Rajasthan Gopal Credit Card Scheme
Rajasthan state government scheme
Rajasthan Gopal Credit Card Scheme gives dairy and livestock farmers a short-term loan of up to Rs 1,00,000 with no interest if repaid within one year and no collateral. Members of milk producer cooperative societies apply through their society or the SSO portal, and the state has sanctioned Rs 150 crore for the scheme.
What is the Rajasthan Gopal Credit Card Scheme?
Rajasthan Gopal Credit Card Scheme is a short-term credit facility for cattle and dairy owners, run by the state's Cooperative Department through milk producer cooperative societies and the cooperative banking network. The scheme gives an eligible livestock farmer a loan of up to Rs 1,00,000 that carries no interest if repaid within one year and requires no collateral.
The scheme is the livestock counterpart of the Kisan Credit Card. Rajasthan has one of the largest cattle populations of any Indian state, and a very large share of rural income comes from milk rather than from crops. Yet a dairy farmer needing Rs 30,000 for fodder before a lean season had few formal options and frequently ended up borrowing informally at punishing rates. Gopal Credit Card, locally called Gopal Credit Card Yojana, was designed to replace exactly that transaction.
Key features
- Loan limit of Rs 1,00,000 per eligible beneficiary.
- Zero interest on repayment within one year.
- No property mortgage and no conventional collateral demanded.
- Repayment can be made in convenient instalments across the year.
- Administered through milk producer cooperative societies, which verify the borrower's genuineness.
- Rs 150 crore sanctioned by the state for implementation, with the scheme aimed at benefiting several lakh cattle-owning families.

- Complete the bank formalities, signature, KYC and the loan documentation; at the branch when called.
- Collect the acknowledgement or sanction letter and note the loan account number for repayment.
An eMitra kiosk can also complete the online application on your behalf for the notified service fee if you prefer not to file it yourself.
How much can you borrow, and how is it repaid?
The maximum under the Gopal Credit Card is Rs 1,00,000. The sanctioned amount for an individual depends on the number of milch animals held and the society's assessment of the applicant's genuine working capital need, so a farmer with two buffaloes will typically be sanctioned less than one running a ten-animal herd.
Repayment is expected within one year of disbursal, and can be made in instalments through the year rather than as a single bullet payment. The interest-free character of the loan is conditional on that one-year discipline — this is the point borrowers most often miss. If the loan runs past its term, the concession lapses and the lending bank charges interest on its normal terms, and the borrower's future eligibility under cooperative schemes is affected.
Funds are meant for dairy working expenses: cattle feed and fodder, veterinary treatment and medicines, insemination charges, milking equipment, chaff cutters, and minor shed repair. Using a short-term interest-free facility for unrelated household spending is the fastest route to a repayment default.
How to check your Gopal Credit Card application status
- Log in again at sso.rajasthan.gov.in with the same SSO ID used to apply.
- Open the Cooperative Department service and choose the application status or dashboard option.
- Enter your application or reference number and check whether the record shows society verified, forwarded to bank, sanctioned or disbursed.
- If the status has not moved for several weeks, ask your society secretary directly; applications most often stall at the society verification stage rather than at the bank.
Why Gopal Credit Card applications get rejected
- Society membership not confirmed or membership number entered wrongly.
- No milk supply record with the society, so the livestock claim cannot be substantiated.
- Existing default on a cooperative loan by the applicant or the family.
- Name mismatch between Aadhaar, Jan Aadhaar and the bank account.
- Duplicate application from the same family against the same animals.
- Budget exhausted for the current round, the scheme runs against a sanctioned outlay, so a valid application may simply wait for the next round rather than being rejected on merit.
Correcting a society record is done at the society, not at the bank or the portal. Take your membership passbook and milk supply slips to the secretary and ask for the record to be updated before you resubmit.
Where do you complain?
- Milk producer cooperative society secretary, for membership and verification issues.
- District milk union office, which oversees the societies in your district.
- District Cooperative Bank branch, for sanction, disbursal and repayment questions.
- Registrar, Cooperative Societies, Rajasthan through rajsahakar.rajasthan.gov.in for departmental grievances.
- Rajasthan Sampark on 181 or at sampark.rajasthan.gov.in for a trackable written complaint.
Applying for a Gopal Credit Card is free apart from the notified eMitra service fee if you use one. No agent can arrange a sanction, no official will ask for your bank OTP, and no advance payment is required to "release" the loan.

Frequently asked questions
How much loan does the Gopal Credit Card give?
Gopal Credit Card gives a short-term loan of up to Rs 1,00,000 to a dairy or livestock owner. The loan carries no interest if it is repaid within one year, and no property has to be mortgaged to get it.
Is the Gopal Credit Card loan really interest-free?
Yes, provided repayment happens within one year of disbursal. The state bears the interest cost for a compliant borrower; a borrower who runs past the one-year term loses that benefit and is charged by the lending bank on normal terms.
Do I need to be a member of a milk cooperative society?
Yes, membership of a milk producer cooperative society is compulsory. The society name and membership number are required fields in the application, and the society also verifies your livestock and milk supply record before the bank sanctions the loan.
Is a CIBIL score or property mortgage needed for the Gopal Credit Card?
No, the scheme was designed as a collateral-free product and does not turn on a credit bureau score in the way an ordinary bank loan does. The cooperative society's verification of your milk supply record substitutes for conventional security.
Who cannot apply for the Gopal Credit Card?
A person who is not a resident of Rajasthan, who is not a member of a milk producer cooperative society, who owns no milch animals, or who is under 18 cannot apply. An existing defaulter on a cooperative loan is also refused.
How do I apply for the Gopal Credit Card online?
Log in at sso.rajasthan.gov.in with your SSO ID, open the Gopal Credit Card or cooperative department service, fill in your Jan Aadhaar number, society membership number, livestock details and bank details, and submit. Your society and the linked cooperative bank then verify and sanction it.
What can the Gopal Credit Card loan be used for?
The loan is meant for dairy and livestock working expenses — buying cattle feed, fodder, veterinary care, milking or chaff-cutting equipment and small shed repairs. It is a short-term working capital facility, not a long-term construction loan.
