What is the Govardhan Jaivik Urvarak Yojana?

Rajasthan Govardhan Jaivik Urvarak Yojana is an organic-farming subsidy run by the Agriculture Department of Rajasthan that helps a farmer build a permanent vermicompost unit so cattle dung and farm waste can be converted into organic fertiliser instead of being wasted or burned. The scheme is also referred to as the Govardhan organic fertiliser scheme or the state's organic manure production subsidy.

The subsidy is 50 per cent of the unit cost, capped at Rs 10,000. That single structure is the whole benefit, the scheme does not pay a recurring amount, does not buy dung from farmers, and does not guarantee a price for the compost produced. What it does is remove the capital barrier to building a pucca composting pit, which most smallholders will not fund out of pocket.

Why the department pushes this

Rajasthan has an enormous cattle population and a soil-organic-carbon problem across large parts of its cultivated area. Chemical fertiliser use rises, organic matter falls, and soil water-holding capacity drops in a state that can least afford it. A vermicompost unit converts a waste stream the farmer already has into an input he currently buys.

Key numbers

  • 50 per cent subsidy, maximum Rs 10,000 per unit.
  • Target of about 18,900 farmers across 378 blocks.
  • Roughly 50 farmers selected per block in a round.
  • Category split of about 12,627 general, 3,202 SC and 3,071 ST farmers.
  • Prescribed pit size of about 20 ft x 3 ft x 2.5 ft.
  • Mandatory maintenance period of 3 years.

Who is eligible for Govardhan Jaivik Urvarak Yojana?

You can apply if:

  • You are a resident farmer of Rajasthan with a Jan Aadhaar family record.
  • You own agricultural land recorded in your own name. The jamabandi or khasra entry is checked.
  • You keep cattle or have access to sufficient dung and farm waste to run a composting unit.
  • You are willing to build the unit to the prescribed dimensions on your own field and maintain it for at least three years.
  • You hold a bank account for the DBT release.

You cannot apply and are not eligible if:

  • You have no agricultural land in your own name, landless labourers and unrecorded tenant cultivators are excluded.
  • You are not a resident of Rajasthan.
  • You or your family have already received the subsidy for a vermicompost unit under this scheme.
  • You intend to build the unit on land you do not own or hold.
  • The block target is already filled for the round; a further application waits for the next round rather than being sanctioned.

How to apply for Govardhan Jaivik Urvarak Yojana online

  1. Open the Raj Kisan Sathi portal at rajkisan.rajasthan.gov.in and choose the Farmer / Citizen login.
  2. Log in with your SSO ID or Jan Aadhaar ID. If you do not have an SSO ID, register free at sso.rajasthan.gov.in first.
  3. Open the Farmer Profile option and verify your personal details and the mobile number linked with Aadhaar, since OTP verification runs on it.
  4. From the dashboard select Apply, then Agricultural Subsidy Services, and choose Govardhan Jaivik Urvarak Yojana from the scheme list.
  5. Fill in your land details β€” khasra number, area and village, and your bank account number and IFSC code.
  6. Upload the scanned Jan Aadhaar, Aadhaar, land record and bank passbook, then submit the application and save the application number.
  7. Wait for administrative approval before starting construction; building the pit before approval risks doing the work with no subsidy behind it.
  8. Build the unit to the prescribed size, then request verification and upload the photographs so the subsidy can be released.

How to apply for Govardhan Jaivik Urvarak Yojana offline

  1. Visit your nearest eMitra kiosk with your Jan Aadhaar card, Aadhaar card, land record and bank passbook.
  2. Ask the operator to file the Govardhan Jaivik Urvarak Yojana application on the Raj Kisan Sathi portal on your behalf, and pay only the notified service fee.
  3. Collect the printed acknowledgement carrying the application number.
  4. Contact your Agriculture Supervisor or Assistant Agriculture Officer at the block office to follow up on approval and to arrange the physical verification once the unit is built.

How does the money actually reach you?

The subsidy under Govardhan Jaivik Urvarak Yojana is reimbursement, not an advance. The sequence matters:

  1. Application filed and administratively approved by the department.
  2. Farmer builds the vermicompost unit at his own cost.
  3. Departmental staff conduct a physical verification and measure the unit.
  4. Subsidy of 50 per cent of cost up to Rs 10,000 is released by DBT to the farmer's bank account.

A farmer who expects money up front to fund the construction will be disappointed, and this misunderstanding is behind a large share of half-built pits that never qualify. Budget for the full construction cost first and treat the Rs 10,000 as a refund.

What are the technical requirements for the unit?

The department prescribes a permanent pit of roughly 20 feet long, 3 feet wide and 2.5 feet deep built on the farmer's own field. Verification staff measure it, and an undersized structure is rejected outright.

Beyond dimensions, a working unit needs shade or a cover so the bed does not dry out or bake, a mix of cattle dung and crop residue rather than dung alone, earthworms stocked in the bed, and moisture maintained without waterlogging. Compost is typically ready in a couple of months per cycle in favourable conditions. The three-year maintenance obligation means the unit must remain functional, not merely exist, and it can be re-inspected within that window.

Farmers may use the compost on their own fields or sell it to neighbouring farmers. Selling is expressly permitted and is one of the stated aims of the scheme, which is to create a supplementary income stream alongside the soil benefit.

How to check your application status

  1. Open rajkisan.rajasthan.gov.in and log in with your SSO ID.
  2. Use the application status option on the subsidy services page.
  3. Enter your application number and check whether the record shows pending, approved, verification done or payment released.
  4. If the status has not moved, contact the Agriculture Supervisor for your village or the Assistant Director of Agriculture at the block, since approval and verification are both done at that level.

Why applications and claims get rejected

  • Land not in the applicant's name in the jamabandi record.
  • Unit built smaller than the prescribed 20 ft x 3 ft x 2.5 ft dimensions.
  • Construction started before approval, so no sanctioned slot exists against the work.
  • Block target already exhausted, a valid application still gets no money in that round.
  • Bank account not Aadhaar-seeded, so the DBT fails.
  • Duplicate claim by another member of the same Jan Aadhaar family.
  • Unit abandoned within the three-year maintenance period, which can trigger recovery.

Where do you get help or complain?

  • Agriculture Supervisor (Krishi Paryavekshak) for your village, the first point of contact for application and verification.
  • Assistant Director of Agriculture at the block or the Joint Director, Agriculture at the district for approvals and delayed payments.
  • Raj Kisan Sathi portal at rajkisan.rajasthan.gov.in for status and online grievance submission.
  • Rajasthan Sampark on 181 or at sampark.rajasthan.gov.in for a trackable written complaint against the department.

Applying is free apart from the notified eMitra service fee. No agent can secure a sanction, and no departmental official may ask for a payment to conduct the physical verification of your unit.

Frequently asked questions

How much subsidy does Govardhan Jaivik Urvarak Yojana give?

The scheme gives 50 per cent of the unit cost or a maximum of Rs 10,000, whichever is lower, for building one vermicompost unit. The money is released by Direct Benefit Transfer after an agriculture department official physically verifies that the unit has actually been built.

What size vermicompost unit has to be built?

The prescribed permanent unit is about 20 feet long, 3 feet wide and 2.5 feet deep, built on the farmer's own field. Departmental staff measure the structure at verification, and a unit built smaller than the prescribed dimensions is the most common ground for rejecting the subsidy claim.

How long must the unit be maintained?

The farmer must maintain the vermicompost unit in working condition for at least three years after receiving the subsidy. The unit can be re-inspected during that period, and an abandoned unit can trigger recovery of the subsidy amount.

Who cannot apply for this scheme?

A person with no agricultural land in their own name, a non-resident of Rajasthan, or a farmer who has already received the subsidy for a vermicompost unit is not eligible. Landless labourers and tenant cultivators without a recorded holding also cannot apply.

How many farmers does the scheme cover?

The scheme targets about 18,900 farmers across 378 blocks in Rajasthan, roughly 50 farmers per block, with the target split into about 12,627 general category, 3,202 SC and 3,071 ST farmers.

Where do I apply for Govardhan Jaivik Urvarak Yojana?

Apply online at rajkisan.rajasthan.gov.in, the Raj Kisan Sathi portal, using your SSO ID or Jan Aadhaar login, or ask an eMitra kiosk operator to file the application for you for the notified service fee.

Can I sell the compost I produce?

Yes. Farmers may use the vermicompost on their own fields or sell it to other farmers as an additional source of income; the scheme places no restriction on selling the output, only on abandoning the unit.
