Mukhyamantri Vishesh Yogyajan Swarojgar Yojana, Rajasthan
Rajasthan state government scheme
Mukhyamantri Vishesh Yogyajan Swarojgar Yojana helps a person with at least 40 per cent disability in Rajasthan start a business with a loan of up to Rs 5 lakh and a subsidy of 50 per cent of the loan, capped at Rs 50,000. Applicants must be 18 to 55 with family income up to Rs 2 lakh. Apply through the Rajasthan SSO portal.
What is the Mukhyamantri Vishesh Yogyajan Swarojgar Yojana?
Mukhyamantri Vishesh Yogyajan Swarojgar Yojana is a Rajasthan state scheme that helps a person with a disability set up their own business, rather than depend on a pension or on family income. The scheme is run by the Social Justice and Empowerment Department through its Directorate of Specially Abled Persons, with credit routed through the state's finance and development corporation machinery, including Anuja Nigam. The Rajasthan Scheduled Castes and Scheduled Tribes Finance and Development Cooperative Corporation, which acts as a channelising agency for disability lending in the state.
The structure is a loan with a partial grant on top. A qualifying applicant can be sanctioned a loan of up to Rs 5 lakh for a self-employment venture, and the state adds a subsidy of 50 per cent of the loan amount, capped at Rs 50,000, which is credited by Direct Benefit Transfer into the beneficiary's bank account. The transliterated name, Mukhyamantri Vishesh Yogyajan Swarojgar Yojana, is what district offices use, and "vishesh yogyajan" is Rajasthan's official term for specially abled persons.
The point that applicants most often misread is that this is not a grant scheme. Only the subsidy portion is free money. The rest is a bank loan with a repayment schedule, and the sanction depends on the lender finding the proposed business plausible.
Who is eligible for the specially abled self-employment scheme?
You can apply if:
- You have a certified disability of 40 per cent or more under the Rights of Persons with Disabilities Act, 2016, and hold a valid UDID card.
- You are between 18 and 55 years of age.
- You are a native or resident of Rajasthan.
- Your annual family income does not exceed Rs 2 lakh.
- You have no outstanding defaulted loan at any bank.
- You have not previously taken benefit under another self-employment scheme.
- You can produce a project proposal for the business you intend to run.
You are not eligible if:
- Your certified disability is below 40 per cent.
- You are under 18 or over 55.
- Your family income exceeds Rs 2 lakh a year.
- You are not a resident of Rajasthan.
- You are an existing defaulter at a bank, which blocks a fresh sanction.
- You have already availed a self-employment loan or subsidy under another government scheme. The declaration filed with the application covers this, and a false declaration is grounds for recovery.
How much assistance does the scheme provide?
- Loan: up to Rs 5,00,000 for the self-employment project.
- Subsidy: 50 per cent of the loan, or Rs 50,000, whichever is lower.
- Disbursement: the subsidy is credited to the beneficiary's bank account by Direct Benefit Transfer; the loan is released by the lending institution according to its own disbursal schedule, often in tranches against proof of purchase for equipment or stock.
Because the subsidy is capped at Rs 50,000, the effective subsidy rate falls as the loan grows. A Rs 1 lakh loan attracts the full Rs 50,000 subsidy. A 50 per cent effective rate. A Rs 5 lakh loan also attracts Rs 50,000, a 10 per cent effective rate. Applicants planning a small venture should note that borrowing around Rs 1 lakh extracts the maximum proportional benefit.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | 40 per cent or more, under the RPwD Act 2016 |
| UDID card | Yes | National disability identity card |
| Jan Aadhaar card | Yes | Rajasthan household record |
| Aadhaar card | Yes | Identity and bank seeding |
| Age proof | Yes | To establish the 18 to 55 band |
| Income certificate | Yes | Family income up to Rs 2 lakh |
| Residence or domicile proof | Yes | Rajasthan residence |
| Project or business proposal | Yes | Description of the venture with costs |
| Bank passbook | Yes | For the DBT subsidy credit |
| Declaration of no previous benefit | Yes | Signed by the applicant |
The project proposal is the document applicants prepare worst. A one-page note naming the business, the location, the equipment or stock needed, the cost of each item, and the expected monthly earnings is enough — but a proposal missing costs will send the file back.
How to apply for the specially abled self-employment scheme
- Get your disability certificate and UDID card in order first. A certificate that does not state a percentage, or that predates the RPwD Act framework, should be revalidated at the district hospital before you apply.
- Register or log in at sso.rajasthan.gov.in using your Jan Aadhaar number or an existing SSO ID.
- From the SSO dashboard, open the specially abled persons application module and select the Mukhyamantri Vishesh Yogyajan Swarojgar Yojana form.
- Fill in personal, disability, income and bank details, and enter the loan amount you are seeking along with a description of the venture.
- Upload the documents, disability certificate, UDID, Aadhaar, Jan Aadhaar, age proof, income certificate, residence proof, project proposal, bank passbook and the no-previous-benefit declaration.
- Submit and save the application number from the acknowledgement screen.
- Attend the district verification when called. The District Social Justice and Empowerment office checks the certificate, the income and the viability of the proposal, then forwards the case to the lending institution.
- Complete the bank formalities once the loan is sanctioned, and the subsidy is credited by DBT thereafter.
Offline route. Collect the form from the District Social Justice and Empowerment office, fill it in, attach the same document set, and submit it at the same office against a receipt. This route is worth using if you have a visual or mobility impairment that makes the portal hard to use, and district staff are required to assist. An e-Mitra kiosk can also file the online form on your behalf.
How to check your application status
- Log in at sso.rajasthan.gov.in, reopen the specially abled persons module and check Application Status against your application number.
- Follow up at the District Social Justice and Empowerment office, which holds the file through the verification stage.
- Once the case reaches the lender, track the loan sanction with the bank branch directly. The department cannot report on a stage the bank controls.
- After sanction, watch the bank passbook for the subsidy credit rather than waiting for a letter.
Why applications get rejected
- Disability certificate below 40 per cent, or a certificate without a stated percentage.
- No UDID card, or a UDID whose details do not match the certificate.
- Age outside 18 to 55, checked against the age proof rather than the applicant's statement.
- Income certificate above Rs 2 lakh, or in conflict with the Jan Aadhaar income band.
- Weak or missing project proposal, which the district committee or the lender treats as unviable.
- Existing bank default in the applicant's name.
- Previous self-employment benefit already taken under another scheme.
- Bank account not Aadhaar-seeded, which holds up the subsidy after sanction.
- District budget exhausted for the year. This is not a defect in the application; the file carries into the next allocation cycle, and it is worth asking the district office where you stand in the queue.
Where to get help
- District Social Justice and Empowerment Officer in your district headquarters, the primary point of contact for this scheme
- Directorate of Specially Abled Persons, Rajasthan, through sje.rajasthan.gov.in
- Anuja Nigam: rajanujanigam.rajasthan.gov.in, for the credit and corporation side of the sanction
- Rajasthan Sampark grievance portal, for a written complaint with a tracking number
Applying is free at both the portal and the district office. No agent can secure a sanction, and any demand for money to move a file should be reported to the District Social Justice and Empowerment Officer.
