional Area, Jhalana Doongari, Jaipur 302004.
- RSLDC portal: rsldc.rajasthan.gov.in, reached through your SSO login.
- Rajasthan Sampark, the state's common grievance platform, accepts complaints against a training centre or partner and routes them to the department for action.
- District RSLDC office, for questions about which batches are running near you.
Training under this scheme is free. No agent can charge you to "arrange" a seat, and no centre should ask for cash before enrolment. If a demand is made, record it and raise it with the district office rather than paying.

Frequently asked questions
Who runs the Rajasthan Chief Minister Youth Skill Scheme?
Rajasthan Skill and Livelihoods Development Corporation (RSLDC) runs the scheme under the Skill, Employment and Entrepreneurship Department of the Government of Rajasthan. RSLDC was set up in 2004 and is the state's nodal agency for short-term skill training; Mukhyamantri Yuva Kaushal Yojana is delivered jointly with the College Education Department where Skill Development Centres sit inside government college campuses.
Does the Rajasthan Chief Minister Youth Skill Scheme charge a fee?
No, the training is free for the selected candidate. The state pays the empanelled training partner directly, so no candidate should be asked to pay a course fee, a registration fee or a "seat booking" amount by any agent or centre.
What is the age limit for the Rajasthan Chief Minister Youth Skill Scheme?
The age band published for Mukhyamantri Yuva Kaushal Yojana is 17 to 30 years. Other RSLDC short-term programmes use wider bands depending on the job role, so confirm the exact age range printed against the specific course before you enrol.
How long is the training under the Rajasthan Chief Minister Youth Skill Scheme?
The course runs up to 350 hours in total, of which roughly 90 hours are devoted to soft skills, communication and workplace readiness. In calendar terms most RSLDC short-term courses finish in two to three months.
Do I get a certificate at the end of the training?
Yes. Candidates who complete the required attendance and clear the third-party assessment receive a certificate for the job role they trained in, which is what employers ask to see at interview.
Can a college student join the Rajasthan Chief Minister Youth Skill Scheme?
Yes. Mukhyamantri Yuva Kaushal Yojana was designed with Skill Development Centres located inside government college premises precisely so that students can add an employable skill alongside their degree, choosing from a menu of courses that mixes domain skills with soft skills.
Is a job guaranteed after the training?
No, a job is not guaranteed. Training partners are contracted to provide placement assistance and are measured on placement outcomes, but the scheme promises training, assessment and certification, not an appointment letter.
What should I do if a centre asks me for money?
Refuse and report it. Government-funded skill training under RSLDC is free to the candidate, and any demand for cash to secure a seat should be raised with the RSLDC district office or through the grievance route on the Rajasthan Sampark portal.
