Rajasthan state government scheme
Rajasthan 150 Unit Nishulk Bijli Yojana gives domestic electricity consumers up to 150 free units a month by putting a rooftop solar plant of at least 1.1 kW on their home, backed by Rs 33,000 central and Rs 17,000 state subsidy. Launched on 14 October 2025, it is open to consumers with a valid K number who register free on the Bijli Mitra portal.
What is Rajasthan 150 Unit Nishulk Bijli Yojana?
Rajasthan 150 Unit Nishulk Bijli Yojana is the Energy Department's free electricity scheme for domestic households, delivered through the state's three distribution companies: Jaipur Vidyut Vitran Nigam Ltd (JVVNL), Ajmer Vidyut Vitran Nigam Ltd (AVVNL) and Jodhpur Vidyut Vitran Nigam Ltd (JdVVNL). The scheme was launched on 14 October 2025, when the dedicated registration portal was inaugurated. Locally it is known as the 150 unit muft bijli yojana.
Rajasthan 150 Unit Nishulk Bijli Yojana pays for itself through solar rather than through an open-ended tariff subsidy, and that is the central design point. A household that installs a rooftop solar plant of at least 1.1 kW receives up to 150 units of free electricity a month, with the state and the central government together funding most of the installation cost. The state has described a potential coverage of about 1.04 crore registered households.
Rajasthan 150 Unit Nishulk Bijli Yojana replaced the earlier Mukhyamantri Nishulk Bijli Yojana, under which free units were granted directly as a bill subsidy. The new scheme keeps the free-unit outcome for the consumer but ties it to distributed solar generation, so the state's long-term subsidy burden falls while the household's bill goes to zero within the 150-unit band.
Who is eligible for the 150 free units?
You can register if:
- You are a permanent resident of Rajasthan.
- You hold a domestic electricity connection with a valid 12-digit K number from JVVNL, AVVNL or JdVVNL.
- You have usable rooftop space for a plant of at least 1.1 kW.
- You are willing to have the rooftop solar plant installed through the PM Surya Ghar Muft Bijli Yojana process.
- Your connection has no existing rooftop solar plant.
Consumers already registered under the predecessor Mukhyamantri Nishulk Bijli Yojana are the primary target group and are asked to give consent on the new portal so that their benefit continues under the revised design.
You cannot apply, or are not eligible, if:
- Your connection is commercial, industrial or agricultural. Only domestic connections qualify.
- You already have a rooftop solar plant on the same connection.
- You do not have adequate or structurally sound rooftop space, for example in a multi-storey flat where no individual roof share is available.
- Your electricity connection is not with a Rajasthan DISCOM.
- You are not a permanent resident of Rajasthan.
- Your K number is inactive, disconnected or under a pending dispute, the connection must be live before consent can be registered.
What does the scheme actually give?
| Component | Amount |
|---|---|
| Free electricity | Up to 150 units per month |
| Central subsidy (PM Surya Ghar) | About Rs 33,000 |
| Rajasthan state subsidy via DISCOMs | About Rs 17,000 |
| Combined installation subsidy | About Rs 50,000 |
| Additional DISCOM incentive | Reported at Rs 1,100 for the first 10 lakh beneficiaries |
| Smart meter | Provided free under the scheme |
Electricity used above 150 units in a month is charged at the normal domestic tariff for the excess units only; the free band is not withdrawn because the household crossed it. The subsidy for the plant is released as Direct Benefit Transfer into the consumer's bank account after the plant is installed and inspected by the DISCOM, which is the standard PM Surya Ghar disbursal rule.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Electricity bill with K number | Yes | Primary identifier for registration |
| Aadhaar card | Yes | Identity for both portals |
| Mobile number and email | Yes | OTP and scheme communication |
| Bank account details | Yes | Subsidy is paid by DBT after inspection |
| PM Surya Ghar registration number | Yes | Links the state benefit to the solar application |
| Roof ownership or consent proof | No | Where the roof is shared or rented |
How to apply for Rajasthan 150 Unit Nishulk Bijli Yojana
- Keep a recent electricity bill to hand and note the 12-digit K number printed on it.
- Open the scheme portal at 150unitmuftbijli.bijlimitra.com and choose the consumer login or first-time registration option.
- Enter your K number and mobile number, and verify with the OTP sent to that number.
- Give your consent on the form, confirming that you have rooftop space available and that you agree to a rooftop solar plant of at least 1.1 kW. Submit and save the registration reference.
- Go to the national PM Surya Ghar Muft Bijli Yojana portal at pmsuryaghar.gov.in and file the rooftop solar application against the same K number and DISCOM, selecting an empanelled vendor.
- Wait for technical feasibility approval from your DISCOM, then have the plant installed by the registered vendor.
- Apply for net metering / smart meter installation and the DISCOM inspection. The commissioning certificate is issued after inspection passes.
- Submit your bank account details on the PM Surya Ghar portal so the subsidy is credited by DBT, usually within a few weeks of commissioning.
The Bijli Mitra mobile app offers the same consent registration for consumers who prefer a phone. Consumers without internet access can ask a nearby e-Mitra kiosk or the sub-divisional DISCOM office to complete the consent registration.
How do I check my registration and subsidy status?
- Sign back in to 150unitmuftbijli.bijlimitra.com with your K number to see the consent registration status against your connection.
- Track the solar plant application, feasibility approval, inspection and subsidy release on pmsuryaghar.gov.in using the same login.
- Read the monthly electricity bill once the plant is commissioned. The free units and any billed excess appear on the bill itself, which is the final confirmation the benefit is running.
The two portals answer different questions. A stalled state benefit is a consent-registration problem on Bijli Mitra; a stalled subsidy payment is a PM Surya Ghar problem, almost always a pending inspection or an unverified bank account.
Why do applications get held up?
- K number mismatch: the number typed does not match a live domestic connection, or the bill belongs to a previous owner and the name change was never done.
- Connection is not domestic, so the portal rejects the consent.
- Technical feasibility rejected because the sanctioned load, the transformer capacity or the roof area does not support the proposed plant.
- Vendor not empanelled on PM Surya Ghar, which stops the subsidy claim even after a plant is physically installed. Always choose from the portal's vendor list.
- Net or smart meter not installed, so generation cannot be measured and the free units cannot be credited.
- Bank account not verified or not in the consumer's name, so the DBT of the subsidy fails.
Where do I get help?
- Rajasthan DISCOM power supply helpline: 1912.
- Your sub-divisional DISCOM office; JVVNL, AVVNL or JdVVNL, for K number, feasibility, meter and inspection matters.
- PM Surya Ghar portal helpdesk at pmsuryaghar.gov.in for subsidy release and vendor complaints.
- Rajasthan Sampark at sampark.rajasthan.gov.in for a tracked written grievance against a DISCOM office.
Registration on both portals is free. No vendor may charge for "registering" you, and the subsidy is always paid into your own bank account, never routed through a vendor.

Frequently asked questions
How many free units does Rajasthan 150 Unit Nishulk Bijli Yojana give?
Rajasthan 150 Unit Nishulk Bijli Yojana gives eligible domestic consumers up to 150 units of free electricity a month, so a household consuming within that limit gets a zero-amount bill. Consumption above 150 units is billed at the normal domestic tariff for the units in excess.
Do I have to install rooftop solar to get the 150 free units?
Yes. The scheme is built around rooftop solar. The consumer must install a plant of at least 1.1 kW capacity, and the free units follow from the generation credited against the connection. This is what distinguishes the scheme from the earlier flat free-unit subsidy.
How much subsidy is available for the solar plant?
A combined subsidy of about Rs 50,000 is available: roughly Rs 33,000 from the central PM Surya Ghar Muft Bijli Yojana and about Rs 17,000 from the Rajasthan government through the DISCOMs. An additional DISCOM incentive reported at Rs 1,100 was announced for the first 10 lakh beneficiaries.
Who is eligible for the scheme?
Permanent residents of Rajasthan holding a domestic electricity connection with a valid 12-digit K number from JVVNL, AVVNL or JdVVNL, who have usable rooftop space and no existing rooftop solar plant, are eligible.
Who cannot apply?
Commercial, industrial and agricultural connection holders cannot apply. The scheme is limited to domestic connections. Consumers who already have a rooftop solar plant, those without adequate rooftop space, and those whose connection is not with a Rajasthan DISCOM are also not eligible.
When was the scheme launched?
Rajasthan 150 Unit Nishulk Bijli Yojana was launched on 14 October 2025, when the dedicated registration portal was inaugurated. It replaced the earlier Mukhyamantri Nishulk Bijli Yojana design with a solar-linked one.
How do I register?
Register your consent on the 150-unit portal at 150unitmuftbijli.bijlimitra.com using your K number and mobile OTP, then apply separately for the rooftop plant on the national PM Surya Ghar portal at pmsuryaghar.gov.in. Registration is free on both portals.
Is a smart meter installed under the scheme?
Yes, the state announced a free smart meter for consumers covered by the scheme. A net or smart meter is technically necessary in any case, because the free units are calculated against solar generation exported to and drawn from the grid.
