What is the Rajasthan Ekmusht Samjhauta Yojana?

Rajasthan Mukhyamantri Avadhipar Byaj Rahat Ekmusht Samjhauta Yojana is a one-time settlement scheme for borrowers whose loans from the state's cooperative land development banks have gone overdue. Chief Minister Bhajanlal Sharma announced the scheme in March 2025 with a state allocation of Rs 200 crore, and the Cooperative Department implements it through the Rajasthan State Cooperative Land Development Bank and the Primary Cooperative Land Development Banks (PLDBs) in the districts.

The phrase in the scheme's name explains the design. Avadhipar means overdue, byaj rahat means interest relief, and ekmusht samjhauta means one-time settlement. Rajasthan's offer is straightforward: deposit your entire principal in one go, and the state writes off the accumulated interest.

According to state announcements, the scheme provides:

  • 100 per cent waiver of overdue interest accrued up to 30 June 2024 on medium-term and long-term loans that had become overdue as on 1 July 2024.
  • 100 per cent waiver of penal interest charged on that overdue interest.
  • Waiver of recovery expenses loaded onto the account.
  • Release of the mortgage charge on the borrower's land once the account is settled and closed.

What the borrower still has to pay is equally clear: the full principal, the insurance premium on the loan, and any interest that accrued from 1 July 2024 onwards. The scheme is a settlement, not a loan waiver.

The intended beneficiaries are farmers and small entrepreneurs who took medium-term or long-term credit against land, typically for a tubewell, a farm pond, land levelling, a pump set, farm equipment or a small rural enterprise, and then fell behind. In many such accounts the accumulated interest and penalty had grown to a size that made repayment hopeless, and the land remained mortgaged. Removing the interest makes settlement arithmetically possible again and returns clear title to the borrower.

Who is eligible for the Ekmusht Samjhauta Yojana?

You can apply if:

  • You are a loanee member of a Primary Cooperative Land Development Bank in Rajasthan.
  • Your medium-term or long-term loan had become overdue as on 1 July 2024.
  • You are able to deposit 100 per cent of the principal, along with the insurance premium and post-cut-off interest, in a single settlement.
  • You are the borrower, or the legal heir of a deceased borrower settling an inherited account.

You cannot apply, or are not eligible, if:

  • Your loan is not from a cooperative land development bank. Loans from commercial banks, regional rural banks, cooperative credit societies for short-term crop credit, or private lenders are outside this scheme.
  • Your loan was not overdue on 1 July 2024. A regular, performing account has no overdue interest to waive.
  • You want the principal written off. The scheme does not touch principal, insurance premium or post-cut-off interest.
  • You cannot deposit the settlement amount in one instalment before the closing date. The scheme is built around a single lump-sum payment.
  • You are looking for relief on electricity arrears, GST dues or any other liability. Those are separate schemes run by separate departments.

What documents are required?

Document Mandatory Notes
Loan account passbook or sanction papers Yes Needed to compute the settlement figure
Aadhaar card Yes Identity of the borrower or heir
Land records (jamabandi / khasra) Yes The loan is mortgage-backed against this land
Payment proof of principal deposited Yes The waiver is applied only after the payment
Jan Aadhaar card No Confirms Rajasthan residence and family record
Legal heir certificate No Only where the original borrower has died

How to apply for the Ekmusht Samjhauta Yojana

  1. Visit the Primary Cooperative Land Development Bank branch in your district that holds your loan account, carrying your loan passbook or sanction papers, Aadhaar and land records.
  2. Ask the branch for your settlement computation. The branch will work out three figures: the outstanding principal, the insurance premium due, and the interest accrued from 1 July 2024 onwards. Together these are what you pay. The overdue interest and penalty up to 30 June 2024 are shown separately as the waived amount.
  3. Verify the figures against your own passbook before paying. Check the principal balance and confirm that the interest being asked for starts from 1 July 2024 and not earlier.
  4. Deposit the full settlement amount in one payment at the branch within the scheme window.
  5. Ensure the bank completes the online entry and hand you the receipt. The settlement is recorded online, and the borrower should leave with an online receipt, not only a manual acknowledgement.
  6. Ask for the no-dues certificate and the release of the mortgage charge on your land record, and follow up with the tehsil office so the charge is removed from the jamabandi.

How much relief does a borrower actually get?

Relief depends entirely on how long the account had been overdue. In a loan that went overdue several years before the cut-off, accumulated interest and penalty frequently exceed the remaining principal, so the waiver can be larger than the amount paid. In an account that turned overdue shortly before 1 July 2024, the waiver is modest.

Reported progress figures give a sense of scale: state reports during the scheme noted that 3,410 loanee members had received interest relief of about Rs 44 crore at one point in the round, an average well above Rs 1 lakh a borrower. Treat that as an indication of magnitude rather than an entitlement. Your own figure comes only from your branch's computation sheet.

Key dates to know

  • Cut-off for overdue status: the loan must have been overdue as on 1 July 2024.
  • Interest waived up to: 30 June 2024. Interest from 1 July 2024 onwards remains payable.
  • Announcement: March 2025, by Chief Minister Bhajanlal Sharma, with an allocation of Rs 200 crore.
  • Closing date: the 2025-26 round was set to close on 31 March 2026 and was later extended to 30 June 2026, a decision the state linked to crop losses from unseasonal rain and hail that had prevented many farmers from paying in time.

Because the closing date has been moved more than once, do not plan a payment against a date you read anywhere, including here. Ask your branch in writing what the current last date is and settle well before it. Bank officials have publicly said on at least one occasion that a deadline would not be extended further, and then it was. The reverse is equally possible.

Why settlements fail or get delayed

  • Payment made after the closing date, so the waiver no longer applies and interest resumes accruing on the old basis.
  • Only part of the principal deposited. Partial payment does not trigger the waiver; the scheme requires the full principal in one settlement.
  • Insurance premium not included in the payment, leaving the account open.
  • Land records not matching the loan file, for example where the land has been partitioned or inherited since the loan was taken. Sort the revenue record out before you go to settle.
  • Heir cannot produce a legal heir certificate for a deceased borrower's account.
  • No-dues certificate not collected, so the mortgage charge stays on the jamabandi even though the money has been paid. Always close this loop.

Help and grievance redressal

  • Your Primary Cooperative Land Development Bank branch is the first and most useful point of contact; it holds your account and computes the figure.
  • Rajasthan State Cooperative Land Development Bank, Jaipur, for disputes a branch will not resolve.
  • Cooperative Department portal: rajsahakar.rajasthan.gov.in, for circulars and the current scheme notification.
  • Rajasthan Sampark, the state grievance platform, if a branch refuses to compute your settlement or delays the release of your mortgage charge.

There is no application fee for the settlement, and no agent is needed. The only money you should pay is the settlement amount itself, deposited at the bank counter against a receipt.

Frequently asked questions

What does the Rajasthan Ekmusht Samjhauta Yojana waive?

The scheme waives 100 per cent of the overdue interest, the penalty charged on that interest and the recovery expenses on medium and long-term loans of cooperative land development banks. The borrower still pays the principal, the insurance premium and interest accrued after the cut-off date.

Which loans qualify under the Ekmusht Samjhauta Yojana?

Medium-term and long-term loans of Rajasthan's Primary Cooperative Land Development Banks that had become overdue as on 1 July 2024 qualify. The interest waiver covers dues accrued up to 30 June 2024.

How much has Rajasthan allocated to the scheme?

The state government allocated Rs 200 crore for the scheme, announced by Chief Minister Bhajanlal Sharma in March 2025 for the 2025-26 round.

What is the last date to settle under the Ekmusht Samjhauta Yojana?

The 2025-26 round was first set to close on 31 March 2026 and was subsequently extended to 30 June 2026. Because the date has moved more than once, confirm the current deadline directly with your land development bank branch before planning payment.

Do I still have to pay the principal amount?

Yes. The waiver applies only to interest, penal interest and recovery charges. You must deposit 100 per cent of the principal along with the insurance premium and any interest accrued after 1 July 2024.

Where do I apply for the Ekmusht Samjhauta Yojana?

Apply at the Primary Cooperative Land Development Bank branch in your district that holds your loan account. The branch computes your settlement figure, accepts the payment and records the settlement online, issuing you a receipt.

Can the legal heir of a deceased borrower settle the loan?

Yes, an heir can settle an inherited overdue loan under the scheme by producing a legal heir certificate along with the loan papers and land records. The same interest waiver applies.

Does the scheme cover electricity bill arrears?

No. Rajasthan's Ekmusht Samjhauta Yojana is a cooperative-credit settlement scheme for land development bank loans, not an electricity arrears scheme. Relief on pending power bills is handled separately by the state's distribution companies.
